In many ountries, the a ommodation of ethni , linguisti and religious diversities is a ma jor hallenge. The s ope of this paper is to attempt to understandwhi h politi al arrangements might fa ilitate inter-ethni ohabitation. It is indeed extremely important to understand whi h ele toral system ould be seen asthe most eÆ ient in redu ing ra ial tensions both in the short and in the longrun. The ore of the work is the study of the ee t that ele toral systems have onra ial tensions but also their intera tive ee ts with de entralization. Using thebest available data ( oming from the International Country Risk Guide) and thete hniques we believe to be the most appropriate (Interval Censored Regression)we nd interesting results: rst, ma joritarian systems seem to be positively relatedto high levels of ethni tensions while proportional representations seem parti ularly appropriate for redu ing su h tensions. Se ond, we nd that presidentialism,is asso iated to lower levels of ra ial tensions. Finally we nd that de entralizationis more eÆ ient under parliamentarism than under presidentialism for allowing abetter ethni ohabitation.JEL CLassi ation: D74, H40, H72

ABSTRACT Dawn of March 19, 2003, the coalition forces ended the dictatorial regime that had lingered for more than 30 years, liberating Iraqis and help them make the shift to a democratic system. Nevertheless, religious groups and parties supported by neighboring countries managed to seize power in a very short period. They succeeded in manipulating the electoral system and deform the applied Saint – Lego system in a way that serves their political agenda. RESUMEN Al amanecer del 19 de marzo de 2003, las fuerzas de la coalición acabaron con el régimen dictatorial que había durado más de 30 años, liberando a los iraquíes y ayudándoles a dar el paso al sistema democrático. Sin embargo, grupos y partidos religiosos apoyados por países vecinos lograron tomar el poder en un período muy corto. Lograron manipular el sistema electoral y deformar el sistema Saint-Lego aplicado de una manera que sirva a su agenda política.

En este trabajo busco realizar una comparación entre el sistema electoral boliviano y colombiano, en el órgano legislativo. El análisis busca, a partir del criterio de evaluación de la representación, resaltar los aspectos más importantes de la dimensión de la fórmula electoral de ambos casos con el fin de proponer posibles reformas al sistema electoral colombiano. Considero aspectos como la representación de mujeres, la fórmula electoral, índices de desproporcionalidad y la reforma propuesta por la Misión Especial Electoral (MEE). La implementación del voto obligatorio lo planteo como un mecanismo que puede promover una mayor participación electoral y mejorar la representación política de algunos sectores sociales. Del mismo modo, una reducción en el umbral electoral podría mejorar los índices de representación y participación política. Finalmente, las listas tipo cremallera plantean un escenario en el que la posibilidad de paridad se convierte en una realidad más próxima para los sistemas electorales. ; In this paper I seek to make a comparison between the Bolivian and Colombian electoral systems in the legislative body. The analysis seeks, based on the criterion of representation evaluation, to highlight the most important aspects of the dimension of the electoral formula in both cases in order to propose possible reforms to the Colombian electoral system. I consider aspects such as the representation of women, the electoral formula, disproportionality indexes and the reform proposed by the Special Electoral Mission (MEE). I consider the implementation of mandatory voting as a mechanism that can promote greater electoral participation and improve the political representation of some social sectors. Similarly, a reduction in the electoral threshold could improve the rates of representation and political participation. Finally, the zipper type lists pose a scenario in which the possibility of parity becomes a closer reality for electoral systems.

This paper analyses electoral systems as the great challenge of political science, up to the point of considering them the most important branch of the field. One of the central themes analyzed in this project is the role and functions attributed to the constitutional jurisdiction of electoral systems in both Germany and Latin America. For this purpose, the author develops a thorough analysis and study of the different electoral systems and the functions that they must comply with and fulfill. The recommendation that is carried out in this work focuses on all possible roles, without prioritizing any. This will require a notion of "balance", in the words of the author, when considering a constitutional ruling on the judicial order. Constitutional jurisdictions may only then combine the necessary variables, both functional and contextual, that have marked most of the controversies in this field. ; En este trabajo se realiza el análisis de los sistemas electorales entendidos como el gran desafío de la ciencia política, hasta el punto de considerarlos como la rama más relevante de esta disciplina. El papel y funciones atribuidos a la jurisdicción constitucional en materia de los sistemas electorales, tanto en Alemania como en América Latina, constituyen uno de los ejes centrales de estudio de este trabajo. Para ello el autor se encomienda a un profundo análisis y estudio de la práctica de los sistemas electorales y de las funciones que estos cumplen y deben cumplir. La recomendación que se nos efectúa en este trabajo se centra en la toma en consideración de todas las funciones consideradas, sin priorizar ninguna. Para ello será necesario obtener una concepción equilibrada o de "balance", en expresión del autor, para un pronunciamiento constitucional en el orden jurisdiccional. Solo así, las jurisdicciones constitucionales podrán conjugar las necesarias variables funcionales, y de contexto, que tanto han marcado la mayor parte de las controversias sobre este campo.

La literatura sobre sistemas electorales es voluminosa, pero pocos nombresresaltan tanto en ella como los de Matthew Shugart y Rein Taagepera. En "Votes from Seats" se vislumbra la continuidad y – en parte – la culminación de décadas de estudiode los sistemas electorales por estos autores. In "Votes from Seats" one can appreciate the continuity and - partly - the culmination of decades of study on electoral systems by these authors. They expand the road begun in their previous work (v.g., Taagepera and Shugart, 1989 and 1993), but also make corrections to premises they now consider wrong and refine predictions that were considered suspicions as they openly declare. On the issue of electoral systems, their functioning and consequences, the book is at the frontlines of knowledge. Though it synthetizes concepts and theories that are already part of known paradigms in electoral studies - that will not be considered new for people versed in the literature -, Shugart and Taagepera carry their hypotheses to a new level of empirical proof, offering a more robust look to the mechanisms that unite electoral and political party systems.

El presente trabajo tiene por objetivo evaluar el impacto efectivo de las leyes de cuota de género en Argentina y Brasil respecto de la finalidad para la cual fueron sancionadas, a saber, lograr un incremento de la presencia femenina en los parlamentos, considerando además las condiciones en que dicha participación tiene lugar, estrechamente ligada al sistema electoral de ambos países. Cuestionar el sistema electoral, como construcción que impacta en la dinámica política, es un primer paso para avanzar en el análisis de la participación y el acceso de las mujeres a espacios de poder al interior de nuestras democracias. Con tal motivo se evaluarán distintas subdimensiones del propio sistema, tales como el sufragio, la conversión de votos en escaños, las candidaturas, el tamaño y la composición de la Asamblea y la estructura de las cuotas de género establecidas legalmente. Para ello serán considerados tres momentos electorales legislativos de cada uno de los dos países: las elecciones previas a la sanción de la ley de cuota, las elecciones inmediatamente posteriores a la norma y las últimas elecciones. ; The aim of this paper is to evaluate the effective impact of gender quota laws in Argentina and Brazil vis-á-vis the purpose for which they were enacted, namely, to achieve an increase in female presence in Parliaments, taking into account the conditions in which such participation takes place, closely linked to the electoral systems of both countries. Conceiving the electoral system as a construction impacting on political dynamics is a first step to later consider the analysis of women's participation and access to power spaces within our democracies. For this reason, different subdimensions of the system will evaluate, such as the suffrage, the conversion of votes into seats, the candidatures, the size and composition of the Assembly and the structure of legally established gender quotas. This paper deals with the study of the electoral system of the Belgian House of Representatives and its electoral reforms. Belgium was the first European country to adopt an electoral system of proportional representation and, since then, its main elements have exhibited extraordinary stability. However, with the turn of the century, the coalition government headed by the liberal Guy Verhofstadt put the debate on institutional reforms at the center of the political agenda. This led to an electoral reform that involved several novelties: the «provincialization» of the electoral map, the establishment of a 5 percent threshold and the reduction of the list vote weight by half. In 2012, there was the last electoral reform, which consisted of the division of the controversial constituency of Brussels-Halle-Vilvoorde. This last episode shows the complexity of the Belgian federal model, consociational, bipolar and with centrifugal dynamics. ; El presente artículo aborda el estudio del sistema electoral de la Cámara de Representantes belga y sus reformas electorales. Bélgica fue el primer país europeo en adoptar un sistema de representación proporcional y, desde entonces, sus elementos centrales han exhibido una extraordinaria estabilidad. Sin embargo, con el cambio de siglo, el gobierno de coalición liderado por el liberal Guy Verhofstadt situó el debate sobre las reformas institucionales en el centro de la agenda política. Ello condujo a una reforma electoral que supuso la «provincialización» del mapa electoral, el establecimiento de una barrera electoral del 5 por ciento y la reducción a la mitad del peso de voto de lista. En 2012, se produjo la última reforma electoral, que consistió en la división de la polémica circunscripción de Bruselas-Halle-Vilvoorde. Este último episodio evidencia la complejidad del modelo federal belga, de carácter consociacional, bipolar y con dinámicas centrífugas
