In the context of fundamental changes in the economy and the labor market, the introduction of educational programs in the field of data analysis and machine learning at all levels of education with the priority of integrating mathematical, natural science and socio-humanitarian knowledge becomes important. An overview and analysis of foreign experience and main discussion topics in the development of educational modules for data science and machine learning for adolescents and adolescents is presented.
The article analyzes the federal legislation for science, technology and innovation in 2017. The author examines three federal laws among the accepted in 2017 federal laws in the field of science, technology and innovation and analyzes the main provisions of the draft federal law developed by the Ministry of education and science of the Russian Federation. In addition, the paper makes some proposals for improving the legislation for science and innovation to provide the technological unity of the scientific, and innovative activities. In particular, it is proposed to clarify the objectives of the legislation in the sphere of science and innovation, to fill in the gaps, to resolve the declarative nature of certain legal rules, to improve mechanisms of their implementation, to clarify and expand the conceptual apparatus of innovation, including its harmonization with the conceptual apparatus of developed countries and international standards of the Commonwealth of Independent States and the Eurasian Economic Union. Considerable attention is paid to the issues of improving the legal status of the actors in the sphere of science, technology and innovation, developing organizational and economic mechanism of the government science, technology and innovation policy formation and realization. These issues are especially important for the purposes of preserving and further increase of the scientific and technological potential of the country, progressive development of science, implementation of the full innovation cycle «research – design – development – production – distribution of innovative products», as well as creating the legal framework to implement the Strategy for the scientific and technological development of the Russian Federation.
Russian scientific economic literature continues to discuss the problem of the modern evolution of political economy as a science and its return as an academic discipline in the number of mandatory university courses. In this regard, the article, firstly, examines the historical fate and the current state of Marxist political economy, emphasizes its fundamental difference from other economic theories. Secondly, — considerable attention is paid to neoclassical economic theory and an academic discipline called «economics». The historical circumstances of the emergence of this term are shown and the place of neoclassicism in the Western classification of economic sciences is characterized. Thirdly, — for a comprehensive analysis of the economy, it is proposed to use general economic theory as a combination (a special kind of aggregate) of all modern schools, directions and programs of economic theory, unified in the object, but differing in the subject and method of research. It is emphasized that the role of the basis and historically and logically the initial component of this theory is played by political economy.
Introduction. At present, there are a large number of obsolete regulatory requirements, including those dating back to the USSR. The President and the Government of the Russian Federation decided to implement the "regulatory guillotine", within the framework of which, by 1 January 2021, the totality of regulations imposing mandatory requirements must be replaced by new ones, including in the field of education. This goal requires the monitoring of existing laws, identifying their particularities, possible conflicts and gaps. Monitoring Tools. The authors of the paper applied methods of analysis, scientific and regulatory material analysis and synthesis as well as formal and legal, systemic and structural, functional, specific and sociological methods and the method of interpreting legal norms. The object of the study was the decrees of the President of the Russian Federation, decrees of the Government of the Russian Federation, orders of the Ministry of Education and Science and the Ministry of Education of Russia as well as regulatory legal acts of other federal executive bodies adopted on the basis of the federal law on education. Results. The system of legal regulation of education is a structured system of acts of varying legal force, regulating a wide range of public relations. The monitoring results of this legal framework are systematised and presented in a table. The author investigates the main factors of Russian education modernization which is caused by necessity to develop education appropriate to up-today challenges in concern of scientific progress and national security. The author defines that concept of modernization means development, improvement and changes which meet the modern requirements. Modernization of Russian society considered as the most important factor of its revival is caused by deep historic and philosophic traditions. On Russia 's joining the European processes the problems related to the country development and taking its own place in the world have been aggravated. The author supposes that development of the Russian educational system strategy which would provide not only a survival, but also sustainable development and turning educational system into the defining factor of the country revival is one of the most urgent method tasks. The paper shows that carrying out of the goal should become the main task of educational strategy as humanistic and democratic values for individual development and free self-determination are built up by means of social platform only. In the author's opinion, education represents a multidimensional phenomenon. First, it is a kind of activity; second, it is the most important social institute; third, it is a process of acquirement and transfer of knowledge, abilities, skills and development of needs and personal abilities on their basis; fourth, it is a level of abilities, skills and knowledge and certain abilities based on them; fifth, it is an interdisciplinary science which is formed at the intersection of Philosophy, Pedagogics, Sociology, Psychology, Economies and Medicine; sixth, it is a social value. Finally, education demonstrates closer and deeper integration with industry and science, acting as the most important economic branch. Assessment of contemporary educational system should be followed by development of educational strategy. This problem rises opposite views and judgments. However, strategic planning fails if there is no appropriate assessment of contemporary situation. ; Реферат. Авторское исследование основных факторов модернизации российской системы образования обусловлено объективной потребностью проектирования системы образования, адекватной вызовам сегодняшнего времени в плане как реализации научно-технического прогресса, так и обеспечения национальной безопасности Российской Федерации. Автором установлено, что термин «модернизация» означает усовершенствования, изменения, позволяющие отвечать современным требованиям. Модернизация российского общества как важнейший фактор его возрождения имеет в своей основе глубокие историко-философские традиции. После включения России в европейские процессы на новом качественном уровне обострились проблемы, связанные с ее дальнейшим развитием и завоеванием своего места в современном мире. Автор считает, что выработка основ стратегии российской образовательной системы, которая бы обеспечила не только выживание, но и стабильное развитие с превращением ее в определяющий фактор возрождения страны, является одной из самых актуальных методологических задач. Практическая реализация этой цели должна стать основной задачей образовательной стратегии, поскольку лишь на общественной основе могут формироваться подлинно гуманные и демократические условия для индивидуального развития и свободного самоопределения каждого индивидуума. По мнению автора, образование представляет собой многомерный феномен. Это, во-первых, род деятельности, во-вторых - важнейший социальный институт, в-третьих - целенаправленный процесс приобретения и передачи знаний, умений, навыков и развития на их основе потребностей и способностей личности, в-четвертых - уровень умений, навыков, знаний и определенных способностей, основанных на них, в-пятых - междисциплинарная наука, формирующаяся на стыке философии, педагогики, социологии, психологии, экономики, медицины, в-шестых - социальная ценность. Наконец, образование демонстрирует все более тесную интеграцию с производством и наукой, выступая в качестве важнейшей народнохозяйственной отрасли. Объективная оценка сегодняшнего состояния отечественной образовательной системы должна предшествовать разработке образовательной стратегии. Этот вопрос вызывает диаметрально противоположные суждения. Однако без проведения объективной оценки текущего состояния дел какие-либо попытки стратегического планирования обречены на неудачу.
This article explores the idea of education and science as systems, describes the specifics of systematic methodological approach as the basis for the study of integration of scientific and educational spheres. The study of the subject as an integrated system involves the explanation of what constitutes its integral system of quality, properties and laws: on the one hand, the laws of external integration of parts into a whole (system formation); on the other hand, the internal laws of the structure, functioning and development of the whole; third, the laws of interaction with the living conditions in the surrounding reality. According to the theory of general forms of integration of science, education, considered separately from each other can be represented as a system, because they have a backbone connection, arranged to form a complete unity of laws, regularities, principles, requirements, both in one and in other spheres. It is also advisable to speak about integrative interaction of science with education through a systemic approach, which is understood as a specific internally unified educational position, which has deep roots in the systemic nature of human thinking and practice. System views meet contemporary qualitative analysis of the scientific-educational sphere. They reveal the regularities of their integrative interaction, build, systematise a complex picture of reality, play a leading role in the synthesis of scientific knowledge. The Russian education system is a large system and should be explored in terms of large systems, characterising its functionality, multi-elementionality, the subordination of certain historically-proven accurate strategies. As a general methodological approach to research practices is the idea that the social purpose of the educational system − the training of educated people, capable of reproduction and development of modern humanity in all its diversity of life.

An analysis of some issues of regulatory and legal providing organization of educational work with students are shown on the basis of legal acts operating in Ukraine in recent years. Today, the issue is even more important because of the principle of autonomy of higher educational establishments, which is one of the main conceptual foundations of the new Law of Ukraine "About Higher Education". The aim of the study was to identify major organizational ways of healthy lifestyle of students - an important aspect of educational work with students for its implementation in the educational activities of each university.Methods. Legislative acts, laws of Ukraine, decrees and orders of the Cabinet of Ministers of Ukraine, Ministry of Education and Science of Ukraine and Ministry of Health of Ukraine were studied according to the methodology of jurisprudence on scientific methods.Results. Taking into consideration a wide range of legal acts of different legal effect, and given the principles of autonomy of higher education as defined by the Law of Ukraine "About Higher Education", the key to successful implementation of the tasks that relate to higher educational establishments for the education of healthy youth is developing the corresponding regulations for organization of educational work by each higher educational establishments, as well as effective interaction of higher educational establishments and public institutions on issues of healthy lifestyle of students and interns.Conclusions. The authors dwell on the students' and postgraduates' scientific activities, consider the youth scientific organizational structure.As a flagship University, MASU is implementing a strategic development project "MASU is Scientific and Technological Hub of the Region" formed with the direct support of the Government of the Murmansk region. У статті розкривається питання про філософські стороні освітньої системи Антона Семеновича Макаренка, метою якого є виділення нового методологічного підходу видатного педагога до освіти й виховання. Автор даної статті вважає, що є можливість використовувати аксіологію як спосіб дослідження в галузі педагогіки, оскільки аксіологія, як наука про природу цінностей, відіграє значну роль у визначенні динаміки розвитку поведінкових і особистісних якостей дітей. Це означає, що «формування» та «становлення» цінностей повинно бути в центрі уваги всіх, хто займається педагогікою на науковому рівні як з точки зору освітньої і виховної складових, так і з позиції психології. ; In the paper the question about philosophical components of Anton Semenovitch Makarenko's educational system is discussed, and it is aimed to emphasize a new methodological approach to education and pedagogy. The author suggests and shows that it is necessary to take into deliberation this topic, on account of child outlook it develops both on educational and pedagogical ground, as well, starting with personal behavior of educator, and interaction with other people, and finishing with moral needs of the personality. Thus, in author's opinion it might be possible to create some scientific paradigm which could allow to take a look at moral and ethical education of children from positions of axiology that are related to goals of present paper and having a particular meaning for specialized scholars, philosophers and sociologists. Moreover, such topics draw attention of international community, as far as ethical crisis of present world presupposes that all who want to go out of narrow frameworks of pedagogy as science about children and have pedagogy as science about man and personality try hard to realize such project. Besides, axiological approach to education and pedagogical sciences allows thinking that latters must be "built up" on the basis of pluralism, because they imply a multidisciplinary and multilayer approach to the personality based on dialogue as core for creating new behavior, it means ethically oriented paths in education, taking into account the fact that only an ethical regulation of conflicts in collective can give the possibility of a really development of such personal qualities as altruism, diligence, generosity, that are needed in interpersonal relations, at work, at school and in every place where takes place any form of personal interaction. The author of the present paper is convicted that Anton Makarenko's ideas can help modern specialized scholars, studying his pedagogical heritage by creation of such new look at Makarenko's studies as axiological one. Moreover, scholars of other fields of research can use Makarenko's ideas in seeking for solution to the problem of anthropological crisis of a modern society due to maladjustment and absence of concrete values, having a deep moral and psychological meaning for youth. The aim of the author is underscoring how discourse must become an important and inherent part in pedagogical sciences, and in such important fields, related to this: education and formation. Discourse ought to become a possibility in disclosing pedagogy, education and formation to outer world, because it is necessary that they have a direct contact with society and environment, as far as it is impossible to figure out pedagogy out of the society and vice versa, if taking into account their complementary character, which can have a positive influence both on pedagogy and society. Pedagogy cannot be content with researching theoretical way to solving eternal questions concerning it, science has to be a battlefield where practice must be a prerequisite and factor for further development of the science. From this point of view, it is interesting to use Makarenko's, Dewey's ideas in order to create a pedagogical pragmatism, which can go out and get free of outdated conceptions. This process has to go in favors of a pedagogy and education that have to be aimed at observing and studying formation of the child's personality and his or her development into a fully rounded moral person, as far as this process must arise on the background of democratic principles, being ever background of pedagogy as a driving force of society.

The relevance of the formulated problems and proposed solutions in the report and further discussion is manifested by the assignment of the President of the Russian Federation V. V. Putin to design implementation arrangement tools for the long-term Strategy for Russia's Science and Technology Development by autumn 2016. In addition to the tool for implementation of research in priority areas of Russian Scientiic and Technological Complex development it is necessary to design relevant infrastructure. This brings forth a problem of eficient engagement of existing infrastructure assets into research activities and their capacity development in accordance with the existing scientiic tasks. Core facilities (abbreviated in Russian as CKP), which provide multiple access to scientiic equipment, research methods and expertise of employees of research and educational institutions for a wide range of interested parties, is one of infrastructure classes actively supported by the government. Effective public support of CKP and their orientation to external users allow to consider them as the second level infrastructure support to the research in priority areas of Russian Scientiic and Technological Complex development. As the irst level infrastructural support we consider infrastructure of a Centre of Excellence – the leading research institution in a priority area. To involve resources of research institutions into innovation processes by means of establishing CKP at their premises it is suggested to compensate CKP costs of servicing external users from the budget of Centre of Excellence, which is formed mainly from public funds. That is how the principle of multichannel funding is realized in connection with CKP, which is a strong incentive for research institutions to contribute to infrastructural support of research initiated by a Centre of Excellence. The experience of developed countries shows that education of the population is one of the main factors of success and development of civil society. The future of mankind depends on the development of science and education. In this vein, the present article analyses the modern attitudes of interdisciplinary studies taking in consideration the recent problems from Georgian history.
