Politika pritiska kao ideal - tipski model politicke komunikacije izmedju "centra" i "periferije"

The policy of pressure on Croatia as an illustrative - although not isolated - example has not inspired empirical and theoretical studies of this phenomenon. The discussion has remained at the level of everyday political discourse, even "coffee-house politics". Due to its extreme topicality, as well as its theoretical "solvency", the author has attempted with this essay to come up with a theoretical definition of the concept of pressure and to demonstrate on the Croatian example its goals, scope, dynamics and future prospects and outcomes. Among the existing approaches, the author has chosen the "politico-economic approach" which defines the policy of pressure as a specific form of political communication between the "centre" and the "periphery" in Wallerstein's "world system". The example of Croatia serves the author as an ideal-type model of such communication through a combination of political science and sociological analysis. In his opinion, and due to certain favourable contingencies, Croatia is the nearest to the ideal type of such communication. + Due to a lack of systematic empirical data, the discussion naturally remains at the theoretical- hypothetical level, and should be understood as an invitation to further discussion and as an incentive for more extensive empirical research. However, since this is a very dynamic phenomenon, the question is: is the author's argumentation still valid today as it was at the time when the essay was written? There have been two changes: (1) the war on Kosovo which proves the author's hypotheses; and (2) a certain "thaw" in the relations between the international community (particularly USA) and Croatia (it is still unclear whether this change concerns the fundamental strategic trends or is solely a "politico-meteorological" phenomenon (the alteration of colder and warmer periods). This is why the author did not deem any alterations in the text necessary; one should wait and in the meantime expose the (hypo)theses to some critical scrutiny. (SOI : PM: S. 211)

CORRUPTION, CAPITAL ABUNDANCE AND ECONOMIC DEVELOPMENT: EVIDENCE FROM THE EUROPEAN UNION COUNTRIES
The aim of this paper is to establish and clarify the relationship between corruption level and development among European Union countries. Out of the estimated model in this paper one can conclude that the level of corruption can explain capital abundance differences among European Union countries. Also, explanatory power of corruption is higher in explaining economic development than in explaining capital abundance, meaning stronger relationship between corruption level and economic development than between corruption level and capital abundance. There is no doubt that reducing corruption would be beneficial for all countries. Since corruption is a wrongdoing, the rule of law enforcement is of utmost importance. However, root causes of corruption, namely the institutional and social environment: recruiting civil servants on a merit basis, salaries in public sector competitive to the ones in private sector, the role of international institutions in the fight against corruption, and some other corruption characteristics are very important to analyze in order to find effective ways to fight corruption. Further research should go into this direction.

Javno-privatna partnerstva u Evropskoj Uniji i Srbiji - razvoj modela, tržišta i zakonskog okvira ; Public-private partnerships in European Union and Serbia - model, market and legal framework development
Predmet ovog rada jeste prikaz javno-privatnih partnerstava kao instrumenta za koji se pretpostavlja da bi, ukoliko bi se primenjivao prvenstveno na lokalnom, ali i na višim nivoima upravljanja, omoguéio vlastima u svakoj zemlji brži i kvalitetniji ekonomski razvoj društva. Iskustva moderno uređenih demokratskih društava u decentralizaciji vlasti po principima subsidijariteta i fiskalnog federalizma daju uvid u set mera i principa stvaranja dobrog poslovnog okruženja kao prim amog faktora privlačenja kapitala, a time i opšteg razvoj a države. Javno-privatna partnerstva su kao najsloženiji i najnoviji instrument podsticanja ekonomskog razvoja modemih država od posebnog značaja. Još uvek u fazi razvoja i u primeni u nekolicini najrazvijenijih demokratija, pred ovim složenim instrumentom tek leže pravi izazovi i budućnost. Stoga je cilj ovog rada prepoznavanje važnosti najsloženijeg instrumenata za podsticanje ekonomskog razvoja, a to su javno-privatna partnerstva i njihovo poznavanje u teoriji i kroz primenu u praksi. Ono je od velikog značaja sadašnjim i budućim kadrovima koji rade u javnoj upravi Srbije na svim nivoima. Naučni značaj ove teme j e u sistematskom prikazu i analizi modela javno-privatnih partnerstava. JPP su aktuelna tek od 90-ih godina, zemlje EU tek početkom 21.veka osnivaju posebna tela koja se pri vladama bave JPP, a Evropska komisija je tek 2004. izdala Zelenu knjigu o JPP, koja delimitino defunse i analizira JPP. Iz naučnog proizlazi i društveni značaj ovog rada, a to je bolje razumevanje JPP, podizanje svesti sadašnjih i buduéih kadrova u javnoj upravi o njihovom značaju i spremnosti da u predstojeéim reformama ispravno i kvalifikovano zastupaju interese društva u čije ime rade. Osim kao doprinos teoriji o javnoj upravi, ovaj rad ima veći značaj kao priručnik organima te iste uprave u poznavanju i primeni JPP kao instrumenta kojim se podstiče ekonomski razvoj. ; This paper focuses on the presentation of public-private partnerships (PPPs) as instruments which are assumed to enable faster economical development of municipalities and the country in total, for the authority of our country, if firstly applied locally, but then also on higher levels of management. The experiences of the modem democratic societies in the area of decentralization of the authority by the principles of subsidiarityand fiscal federalism, enable the insight to the set of measures and the principles of creating the good business environment as the primary factor of attracting investments, and subsequently enabling the general local development. Public-private partnerships are the most complex, and the latest instrument of special importance for encouraging the economic development of modem states. Still in the phase of development and applied in a few the most developed democracies only, this complex instrument is yet to face the real challenges and the future. Therefore the objective of this paper is recognizing the importance of the most complex instrument for encouraging the local economic development, which are the public-private partnerships and the theoretical and practical knowledge about them.This is of the most importance for current and future staff employed in the public administration of Serbia, at all levels. The scientific importance of this paper is the systematic presentation and analysis of the model of the public-private partnerships. PPPs have become more present since the 90's; at the beginning of the 21st century the EU countries have started forming special government bodiesto deal with PPPs, and the European commission has issued the Green book on PPPs only in 2004, which defines and partly analyses the PPPs. The outcome of the scientific significance of this paper is also the social one: the better understanding of the PPPs, lifting the awareness of the current and future staff employed in the public administration about their significance and competence to, in future reforms, correctly and skillfully represent the interest of the society in whose behalf they act. Beside the contribution to the theory about the local government, this paper has a greater meaning as a guide book for its administrative bodies, when addressing the issues of knowing and applying the PPPs as the instrument to encourage the economic development.

THE ROLE OF INTERNATIONAL MARKETING IN THE IMPROVEMENT OF ECONOMIC COOPERATION BETWEEN THE COUNTRIES OF THE WESTERN BALKANS IN CRISIS PERIOD ; ULOGA MEĐUNARODNOG MARKETINGA U UNAPREĐENJU PRIVREDNE SARADNJE ZEMALJA ZAPADNOG BALKANA
After the break-up of the former Yugoslavia, the countries of Western Balkans are slowly establishing mutual economic cooperation, and are struggling with their participation in international trade flow with the usage of international marketing instruments. This significantly decreases their opportunities to accelerate economic development and to improve their competitiveness in the time of new crisis caused by Covid-19 pandemic. Small markets and interstate administrative barriers in the Western Balkans hinder the establishment of new and development of existing enterprises, and cause an outflow of creative human resources. Therefore, it is necessary to promote innovative possibilities of removing barriers for faster circulation of goods, people and capital. The implementation of new models of international marketing could significantly contribute to the intensification of mutual economic cooperation, internationalization of business and attracting foreign investment which are accompanied by the spillover effect. As a result, one could expect the improvement of national economies' competitiveness, increase of exports and gross domestic product and improvement of population living standards. ; Zemlјe Zapadnog Balkana posle raspada bivše Jugoslavije vrlo sporo uspostavlјaju međusobnu privrednu saradnju i zaostaju sa uklјučivanjem u međunarodne privredne tokove, uz pomoć instrumenata međunarodnog marketinga. To značajno umanjuje njihove mogućnosti ubrzanja privrednog razvoja i unapređenja konkurentnosti u uslovima nove ekonomske krize, izazvane pandemijom kovida-19. Mala tržišta i međudržavne administrativne barijere zemalјa Zapadnog Balkana koče osnivanje novih i razvoj postojećih preduzeća, te uzrokuju odliv kreativnih lјudskih resursa. Stoga je potrebno promovisati inovativne mogućnosti uklanjanja barijera za bržu cirkualciju robe, lјudi i kapitala. Primena novih modela međunarodnog marketinga mogla bi značajno doprineti intenziviranju međusobne privredne saradnje, internacionalizaciji poslovanja i privlačenju stranih investicija koje prati spilover efekat. Kao rezultat toga, moglo bi se očekivati unapređenje konkurentnosti privrede ovih zemalјa, povećanje izvoza, povećanje bruto domaćeg proizvoda i standarda stanovništva.

Polemically oriented towards Plessner's "Belated Nation" and the introductory presentations in the debate about this book at the Faculty of Political Science, the author is of the opinion that the German case is the one of a belated attempt at empire-creation, and that all the nations in the world are "late" - except for the Dutch. By referring to the literature on politico-economic history and the model and comparative analysis of the nation-state as a complex politico-economic community within the world system of the West, the author thinks that Schieder's typology of the creation of European nations is not plausible, neither theoretically nor factually/historically. Modeli optimizacije izbora lokacije proizvodnih kapaciteta u funkciji lokalnog ekonomskog razvoja
Each day we make decisions, draw conclusions or resolve problems. The environment in which we make decisions is complex and dynamic and yet it influences the whole process as much as one's knowledge, experience, etc. In these situations, the decision making analysis stands out which provides a logic base for defining possible alternatives and the choice of an optimal option from the possible solutions. The decision making analysis helps the decision maker to choose the optimal option in line with his knowledge, reasoning, beliefs and preferences. When there are several criteria the decision making is ambiguous and one needs to find the optimal or the most efficient solution. The multi-criteria decision making can be multi-purposeful. In case the alternatives are explicitly defined and quantified we are dealing with the multi-attribute decision making. The criteria values for the analyzed alternatives can be qualitative and quantitative; therefore, the qualitative ones have to be quantified. Deciding on the location is one of the key elements of logistics and of the importance of the decision making process used by the companies in order to determine where to locate the facility is a decision of crucial importance to all logistic elements and the entire business development of the company. Further on, the contemporary economic, competitive and technological conditions and the business environment comprise a dynamic category, so the currently optimal location may not be optimal in the future. Companies use qualitative and quantitative criteria while deciding on the location of the factory. When deciding on the location of the factory one conducts a detailed analysis due to the dynamic business environment. Constant changes in the environment influence business adjustments. On the contrary, the logistic facilities and their locations are static and are not subject to alteration in a short period of time and in such a way respond to the business environment changes. While making such a decision one needs to use new methodologies and contemporary tools as a decision making support in order to adequately respond to the business environment changes and secure the high quality decision making by taking into account quantitative and qualitative criteria which are important for making a decision on a choice of a location. From the very beginning, local self-governments, worldwide as well as in Serbia, had different roles in the economic development. Local self-governments usually dealt with administrative procedures with no active part in the economic development. By establishing legal grounds local self-governments started improving the business environment and providing support to the business community, but also actively attracting foreign direct investments which have proven to be the key activity of the local economic development. Identification and understanding of the industrial location decision making process within the companies has been identified as a crutial activity which the local self-governments can use in improving the business environment and recruitment of direct investments. On the basis on the prioritization of the quantitative and qualitative decision making criteria in the process of selection a location, local self-governments can improve their business environment if resources are being used optimally and in such a way they support the local economic development by assisting the business community and attracting direct investments. In this paper we established a model which, using the method for decision making in the case of optimization of the industrial location decision making, enables efficient use of the resources of local economic development. The model will enable the identification of criteria / determinant of locations that should be invested in order to promote local economic development, on the basis of a comparison of local governments and types of potential investors. Use of standard methods of multiattribute analysis gives the possibility of a subjective approach to the researcher who must determine in advance the criteria weights, while the application of the model presented in this paper avoids the subjectivity and objectifies the process of preference, a combination of criteria DEA (Data Envelopment Analysis,) and multiattribute analysis methods (AHP, ELECTRE, PROMETHEE, TOPSIS). Within the dissertation, survey conducted, analysed local governments (alternatives) in terms of fulfilling the criteria (location determinants), within which each local government alone determines the criteria weight based on survey of types of potential investors. A comparative analysis of the results of these studies, where other various methods for decision making can be also used, identified the best method, among selected that are the best known and most used, and the result of the dissertation will determine the importance of the location determinants, which will enable to policymakers in field of local economic development, investment promotion and improving business environment at all levels, through the use of the proposed model of efficient planning, the opportunity to efficiently and cost-effectively use the resources at their disposal.

Defense system integrity building and corruption risk combating: Experiences of NATO and Partnership for Peace member countries
Corruption is a complex social, political and economic phenomenon, affecting the society on the whole. It undermines democratic institutions, decelerates the economic development, and contributes to the destabilization of the society. All spheres of the society may be affected by corruption, and numerous studies have showed that the defense and security sector is among the sectors which are the most susceptible to corruption. Fight against corruption is a true necessity of any democratic society and it is, at the same time, a prerequisite of reform changes, and building of transparent and accountable institutions. That is why the fight against corruption and the integrity building in the defense sector have found their place within NATO and partner countries. For these reasons, NATO partnership program has been developed, aiming to find optimal models of building the integrity and defense institutions, with reducing the corruption to minimum, and of maintaining or increasing the efficiency and the effectiveness of collective security.

Joint effect of 2008 economic crises and continous world-wide present deficite of political legitimacy have in 2011 given birth to global resistance, but also facilitated development of its new strategies and tactics. Aldough we are still by large able to understand these contemporary models of collective action with help of New Social Movement Theory, today they objectivelly grasp a wider field of meaning, mainly for reason of their demands for radical transformation of both economic and political system. Contemporary social movements are still struggling for re-interpretation of meaning, and identity issues, but not any more for any particular goal. Instead, they seek systemic change. This extremelly important shift of strategic orientation, which makes new movements a bit old – that is classical, remains in our oppinion, undervalued both in academic, and general public for the reasons that we will try to comprehend, in this writing. ; Sadejstvo udara ekonomske krize iz 2008. i kontinuiranog deficita političkog legitimiteta dovode 2011. do pojave globalnog otpora, ali i do razvoja njegovih kvalitativno novih strategija i taktika. Iako je savremene modele kolektivne akcije dobrim delom i dalje moguće razumeti uz pomoć teorije novih društvenih pokreta, oni danas objektivno zahvataju jedno šire polje, najpre zbog zahteva za radikalnom promenom u ukupnom ekonomskom i političkom sistemu. Savremeni društveni pokreti i dalje se bore za reinterpretaciju značenja i priznanje sopstvenog identiteta, ali ne više za bilo koje pojedinačno pitanje, već za sveobuhvatnu promenu sistema. Ta izuzetno važna promena strateške orijentacije, koja nove pokrete čini pomalo starim – upravo klasičnim, ostaje, čini nam se, nedovoljno primećena iz razloga koje ćemo pokušati da rasvetlimo.

Upravljanje institucionalnom dimenzijom održivog ruralnog razvoja
Sustainable development is a globally recognized multi-dimensional concept which takes into account the three basic dimensions of development: economic, environmental and social. This concept is incorporated in the development of modern models of strategy of economic, social and environmental development. The road to achieving sustainable development is associated with a number of uncertainties and requires interconnection, harmonization and coordination of different dimensions of development. It is particularly important to the development of each dimension is given equal importance. This is in practice very difficult to achieve and there is always a trade-off or a dimension of sustainable development is given more or less importance. Contemporary approaches to the concept of sustainable development representing the existence of new dimensions of development. There is a view that the institutional dimension is the fourth dimension of sustainable development. Thus, this paper will point out that the economic, environmental and social development on the basis of sustainability, institutional support is complementary and necessary dimension. Rural development policy is an important part of development policy of many countries. One of the important issues in development policy in many countries is the integration of sustainable development policy and rural development policy. For the realization of sustainable rural development requires a strategic framework to identify available resources and define priorities and guidelines for further development with respect to economic, environmental t and social dimensions of sustainable development. Important in the conduct of such a policy and implementation strategy is an adequate institutional framework. To manage the institutional dimension of sustainable rural development is necessary to coordinate a number of activities in the fields of economic, environmental and social policies at the national level, and align them with international policy and development program. In order to realize progress in rural development policy requires a strategic framework to identify available resources and define priorities and guidelines for further development with respect to economic, environmental and social dimensions of sustainable development. Of importance in this paper is carried out a comparative analysis of rural development strategies aimed at positioning Serbia compared to some countries in the European Union and South East Europe and to point out the critical elements of designing and implementing this strategy. Consideration of the institutional framework, as an important dimension of sustainable development, should assist in the coordination of activities and cooperation of various institutions in order to ensure the achievement of development goals. Good institutional arrangements should provide all necessary support for the creation and implementation of policies and strategies for sustainable rural development.

Činioci nastanka i održivosti radničkog samoupravljanja: "oporavljena preduzeća" u Argentini u istorijsko-uporednoj perspektivi ; Factors of the origin and sustainability of workers' self-management: "worker-recuperated enterprises" in Argentina in a historical-comparative perspective
Osnovni cilj doktorske disertacije predstavlja analiza činilaca nastanka i održivosti radničkog samoupravljanja, kao oblika kolektivnog delanja radničke klase. U cilju utvrđivanja determinističke vrednosti različitih faktora analiza je smeštena u uporedni okvir. Model radničkog samoupravljanja u obliku 'oporavljenih preduzeća' (Empresas recuperadas por sus trabajadores – ERT) u Argentini do čije pojave je došlo u jeku dramatične ekonomske krize početkom dvehiljaditih izabran je kao iskustveni okvir na čijem primeru su empirijskim istraživanjem analizirani faktori održivosti. Pored usmerenosti analize na 'oporavljena preduzeća' u Argentini, predmet razmatranja predstavljao je i model radničkog samoupravljanja u Jugoslaviji. U radu se pošlo od hipoteze da su nastanak i održivost radničkog samoupravljanja uslovljeni kombinacijom unutrašnjih i spoljašnjih činilaca (odnosno činilaca unutar i izvan preduzeća). Preciznije, testirana je hipoteza da spoljašnji činioci osiguravaju opšte okvire pojave radničkog samoupravljanja, dok mogućnost njegove konsolidacije počiva na konstelaciji niza unutrašnjih faktora. Rezultati analize radničkog samoupravljanja u Jugoslaviji i Argentini pokazali su da je hipoteza o činiocima uspostavljanja i učvršćivanja radničkog samoupravljanja u velikoj meri potvrđena. Na osnovu relativno opširne istorijske i empirijske analize donosi se zaključak da spoljašnji faktori obezbeđuju opšte pretpostavke za pojavu radničkog samoupravljanja, dok unutrašnji ostvaruju direktan uticaj na održivost ovakvog jednog procesa. Preciznije, spoljašnje pretpostavke u vidu sistemskih i strukturalnih činilaca stvaraju opštu mogućnost nastanka radničkog samoupravljanja, dok je veza između ove grupe faktora i održivosti radničkog samoupravljanja posredovana organizacijskim i akcijskim činiocima koji imaju neposredan uticaj. Ipak, kao osnovni faktori koji organizuju i oblikuju ostale faktore ističu se sistemski činioci. U sklopu unutrašnjih faktora, poredbeni plan analize je pokazao da ekonomski, organizacijski i vrednosni činioci (u smislu vrednosne i interesne konzistentnosti) imaju posebnu važnost za održivost radničkog samoupravljanja. ; The primary objective of the doctoral dissertation is to analyze factors related to the emergence and sustainability of workers' self-management, as a form of the collective action of the working class. In order to establish the deterministic values of different factors, the analysis was set within a comparative framework. A model of workers' self-management in the form of "worker- recuperated enterprises" (Empresas recuperadas por sus trabajadores – ERT) in Argentina, which emerged in the midst of the dramatic economic crisis in early 2000, was chosen as an experiential framework in which sustainability factors were analyzed applying empirical research. In addition to the focus on "worker-recuperated enterprises" in Argentina, the analysis also considered the workers' self-management model in Yugoslavia. The dissertation started from the hypothesis that the sustainability of workers' self-management is conditioned by a combination of internal and external factors (i.e. factors within and out of the company). More specifically, it tested the hypothesis that external factors ensure the general framework supporting the emergence of workers' self-management, while the possibility of its consolidation relies on the constellation of a number of internal factors. The analysis of workers' self-management in Yugoslavia and Argentina resulted in confirming the hypothesis about the factors affecting establishment and consolidation of workers' self-management to a great extent. A relatively extensive historical and empirical analysis led to the conclusion that external factors ensure the general assumptions for the emergence of workers' self-management, while internal factors have direct effects on the sustainability of such a process. In other words, external assumptions in the form of systemic and structural factors create the general possibility of the emergence of workers' self-management, whereas the interconnection between these groups of factors and the sustainability of workers' self-management are interposed by organizational and activity factors which have direct influence. Nevertheless, systemic factors stand out as key factors that organize and shape other factors. As regards internal factors, a comparative analysis plan showed that economic, organizational and value factors (in terms of value and interest consistency) have a special significance in the sustainability of workers' self-management.
