This contribution explores the importance of independent organizations in authoritarian regimes. While some authoritarian governments delegate policy tasks to (relatively) autonomous agencies simply in order to improve their domestic or international image as modern political leaders or to build up democratic facades to conceal the actual nature of their regime, other political leaders do so in order to make their genuine commitment to economic growth and development more credible. This relates to the central questions of this paper: Why do political elites in authoritarian regimes craft, or accept the emergence of, (relatively) independent organizations? Which specific forms and functions of these organizations can be identified? The main observation of this paper is that authoritarian governments of so-called developmental states have effectively used (relatively) independent organizations in order to implement market-oriented reforms, to improve private-sector coordination, and to foster economic growth and development in the long run.

How can structural aspects as well as agency be taken into consideration when analyzing states in dependent societies? The application of important critical approaches such as dependency theory & the state derivation debate as well as the mainstream discussion on failed states remains unsatisfactory. Therefore, an alternative critical approach is proposed which draws from regulation theory, gramscian ideas & the materialist state theory developed by Poulantzas. The value of such an approach is illustrated with regard to the Mexican transition towards neoliberalism & the transformation of the Mexican developmental state towards a competition state. Sowohl China als auch Indien haben in den vergangenen 30 Jahren eine bemerkenswerte wirtschaftliche Transformation vollzogen. Aus den beiden ökonomisch unterentwickelten Staaten sind zwei zukünftige wirtschaftliche und politische Supermächte erwachsen. Trotz zahlreicher Reformen zur Liberalisierung der Volkswirtschaften ist in beiden Ländern der Staat noch immer der wichtigste wirtschaftspolitische Akteur. Basierend auf dem staatszentrierten Modell des Developmental State nimmt die Arbeit einen Vergleich der wirtschaftspolitischen Institutionen, Akteure und Industriepolitik Chinas und Indiens vor. Die Arbeit kommt zu dem Ergebnis, dass China sich im Laufe des Untersuchungszeitraums zu einem Developmental State entwickelt hat und daher heute mit Einschränkungen als solcher bezeichnet werden kann. Indien weist hingegen nur partielle Übereinstimmungen mit dem Modell auf und es ist keine eindeutige Entwicklung hin zu einem Developmental State erkennbar. Die Ergebnisse der Arbeit zeigen zudem, dass im Hin-blick auf China und Indien eine Erweiterung des theoretischen Ansatzes des Developmental States um eine vertikale bzw. regionale Analyseebene als analytisch vielversprechend angesehen werden kann.

The two economically underdeveloped countries are developing into future economic and political superpowers. Despite many reforms to liberalize the economies, the state is still the most important economic actor in both countries. This paper draws a comparison between the politico-economic institutions, actors and industrial policy of China and India based on the state-centred theoretical model of the developmental state. The paper arrives at the conclusion that China has emerged as a developmental state and therefore can today be labelled as one. India is only fractionally analogous to the model and not explicitly develo-ping towards a developmental state. In addition, this paper draws the conclusion that in regard to China and India, an extension of the theoretical approach of the developmental state with a vertical, respectively regional level of analysis appears promising.

The 2021 military coup in Myanmar has left the country significantly isolated on the world stage. Politically, foreign governments have avoided recognizing the junta rulers, although quasi-official engagement is still underway. Economically, foreign investments into Myanmar have dropped by 42% from 2021 to 2022, off levels that had already massively decreased since the 2017 Rohingya expulsion. However, despite the international outcry over the new regime's open warfare against civilians and the escalating violence in Myanmar's multi-front civil war, both China and Japan have remained engaged in development cooperation, pursuing ambitious projects for economic corridors and special economic zones (SEZs) that were contracted under the deposed civilian government; in the case of China, even some new projects have been launched.

There are losers & winners in globalization. In this paper it will be argued that those developing countries that enable structural change might benefit, but this does not apply to those developing countries, that have fallen into a structural instability trap. Especially those countries suffering from asymmetric integration in world markets (resource-abundant states) face external shocks. Countries integrating in global value chains are in a far better situation but there is growing inequality. The minority of successful catching up countries have done better, because these economies started earlier, had a developmental state, established linkage structures thus boostering productivity industrialization & agrarian change. The Washington Consensus fails to realize that liberalization & export orientation without structural change, endogenous development via a developmental state will not be able to reduce inequality & poverty. 5 Tables, 110 References. In contrast to the minor importance within the overall economy, the fishing industry still plays an important part in the regional economy of the northern German coastal Länder. It has to be kept in mind that the fishing industry which is spatially concentrated there employs 48 000 persons and has an annual turnover of about DM 11,3 thousand millions (in 1992). Among the five nothern German coastal Länder there are in fact some structural differences with respect to the locational distribution: while in Bremen, Mecklenburg-Vorpommern and Lower Saxony all fishing industry branches are still represented, there are only some branches of the fishing industry left in Hamburg and Schleswig-Holstein. Finally,quite different activities are subsumed under the heading "fishing industry",such as deep-sea fishing and inshore fishing, transportation, mariculture, import and marketing of raw fish, but also the fish-processing industry, fish gastronomy and forwardly and backwardly linked service sectors. Starting from a brief review of the development of the fishing industry in the reunified Germany, this paper deals in detail with the situation of the different fishing industry branches in the coastal Länder situated on the Baltic Sea and on the Northern Sea. The paper is focussed on developmental trends which are indeed sectorially and regionally different.
