In 2004 the European Union accomplished an expansion of unprecedented scale in the scope of which ten new member states joined the 15 existing members of the community in one huge step. During the period leading up to and immediately following the expansion, a great number of analyses and reports saw the light of day that attempted to evaluate the further development potentials of the ten new member countries. These analyses and reports, however, considered the European Union as if it were a uniform and homogenous population or set and used it as a basis for comparison in their projections. They did so even though this assumption already fails to hold true for the EU15 and that the subsequent accessions and the global economic crisis exacerbated, and in fact, accentuated the differences in the member states' levels of development. Therefore, leaving these false assumptions behind, to gain a more reliable and workable evaluation of the convergence processes of the four Visegrad countries and to make an adequate comparison of the results, I find it highly advisable to consider the problem of catching-up from various aspects and to lay down different performance levels. My analysis only encompasses real convergence, which means that I only analyse the catching-up process and opportunities of the four Visegrad countries with a view to their GDP per capita figures, their main labour market indicators and productivity. In my paper, I present the results of the convergence calculations I did as well as the conclusions that may be drawn from them with the help of multi-level analyses that at the same time allow for describing both the functionality and the efficiency of the European Union. ; In 2004 the European Union accomplished an expansion of unprecedented scale in the scope of which ten new member states joined the 15 existing members of the community in one huge step. The presentation is a summary of the experiences of régiónál development over a quarter of a century, from the aspect of Hungárián bordér researches. European integration and the unfurling Schengen process changed the relationship of Hungárián régiónál Science and bordér researches in the interpretation of territorial processes. There was a gradual shift of focus by régiónál policies: the so-called "Trianon-syndrome", the analysis of the traditional controlling and restricting functions of State borders was gradually replaced by the analysis of the character of cross-border cooperations. From the point of view of development policy, the tight relationship of régiónál Science and bordér research was founded by the need fór the utilisation of internál and extemal resources, which is the prime motivation of cross-border relations. It is beyond doubt that the use of Hungárián and even more so the EU régiónál supports can effectively serve the moderation of the development disparities of bordér regions, the catching up of the extemal (bordér) peripheries, the "unification" of the spatial structural functions disintegrated by the Peace Treaty of Trianon, the creation and cohesion of a functioning macro-regional economic space in the Carpathian Basin - and all in all the issue of European integration, the improvement of neighbourhood relations.

The agricultural and rural development policies of the European Union come/came across constant changes, becoming one of the newest stages of structural and economic problems the joining of the new member states. A new process has been initiated with Agenda 2000 and Agenda 2000+ in the Union due to which the establishment of the so called multifunctional agricultural model became a priority for the EU15 and later on the EU25. This model, separating agrarian and rural development introducing a two pillar finance system, wishes to react on the European challenges of the new millennium on the fields of agriculture and rural development. It is a basic need of Hungary to acquire as fast as possible the methods of the Union in order to receive regional grants, create adequate institutional background, projects and programmes involving more actively the rural population into the accomplishment of development plans. ; Az Európai Unió agrár- és vidékfejlesztési politikái folyamatos változásokon mentek-mennek keresztül, melynek egyik legújabb állomásává a csatlakozni kívánó országok felvétele és az azzal járó strukturális és gazdasági problémák megjelenése vált. Az AGENDA 2000-rel, majd az AGENDA 2000+-al egy újabb folyamat indult meg az Unióban melynek eredményeként az ún. többfunkciós agrármodell kiépítése lett az első számú cél a 15-ök és 2004-től a 25-ök Európájában. Ez a modell az agrár- és vidékfejlesztést kettéválasztva kétpilléres finanszírozási rendszert vezetve be kíván az új évezred európai kihívásaira reagálni a mezőgazdaság s a vidékfejlesztés terén. Hazánk alapvető érdeke, hogy minél gyorsabban sajátítsa el az Unióban használatos regionális támogatásokért folytatott módszereket, megfelelő intézményhátteret, pályázatokat és programokat hozva létre, ezáltal mind aktívabban vonva be a vidéki lakosságot is a tervek megvalósításában.

Tanulmányunk a nemzetközi rendszer átalakulásával foglalkozik, azt Polányi kettős mozgásának a nemzetközi politikai gazdaságtan három vizsgálati szintjére (rendszer szintje, nemzetállam szintje, ideák szintje) való kiterjesztésével mutatja be. A cél annak az ingamozgásnak a bemutatása, mely az önszabályozó piac és a Bretton Woodsi "beágyazott liberalizmus" között írható le. Bemutatjuk azt is, hogy a populista pártok napjainkban megfigyelhető növekvő népszerűsége a piacosító folyamatokkal szembeni ellenmozgásként értelmezhető. = Our paper examines the transformation of the international economic system. We examine the process of Polanyi's double movement on the three levels of analysis of the international political economy: systemic, domestic and cognitive. Our aim is to show that during the development of the international system a certain pendulum is present which swings between the idea of the self-regulating market and 'the embedded liberalism' of the Bretton Woods System. We will also show, that the increasing popularity of populist political parties might be also understood as a countermovement against forces of marketization.

In Serbia the process of the regionalization, the power decentralization and the strengthening to self"government has become a central issue in the recent years. In this context, our aim is to give the general preview about the initial processes of Serbia's regional development and decentralization. The research on the subject is justified by the accession of Serbia to the European Union. The main questions are: Where is currently the regional organization in Serbia? How and in that measure has the decentralization process been achieved? Is there a "bottom"up" initiative in Serbia or the country is trying to meet the expectations of the European Union? It should be noted that Serbia had the largest and most differential spatial structure of the former Yugoslavia, furthermore the war conditions gave special characteristics to the spatial backwardness and setback. Currently, the country's development path is complicated and shows numerous sophisticated features in many segments of the economic progression.

In the resent years in Serbia the process of regionalization, the power of decentralization and the strengthening to self-government has become a central issue. In this context, my aim is to give a general preview about initial processes of Serbia's regional development, regionalism and decentralization. Regions and regional development have tradition on the Balkan. Taking into consideration this fact research of regional development of the former Yugoslavian republics is important. We have to study the instruments which were used to decrease the regional differences after the First and the Second World War. In this paper my aim is to introduce regional problems of the former Yugoslavia and today in Serbia. The main questions are: with which problems struggled Yugoslavia after the First World War and after the Second World War. How the government tried to solve the problems of regional inequalities in the past and what actions makes today to equalize the regional differences in Serbia.

This paper discusses the experiences of the implementation of LEADER approach from the perspective of effectiveness, efficiency and sustainability. In the late 1980s, the EU's rural development policy shifted towards endogenous development, as introduced into the practice of rural development in the framework of the LEADER programme. The LEADER as the new model of rural development policy, the new paradigm of development focuses on participation, cooperation and utilization of the local resources. The basic institutions of implementation of the LEADER programme are the LAGs (Local Action Groups as local partnerships), which have a great role in the local development with their proactive operation. The impact assessment of the implementation of the LEADER approach showed that in spite of several positive examples, there are many factors which hinder the wide adoption of the features of the programme into practice, thus realization of results and impacts expected from it in the process of local development. Therefore, it is absolutely necessary to maintain and strengthen the factors of success and to avoid factors which weaken or hinder the effective adaptation of the method. Thereby it can be hoped that the possibilites provided by the LEADER approach can be utilized in the local rural development.

In his study the author deals with the question of the corporative organization of the young Slovenian state. In the first part of his writing the author presents the theory and development of corporative ideas after WWII. He sums up the main theories of Philippe C. Schmitter and Gerhard Lehmbruch, the two main thinkers of modern corporatism and shows how these theories influenced the development of societal/liberal corporatism. The author introduces the concept of concertation, the new decision-making process of the modern corporative state and differentiates it from the classic pressure politics of liberalism. After the theoretical background in the second part of his study the author gives an introspection into the forms of Slovenian corporative cooperation. First of all, he describes the main organizations of the tripartite political processes: the employers' chambers and associations (e.g. Gospodarska zbornica Slovenije, Trgovinska zbornica Slovenije, Združenje delodajalcev Slovenije) and the employees' unions (e.g. Zveza svobodnih sindikatov Slovenije, Konfedearcija sindikatov Slovenije Pergam, Konfederacija sindikatov 90 Slovenije). At the end of his work he shows the function of the classical corporative forums in Slovenia: the Economic and Social Council (Ekonomsko-socialni svet Slovenije, ESSS) and the National Council (Državni Svet). The author's conclusions are unambiguous: after the successful achievement of independence and freedom, Slovenia managed to create one of the most effective organizational models of modern (societal/liberal) corporatism and uses the process of concertation fruitful for his economic stability and social welfare.

The digital changes of the 21st century have brought us many new tools, technologies, and, with them, new challenges. The changes fully permeate economic processes and at the same time have a significant impact on work performance. As a result of the changes, many jobs will be lost, new ones will be created, and we will witness ever-faster changes in the labour market. Employers and employees need to adapt to these changed circumstances, in which working time and its scheduling play a key role. In the course of the present work, I examine the feasibility of the shorter working hours that have become available due to technical development, both from a theoretical and a practical point of view. In connection with this, the development of a flexible work schedule will also be subject to a legal examination.
After the change of the regime in Hungary, significant restructuration occurred in the field of polity and public administration. Current, well-known structures of local governments and its supporting administrations have been formulated as a result of this process. The structure has been changed, but only partly, as habituations did not allow an overall change. Due to the recognition of this fact, ÁROP programme had been launched since 2007 in several periods, which supported the efforts in organization development of municipalities and local administration. However, the expected success failed, since the long term upkeep of changes was not established, or the needed commitment did not exist. Responsibility of organization development enterprises is not unimportant at all. Our organization worked out several studies in the frame of ÁROP programme. Careful investigation of the current situation is the establishment and precondition of organization development. This is followed by the elaboration of the conception. These can be carried out by several methods as adapted questionnaires, targeted interviews, focus group interviews, working day record, document analysis, SWOT analysis, life cycle analysis and at last but not least CAF questionnaire. Methods to be applied from these have to be selected according to the aims of the research.

The prior aim of the paper is to present the next station of the enlargement process of the European Union, the chances and challenges of the Croatian accession after the democratic transformation. The study is about to investigate how an old-and-new state is searching for its identity, and what a bumpy road does it have to cope with in order to get to be part of the European space. Two phases of the whole integration process could be separated. The first term is from the declaration of independence (26 June 1991) till the death of president Franjo Tudjman (10 Dec 1999), when beyond building a democratic country and state, Croatia also tried to identify and manage the priorities of its independent foreign policy. The next phase is mainly characterised by the development and deepening of relations between the EU and Croatia from the death of the president on, when the substantial investigations started between Croatia and the European Union, and are still in progress.

This study is a continuation of the previously published paper in the Central European Publications No. 35, which presented the political controversies about the codifing of the Trianon Peace Treaty and that massive pressure exerted on Hungary by the great powers for the purpose of making it. The antecedents of the ratification process and the entry into force of the peace treaty were the result of more than one year's process. The study describes the period from 4th June 1920, the signing of the peace treaty, till 26th October 1920, the referral of the peace treaty to the National Assembly. The paper presents in details the content of the ratification bill and its justification. It analyzes the content of the letter in which the Hungarian party informed the ambassadors' commission on the submission of the bill. At the same time, asking the great powers to call on the governments of neighboring countries to respect the minority rights of millions of Hungarians, who were attached to them as a result of the peace treaty. The study describes the French Prime Minister's response to the Hungarian letter, and follows up with the further developments of the ratification of the Trianon Peace Treaty, presents the leading political opinions and the decisions of the National Assembly that determined the Hungarian political life and affected the public's everydays, until the beginning of the ratification debate of the National Assembly, from 13rd November 1920.

As a result of the unfavourable global processes, the EU's ability to sustain a sufficient standard of living according to the share of the global GDP, is in real, perceptible danger. In order to avoid the gloomy scenario, and to handle the unpredictable risks the European Commission is getting framing new strategies. These long term conceptions contain priorities, which serve as guideline to reach the goals, objects proposed. To enhance the competitiveness of the EU there are several (direct and indirect) means to apply. One of these is the less known European Court of Auditors (ECA). The ECA –in the course of its functions –contributes to the financially effective, economical, efficient, regular and transparent priority oriented use of the sources of the EU-budget, and hereby catalyzing the development of the competitive features. Henceforth I represent the functional activity, work of the European Court of Auditors regarding the cohesion policy and the linkage to the general competitivness.

All actors in Central-East Europe face the changing role of different regions. In Hungary, the regional policy of the new government recasts chances and duties of former development regions with primary focus on counties. The article deals with a specific region along Southern course of river Tisza. We prove that this part of a wider European region, a sometime organic one, is actually object of reintegration. We analyze different conditions and dimensions of altering relations which play eminent role in the reinforcement of the organic character. The perspective of local actors in the next period, can be found in he new European Danube Strategy, as long as they are ready to organize themselves on appropriate regional base. Danube Strategy will be filled with real content if each identity region will be ready to accommodate itself in the new and wider European structure of a functional macroregion called Danube Region. We conclude that appropriate management of conditions supports the ongoing European and inner integration process.
