THIS ARTICLE OFFERS HYPOTHESES AND EXPLANTIONS OF THE ETHNOCENTRISM AND STRIFE AMONG POLITICAL ELITES IN FORMER YUGOSLAVIA. IT EXAMINES EARLY DECENTRALIZATION ARRANGEMENTS AND THE RESULTING ETHNOCENTRIC MOBILIZATION INSTEAD OF DEMOCRATIC PLURALIZATION. THE DISINTEGRATION OF THE FEDERAL/NATIONAL ELITE, AND THE YUGOSLAV ARMY ELITE ARE EXPLORED. IT CONCLUDES THAT FUTURE PEACE AND STABLITY OF THE REGION AS A WHOLE ARE DIRECTLY DEPENDENT ON TWO FACTORS: THE ABOLITION OF THE AUTHORITARIAN REGIMES WHICH STILL EXIST AND THE UNCOMPROMISING REMOVAL FROM POWER OF ALL OF THE ELITES RESPONSIBLE FOR THE WAR.

THE LONG-STANDING CENTRALITY OF PARTY LEADERS TO CANADIAN ELECTIONS AND POLITICS, AND THE USE OF TELEVISED EXTRA-PARLIAMENTARY CONVENTIONS TO CHOOSE LEADERS, HAVE LED PARTIES TO BELIEVE THAT A NEW LEADER WILL PROVIDE THEM WITH AN ELECTORAL BOOST AT THE SUBSEQUENT ELECTION.THIS ARTICLE TESTS THIS PERCEPTION USING THE RECORD OF 136 CASES OF LEADERSHIP CHANGE IN CANADIAN PROVINCIAL PARTIES OVER THE LAST THREE DECADES. THE DATA ALLOW THE AUTHORS TO CONSIDER THE IMPACT OF DIVISIVE CONTESTS, THE RELEVANCE OF A PARTY'S COMPETITIVE POSITION, AND THE REGIONAL VARIANCE ON ANY LEADERSHIP CONVENTION ELECTORAL BOOST. IT CONCLUDES THE CONVENTIONAL WISDOM IS WRONG.

Examines the influence of state, region, & urbanization on adoption of county government structural reform, exemplified by charter adoption, appointment of county administrators, & election of executives. Analysis is based on national survey data on 3,119 counties, emphasizing the 786 counties with appointed administrators, 382 with elected executives, & 117 with charters. These three structural reforms were correlated with urbanization as measured by 3 variables for counties nationwide: population size, population growth, & per capita income. The reforms were examined by US Census regions & subregions. Each reform was also adjusted to assess the influence of one or a few states where a given reform was state-imposed or almost universally adopted. For each reform, urbanization was a key factor in explaining adoption. Region offered little explanation. The state also emerged as an important variable. 2 Tables. Adapted from the source document.

THIS ARTICLE SUGGESTS THAT THE RECIPROCAL NUCLEAR VULNERABILITY OF DEMOCRATIC RUSSIA AND THE UNITED STATES NO LONGER JUSTIFIES THE ABM TREATY. THEIR SHARED VULNERABILITY TO THE RISK OF PROLIFERATION OF WEAPONS OF MASS DESTRUCTION AND THEIR MEANS OF DELIVERY NOW STIMULATES THE NEED TO ABANDON THE TREATY AS A RELIC OF THE COLD WAR. THE ISSUE FACING PUBLIC POLICY DECISION-MAKERS IS TO ASSESS THE POTENTIAL INTERACTION OF THE EVOLUTION OF INTERNATIONAL POLITICS IN THE POST-COMMUNIST WORLD ORDER WITH THE PROLIFERATION OF WEAPONS OF MASS DESTRUCTION AND THEIR MEANS OF DELIVERY.

WHILE WEAPONS OF MASS DESTRUCTION WERE NOT USED IN THE GULF WAR, ONE CANNOT ASSUME THAT THEY WILL BE AS LUCKY THE NEXT TIME, IF FOR NO OTHER REASON THAN MORE NATIONS WILL HAVE SUCH WEAPONS. THE SUCCESS OF HUSSEIN'S ATTEMPT TO BUILD A NUCLEAR WEAPONS CAPABILITY IS A REMINDER OF THE THREATS WHICH MAY HAVE TO BE FACED IN THE FUTURE. THIS ARTICLE EXPLORES LESSONS LEARNED FROM THE GULF WAR AND CONCLUDES THAT PROLIFERATION HEIGHTENS DEFENSE NEEDS.
