Studies on Spanish Colonial Trade stresses the essential role played by non-Hispanic mercantile networks in the economic expansion in the Atlantic. Dutch shipping and trade constituted an important part of the Hispanic Atlantic Community in America and in Spain, especially throughout the Flemish and Dutch merchant community in Cadiz. From the last decades of the 17th century and throughout the 18th century, the old enemies of the Hispanic Monarchy had developed certain sophisticated operations within the framework of trade between Spain and America, from within the very heart of the state monopoly. That was possible due to three main reasons: the implementation of social and economic mechanisms to operate in networks, local cooperation in trading and shipping, and a favorable political economy to maintain business connections. ; Los estudios sobre el comercio colonial español señala el importante papel desempeñado por las redes mercantiles no hispánicas en la expansión económica en el Atlántico. El comercio y la navegación holandesa constituyeron una importante parte de la comunidad hispánica atlántica tanto en América como en España, especialmente a través de la colonia flamenca y holandesa de Cádiz. Desde las últimas décadas del siglo XVII y a lo largo del siglo XVIII, los antiguos enemigos de la Monarquía Hispánica habían desarrollado ciertas sofisticadas operaciones dentro del esquema comercial entre España y América. This paper proposes a dynamic,stochastic, multisector growth model which integrates the real business cycle literature and booming sector and Dutch Disease economics to analyze fluctuations, resource allocation and relative price changes in small open (developing) economies subject to terms of trade shocks. The model is consistent whith aggregate and sectorial cyclical behavior of this class of economies, and rationalizes as an efficient outcome the symptoms of Dutch Disease (temporary deindustrialization and appreciation of the real exchange rate) which are sometimes judged to be suboptimal responses and as the rationale for government intervention in developing countries. It is also found that commodity price stabilization policies do not significantly affect the cyclical pattern of fluctuations and that their welfare benefits are second orden.

This article presents a discussion of the conceptualization of "government performance" in the Political Science literature & the way this construct is translated in four international studies by the World Bank, the Central European Bank, the Dutch government & the World Economic Forum. The analysis of the four studies shows the difficulties in the empirical development of some of the conceptualization lines & the trend to use public opinion data & aggregated societal results in sectors such as economic growth, health or education. The concern to pursue an objective evaluation of comparative government performance, understood as quality of public management, can be addressed, either substituting this concept by the administrations pro-activity to adopt some public reforms or producing better comparative data at the level of OECD on key processes in the production of some public services. This article aims at clarifying how a series of innovative methodological guidelines have been outlined and implemented within the Department of Translation, Interpreting and Communication at Ghent University for the purposes of optimizing academic education of future professionals of the sector, as well as providing them with both the theoretical background demanded by the labour market and a thorough training. Such conclusions were the result of a survey and a number of roundtables organized in 2013 by a group of lecturers of Translation Studies at Ghent University and several experts and professionals of the translation sector in Flanders. The latter group included heads of Flemish translation agencies, as well as department coordinators of Belgian official organizations. The article points out how the translator profile alluded to by the working group differs from the institutional model designed by the EMT Expert Group, which has traditionally been taken as the main reference. The results and conclusions reported below can shed light not only on the translation policy adopted in Belgium, but also on the relationship between one of the minority languages of the EU, such as Dutch, and one of the most spoken languages in the world, such as Spanish. ; El presente artículo pretende explicar cómo se han trazado y acuñado una serie de directrices metodológicas innovadoras en el Departamento de Traducción, Interpretación y Comunicación Multilingüe de la Universidad de Gante con el objetivo de optimizar la formación académica de los futuros profesionales del sector, aportándoles los conocimientos teóricos que exige el mercado laboral, así como dotándolos de una sólida base práctica. Las conclusiones que sirvieron de base para trazar estas directrices metodológicas fueron fruto de una encuesta y una serie de mesas redondas organizadas en 2013 entre un grupo de profesores de asignaturas de traducción de la Universidad de Gante y un grupo de profesionales y especialistas de los sectores de la traducción, la interpretación y la comunicación de Flandes, tales como directores de agencias flamencas de traducción y coordinadores de secciones o de proyectos de organismos oficiales belgas. El artículo muestra cómo el perfil de traductor al que alude este grupo de trabajo difiere del que se ha tomado como referente tradicionalmente: el modelo institucional diseñado por el EMT Expert Group. Los resultados y conclusiones que se exponen a continuación pueden arrojar luz no solo sobre la política de traducción adoptada en Flandes, sino también sobre la relación entre una de las lenguas minoritarias de la UE, como es el neerlandés, y uno de los idiomas más hablados del mundo, el español.

We focus on universities and compare Spain with the European Union 27 at national, regional and institutional levels. Access to public knowledge in Spain is similar to the overall European trends: highly internationalised with American universities being the most accessed. But Spain presents some idiosyncrasies: infrequent access to the Massachusetts Institute of Technology and frequent access to Dutch and Israeli universities. Also access to universities from the same region occurs more often than in other Member States (especially in regions other than Madrid). In reference to the situation in other EU members, access to Spanish universities from Germany is relatively low and the only university with citations above the European average is the Autonomous University of Madrid. The relationship between citizens and political institutions in democratic systems all over the world seems to be experiencing a time of uncertainty: falling numbers of voters, an increase in populist discourses and parties, rising public protest demanding reforms of political systems and the new manifestations of organisations from civil society being set up to protect and fight for specific rights. Establishing the meaning of citizenship has occupied a great deal of space and effort among theorists who have defined the ideal character linked to the model of a good citizen, which is useful and valid for improving relations between society and the State. However, it is less common to find viewpoints approaching the issue of the meaning of citizenship by directly asking citizens themselves. This article deals with interpretations linked to the notion of citizenship and democracy, based on an empirical analysis, with a research developed largely in the Netherlands, examining data on Dutch citizens' ideals. The data is presented with the aim of seeking uncertainties and evidences that could help for understanding what appears to be a greater distancing between society and the State. With the aim of achieving this objective, this article first presents a brief analysis of the ideals associated with the notion of good citizenship in the literature. Secondly, it introduces some previous cross-national research with closed-ended questions to get grip on the meanings of good citizenship of ordinary citizens in different contexts. Thirdly, having introduced these two issues, an approach is made to the interpretation of the "good citizen" according to open questions to Dutch citizens in surveys carried out by the Netherlands Institute for Social Research (SCP), where one of the authors of this article carries out research work. Later, in a new point, interest is focused on a study of the attitudes and expectations of Dutch citizens with regard to democratic politics, data also collected via the SCP. Analysis of this data will show that, although Dutch citizens show clear acceptance of the democratic system as the best political system, they do not consider politics as something that is relevant. Moreover, they even consider it as rather tiresome and annoying. Citizens adopt a negative attitude towards politics and a high level of mistrust towards their political representatives. These results lead us to introduce some proposals on possible policies in the final part of the paper. These suggestions are not intended to be more than brief notes focusing on three key aspects: the incorporation of the principle of transparency, the introduction of mechanisms for direct participation by citizens and the recognition of the potential of civil society. They are proposals aimed at reducing the distancing between society and the State, believed to be useful for the Netherlands as well as for other possible contexts affected by similar symptoms. ; Los sistemas democráticos de diversos países parecen vivir momentos de incertidumbre en cuanto a la relación entre la ciudadanía y las instituciones políticas. Descenso del número de votantes, ascenso de discursos o partidos de carácter populista, aumento de protestas ciudadanas en demanda de reformas de los sistemas políticos, así como nuevas manifestaciones de organizaciones de la sociedad civil que se erigen en defensa y lucha de derechos concretos. La definición respecto al significado de ciudadanía ha ocupado un amplio espacio y esfuerzo por parte de los teóricos que definen el carácter ideal vinculado con un modelo de buen ciudadano, útil y válido para mejorar las relaciones entre sociedad y Estado. Menos frecuente es encontrar perspectivas que aborden la cuestión sobre el significado de ciudadanía preguntando directamente a los propios ciudadanos. Este artículo trata, precisamente, de abordar -desde un análisis empírico- las interpretaciones vinculadas con la noción de ciudadanía y de democracia desde una investigación desarrollada, principalmente, en los Países Bajos, en la cual se examinan datos sobre los ideales de los ciudadanos neerlandeses. Datos que se presentan con el propósito de buscar incertidumbres y evidencias que ayuden a comprender lo que parece ser un creciente distanciamiento entre la sociedad y el Estado. Con el propósito de completar este objetivo se expone, en primer lugar, un breve análisis de los ideales asociados con la noción de buena ciudadanía según las perspectivas teóricas. En segundo lugar se introducen algunas investigaciones previas que trataron de definir el significado de "buen ciudadano" según la interpretación de ciudadanos corrientes de diferentes contextos. En tercer lugar se realiza la interpretación del "buen ciudadano" según una serie de encuestas y preguntas abiertas planteadas a ciudadanos neerlandeses en un estudio desarrollado desde el Instituto Neerlandés de Investigación Social (SCP). Más adelante, en un nuevo punto, el interés se centra en el abordaje de las actitudes y las expectativas que tienen los neerlandeses respecto a la política democrática, datos recogidos también a través del SCP. El análisis de estos datos muestran que si bien los ciudadanos neerlandeses tienen una clara aceptación del sistema democrático como mejor sistema político, no consideran la política como algo relevante. Llegan a considerarla como algo engorroso y molesto. La ciudadanía adopta una actitud negativa hacia la política y una elevada desconfianza hacia sus representantes políticos. Resultados que nos lleva a plantear sugerencias normativas que no pretenden más que ser unos breves apuntes centrados en tres aspectos clave: la incorporación del principio de transparencia, la introducción de mecanismos de participación ciudadana directa y el reconocimiento del potencial de la sociedad civil. Propuestas dirigidas a paliar el distanciamiento entre sociedad y Estado que se creen útiles para los Países Bajos, así como para otros posibles contextos afectados por síntomas similares.

[spa] A quince años del siglo XXI, Venezuela exhibe el mismo ingreso por habitante que tenía en 1955. A través de este largo período Venezuela ha sido rociada generosamente por grandes bonanzas petroleras, incluyendo el embargo árabe (1973), la revolución iraní (1979), la guerra del Golfo Pérsico (1990-1991), y la más prolongada registrada durante le década anterior (2004-2013). A pesar de todo, la economía se estancó, lo que sugiere que los proventos del petróleo alimentaron un boom de importaciones de consumo (que luego sería reversado) y una fuga masiva de capitales. Todas estas características hacen de la economía venezolana tierra fértil para profundizar conocimientos en varias áreas de la literatura económica. El capítulo 1 contiene un modelo de ciclos reales idéntico al presentado por Kydland y Prescott (1982) y Long and Plosser (1983), calibrado para la economía venezolana. A pesar de ser una economía fuertemente regulada, el modelo es capaz de replicar los movimientos de las variables reales en los ciclos económicos, de una forma mucho más precisa que en países desarrollados con economías más abiertas y mercados teóricamente más flexibles. La bondad de la aproximación está facilitada por unos salarios reales y productividades del trabajo mucho más volátiles y pro-cíclicas que las de economías desarrolladas. El capítulo 2 presenta una metodología para analizar la represión financiera, sorpresas inflacionarias, y seigniorage, y explora su conexión con las crisis de balanza de pagos. Los ingresos fiscales derivados de represión financiera durante los períodos de control de cambios y tasas de interés reguladas en Venezuela, son similares a los registrados en los países desarrollados, aunque estos últimos tienen ratios de deuda pública doméstica/PIB entre cuatro y ocho veces mayores a Venezuela. La conexión entre los ingresos por represión financiera y el debilitamiento de la posición neta acreedora vía fuga de capitales puede ser uno de los factores detrás del síndrome de baja tolerancia a la deuda, según el cual los países en desarrollo tienden a cesar sus pagos de deuda externa a ratios de deuda/PIB muy inferiores a los países desarrollados. Por último, el capítulo 3 contiene un análisis de los impactos del peso de los recursos naturales en el grado de concentración de la cesta exportadora de productos que no pertenecen a la categoría de recursos naturales. Existe evidencia significativa a favor de la hipótesis de que países cuyas cestas de exportación cuentan con altos porcentajes de recursos naturales, tienden a tener un mayor grado de concentración (menor diversidad) en sus cestas de exportación de recursos no-naturales. Sixty years of stagnation, where the country managed to elude its portentous luck in the natural resource lottery. This period has been sprinkled with massive oil bonanzas, including the Arab oil embargo (1973), the Iranian revolution (1979), the Gulf War (1990-1991), and the prolonged windfall of the last decade (2004-2013). In spite of that, the economy stagnated throughout, hinting that oil proceeds fueled a mixture of import-based consumption boom (later to be reversed) and capital flight. All these features make Venezuela a prolific field to deepen on the study of certain branches within the economic literature. Chapter 1 contains a real business cycle (RBC) model as originally presented by Kydland and Prescott (1982) and Long and Plosser (1983), calibrated for the Venezuelan economy as a whole, and the non-oil sector in particular. In spite of heavy state intervention, the model is able to replicate observed movements and co-movements of real variables over the cycle more accurately than reported in the literature for more advanced, free-market economies. The goodness of fit is driven by Venezuelan real wages and labor productivity being volatile and almost perfectly correlated with cyclical output, in stark contrast to the sluggishness and lack of correlation with output that real wages exhibit in the United States and other OECD economies. Chapter 2 presents a framework for analyzing financial repression, inflation surprises and seigniorage, and exploring their connections to balance of payments crisis. Fiscal revenues coming from financial repression are significantly higher in years of exchange controls and legislated interest rate ceilings. We find evidence suggesting a systematic link between significant distortions in the domestic financial system and a weakening of external accounts via capital flight. Capital flight weakens the government's revenue base inducing greater reliance on inflation tax and financial repression. The connection between large haircuts on domestic debt and a weakening of the balance of payments may also help in explaining why emerging markets sovereign defaults often occur at seemingly low levels of external debt to GDP ratios. Chapter 3 contains a thorough cross-country study to assess the impacts of natural resources in non-resource export concentration at the country and product level. It reports significant evidence indicating that countries with high shares of natural resources in exports tend to have less diversified non-resource export baskets. At the product level, capital intensive goods tend to have larger shares on the non-resource basket when natural resources are high. These results are more robust in developing countries, which is consistent with the literature reporting that they are more prone to import capital and therefore benefit from real exchange rate appreciations archetypal of Dutch disease. For resource rich countries, non-resource homogenous goods tend to make up a larger share of the export basket the lower their technological sophistication. Yet, for products further away in the value chain, this pattern is reversed: The more sophisticated non-resource differentiated goods are, the more they thrive in resource-rich environments.
The crisis that began in 2008 has shown a number of structural problems at different levels of the global economic system and, in particular, in Spanish society. The American 'subprime' crisis first, and then the Eurozone crisis, the real estate bubble, etc., have shown some contradictions in Spain, especially in the development and provision of social welfare. This article introduces the so called "Burger's metaphor" as a theoretical construct that explains the inefficiencies of the public sector and how the solutions fail because of their political and social characteristics. That failure, the demographic trends and the chronic deficits demand answers that guarantee political, civil and social rights. The solutions are summarized in the "3S Theory": Suppressing public initiatives, Superseding public by private and Simplifying; that is, applying the principle of subsidiarity to the individual to be able to move from Welfare State to Welfare Society. In order to get this –considering the 'classical' literature on social policies, social status, the worlds of welfare, post-capitalism and pluralism of welfare– three questions arise: (i). What inefficiencies exist in public and social policies? (ii). Can Spanish society in the European Union context bear this chronic inefficiency? (iii). Does the Dutch way serve as an answer, as it was expressed in Prince's speech on September 2013? The socio-political determinants in the public sector and its economic consequences cause its intrinsic inefficiency. The system itself hinders the solution, given the politician's preference for the electoral revenue. Employment and spending patterns hobble the manager, and other sociocultural factors prevent the reform. Several modernization plans, administrative simplification programs and e-government actions etc. have not had any effect on efficiency. "3S Theory" proposes a process of reflection and "competencies' thinning", so the State's subsidiarity towards civil society becomes real and effective, without sacrificing Welfare. The supply of social welfare will have to come from a different way that will lead to the Welfare Society. Individuals, associations or companies must recover the "res publica". It is about balancing the current responsibilities' trade off: "Active" social responsibility (of engagement) of private sector and the so-called "third sector" and "passive" responsibility (Self-limiting) of public sector. ; La crisis iniciada en 2008 ha mostrado una serie de problemas estructurales en distintos planos del sistema económico global y, en particular, en la sociedad española. Las crisis primero 'subprime' norteamericana, de la zona euro después, de la burbuja inmobiliaria, etc. en España ha mostrado algunas contradicciones, especialmente en la formulación y provisión del bienestar social. En esta comunicación se presenta la llamada "metáfora de la hamburguesa" como constructo teórico que explica las ineficiencias del sector público y cómo, por sus características políticas y sociales, fracasan las soluciones. Ese fracaso, las tendencias demográficas y los déficits crónicos exigen respuestas que garanticen los derechos políticos, civiles y sociales. Las soluciones se resumen en la "teoría de las tres eses": Suprimir iniciativas públicas, Sustituir público por privado y Simplificar; en definitiva, aplicar el principio de subsidiariedad hasta el individuo para pasar del Estado de Bienestar a la Sociedad de Bienestar. Para ello se plantean, –considerando la literatura 'clásica' sobre las políticas sociales, el estado social, los mundos del bienestar, el post-capitalismo y el pluralismo del bienestar– tres preguntas: (i). ¿Qué ineficiencias se dan en las políticas públicas y sociales? (ii). ¿Puede la sociedad española en el contexto de la Unión Europea soportar esa ineficiencia cronificada? (iii). ¿Sirve la respuesta al modo holandés tal como se expresó en el discurso del príncipe de septiembre de 2013? Los condicionantes socio-políticos del sector público y sus consecuencias económicas determinan su ineficiencia intrínseca. El propio sistema obstaculiza su solución, dada la preferencia del político por el rédito electoral. Los modelos de empleo y gasto maniatan al gestor y otros factores socioculturales impiden la reforma. Diversos planes de modernización, medidas de simplificación administrativa y de administración electrónica, etc. no han tenido efecto sobre la eficiencia. Con la Teoría de las 3S se propone un proceso de reflexión y "adelgazamiento" competencial para que la subsidiariedad del Estado respecto a la sociedad civil sea real y efectiva, sin renunciar al Bienestar. La provisión de Bienestar social habrá de venir por otro camino que conducirá a la Sociedad del Bienestar. Individuos, asociaciones o empresas han de recuperar "la res publica". Se trata de equilibrar el actual trade off de responsabilidades: la responsabilidad social "activa" (de implicación) del sector privado y del llamado "tercer sector" y la responsabilidad "pasiva" (de autolimitación) del Sector Público.
