This paper applies ex ante econometric, cost–benefit, and financial methodologies to predict diffusion and feasibility of the irrigation project in Shahrazoor, Kurdistan, Iraq. To do so, I investigated the socio-economic, psycho-cultural, and financial factors that determine participation. The socio-economic part of the econometric analysis showed that the project was appreciated more by poorer and economically weaker farmers who rely on agriculture than those who rely on livestock activities. The psycho-cultural part of the econometric analysis emphasized that the project was appreciated more by literate farmers who adopt a maximization (rather than a status quo) approach. The cost–benefit analysis applied to the irrigation project tailored to poorer and weaker farmers determined an acceptable internal rate of return, but the financial analysis highlighted that values for water prices, a feasible internal rate of return and loan interest rates that simultaneously meet the government and farmer budgets might not exist.
This article explores the possibility of applying the tools of economic analysis of law, which are traditionally used in the field of private law, to public law as well. The first part investigates constitutional law issues, addressed by prevailing approaches through the social contract framework, by applying an agreement model to a general public good such as the State. This model is typically based on games with features of the 'prisoner's dilemma.' Through the analysis of constitutional preferences that may transform such dilemma in a game with full cooperation equilibrium, two types of preferences are compared: 'utilitarian based on impartiality principle' & 'rawlsian based on difference principle'; it is shown that this second type better facilitates the constitutional agreement. With the objective of utilizing more easily economic theory tools, the article then attempts to apply the distinction between private & public good to that between private & public rights. In particular, both public goods & public rights can be assimilated as they are non-excludable & non-transferable through exchanges or contracts. Moreover, an attempt is made to define an economic counterpart to the juridical notion of 'general interest' which is the basis for those norms in the fields of public & administrative law envisaging the direct intervention of the State to remedy market failures, both at constitutional & sub-constitutional level. Hence the question of what are the most efficient legal procedures to solve such problems is addressed. Using above all the case of negative externalities related to private goods, the article discusses in particular when it is more efficient to resort to administrative interventions rather than judicial ones; or otherwise allowing such problems to be dealt with through private bargaining between injured & injurers. In this respect the latest literature of economic analysis of law often favors private bargaining in the spirit of Coase's thinking. However, it is here put forward that in terms of cost-benefit analysis economic theory reaches much less radical conclusions often supporting the higher efficiency of legal rules & administrative types of intervention. In the final part of the article, different legal systems (minimal, neoliberal, welfarist) are compared by way of analyzing their rationale & limitations from an efficiency point of view. Macroeconomic variables such as government expenditure , interest rate, exchange rate, trade, inflation rates, unemployment, foreign direct investment and imports of goods and services have proven to be very volatile over time in Ghana and do have potential impacts on the growth of manufacturing firms. This scientific research thus seeks to unravel the causal relationships between some of these crucial macroeconomic indicators and their impact on the growth of manufacturing firms in Ghana. The growth of firms here is basically evaluated in terms of the manufacturing value added as a % of GDP though many research have often focused on real GDP as measure of growth. Manufacturing firms operating in the industrial sector of Ghana is our main focus here as the majority of firms in Ghana fall under this sector though GDP growth rates of manufacturing firms varies with other subrelated sectors like mining and construction. Some of the crucial macroeconomic indicators being explored in this work includes labour force, government expenditure, real effective exchange rate and trade variable as a % of GDP. The major sources of data of this work was secondary data and were obtained from world bank site and the Ghana Statistical service website. The data gathered for econometric analysis are a set of time series and spanned the period from 1990 to 2014.The ordinary least square method was employed with the use of Gretl software for obtaining our estimated co-efficient and the entire econometric analysis was performed in a multiple regression model. Based on the findings, it is recommended that the government of Ghana should should adopt some prudent macroeconomic policies in order to ensure that manufacuting firms experience a surge in growth
Since the Nineties, the process of globalization has caused a sharp increase in the real and financial integration of the worldwide economy, reducing the obstacles to international trade and minimizing the cost of transaction. The entrance of foreign firms in the domestic market has deeply modified the competitive situation of Italian enterprises, which have been forced to change their strategies in order to cope with those of the new competitors. In this scenario, internationalization is no longer one of the different strategic options available for the firm, but it becomes a forced choice to maintain or acquire a competitive advantage sustainable over time. Internationalization strategies of SMEs, however, are hindered by the shortage of financial resources and entrepreneurial skills, therefore this kind of firms tends toward light forms of foreign expansion, like export and subcontracting. Despite this, many studies have demonstrated that the district localisation increases the firms' productivity and innovative capacity, so their competiveness both at a domestic and international level. The majority of these empirical contributions has focused mainly on the analysis of commercial flows, confirming that district enterprises reach a superior international performance compared to their external competitors. On the contrary, only few works have tried to evaluate the existence of a district effect on the firms' ability to invest abroad, but the obtained results are not straightforward. One of the reason of these conclusions is that the phenomena has been analysed without taking into account the differences existing between districts in terms of enterprises' dimension, diffusion of industrial groups and, above all, the sector of productive specialization, because the technological content of production could improve the innovativeness of district firms, allowing them to adopt advanced forms of internationalisation as foreign direct investments (FDI). The aim of the thesis is to further investigate the district effect on internationalisation, trough an econometric analysis of the international strategies carried out by firms localised in three different local system of production characterised by different technological specialization.
The aim of this thesis is the study of public expenditure efficiency of Tuscan municipalities, with particular attention on the effect of the municipal size. The interest in this topic is undoubtedly linked to its highly topical feature: in a so difficult period of crisis, the national legislator has enacted laws on the public spending containment that has also modified the structure of local governments. As a consequence, the Tuscan regional legislator has enacted measures to increase efficiency and to reduce costs and these measures regard also the municipalities, in particular their size. In a context of increasingly limited resources, the study of efficiency in the public expenditure municipalities is worthy of investigation. In particular, in the scientific literature there is a more and more attention to this issue: even if there are different approaches to face this topic, the most common way to do an efficiency analysis is through the estimation of the Efficiency Frontier. In this field there are two alternative techniques: parametric and non-parametric techniques. In this thesis, DEA approach is used, since it's suitable to an efficiency analysis of the public sector: in fact, DEA avoids assuming specific functional forms of the production frontier, gives intuitive ideas to correct the found inefficiencies and its results can be explained by econometric analysis (in particular, by Tobit regression). In addition, Tobit regression is used to explain municipal inefficiencies.
Dottorato di ricerca in Economia e Territorio ; Obiettivo del presente lavoro è analizzare l'evoluzione recente del contesto in cui operano i consorzi garanzia fidi ("confidi") in Italia. A tale scopo vengono effettuate delle stime econometriche delle voci di bilancio relative ad un campione di confidi, per indagare sui principali fattori che determinano l'accesso ai sussidi pubblici erogati a questi intermediari per lo svolgimento delle loro attività. Allo stesso modo si indaga sui fattori che determinano l'importo dei sussidi in questione. Le recenti innovazioni di carattere legislativo in merito a queste cooperative ed il nuovo ruolo dello Stato nel garantire i prestiti alle imprese stanno infatti ridefinendo l'operatività dei consorzi garanzia fidi ed il sostegno alla loro attività da parte degli enti pubblici. In particolare tali mutamenti hanno distolto significativamente i fondi pubblici tradizionalmente destinati ai consorzi garanzia fidi, minando la loro possibilità di coprire le insolvenze relative a parte dei finanziamenti che avevano garantito. Lo studio si articola in tre capitoli. Il primo capitolo è dedicato alla presentazione della funzione svolta dai confidi ed alla descrizione del mercato in cui operano. Viene inoltre descritta la principale letteratura di riferimento sul ruolo svolto dalle garanzie sul mercato del credito ed il valore che esse possono avere per la banca e per l'impresa garantita. Inoltre, viene presentato un confronto tra il mercato della garanzia italiano con alcune realtà estere ed il ruolo dello Stato italiano nel mercato della garanzia. Nel secondo capitolo vengono analizzate le fonti di copertura all'interno dei bilanci per i rischi in carico ai confidi, per passare poi ad esaminare alcuni loro indicatori di solvibilità ed infine a descrivere il fenomeno della contribuzione pubblica a sostegno della loro attività. Nell'ultimo capitolo viene effettuata un'analisi econometrica dei confidi attivi nell'anno 2013: partendo dal contributo di Vacca, Mistrulli (2011) riguardo l'incentivazione alle aggregazioni tra confidi tramite la destinazione dei contributi pubblici, si cerca di individuare le determinanti dell'accesso e dell'importo dei sussidi ai confidi. I risultati dell'analisi evidenziano che nel 2013 i confidi di maggiore dimensione sono quelli che hanno beneficiato maggiormente dei sussidi. Gli altri confidi si trovano davanti alle scelte di evolvere dimensionalmente per continuare ad operare con il supporto pubblico o di sostenersi autonomamente con i proventi derivanti dall'emissione della garanzie, pena l'uscita dal mercato. ; The purpose of the present work is to carry out an analysis of the current operational context of the Mutual Guarantee Institutions (MGI) in Italy. In this regard, econometric evaluations are performed upon balance sheet items belonging to a number of MGIs, in order to understand the main requirements for them to be granted access to public subsidies for carrying out their activities. Similarly, factors determining the amount of such subsidies are investigated as well. As a matter of fact, the recent legal innovations related to these consortia and the new role played by the State in granting loans to companies are redefining the operational capabilities of MGIs and the support they receive by public bodies. Specifically, such changes have brought about a significant reduction in the public funding traditionally available to MGIs, thus undermining their ability to fulfill the insolvencies related to portions of the loans upon which they had earlier placed their guarantee. This work is structured into three chapters. The first chapter is devoted to presenting the function played by MGIs and to detailing the market scenario within which they operate. Besides, a description of the core reference literature related to the role played by guarantees in the credit market and the value they may possess for banks and guaranteed companies alike is also discussed. Furthermore, a comparison between the Italian guarantee market and similar foreign scenarios is presented, and the role played by the Italian State within such market is detailed. In the second chapter, methods for MGIs to counter the risks associated with the guarantees they provide to companies are analyzed, taking into account a subset of their solvency indicators and describing the public funding actions for supporting their activities. In the last chapter, an econometric evaluation is carried out upon the fully-operational MGIs in 2013: starting from Vacca, Mistrulli (2011)'s contribution regarding MGIs aggregations via public funding, issues for accessing such funding by MGIs and their corresponding amounts are discussed. Results of the evaluations underline that the largest MGIs in 2013 are those that have greatly benefited from public funding. The remaining MGIs, in order to stay in business, face the critical challenge of either increasing their size so as to keep working with the State's support or choosing self-sustainment with the returns from the guarantee provisions.
Il presente lavoro di tesi è il risultato di tre anni di studio realizzato in collaborazione con l'Osservatorio regionale energia della Regione Emilia-Romagna. Il progetto di ricerca è nato dalla necessità di indagare le motivazioni che hanno portato al picco dei consumi energetici, tre anni prima della crisi economica che ha colpito le economie globali. Lo studio, incentrato sull'analisi delle relazioni tra indicatori energetici ed economici, ha dapprima analizzato la principale letteratura sull'argomento. Tale analisi ha messo in luce come dai primi studi risalenti agli anni '70, le metodologie statistiche ed econometriche che tentavano di individuare una direzione di causalità tra consumi energetici e crescita economica siano diventate sempre più complesse. Tali studi però non hanno fornito risultati univoci. Sono stati quindi messi a punto gli strumenti utili per l'analisi di queste relazioni, a partire dai bilanci energetici e dalle matrici di contabilità ambientale (NAMEA) a scala regionale. I primi forniscono i principali indicatori energetici, le seconde gli indici economici integrati con diversi indicatori di sviluppo sostenibile. Dopo l'analisi delle intensità energetiche a diversa scala territoriale (europea, nazionale e regionale), ci si è concentrati sulla valutazione del disaccoppiamento tra indicatori di consumo ed indicatori economici. Infine si sono messe a punto metodologie semplificate di previsione dei consumi, focalizzandosi sul settore industriale della Regione Emilia-Romagna. I risultati delle modellistiche applicate provano come in Emilia-Romagna dopo due forti fasi recessive, il settore industriale rappresenti il motore dell'economia regionale. Le analisi per la previsione dei consumi a breve termine mostrano una ripresa dei consumi industriali ed in particolare dei consumi di gas naturale e dei consumi di elettricità. Le analisi di disaccoppiamento hanno evidenziato come il settore industriale Emiliano-Romagnolo abbia risposto in modo positivo alle politiche di efficienza energetica poste in essere dal settore manifatturiero, soprattutto dal 2007 in poi. ; This thesis is the result of a three years' research carried out in collaboration with the Regional Energy Observatory of the Emilia-Romagna Region. The idea of the research was born while investigating the reasons that led to the peak of energy consumption, three years before the economic crisis that hit global economies. The study, focusing on analyzing the relationships between energy and economic indicators, first analyzed the main literature on the subject. This analysis has highlighted that, since the first studies dating back to the '70s, the statistical and econometric methodologies that attempted to identify a causal direction between energy consumption and economic growth have become increasingly complex. However, these studies did not provide univocal results. New tools, useful for the analysis of these relationships, were then developed, starting from the energy balances and the environmental accounting matrices (NAMEA) on a regional scale. The former provide the main energy indicators, the latter the economic indicators integrated with various indicators of sustainable development. After analyzing the energy intensities at different territorial scales (European, national and regional), an assessment of the decoupling between energy consumption indicators and economic indicators were analyzed. Finally, simplified methodologies aiming at forecasting energy consumption were developed, focusing on the industrial sector of the Emilia-Romagna Region. Decoupling analysis have shown that the Emilia-Romagna industrial sector has responded positively to the energy efficiency policies implemented by the manufacturing sector, especially from 2007 onwards. The results of the applied models have proved that in Emilia-Romagna, after two strong recessionary phases, the industrial sector still represents the engine of the regional economy. Moreover, the analyzes of short-term energy consumption forecasts show a recovery in industrial consumption and in particular in the consumption of natural gas and electricity consumption.
Il presente lavoro analizza la complessa relazione tra innovazione ed internazionalizzazione per un vasto campione di micro e piccole imprese, appartenenti a 34 paesi europei che includono gli stati membri dell'Unione Europea (EU) e alcuni paesi non-EU. A questo scopo sono stati impiegati dati semestrali per il periodo 2014-2018 provenienti dall'indagine Survey on the Access to Finance of Enterprises (SAFE) della Banca Centrale Europea. SAFE contiene, oltre alle informazioni qualitative e quantitative a livello di singola impresa sull'accesso al credito, anche dati sulle esportazioni e sulla tipologia di innovazione introdotta. L'analisi econometrica svolta mostra che l'innovazione, soprattutto quella di prodotto, risulta cruciale sia per i margini estensivi delle esportazioni sia per quelli intensivi. Questo risultato, che tiene conto dell'eterogeneità delle imprese e dei paesi, è robusto rispetto alle diverse specificazioni proposte e anche corretto per l'endogeneità. L'evidenza empirica prodotta in questo lavoro, confermando i risultati ottenuti in letteratura sulle piccole e medie imprese, suggerisce che le politiche a supporto delle attività innovative, sono cruciali per migliorare la competitività internazionale delle imprese e per promuovere l'espansione verso i mercati esteri ed i processi di crescita delle imprese. ; This chapter analyzes the link between innovation and internationalization for a large sample of micro and small firms, belonging to 34 European countries, including the EU members, and some non-EU countries. The analysis is based on the six-monthly data of the Survey on the Access to Finance of Enterprises (SAFE) of the European Central Bank. The survey offers not only qualitative and quantitative firm-level data on the access to finance, but also information on export, innovation and the types of innovation introduced by firms. The econometric analysis carried out in this work shows that innovation, especially product innovation, exerts a relevant impact on the extensive and intensive margins of export. This evidence takes into account the firm and country heterogeneity and turns to be robust to several specifications corrected for potential endogenity issue. Our results are in line with the evidence provided in literature on the small and medium firms, and suggest that policy actions that support innovation activities are crucial for improving the international competitiveness of firms, for enhancing their expansion towards foreign markets and therefore their economic developments.
La tesi si propone di trattare aspetti di natura gestionale ricorrendo alla teoria neo-istituzionale e neoclassica, mediante misure di valutazioni economiche adottate dalla Economia delle Risorse e dell'Ambiente. Il lavoro concerne l'applicazione di un modello di scelta di aiuto alla gestione di una piccola porzione della fascia costiera del Comune di Tarquinia interessata dalla presenza di un area protetta: la Salina di Tarquinia. Finalità di tale tesi è studiare come differenti stakeholder istituzionali rispondono alla proposta di nuovi obiettivi di gestione e pianificazione delle coste e delle aree protette, utilizzando la tecnica delle preferenze dichiarate (choice modelling). L'analisi di tale lavoro non si focalizza sul modo di risolvere o analizzare potenziali esternalità derivanti da conflitti istituzionali o di mercato, ma su come costruire un core di certezze, attraverso tecniche partecipative, che possa essere di aiuto allo programmazione dell'area. Successivamente l'analisi del benessere, per un'ipotetica apertura della Riserva a pagamento, è stata realizzata valutando le preferenze di un pubblico vasto. I risultati ottenuti fanno emergere interessanti considerazioni sulla possibilità di adeguare il framework gestionale e promuovere nuove forme di governance capaci di ridurre gli attuali contrasti nella gestione e di tenere in considerazione anche delle preferenze del pubblico. ; This thesis regards management strategies for protected areas by adopting the neo-institutional and neo-classical economic approach. The latter is invoked by setting up a resource economic valuation generally addressed by Environmental Economics. This contribution concerns more specifically the application of an econometric model (conditional logit model) to give a support in managing a small coastal area located in the borough of Tarquinia: The Tarquinia Saltwork (Salina di Tarquinia). Aim of this thesis is to study how different institutional stakeholders react to the proposal of new planning and management objectives of this coastal protected area, by using the choice modelling approach. This research is not focused mainly on resolving or analysing market and institutional externalities, but especially in building up a core of certainties which may be helpful to derive new future decisions about the management of the area. Moreover the welfare analysis, throughout the study of the consumer surplus, has been implemented by valuing the preference of people and their willingness to pay to access the protected area. Results support the idea of amending the actual legislative and management framework, and promoting a new governance aimed at removing disputes and taking into account the preferences of a vast number of people (relevant stakeholders and potential users of the area).
La ricerca è mirata a valutare come l'attuazione delle politiche ambientali di Sviluppo Rurale possa contribuire al miglioramento del paesaggio, analizzando i suoi effetti territoriali. Nell'ambito del caso di studio della Regione Emilia-Romagna vengono analizzate le misure agro-ambientali e di forestazione agricola dal 1994 al 2011, comprendendo gli interventi realizzati con i Regolamenti (CEE) 2078/1992, 2080/1992 e dai Programmi di Sviluppo Rurale (PSR) 2000-2006 e 2007-2013. In particolare, sono approfonditi i fattori che determinano la partecipazione territoriale delle misure agro-ambientali, individuate a livello aziendale le motivazioni alla partecipazione per le azioni con effetto diretto sul paesaggio, valutati i conseguenti effetti tecnico-economici e analizzati gli impatti degli interventi sul paesaggio a livello territoriale, in funzione del contesto ambientale. I risultati hanno consentito di approfondire quanto già riportato nelle valutazioni istituzionali dei PSR e in letteratura scientifica, individuando i fattori determinanti della partecipazione a livello regionale. A questo scopo sono state utilizzate analisi di econometria spaziale che hanno permesso di evidenziare effetti di concentrazione territoriale delle superfici sotto impegno, in funzione delle priorità della misura e degli ordinamenti produttivi dei beneficiari. Sono stati inoltre analizzati gli impatti paesaggistici in un'area di studio ristretta a livello territoriale e aziendale: gli interventi specifici, in alcuni contesti territoriali dove è stata raggiunta una certa concentrazione delle superfici sotto impegno, hanno modificato il paesaggio rurale, differenziandolo rispetto alla matrice agricola intensiva in cui sono stati inseriti. A livello aziendale sono stati rilevati effetti significativi sull'economia dei beneficiari che scelgono di aderire a tali misure, con un diffuso effetto di riduzione della redditività. I contributi compensano in maniera differenziata i costi legati all'implementazione degli interventi in funzione della tipologia di intervento e delle scelte tecniche aziendali adottate per la loro gestione. ; The aim of the research was to evaluate how implementing the environmental part of Rural Development can improve the rural landscape, analyzing its territorial effects. The Emilia-Romagna Region was used as a case study, analyzing the agri-environmental and forestry measures from 1994 to 2011, comprising Regulation (EEC) 2078/1992, 2080/1992 and Rural Development Programmes (RDP) 2000-2006 and 2007-2013. In further details, the research studied the factors that determine agri-environmental measures uptake at territorial level, the farmers motivation in participate to actions with direct effects on landscape, the consequent economic and management effects at farm level and finally the impacts on landscape at territorial level, related to the environmental context. The results permitted to deepen the findings of institutional evaluation and scientific literature, especially characterizing the determinants of uptake at regional level. Spatial econometric analysis were used to find the spatial targeting effects of the measure, related to priorities set in the RDP and type of farming of beneficiaries. Using a restricted area as case study for impact assessment on landscape, territorial and farm level were studied: the specific realizations were effective in changing the rural landscape with a differentiation from the intensive agricultural matrix, especially in territorial context where an effective spatial targeting was achieved. Significant economic effects were founded at farm level, with an income reduction in all the farms interviewed. The aids compensate in a different way the implementation related costs, depending from the kind of realization and farmers technical management choices.
Dottorato di ricerca in Economia e territorio ; In agricoltura l'acqua è spesso un fattore produttivo limitante e soggetto a frequenti ed importanti periodi di scarsità, che incentiva una forte competizione per il suo impiego anche tra diversi settori, sia industriali che urbani. Avvalendosi del principio che l'uso familiare dell'acqua debba prevalere su quello produttivo, le Pubbliche Amministrazioni tendono a razionalizzarne l'utilizzo agricolo, attraverso consorzi per la gestione delle fonti d'acqua. Tuttavia, esiste ancora una forte necessità di calibrare la gestione delle risorse idriche a scopo irriguo, per perseguire obiettivi di natura economica e politica che riguardano la riduzione degli sprechi e l'allocazione efficiente. Il problema della gestione della risorsa idrica è reso ancora più rilevante e attuale dalle recenti osservazioni e teorie sul cambio climatico globale, che prospettano scenari futuri con una scarsità dell'acqua in aumento, accompagnata da modificazioni della variabilità degli eventi atmosferici che sono alla base della sua disponibilità. Una prima e importante difficoltà nasce dall'uso normativo del concetto di efficienza, in un'ottica di recupero dei costi. E' quindi d'interesse lo studio dei costi legati all'uso della risorsa idrica in agricoltura, per comprendere meglio in che direzione sarebbe opportuno spingere le politiche di gestione dell'acqua per il raggiungimento degli obiettivi comunitari e, più in generale, di traguardi di efficienza economica più sostenibili. Per una corretta e consapevole gestione delle risorse idriche, è necessaria un'analisi degli aspetti economici legati alla fornitura del servizio irriguo, per comprendere gli effetti che determinati interventi avranno sui benefici associati a tale servizio. E' sulla comprensione di questi aspetti della distribuzione dell'acqua a scopo irriguo che si incentra il lavoro di tesi. Per realizzare questo studio, è stata presa in esame l'area servita da un consorzio di bonifica e irrigazione in Sardegna. Tale scelta è da ritenersi interessante, giacché i sistemi di distribuzione dell'acqua irrigua e i metodi di tariffazione adottati da questo consorzio sono tra i più praticati in Italia e nell'area del Mediterraneo. Pertanto, le caratteristiche di questa area permettono di estendere le conclusioni del lavoro per considerazioni più generali. Attraverso un'approfondita ricostruzione delle tecnologie distributive e dei dati economici e tecnici, sono stati prodotti i dati per poter costruire un modello dei costi operativi della distribuzione irrigua. Il lavoro di raccolta dati ha permesso di comprendere come la realtà dei consorzi irrigui sia molto variegata e diversificata. A tal proposito, infatti, non va trascurato che nel corso degli anni le strutture consortili hanno operato delle ristrutturazioni, sia dal punto di vista organizzativo che tecnico. E' quindi auspicabile comprendere come queste ristrutturazioni hanno modificato le economie e le efficienze dei consorzi irrigui e quanto spazio può ancora sussistere per un ulteriore miglioramento di queste condizioni. All'interno dello stesso comprensorio, difatti, coesistono strutture molto diverse per la distribuzione dell'acqua irrigua che sono il risultato del processo di ammodernamento differenziato e disomogeneo dei vari distretti irrigui. L'approccio metodologico utilizzato è quello basato sulla funzione di costo logaritmica trascendente (translog), già ampiamente utilizzato in altre aree di studio dell'economia applicata, soprattutto nell'analisi dell'efficienza e nella valutazione del progresso tecnologico. In questo lavoro sono stati sviluppati 7 modelli econometrici con 3 diversi gradi di dettaglio nella specificazione della tecnologia. Questa differenzazione è stata utile per comprendere come alcuni aspetti peculiari dei diversi sistemi di distribuzione dell'acqua possano essere presi in considerazione nelle politiche di tariffazione dell'acqua irrigua. Esiste ancora una forte necessità di calibrare la gestione delle risorse idriche a scopo irriguo, per perseguire obiettivi di natura economica e politica che riguardano la riduzione degli sprechi e l'allocazione efficiente. Si è visto come il volume d'acqua fornito sia di fatto un elemento insufficiente per descrivere i costi operativi: la distribuzione dei volumi d'acqua su superfici più o meno estese ha impatti spesso più importanti dei volumi d'acqua in sé. Ciò è facilmente comprensibile, perché le strutture utilizzate nella distribuzione hanno dei costi anche di 'attivazione' e di mantenimento in funzione che sono più legati alla loro dimensione piuttosto che a loro livello operativo. Quando l'acqua viene distribuita per gravità si generano delle perdite di rete dovute a necessità tecnologiche e organizzative, che raggiungono anche il 30% dell'acqua immessa nei canali. Queste perdite non assumono alcun valore economico, tranne forse quando l'acqua deve essere pompata per brevi tratti collinari. Ciò è rilevante per la gestione del servizio irriguo, nel momento in cui si vuole regolare l'esternalità dello spreco di acqua generata dal consorzio attraverso la tariffazione. Dai risultati, emerge anche un sostanziale sotto utilizzo delle strutture che generano i costi fissi di fornitura: è importante specificare che l'implementazione del recupero costo pieno, richiesto dalla attuale normativa, non determini che in varie circostanze, gli agricoltori si trovino a pagare le inefficienze dei sistemi che gestiscono i servizi idrici. Certamente, la sola conoscenza dei costi di fornitura è incompleta per adottare un adeguato sistema di tariffazione. Lo studio dei costi operativi ha comunque dato un apporto significativo alla conoscenza sul funzionamento dei consorzi di bonifica e irrigazione ed i risultati ottenuti permettono di fare delle considerazioni sulle indicazioni di tariffazione introdotti dalla WFD. ; In agriculture the water is often a limiting factor and subject to frequent and important periods of scarcity, which encourages strong competition for its use even among different sectors, both industrial and urban areas. Using the principle that the family use of water should take precedence over the production, Public Administrations tend to rationalize the agricultural use, through consortia for the management of water sources. However, there is still a strong need to adjust the management of water resources for irrigation purposes, in pursuit of economic objectives and policy dealing with waste minimization and allocation efficiency. The management of water resources is made even more relevant and topical by recent observations and theories on global climate change, which envisage future scenarios with an increasing scarcity of water, accompanied by changes in the variability of atmospheric events that underlie the availability. A first and important difficulty arises from the use of the concept of regulatory efficiency, considering cost recovery. The study of the costs associated with the use of water resources in agriculture is therefore interesting to better understand in what direction we should push the water management policy for the achievement of EU objectives and, more generally, the goals of sustainable economic efficiency. For a correct and conscious management of water resources is necessary to analyze the economic aspects related to irrigation service supply, in order to understand the effects that certain actions will have on the benefits associated with such service. The thesis focuses on understanding of these aspects of water supply for irrigation purposes. In order to carry this study on, the area served by a consortium of drainage and irrigation in Sardinia has been examined. This choice can be considered interesting, since the irrigation water distribution systems and pricing methods adopted by this consortium are among the most practiced in Italy and the Mediterranean. Therefore, the characteristics of this area allow us to extend the conclusions of the work for more general interpretations. Through a detailed reconstruction of the distribution technologies and the economic and technical aspects, the data for constructing a model of the operational costs of the irrigation distribution have been produced. The work of data collection has made it clear that the reality of the consortium irrigation is very varied and diverse. In this regard, it should not be overlooked that over the years the facilities have operated consortium of restructuring, both organizationally and technically. It is therefore desirable to understand how these renovations have changed the economies and efficiencies of irrigation consortia and how much space can still exist for further improvement of these conditions. Within the same area, in fact, very different structures for irrigation water distribution coexist, and are the result of the variable and heterogeneous modernization process throughout the various irrigation districts. The methodological approach used is based on the transcendental logarithmic (Translog) cost function, already widely used in other areas of applied economics, particularly when analyzing and evaluating the efficiency of technological progress. In this work 7 econometric models were developed, with 3 different degrees of detail in the specification of the technology . This differentiation is helpful in understanding how certain distinctive features of different water distribution systems can be taken into account in the irrigation water pricing policies. There is still a strong need to balance the management of water resources for irrigation purposes, in pursuit of economic objectives and policy dealing with waste minimization and allocation efficiency. It is seen that the volume of water supplied is in fact inadequate to describe the operational costs: the distribution of volumes of water onto land is relevant when it is accounted for considering also the land on which it is distributed. This is easily understandable, because the structures used in the distribution have also costs for activation and continued operation that are more related to their size rather than their operational level. When the water is distributed by gravity, network losses appear, due to technological and organizational needs, which reach even 30% of the water distributed in the channels. These losses do not take any economic value, except perhaps when the water must be pumped over low hills. This is relevant for the management of irrigation service, when we want to adjust the externalities of waste water generated by the consortium through the pricing. The results also shows a substantial under use of the distribution facilities that generate the fixed costs of delivery. So it is important to specify that the implementation of full cost recovery required by current legislation determines that, in some circumstances, farmers are paying the inefficiencies of the systems that manage the water services. Certainly, the mere knowledge of supply costs is incomplete to adopt a proper system of charging. The study of operating costs has nevertheless made a significant contribution to knowledge on the functioning of the consortia of reclamation and irrigation, and the results obtained allow to make some considerations on the indications for pricing introduced by the WFD.
This study is conducted to observe the impact of public education expenditure on economic growth in five West African countries namely: The Gambia, Ghana, Niger, Mali, and Senegal. In addition, we generated a study called ECOWAS representing West Africa. In order to advance into the study, we used econometric tools such as Augmented Dickey Fuller test (ADF), Johansson Cointegration Test, Error Correction Model (ECM) and Granger Causality Test Analysis. The target sample consist of panel data collected based on its availability for each selected West African country covering different ranges from 1968 to 2015. The result of the ADF test revealed that some of the variables are individually non-stationary at level but stationary at first difference. The Johansson cointegration test indicated a cointegration relationship between the variables for some countries and ECM coefficients revealed for all the countries indicated an evidence of convergence after short run deviation from equilibrium. The Granger Causality test result suggest a unidirectional causality that run from Government Education Expenditure (Edu) to Gross Domestic Product (GDP) for ECOWAS and the reverse is true for Ghana and Mali. There is no causal direction revealed between the variables for The Gambia, Niger and Senegal. However, the study concluded that Education Expenditure has significant long run and short run impact on economic growth in West Africa.
The financial crisis affecting European Monetary Union (EMU) since late 2008 led to the deterioration of credit quality of several countries in the Eurozone. The thesis explores both financial and macroeconomic issues of such debt crisis. The goal is to infer a cross-country sovereign risk measure in order to monitor and anticipate perilous recessive spirals which might lead to default. In the first part, results on risk-neutral pricing of defaultable claims are applied to government bonds, so that idiosyncratic risk premia decompositions are available for any EMU country. The sovereign risk portion is detachable with the use of standardized Credit Default Swaps (CDS) contracts. Dynamic term structures of hedging portfolios are coherently retrievable in this new standard market, bringing forth a set of default-free sovereign term structures. A comparison of these latter to money-market rates induces an alternative definition of the CDS-bond basis. The determinants of synthetic-cash credit market arbitrage opportunities are to be investigated within a full macro-financial environment.This motivates the second part of this work. The well-known prociclicality of the banking sector in real business cycle plays a central role in the exacerbation of economic crises. In this sense, credit crunch and increase in global risk aversion of investors may induce both safe-haven (liquidity floods) and default (liquidity dries-up) phenomena, attributable to shifts in sovereign debt demand curves. The aim becomes thus to construct a dynamic score which allows to detect the 'point of no return', beyond which target country cannot increase its debt level whatever the premium provided in yields, because of a lack of investors willing to buy it. A pure econometric approach is unsatisfacory, so the analysis evolves with the economic backdrop provided by the analysis of Ponzi borrowing schemes. Positive growth rates of debt-to-gdp ratios evaluated at market yields induce a dynamic scoring which can be compared to risk-neutral hazard rates, and be used to compute a physical default metric. Cointegration analysis shows long-run equilibria between the two default probability measures in non-core countries. This proves that both macroeconomic and financial conditions pace a common long-term path as instructed by the joint macro-financial situation of target distressed country.
Negli ultimi anni le istituzioni e la regolamentazione hanno svolto un ruolo sempre più importante nell'analisi della crescita economica. Tuttavia, non è facile interpretare le istituzioni e gli effetti dei regolamenti sulla crescita attraverso indicatori che tendono a "misurare" le istituzioni. Lo scopo di questa ricerca è analizzare la relazione di lungo periodo tra la crescita economica e la regolamentazione e il ruolo della regolamentazione antitrust sulla crescita economica. La stima econometrica dei modelli di crescita con la concorrenza e gli indicatori di potere di mercato si base su un dataset appositamente costruito che copre 211 Paesi, su un arco temporale massimo di 50 anni (da 1960 a 2009). In particolare, cerchiamo di identificare un quadro analitico volto a integrare l'analisi istituzionale ed economica al fine di valutare il ruolo della regolamentazione e, più in generale, il ruolo delle istituzioni nella crescita economica. Dopo una revisione della letteratura teorica ed empirica sulla crescita e le istituzioni, vi presentiamo l'analisi dell'impatto normativo (RIA) in materia di concorrenza, e analizziamo le principali misure di regolamentazione, la governance e le misure antitrust. Per rispondere alla nostra domanda di ricerca si stimano modelli di crescita prendendo in considerazione tre diverse misure di regolamentazione: la Regulation Impact (RI), la Governance (GOV), e la libertà economica (LIB). Nel modello a effetti fissi, RI, gli effetti della legislazione antitrust sulla crescita economica sono significativi e positivi, e gli effetti di durata antitrust sono significativi, ma negativi. Nel pannel dinamico, GOV, gli effetti dell'indicatore di governance sulla crescita sono notevoli, ma negativo. Nel pannel dinamico, LIB, gli effetti della LIB sono significativi e negativi. ; During last years institutions and regulations have played an increasingly and important role in the growth economic analysis. However, it is not easy to interpret the institutions and regulations effects on growth using indicators which tend to "measure" institutions. The purpose of this research is analyse the long-run relationship between economic growth and regulation, and the role of antitrust regulation on economic growth. Our econometric estimation of growth models with competition and market power indicators based on an expressly conceived dataset including 211 countries, over a maximum period range of 50 years (from 1960 to 2009). In particular, we try to identify an analytical framework aiming to complement the institutional and economic analysis in order to assess the regulation role and more generally, the role of institutions in economic growth. After a theoretical and empirical literature review on growth and institutions, we present the Regulatory Impact Analysis (RIA) on competition, and we analyse the main regulation, governance and antitrust measures. To answer our research question we estimate several growth models considering three regulatory measures: Regulation Impact (RI), Governance (GOV), and Economic Freedom (LIB). In the RI fixed effect model, the effects of antitrust legislation on economic growth are significant and positive, and the effects of antitrust duration are significant but negative. In the GOV dynamic panel, the effects of governance index on growth are significant but negative. In the LIB dynamic panel the effects of LIB are significant and negative.
National audience ; This article describes the methodology adopted for the implementation of simulation scenarios for an LandUse and Transport Integrated model, referring to the territory of the Grenoble Urban Region, in the IsereDepartment in France. The assumptions behind these simulation scenarios were derived from theassumptions of residential and transportation supply evolution, at 2030, contained in the Grenoble UrbanRegion's Scheme of Territorial Coherence (SCOT). The SCOT is a strategic urban planning tool for themedium and long term, defining for a group of municipalities an integrated and coherent urban project, interms of economic development, spatial and environmental planning, housing, mobility and services, andland use. Simulation scenarios serve to feed the Tranus_Grenoble model implemented in collaboration withthe Urban Planning Agency of the Grenoble Urban Region (AURG), with the aim of providing anoperational tool that supports the territorial analysis and the planning activity and in particular with thefunction of simulating the impact of policies envisaged in the SCOT and verifying its effectiveness. Thearticle outlines the methodology behind the implementation fo simulation scenarios, the adaptation of thehypotheses contained in the Plan to the model structure and the process of treating and consolidatingdifferent databases, prospective studies, socio-economic and econometric parameters. The article illustratesthe basic structure of the Tranus_Grenoble model, the features and objectives of the SCOT for the UrbanRegion of Grenoble, the structure of the base scenario of the model and the methodology for implementingthe simulation scenarios. ; In questo articolo si illustra la metodologia adottata per l'implementazione degli scenari di simulazione di un modello di tipo integrato trasporti-uso del suolo, riferito al territorio della Regione Urbana di Grenoble, nel Dipartimento dell'Isere in Francia. Le ipotesi alla base di tali scenari di simulazione sono state ricavate a partire dalle ipotesi di evoluzione dell'offerta residenziale e di trasporto, all'orizzonte 2030, contenute nello Schema di Coerenza Territoriale (SCOT) della Regione Urbana di Grenoble. Lo SCOT è uno strumento di pianificazione urbana strategica per il medio e lungo periodo, che definisce per un gruppo di comuni un progetto integrato e coerente di territorio, in materia di sviluppo economico, pianificazione spaziale e ambientale, offerta abitativa, di mobilità e servizi, di uso del suolo. Gli scenari di simulazione servono ad alimentare il modello Tranus_Grenoble implementato in collaborazione con l'Agenzia per l'Urbanistica della Regione Urbana di Grenoble (AURG), con l'obiettivo di fornire uno strumento operazionale che sia di supporto all'attività di analisi e di pianificazione territoriale ed in particolare con la funzione di simulare l'impatto delle politiche previste nello SCOT sul territorio e verificarne l'efficacia. L'articolo espone la metodologia alla base del lavoro di scenarizzazione e di adattamento delle ipotesi contenute nel Piano alla struttura del modello ed il processo di trattamento e messa in coerenza di diverse basi di dati, studi di prospettiva, parametri di tipo socio-economico e econometrico. Nell'articolo viene illustrata la struttura di base del modello Tranus_Grenoble, le caratteristiche e gli obiettivi dello SCOT per la Regione Urbana di Grenoble, la struttura dello scenario base del modello e la metodologia di implementazione degli scenari di simulazione.
