Hvordan kan vi beskytte valg mot fremmed påvirkning?

Russisk påvirkning av presidentvalget i 2016 har skapt frykt for manipulasjon av valg i Vesten. Både EU og USA forventer at trusselen vedvarer, og at nye metoder og kapasiteter utvikles. Artikkelen beskriver hva valgpåvirkning er, og hvordan slik påvirkning gjennomføres. Den gjør en systematisk gjennomgang av litteratur om beskyttelse av valg, og funnene sammenfattes i seks temaer med til sammen 38 mulige tiltak for å hindre valgpåvirkning: 1) bevisstgjøring; 2) forebygging; 3) samarbeide og koordinering; 4) beskyttende tiltak; 5) aktive mottiltak og avskrekking; 6) forskning, læring og kompetansebygging. Alle tiltak krever nøye vurdering av økonomiske, politiske, juridiske, praktiske og andre implikasjoner, samt særlig forholdet til demokrati og ytringsfrihet. Avslutningsvis påpekes fire problemstillinger som særlig aktuelle for videre vurdering: 1) bevisstgjøring via medier, samt målrettet mot partier og valgorganisasjon; 2) en helhetlig gjennomgang av trusler, sårbarhet og beskyttelsestiltak, særlig datasikkerhet; 3) forskning og utvikling; 4) avskrekking og eksponering av påvirkning. Mange tiltak er inngripende, særlig i forhold til demokrati, ytringsfrihet, sensur og selvsensur, og de viktigste utfordringer, begrensninger og kritikk mot restriktive tiltak gjennomgås. Vi må unngå at tiltak for å beskytte demokratiet i seg selv undergraver demokratiet.
Abstract in English:How Can Elections Be Protected Against Foreign Interference?Russian interference in the 2016 US presidential election have caused fear for manipulation of elections in the West. Both the EU and the US see this as a persistent threat and expect new methods and capabilities to emerge. This article describes election interference and how it has been conducted. It reviews literature about protection of elections, and summarises the findings in six themes with a total of 38 possible measures: 1) awareness, 2) prevention, 3) cooperation and coordination, 4) protective measures, 5) active countermeasures and deterrence, 6) research and competence building. All measures require careful consideration of economic, political, legal, practical and other implications, and especially consequences for democracy and freedom of speech. Finally, four issues are proposed as particularly relevant for further consideration: 1) awareness through media, and also especially targeted at political parties and the election organisation, 2) a comprehensive assessment of threats, vulnerabilities and protective measures, especially in terms of data protection, 3) research and development, 4) deterrence and exposure of interference. Many of the measures are far-reaching when it comes to democracy, freedom of speech, censorship and self-censorship, and the article reviews challenges, limitations and critique of such restrictive measures. It is essential that measures to protect democracy in themselves do not undermine democracy.
Velgeren som tilskuer: «Valgbarisme» i amerikanske presidentvalg

Hensyn til valgbarhet har i kraft av det amerikanske politiske systemets virkemåte bestandig vært et moment i presidentvalg. I nominasjonskampen i 2020 har dette hensynet imidlertid vært viktigere for et flertall av velgere enn noe annet. Dette fokuset gjør valgbarhet vel verdt å undersøke, både som fenomen og som potensielt problem. I denne artikkelen gjør jeg begge deler. I lys av en konseptuell diskusjon av begrepet og dets historiske utvikling, forsøker jeg å plassere valgbarhet i statsvitenskapelig teori om stemmegivning. Jeg skiller mellom oppriktig, sofistikert og distansert stemmegivning, hvor valgbarhet spiller henholdsvis ingen, begrenset og stor rolle. Med utgangspunkt i Hans Skjervheims begrepspar, argumenterer jeg for at en holdning som fikserer på valgbarhet – det jeg her kaller «valgbarisme» – gjør velgeren til tilskuer snarere enn deltaker. Med dette følger problemer knyttet til legitimitet, representasjon, deltakelse og medborgerskap. I siste instans utgjør valgbarismen altså et demokratisk problem.
Abstract in English:The Voter as Onlooker: "Electabilitism" in American Presidential ElectionsConsiderations of electability is, due to the makeup and functioning of the American electoral system, always an issue in presidential elections. For a majority of voters in the 2020 primary elections, however, considerations of electability has been more important than anything else. This makes electability worthy of discussion as a phenomenon and as a potential problem. In this article, I attempt both. In light of a conceptual discussion of the term electability and its historical evolution, I consider electability in relation to political-scientific theories of voting. I distinguish between sincere, sophisticated, and distanced voting, where electability plays, respectively, no part, a limited part, and a big part. Based on Hans Skjerveim's typology, I argue that a voter attitude that fixates on electability – what I call electabilitism – turns the voter into a spectator rather than a participant. This creates problems of legitimacy, representation, participation, and citizenship. Thus, electabilitism, I argue, ultimately poses a democratic problem.

It is becoming increasingly popular among Danes to use early voting. The article describes the changes that have been made in the electoral law to accommodate the use of early voting and describes the historical development in the use of early voting. In addition, we show that there is considerable variation in the use of early voting at the municipal level, and that it is especially the citizens of the island municipalities, rich municipalities and metropolitan municipalities that use early voting. In the third part of the analysis, we examine individual differences in the use of early voting with the help of a data set with over two million Danish voters in the municipal elections in 2013. We show that early voting is primarily used by the oldest citizens and citizens with a nontechnical education – two groups that traditionally have turned out at high rates. Finally, we analyze the characteristics that can help to predict which citizens use early voting. ; It is becoming increasingly popular among Danes to use early voting. Irans risikable isolation: Sanktionerne set fra Teheran
Iran is now subjected to the harshest economic sanctions ever imposed on any country in the world. This report discusses if and how these sanctions work, first by analysing their intended purposes and how the many phases and layers of sanctions imposed by the USA, the EU and the UN Security Council have created an almost impenetrable, escalating sanctions regime against Iran. Secondly, the report illustrates how the sanctions are experienced, debated and received in Iran, and what direct and indirect consequences the sanctions have on Iran's nuclear program, the country's financial crisis, social conditions and the upcoming presidential election in June 2013. The conclusion is that the sanctions do work, but not according to their intentions. The sanctions are contributing to changing Iran: The external pressure creates further tensions and fractions on the domestic political scene; the market moves from the West to the East, and people are subjected to a humanitarian crisis. But the sanctions have not limited Iran's nuclear program; it has only been further developed during the last seven years. Therefore, there is still a considerable risk that the increasing isolation of Iran in a worst case scenario can lead to a military confrontation.

Norges oljedilemma etter Glasgow: Et umoralsk argument for et raskt grønt skifte

Etter å ha gått seirende ut av «klimavalget 2021», står den rødgrønne regjeringen overfor oppgaven med å sikre Norges grønne omstilling. I den offentlige debatten står gjerne argumenter om global solidaritet og miljøhensyn fremst i begrunnelsene for nødvendigheten av en grønn omstilling, mens motstandere av et raskt skifte fokuserer på de negative økonomiske konsekvensene de mener et raskt skifte vil få for Norge. Denne artikkelen søker å nyansere dette bildet, og argumenterer for et bredere kost-nytte-perspektiv som også tar høyde for diplomatiske kostnader ved å fortsette med oljeleting, samt de økonomiske konsekvensene av en treg omstilling. Selv om man holder konsekvensene av klimaendringene helt utenfor vurderingen, argumenterer vi for at usikkerheten rundt fremtidig oljepris og omdømmerisikoen Norge løper ved å fortsette å basere økonomien på ikke-fornybare energikilder, burde være gode argumenter for å revurdere Norges oljepolitikk.
Abstract in English:Norway's Oil Dilemma After Glasgow: An Immoral Argument for a Rapid Green TransitionAfter winning the "2021 climate election", Norway's new government faces the task of ensuring Norway's green transition. In the public debate, global solidarity and environmental considerations are often at the forefront of arguments for the necessity of a rapid green transition, while opponents of a rapid transition tend to focus on the negative financial consequences they believe such a change will have for Norway. This article seeks to nuance this debate, and argues for a broader cost-benefit perspective that also takes into account diplomatic costs of continuing with oil exploration, as well as the economic consequences of a slow transition. We argue that, even if not considering other consequences of climate change, the uncertainty surrounding future oil prices and the reputational risk Norway runs by continuing basing the economy on non-renewable energy sources should be good enough arguments to reconsider Norway's oil policy.
Fire nordiske Ruslands-relationer. På vej mod en fællesnordisk Ruslands-politik efter Krim og Trump?

Rusland er en vigtig aktør for de nordiske lande ikke bare i Østersø-området, men også i Barents-regionen og i Arktis. For at opnå et fuldgyldigt billede af de involverede dynamikker bør de enkelte nordiske landes Ruslands-relationer studeres samlet. De dansk-russiske, norsk-russiske, svensk-russiske og finsk-russiske relationer har udviklet sig ret forskelligt siden år 2000. Der eksisterer to barrierer for nordisk sikkerhedspolitisk samarbejde: (1) landenes forskellige geografiske beliggenhed og (2) bestemte indbyrdes idiosynkrasier, der ofte bunder i forskellige opfattelser af deres fælles historie. Derfor har det traditionelt været muligt for stormagter at praktisere 'del og hersk' i forhold til de nordiske lande, og det synes også at være lykkedes for Rusland siden år 2000. Men i kølvandet på Ukraine-konflikten og valget af Donald Trump til USA's præsident er der sket en konvergens mellem trusselsopfattelserne og dermed de geopolitiske interesser i de nordiske hovedstæder. I fravær af idiosynkrasier vil det nordiske sikkerheds- og forsvarspolitiske samarbejde derfor blive styrket, om end en fælles Ruslands-politik er urealistisk. Alle fire lande, ikke mindst Sverige, står over for vanskelige dilemmaer.
Abstract in English
The Nordic countries interact with Russia not only in the Baltic Sea region, but also in the Barents region and in the Polar Arctic. In order to get a full picture of the underlying dynamics, individual Nordic Russia-relations should be studied in a comprehensive framework. Swedish-Russian, Danish-Russian, Norwegian-Russian, and Fenno-Russian relations have developed differently since about 2000. There are two barriers to Nordic security policy cooperation: (1) the countries' different geographical locations, and (2) various idiosyncrasies between pairs of Nordic countries, typically rooted in different interpretations of their common history. Thus, the Nordic soil has traditionally been fertile for great powers seeking to 'divide and rule', and Russia has apparently succeeded in this since about 2000. However, in the wake of Russia's involvement in the Ukraine conflict and the election of Donald Trump as US president, geopolitical interests seem to be converging with fairly even threat perceptions being found in Nordic capitals. In the absence of idiosyncrasies, this will strengthen security and defence cooperation, although a common Nordic Russia-policy will not materialize. All four countries, in particular Sweden, face difficult dilemmas in this new situation.
