Can the media determine the success or failure of institutional reforms? We study the adoption of secret voting in the US and the role of media in this arguably crucial step to improve democracy. Using a difference-in-difference identification strategy and a rich dataset on local newspapers, we find that in areas with high levels of media penetration democratization outcomes improved following the adoption of the secret ballot. Specifically, the press contributed to the decrease in partisan attachment and support for dominant parties. The press also undermined the manipulation of electoral boundaries and the unintentional decline in turnout incentivized with the introduction of the secret ballot. We consider multiple concerns about our identification strategy and address the potential endogeneity of newspapers using an instrumental variable approach that exploits the introduction of wood-pulp paper technology in 1880 combined with counties¿ woodland coverage during the same period. Exploring the heterogeneous effects of our results, we argue that the media mattered through the distribution of information to voters and the increase of public awareness about political misconduct.

Partiendo de la constatación de que las políticas desarrolladas históricamente por los gobiernos ecuatorianos han generado las condiciones legales y materiales para una situación de acentuada desdemocratización de la comunicación en el país, este artículo analiza el "activismo estatal" emprendido por el gobierno de Rafael Correa frente a los medios masivos. En lugar de presuponer que este activismo, instrumentado por un régimen político de características populistas, conduce necesariamente a la democratización de la comunicación mediatizada, se da cuenta de los avances realizados y se alerta sobre las acciones gubernamentales que han resultado desdemocratizadoras. ; Starting from the fact that politics in Ecuador have historically generated the legal and material conditions necessary for an accentuated de-democratization of communications in this country, this article analyzes the "state activism" carried out by Rafael Correa's administration regarding mass media. Instead of assuming that this activism –which is implemented by a political regime with populist qualities– necessarily leads to democratization of media communications, this article recognizes its accomplishments and takes caution on governmental actions that have resulted in a loss of democratic exercise.

El patrimonio etnológico construido está adquiriendo un sentido cada vez más participativo y abierto, en correspondencia con la nueva conceptualización del patrimonio cultural y el entendimiento de la tradición como proceso dinámico. Sin embargo, existe una contradicción entre los documentos normativos y patrimoniales que propugnan esos principios y el tipo de expresiones o bienes que reconocen e instan a salvaguardar. Esta aportación pretende llamar la atención sobre esas incoherencias y propone la sustitución del tradicional paradigma comprensivo de la arquitectura vernácula –eminentemente constructivo y formalista– por otro más inclusivo y cultural, donde se reconozcan las expresiones realizadas con medios de la actual cultura industrial y donde la participación de la comunidad se haga efectiva también como sujeto agente de la misma. Se propone así integrar sin titubeos el entendimiento de este patrimonio en las estructuras democráticas de nuestras sociedades y, para ello, se relacionará este proceso con el experimentado con anterioridad por otros sectores culturales, como el artístico. ; Built ethnological heritage is acquiring an increasingly participatory and open meaning, in agreement with new conceptualizations of cultural heritage and an understanding of tradition as a dynamic process. However, there is a contradiction between the regulatory documents associated with cultural heritage that advocate these principles, and the types of cultural expression or assets that they recognize and aim to safeguard. This article aims to draw attention to these inconsistencies and proposes the replacement of the traditional comprehensive paradigm of vernacular architecture – excessively formalistic and focussed on constructions – with one that is more inclusive and culturally centred, in which expressions of modern industrial culture are recognized and where the subject community has agency and is effectively engaged. The influence of technology and globalization have substantially determined the education of this century. Then, thinking about the curriculum, involves elements not considered 60 yearsago. In my case, the usual tool for my school commitments was the library and the typewriter; accompanied by long hours of inquiry. Not to mention the cell phone, that first model "Bellsouth" I met him studying my university studies. I am the product of a generation that results from very different "realities" in order to know their environment socially and culturally. What leads me to affirm that the curriculum should be "thought" more to teach subjects to live committed in their duty to society; what in their particular rights. That is, more in "giving" than in "receiving" a benefit of one's own. The school must form subjects more willing to build spaces of healthy coexistence and therefore, a democracy for all. Therefore, the role of the teacher will be the "omni-comprehensive" course in front of a curriculum oriented to the student to "read" their reality, supported by the family and the State. But, as a subject very willing to "give" of itself, to contribute, to build, as an "entity" that recognizes its environment, and deals with creating opportunities for the development of its community. ; La influencia de la tecnología y la globalización han determinado sustancialmente la educación de este siglo. Entonces, pensar el currículo, involucra elementos no considerados 60 años atrás. En mi caso, la herramienta habitual para mis compromisos escolares fueron la biblioteca y la máquina de escribir; acompañada de largas horas de indagación. Ni que decir del celular, aquel primer modelo "Bellsouth" lo conocí cursando mis estudios universitarios. Soy el producto de una generación resultado de "realidades" muy diferentes para conocer social y culturalmente su entorno. Lo que me conduce a afirmar que el currículo debe ser "pensado" más para enseñar a los sujetos a vivir comprometidos en su deber con la sociedad, que en sus derechos particulares. Es decir, más en el "dar" que en el "recibir" un beneficio propio. La escuela debe formar sujetos más dispuestos a construir espacios de sana convivencia y, por ende, una democracia para todos. Por ello, el rol del docente será el derrotero "omni-comprensivo" frente a un currículo orientado al estudiante para "leer" su realidad, apoyado por la familia y el Estado. Pero, como sujeto muy dispuesto a "dar" de si, de aportar, de construir, como un "ente" que reconoce su entorno, y se ocupa de crear oportunidades para el desarrollo de su comunidad.

This article analyzes the apparently dysfunctional democracies that haven become common in Latin America. Although democratic in the conventional sense that national leadership is periodically contested and renewed through standardized electoral procedures, such regimes also exhibit systematic political dysfunctionality. The author evaluates experiences with democracy in Argentina, Colombia, and Venezuela in order to illustrate this concept, and examines their comparative and theoretical implications.

[ES] El potencial que la impresión 3D introduce en la industria se traslada a una escala menor para artistas, arquitectos, diseñadores y makers, al hacer posible la complejidad de la forma, la inmediatez o la personalización como cualidades inherentes a la tecnología. En estos ámbitos, la personalización de los productos estandarizados, con su potencial innovador y creativo, combate la obsolescencia programada fomentando un uso más eficaz de los recursos y transforma los procesos de génesis de la materia institucionalizados, permitiendo la participación del usuario. El cambio de paradigma que presentó el arte en la década de 1950, en el que se pasó del discurso de la creación al discurso de la recepción , con sus influencias en el campo de la arquitectura en aquel periodo, recupera actualmente con la impresión 3D una evolución exponencial en el ámbito del diseño. En el ecosistema tecnológico emergente de la fabricación digital y con la impresión 3D como líder de sus actividades, la integración del prosumer, usuario productor y consumidor, ha permitido un cambio de sentido en los procesos establecidos, haciendo posible recuperar un discurso en el que el usuario se convierte en coproductor del proceso creativo. La tendencia creciente de la cultura maker está trascendiendo al interés del público general. Una progresiva red de plataformas y servicios permite incluir al usuario último dentro del proceso de diseño, introduciendo la cocreación y la personalización como valores diferenciales y, con ello, una fabricación y distribución personalizada. Las nuevas herramientas tecnológicas permiten la participación del usuario y posibilitan la democratización del proceso creativo.
