Studies of electoral law consequences typically accept that the number of parties running in a district decreases (increases) as district magnitude decreases (increases). This impact rests on a key behavioral assumption: parties respond to the seats to be filled in each district (as if they were) in isolation. In this paper I demonstrate that this assumption does not hold due to the incentives for the nationalization of parties and party systems. Amorim Neto y Cox sentaron las bases de los determinantes del número efectivo de partidos electorales. Sin embargo, a partir de una nueva base de datos más fiable y con el doble de países demostraré que a pesar de que los datos que emplearon los autores eran robustos, incurrieron en un sesgo de selección en los países estudiados. Esto me lleva a matizar sus resultados, tanto por lo que se refiere a las variables independientes —y entre ellas, la principal aportación de su investigación: la interacción entre cleavage y la magnitud de distrito— como a la capacidad de los modelos para explicar la variabilidad de la variable dependiente. However, through a new more reliable database containing twice the number of countries, the author demonstrates that, even though the data that the authors used was robust, they incurred in a selection bias regarding the countries studied. This led to a new approach to the results regarding both the independent variables (including their main contribution: the interaction between cleavage and magnitude of district) and the model's ability to explain variability in the dependent variable. The article assesses the effect of multilevel competition arenas upon the effective number of electoral parties, and demonstrates that the level of decentralization of the States is a powerful explicative factor. This opens the doors to a study of a field in Political Sciences that has been abandoned until the moment, at least empirically.
This paper explores the causes of disproportionality -- the difference between the percentage of seats & percentage of votes obtained by a party -- in 18 Latin-American countries, by measuring the effect of four independent variables. The first part presents the research design, the main theoretical approaches used to study electoral systems and a literature review, where both disproportionality & the independent variables are conceptualized. The second part discusses the general behavior of electoral systems and the independent variables in Latin America. The third part contains the inferential analysis, where we measure the impact of the independent variables on disproportionality. We find that there is a direct relationship between district magnitude & disproportionality. Moreover, we find that the higher the threshold of exclusion -- the number of voters that could potentially be left without representation because of the district magnitude and the electoral formula -- , the higher the disproportionality. We find that proportional electoral systems, rather than majority or mixed electoral systems, tend to produce less distortion between the percentage of votes & the percentage of seats. We find that a low fragmentation in the party system -- that is, a small number of parties with a presence in Congress -- weakly contributes to increase disproportionality. Finally, we find that malapportionment (ie., the disproportionate distribution of seats based on the number of voters in that district) has no statistically significant relationship with disproportionality. Women have made enormous progress in their political incorporation. However, the pace of that incorporation has differed across countries. The present article analyzes the effects of party ideology and of the characteristics of electoral competition on the election of women in legislative seats in five Latin American democracies over three decades. The empirical results provide evidence of the effects of party (ideology) and institutional factors (type of ballot); and at the same time, call into question the effect of factors previously asserted in the literature, such as district magnitude y party magnitude. ; Las mujeres han hecho enormes progresos en su incorporación a la arena política. Chile's unique system of legislative elections, in which each district elects two representatives (M=2), has been subject to controversy & a target for reform proposals since it was imposed on the country by the outgoing authoritarian regime in 1990. Most reform advocates call for greater proportionality. This essay argues that, despite its undemocratic origins, the M=2 system has performed quite well relative to systems used in many other countries. In particular, M=2 in Chile delivers a reasonable mix of representativeness, governability, & individual legislator accountability. The essay goes on to consider various alternatives for reform & outlines some potential problems each would entail. If the Chilean system is to be reformed, the essay recommends incrementalism -- a moderate increase in district magnitude, perhaps, but maintaining open lists, & no change to a mixed-member system (MMS). This paper discusses the electoral rules used in Chile since 1833, highlighting how difficult it was to change them after first adopted. It is then analyzed the current system, emphasizing its strengths & weaknesses. It is argued that the current system can be best understood as an insurance against an electoral defeat since it imposes high thresholds on a party that seeks to transform its electoral majority into a commanding majority of seats in the legislature. It is shown that the Concertacion has found it difficult to transform its electoral majority into a majority control of the legislature. Using electoral simulations, it is shown that the conservative coalition (given its share of votes) gets a larger share of seats with the current system than with any other alternative district magnitude. Urban violence has existed since the city exists, however, in recent years has become a topic of great importance due to new forms it has assumed and due to the alarming increase of its magnitude, clear expression of the urban crisis in the cities, of which the Central District is no exception. This article analyzes the violence in the Central District from two perspectives: structural violence and criminal violence; the first considers that violence is rooted in poverty, economic inequality, exclusion, social segregation and lack of social, political and economic opportunities, generated by the system. The second approach emphasizes that criminal violence in DC manifests in the increasing levels of victimization, which takes forms such as theft, assaults, murders, killings and kidnapping amongst the crimes of greater significance. El presente artículo examina el caso de las reformas al sistema electoral municipal venezolano en el período comprendido entre 1984 y 1995 con la finalidad de comprobar teorías sobre las implicaciones del sistema electoral en el sistema de partidos. Examinamos el efecto de la magnitud de la circunscripción electoral, el umbral de representación y la fórmula electoral en el número efectivo de partidos electorales y legislativos. Se argumenta que las sucesivas reformas generaron expectativas que incentivaron a una mayor participación de los partidos políticos y grupos de electores en las contiendas electorales locales pero que no resultaron en un número significativo de nuevos escaños para éstos, lo que contribuyó a la desconfianza en la institución electoral y a la larga, a deslegitimar aún más a los dos partidos tradicionales. ; This article examines electoral reforms to the Venezuelan municipal electoral system between 1984 y 1995 to confirm theories on the effect of the electoral system on the party system. Resumen: En los últimos años, hemos observado la emergencia de diversos partidos antisistema en el escenario político europeo, que se sustentan en diferentes agendas (la económica y/o la social; así como en el rechazo a la Unión Europea y la voluntad de salir de ella, el independentismo o secesionismo, la ruptura con el statu quo político, entre otras) y se manifiestan en diferentes contextos institucionales. Esto abre un interrogante sobre las causas que llevan a su surgimiento, desarrollo y eventual éxito. El artículo indagará sobre las causas que podrían explicar sus chances de éxito. Para ello, se propone como hipótesis que ante un sistema electoral proporcional y con magnitudes de distrito grandes, mayores chances de éxito tienen los partidos antisistema; mientras que cuanto más restrictivo sea el sistema, las mayores chances de éxito de los mismos quedarán supeditadas a contar con un carácter territorializado que los transforme en potenciales actores relevantes dentro de su respectiva región de influencia. Para su evaluación, se analizarán cuatro casos (Alemania, España, Francia y Reino Unido) desde un enfoque comparativo. El criterio central para la selección son las diferencias en el sistema electoral y las magnitudes de distrito para cargos legislativos; la primera variable independiente propuesta en la hipótesis. ; Abstract: In recent years, we have seen the rise of different "anti-system parties" in the European political scene, which in turn are based on different agendas (such as the economic and / or social agenda, the rejection of the European Union and the willingness to leave it, the independence or secessionism and the breakdown with the political status quo, among others). Their emergence in different institutional backgrounds opens a question about the causes that lead to the rise, development and eventual success of these parties. The article will inquire about causes that could explain the chances of success of the aforementioned parties. The proposed hypothesis is that "whenever there is a proportional electoral system with large district magnitudes, the anti-system parties have greater chances of success; while whenever the system is more restrictive, the greater chances of success of these parties will depend on having a territorialized character that transforms them into potential relevant actors within their respective region of influence". To evaluate the hypothesis, four cases (Germany, Spain, France and the United Kingdom) will be analyzed with a comparative approach; the criteria for the selection of those are the differences in the electoral system and the magnitudes of district for legislative positions, which is the first independent variable proposed in the hypothesis.
La corrupción política es el fenómeno mediante el cual los gobernantes se aprovechan del poder político dado por sus electores para beneficio personal. Las fórmulas electorales, la organización de las legislaturas y el sistema político, como un todo, son factores que afectan la corrupción política, porque dan incentivos a los gobernantes para su buen o mal comportamiento. Este trabajo desarrolla un modelo de negociación en Legislaturas, adaptando las condiciones de la Ley de Bancadas en Colombia, para determinar cómo la organización interna de los partidos políticos puede afectar la corrupción en una legislatura. Se encuentra que un buen régimen de bancadas no puede funcionar perfectamente para controlar la corrupción si no se cuenta con un régimen de transparencia interna, pues éste es más efectivo para controlar la corrupción que el mismo castigo impuesto por los votantes. ; Political corruption is defined like misuse public office for private gain. The electoral rules, district magnitude and political system can affect the corruption, because they give incentives to "good" or "bad" behavior in the office. This paper development a bargaining model in a legislature, using the "Ley de Bancadas" in Colombia to know how the intra-party discipline affects the corruption. The main result is that an effective intra-party discipline cannot work whether there is not intra-party transparency, because it is more effective than the voter's punishment to prevent the corruption. ; Facultad de Ciencias Económicas
In the city of Ushuaia there were several intents to change or to eliminate the method of preferences for the legislators in order to guarantee gender equality among the representatives. It has been said that, erasing this method or changing it would be a good measure in order to concrete gender equality in the legislature. We aim to present here an historical evolution of the voting system to see if it is true or if, on the contrary, due to other causes, there should be other issues to think about. ; Los intentos de modificar o eliminar el método de preferencias para los concejales de la Ciudad de Ushuaia a fin de garantizar la paridad de géneros en la representación produjeron un debate que debe atenderse. Se postuló que, suprimiendo ese método o incluso modificándolo para que respete la igualdad de géneros en el actual contexto de régimen electoral se garantizará la paridad de género en ese órgano legislativo municipal. Un estudio de la evolución de su sistema electoral nos dirá si ello resulta factible o si por el contrario otras variables -especialmente la magnitud del distrito o la modificación del umbral electoral- deben ser tenidas en cuenta para aspirar al cumplimiento de ese objetivo. ; As tentativas de modificar ou eliminar o método de preferências dos conselheiros da cidade de Ushuaia, a fim de garantir a paridade de gênero na representação, produziram um debate que deve ser tratado. Postulou-se que, ao eliminar este método ou mesmo modificá-lo para que respeite a igualdade de gênero no atual contexto do regime eleitoral, a paridade de gênero será garantida neste órgão legislativo municipal. Um estudo da evolução de seu sistema eleitoral nos dirá se isso é viável ou se, por outro lado, outras variáveis - especialmente a magnitude do distrito ou a modificação do limiar eleitoral - devem ser levadas em consideração para aspirar à realização desse objetivo.
El objetivo de este trabajo es analizar el comportamiento del consumidor venezolano en general, y del habitante de la capital de Venezuela, en particular, a partir de información correspondiente a datos de corte transversal de los gastos realizados por aquéllos, medidos a partir de la más reciente Encuesta de Presupuestos Familiares (EPF) realizada y disponible en Venezuela (correspondiente al periodo de recolección de datos 2004-2005). El caso de estudio se ubica en un entorno caracterizado por la transición desde una situación de caída significativa del ingreso real de los consumidores en los primeros años de la década iniciada en el 2000 (con sus consecuentes efectos registrados en la caída del consumo alimentario), a otro en el que los ingresos reales del consumidor venezolano comienzan a crecer gradualmente (fundamentalmente debido al ingente aumento de precios internacionales del petróleo registrados desde el 2003, lo que a su vez permitió al gobierno nacional aumentar el gasto público con orientación social). En este contexto se estimaron los sistemas de demanda para el caso del Distrito Federal, a partir de dos modelos: el denominado por el autor Modelo 1, en donde el gasto de un hogar i (o vivienda, que era la unidad de observación muestral) en una subcategoría j de gasto alimentario era una función del gasto total mensual en alimentos realizado por ese hogar; y el Modelo 2, en donde el gasto del hogar (vivienda) i en la subcategoría j de gasto alimentario es una función del ingreso total mensual de ese hogar. Dada la forma de especificación de las variables y del modelo utilizado, los valores obtenidos corresponden directamente a los coeficientes de elasticidad. Los valores de los estimadores obtenidos en el primero de los modelos resultaron ser significativos a cualquier nivel, siendo casi todos inelásticos. Los coeficientes de elasticidad-renta que resultaron ser menores que la unidad mostraron valores entre 0,02 y 0,91, corroborando así su carácter de bienes normales necesarios. Los valores más inelásticos se observaron en la subcategoría de Gastos de alimentación fuera del hogar. Los resultados de la estimación del Modelo 2 resultaron todos menores que la unidad, siendo los más inelásticos obtenidos para la subcategoría de gastos en Pescados, Leche y derivados, Huevos, Grasas. La mayor utilidad de la investigación radica en la posibilidad de estimar modelos de demanda (comportamiento del consumidor) a partir de fuentes secundarias como las EPF (hecha con meros fines de ponderación de índices de precios), así como la posibilidad de predecir el signo y orden de magnitud de los cambios en el comportamiento del consumidor en un entorno donde los precios de los alimentos y los ingresos de los consumidores cambian constantemente. ; The main objectives of this paper it to analyze the Venezuelan consumer behavior, in general, particularly the case of Caracas inhabitant consumer. Thus, the author uses cross-section data of Households Budget Surveys (HBS), the most recently available in the Venezuelan case (this survey was applied between years 2004 and 2005). This is a period characterized by a strong decreasing in the real income of consumers -which began at the early 2000 decade, with a significant decreasing food consumption-, followed by another period when Venezuelan consumer incomes began to grow –due to, mainly, the raise on international oil prices since 2003, which let to the Venezuelan government to increase the social public expenditure. Two demand system were estimated by using the Linear Expenditure System (LES) of Stone: i) Model 1, where household i expenditure (or house, in fact the sample unit in the survey) in any j category of food expenditure is a function of the total monthly food expenditure of this household; and ii) Model 2, where household i expenditure in any j category of food expenditure is a function of the total monthly income received by this household. Due to functional ways of variables specification and the kind of used model, the estimated values were directly the elasticity coefficients. In the first model, the whole of estimated coefficients were statistically significant at any level, most of the inelastic. However, some of the income elasticity showed values between 0.02 and 0.91, suggesting a necessary normal goods case. Most inelastic values were found in the case of Food expenditures out of home category. All the coefficients in the Model 2 were less than 1, being most inelastic the estimated coefficients for Fish, Milk and derivatives, Eggs and Fats category. Such models let to researchers to calculate demand models since data initially collected for Price Index models calibration. Moreover, in an environment where food prices and consumer's incomes are frequently changing, these models let to predict –even their own limitations-, the sign and magnitude of consumer behavior in such cases. ; anidoriv@ula.ve
