A developmental state is both a theoretical construct and a description of the political economy of certain nations, primarily in East Asia, over a specified time period. Theoretically, a developmental state is a particular type of state with a high degree of autonomy and solid institutional competence, allowing it to undertake a series of effective state-interventionist policies in pursuit of developmental objectives. Statism and state autonomy underpin the conceptual framework of the developmental state. The developmental state defied the neoclassical orthodoxy in development economics. Despite lacking the attributes of the mainstream neoclassical consensus in development economics and facing an uphill battle from such institutions, developmental states in various regions of the world have achieved high levels of economic growth. This study seeks to investigate the developmental state trajectories of Mauritius in relation to vital elements of developmental states. In an effort to do so, this study poses the following question: "What accounts for Mauritius' development state success in Africa?". By looking at the link between institutional building and economic performance, the study finds that Mauritius has replicated key developmental state institutions, including embedded and autonomous bureaucracy, making it one of Africa's most successful developmental states.
The forced migration movement from Syria, which began in 2011, has brought about significant changes in civil society within Turkey. The already existing complex relationship between the state and civil society, is further diversified in the context of forced migration, presenting the need to focus on the provision of humanitarian assistance, access to services, and integration of Syrian refugees who are legally under temporary protection, without international refugee recognition. Furthermore, state-driven cross-border humanitarian operations and security-oriented state policies also shape this landscape. Therefore, the interplay between civil society actors –existing, government-supported, and newly emerging– and security-oriented state policies contributes to this transformation. Historical and political realities, alongside global-local crises, influence the trajectory of change within civil society, positioning authorities as pivotal decision-makers in managing individuals' movement. Through in-depth interviews in different cities of Turkey with NGOs and refugee-led civil society members in 2018, the article uncovers the formation and progression of relationships between civil society actors and the state, revealing adaptations and adjustments based on contextual circumstances. The article seeks to move beyond comprehensive liberal and developmental perspectives, instead focusing on the evolving dynamics of state control within migration-related civil society.
Kapitalizmin türlerine ilişkin literatür gelişmiş kapitalist uluslara odaklanır ve ülke içi ve uluslar arası yapısal güçler tarafından şekillenen zengin kapitalist çeşitliliği kapsamına almada başarısız olur. Bu çalışma bu nedenle mukayeseli politik ekonomi ve kalkınmacı devlet teorisi olarak adlandırılan iki yaklaşımı sentezleyen alternatif bir analiz geliştirmektedir. Gelişmeyi devlet müdahalesi ile ilişkilendiren bu analize göre devlet, işgücü ve iş adamlarını bir araya getiren kurumsal yapı ve bu toplumsal aktörlerin nisbi gücü ülkelerin iktisadi performansının açıklanmasında önemlidir. Ampirik düzeyde bu çalışma, Türkiye'de kapitalizmin tarihsel dönüşümünü araştırmaktadır. Neoliberal çağda Türkiye kapitalizminin devlet kapitalizminden hibrid bir kapitalizm türüne doğru nasıl evrildiğini araştırmaktadır ve bu analiz dikkate değer iki sonucu açığa çıkarır. Birincisi, tüm uluslar tek bir iktisadi gelişme yörüngesine doğru yakınsamaz ve kapitalizm farklı zaman ve mekanlarda gelişen karmaşık sosyo-ekonomik bir düzendir. İkincisi, farklı politika aşamaları arasında yüksek derecede bir süreklilik söz konusudur. Değişim ve sürekliliğin bir arada bulunması gelişme sürecinde farklı kurumlar ve çıkarlar arasındaki uyuşmazlıklardan kaynaklanmaktadır. ; The literature on varieties of capitalism focus on advanced capitalist nations and fail to incorporate the rich variety of new forms of capitalism, which shaped by domestic and international structural forces in emerging market economies. Therefore, this thesis develops an alternative analysis by combining two approaches, namely comparative political economy and developmental state theory. According to this analysis, which links development to state intervention, institutional structure that links state, labour and business and the relative strength of this social actors are important for explaining economic performances which various countries experience. At the empirical level this study explores historical transformation of capitalism in Turkey. It investigates how Turkish capitalism has evolved from state capitalism to a hybrid variety of capitalism in the neoliberal era and this analysis reveals two significant outcomes. First, all nations don't convergence to a single development path and capitalism is a complex socio-economic order that has developed at different places and times. Second, this clearly implies that there is a high degree of continuity between the different policy phases. The coexistence of this continuity and change arise from conflicts between different interests and institutions in development process.

Sivil toplumun gelişme sürecinde kırılma noktası, Gramsci olarak kabul edilmiştir. Çünkü Gramsci'den önce sivil toplum ve diğer sosyal kavramların düşünülmesinde başat belirleyicinin modern devlet olgusu olduğu savunulmaktadır. Gramsci ise, sivil topluma üst yapı içerisinde yer vererek gerçek kırılma noktası olmuştur. Bu tez Bobbio tarafından ileri sürülmüştür ve çalışmamızda benimsenmiştir. Gramsci, üst yapıyı "tarihsel blok"un parçası olarak değerlendirmektedir. Gramsci sonrasında bu durum bazı kuramcılar tarafından göz ardı edilmiştir. Ancak son günlerde "tarihsel blok" ve "sivil toplum" kavramları, global kapitalizmle birlikte, yeniden, ele alınmaktadır. In this process, Gramsci is realized as to be the breaking point. Because, it is claimed that civil society and other social notions were thought in accordance with State before Gramsci. But Gramsci was real breaking point in the history of political thought because he settled civil society in the super structure. This thesis, which has been defending by Bobbio, is shared by us in this text. Gramsci evaluated superstructure as a part of historical block. This situation has not been taken into consideration by some theorists after Gramsci. However, nowadays, the notions of civil society and historical block are again forward into connection with global capitalism. The States, companies and organizations which have global power make an effort to build a new "global capitalist historical block". On the other hand, historical block which is built by nation States is going through a hegemonic crisis. Civil society stands in the middle of the tension between globalization and localization.
This study examines conceptually the relationship between sustainable security approach and public administration. Sustainable security represents the latest approach to security understanding within sustainable development policy which establishes a causality relationship between security and development. According to sustainable security approach, the focus should be on developmental and environmental root causes that undermine security conditions of individuals and communities, rather than on merely security issues and the state. In this respect, sustainable security approach contends that national security paradigm and pertinent security organization should change accordingly. The study first examines sustainable security approach drawing upon pertinent literature and policy documents. Then it discusses its implications for public administration. In this context, as an emerging security approach, sustainable security points to a long-reaching security organization in public administration, which relies on strategic management and foresight, and where coordination and policy coherence come to forefront. It can be asserted that sustainable security organization will be shaped by a public policy process which is multidisciplinary and integrated, in addition to the balances between effectiveness and accountability as well as between short-term and long-term. It is likely that a relevant security ethics will emerge and the relationships of both "economics-security" and "urbanization-security" as well as urban security policies will come to the fore. ; Bu çalışma, sürdürülebilir güvenlik yaklaşımı ve kamu yönetimi arasındaki ilişkiyi kavramsal olarak incelemektedir. Sürdürülebilir güvenlik, kalkınma ile güvenlik arasında nedensellik ilişkisi kuran sürdürülebilir kalkınma politikası içerisindeki en son güvenlik anlayışını temsil etmektedir. Sürdürülebilir güvenlik yaklaşımına göre, sadece güvenlik sorunlarına ve devlete odaklanmak yerine bireylerin ve toplulukların güvenlik koşullarını olumsuz etkileyen, kalkınma ve çevre sorunlarına ilişkin kök nedenlere odaklanılmalıdır. Bu yönüyle, sürdürülebilir güvenlik ulusal güvenlik anlayışının ve buna ait ulusal güvenlik örgütlenmesinin değişimini talep etmektedir. Çalışma öncelikle sürdürülebilir güvenlik yaklaşımını ilgili literatür ve politika belgelerinden incelemekte; daha sonra bu yaklaşımın kamu yönetimi bağlamında sonuçlarını tartışmaktadır. Bu kapsamda, sürdürülebilir güvenlik henüz gelişmekte olan bir yaklaşım olarak kamu yönetiminde uzun vadeli, stratejik yönetim ve uzgörüye dayanan, eşgüdüm ve politika uyumunun öne çıktığı bir güvenlik örgütlenmesine işaret etmektedir. Sürdürülebilir güvenlik öğütlenmesini ise, etkililikhesapverebilirlik ve kısa vade-uzun vade dengeleri yanında çok disiplinli ve bütünleşik bir kamu politikası sürecinin biçimlendireceği ileri sürülebilir. Bu güvenlik yaklaşımı çerçevesinde güvenlik etiğinin gelişmesi; yönetimde "ekonomigüvenlik" ve "kentleşme-güvenlik" ilişkileri ile kentsel güvenlik politikalarının öne çıkması olası görülmektedir.
BRICS içerisinde yer alan (Brezilya, Rusya, Hindistan, Çin ve Güney Afrika) yükselen güçlerinin 21. Yüzyıldan itibaren uluslararası siyasette öne çıkışı kalkınma için işbirliğinin teşvik edilmesi fikrine yeni bir ivme kazandırmıştır. Bu süreçte BRICS'in yapmış olduğu dış yardımlar artırmış ve özellikle Güney ülkeleriyle Güney-Güney işbirliği yoluyla farklı ekonomik işbirliği yolları ve alanları ortaya çıkmıştır. Bu tez, genel olarak bu beş ülke ve özel olarak Çin tarafından Sahra Altı Afrika'da yürütülen ikili dış yardım faaliyetlerine ilişkin hali hazırda var olan ama oldukça kısıtlı olan mevcut literatüre katkı sağlamayı hedeflemektedir. Yükselen donörler olarak nitelendirilen bu devletler, son yıllarda uluslararası kalkınmada istikrarlı bir şekilde öne çıkarken esasen 1950'li yıllara kadar uzanan dış yardım programları ile kesinlikle bu alanda yeni değiller. Böyle olmakla birlikte söz konusu devletlerin dünyanın dört bir yanındaki yardım faaliyetleri kimi zaman Amerika Birleşik Devletleri, Batı Avrupa ve Japonya'nın hakim olduğu uluslararası yardım mimarisine bir tehdit olarak algılanmaktadır. Kalkınma yardımının Güney-Güney işbirliği çerçevesinde önemli bir dış politika aracı olduğu varsayımından yola çıkarak, bu tez söz konusu yükselen güçleri bu alanda harekete geçiren motivasyonların neler olduğunu sorgulamaktadır. Dış yardımın araçsallaştırılmasının arkasındaki temel motivasyonlar nelerdir? Yükselen donörler uluslararası kalkınmada geleneksel bağışçılardan farklı mı? Sahra altı Afrika'nın dış yardımın ana alıcısı olduğu ve doğal kaynaklar açısından zengin olduğu düşünüldüğünde, Çin dış politika araçlarını Sahra altı Afrika ile olan işbirliğinde nasıl ve ne amaçla kullanıyor? Son olarak, uluslararası politikada kalkınma yardımı farklı bağışçılar arasında bir rekabet unsuru olmakla birlikte, aynı zamanda farklı yönelim, teknik ve politik özelliklerine sahip olan bağışçıların her birinin kendi aralarında işi paylaştıkları ileri sürülebilir. This dissertation provides an overview of the small but growing literature on bilateral foreign aid activities carried out in Sub-Saharan Africa by these five countries in general and China in particular. While these so-called emerging donors are steadily growing in importance in international development, they are certainly not new to the field, with foreign aid programs dating back to the 1950s. The recent increase in the size and scope of their aid activities around the world is seen by some as a threat to the international aid architecture dominated by the United States and its allies in Western Europe and Japan. Starting from the assumption that development aid represents an instrument of foreign policy within the framework of South-South cooperation, our objective is to ask ourselves what are the motivations that drive these emerging countries? What are the main motivations behind the instrumentalization of foreign aid? Are they different from traditional donors in providing aid? Given that sub-Saharan Africa is the main recipient of foreign aid and rich in natural resources, how and for what purposes is China using its foreign policy tools in its collaboration with the latter? On the international scene, development aid can indeed be an element of competition between different donors; on the other hand, we sometimes have the impression that the donors share the work, each with its own tropisms and technical and political characteristics.
