In the independent Croatia elections are among the most important political processes, hence they are the central elements of the whole transition. The importance of elections has increased the importance of electoral systems as institutional forms of arranging elections, and they became main constitutional arrangements of the new democratic country. There have been no any new democracies in Central and Eastern Europe with such frequent and radical changes of electoral systems in the first decade after political changes. In the entire transitional region there has been no country that in ten years carried out three big, electoral reforms. In ten years, all the central models of the electoral systems for the first chamber of the Parliament have been remoulded: the absolute majority system (1990), the segmented system with the equal ratio of direct and closed list seats (1992), the segmented system with the preponderant share of the closed list seats (1995) and the proportional representation (2000).
One of the aims of the new electoral law of Hungary has been to define a fairer apportionment into voting districts. This is ensured by a set of rules slightly more premissive than those laid out in the Code of Good Practice in Electoral Matters of the Venice Commission. These rules fix the average size of the voting districts, require voting districts not to split smaller towns and villages and not to cross county borders. We show that such an apportionment is mathematically impossible. We make suggestions both to the theoretical approach to resolve this problem, study the properties of our approach and using our efficient algorithm and the data of the 2010 national elections we determine the optimal apportionment. We also study the expected effect of demographic changes and formulate recommendations to adhere to the rules over the long term: increase the number of voting districts to about 130, allow the number of voting districts to change flexibly at each revision of the districts and base the districts on regions rather than counties.
A nacionalizmus jelensége különböző módon nyilvánul meg a különböző államok közszférájában. A diszkurzív megközelítés fogalmi eszközkészlettel szolgál a nacionalizmus empirikus szintű tanulmányozásához és annak megértéséhez, hogy a nacionalizmus hogyan működik az adott esetben. A nacionalista diskurzus összehasonlító tanulmányai lehetőséget kínálnak mind az egyedi, mind az univerzális értékelésére. Mindezeket figyelembe véve, a disszertáció összehasonlító keretek között elemzi a Fidesz és az Ak Párt nacionalista diskurzusait, és ily módon kíván hozzájárulni a nacionalizmus meglévő irodalmához azáltal, hogy az uralkodó pártok többségi nacionalizmusainak összehasonlító tanulmányozására összpontosít, amely viszonylag elhanyagolt terület.
A doktori dolgozatban az állampolgárság intézményének változását és ennek következményeit írom le az erdélyi esettanulmány keretében. A kutatás rámutat arra, hogy a magyar állampolgársági politika az állampolgárság illiberális koncepcióját valósítja meg. Elemzésem így az illiberális állampolgárság intézményének bemutatásával rávilágít arra, hogy ez már nem csupán az egyén és állam közötti jogi kötelék, hanem a magyar kormány egy közvetítő intézményrendszer segítségével tartja fent és alakítja kapcsolatát az erdélyi magyar állampolgárokkal. A dolgozatban ennek az intézményrendszernek a sajátosságait, illetve a kapcsolat működési mechanizmusát tárom fel. Négy szervezet (EMNT, EMNP, RMDSZ és az Eurotrans Alapítvány) szisztematikus vizsgálatával azt rekonstruálom, hogy a magyar kormány beavatkozása, így az illiberális állampolgárság intézményének erdélyi megvalósítása csökkenti a szervezetek érdekérvényesítési képességét a területi államban. Az értekezés bemutatja, hogy a magyarországi politikai berendezkedésben végbemenő illiberális átalakulás milyen összefüggésben van az állampolgárság kiterjesztésével. Ezáltal a dolgozat az esettanulmányon keresztül cáfolja azt a korábban elfogadott feltételezést, hogy a többes állampolgárság egy egyenlőbb és igazságosabb társadalmat hoz létre, rámutat arra, hogy a populizmus következményeként létrejövő állampolgársági politikák sem az egyenlőséget, sem az igazságosságot nem valósítják meg, elsődleges céljuk az illiberális politikai rendszer támogatása. Bemutatom, hogy az illiberalizmussal összefüggésben az állampolgársági politikák átalakítják az erdélyi civil és politikai szervezetek érdekérvényesítési lehetőségeit, a magyar kormánytól függő helyzetbe kerülnek, míg romániai politikai közösségben betöltött szerepük megváltozik, a magyar kisebbségi közösség képviselőiként történő érdekérvényesítési képességük jelentősen csökken. Tehát az értekezés azt mutatja be, hogy az illiberalizmus eredményeképpen egy új típusú állampolgársági koncepció jött létre. Ez az állampolgárságot már nem csupán mint az egyén és állam kapcsolatát veszi figyelembe, hanem az állampolgárság intézményét úgy alakítja át, hogy az anyaállam egy közbenső intézményrendszer segítségével ezt a kapcsolatot irányítani és folyamatosan alakítani tudja. Az értekezés így az erdélyi esettanulmányon keresztül vázolja fel az illiberalizmus állampolgárságképét.
The study deals with employee participation in corporate and plant management, showing the historical course of the formation and development from the early twentieth century to the end of World War II. Following World War II, the European Coal and Steel Community (ECSC) developed a system of 50-50% ownership and employee representation in both areas, which in the early 1970s was transformed into two-thirds ownership and one-third employee representation. Next, the study presents the structural nature of the current participatory institutional system, the electoral system, and the licensing system in a comparative manner.
In the Pentecost of 1939 there was the general election in Hungary. The vote passed off by the new electoral law, which was made in 1938. In the city of Hódmezıvásárhely the election – which was secret and made with party lists – was held from May 28 to 29. In the course of the campaign four parties managed to have enough recommendations: the Party of Hungarian Life (with Miklós Bonczos under-secretary of state), the Social Democratic Party (with the leadership of Ferenc Takács), the Independent Smallholders Party (with the leadership of Béla Kun) and the National Front (with the leadership of Mátyás Matolcsy), which caused a big surprise. In the course of the campaign all of the parties attacked each other, and of course they promised a lot. The winner of the election was the Party of Hungarian Life and also the second mandate was owned by the party of the government. Miklós Bonczos was elected in an other place, too, that is why he resigned the mandate. Imre Temesváry and János Lénárt – who before was on the second and on the third place of the list of the party of the government – became the parliamentarian of the city.
On his two days campaign trip in the territory between the Danube and River Tisza, Count István Bethlen primarily emphasised the reconstitution of national unity, religious peace and reconciliation among social classes. This political campaign aimed at peacefully revising the Treaty of Trianon. And he thought it well: in order to achieve this goal, it was necessary to conceive political realism, that is, the economic, social and cultural reinforcement of die nation. For example, it was expedient for beginning the land reform, the dissemination of intensive forms of agricultural production and the industrialisation supplementing imports. For the intellectual basis to achieve these goals, Bethlen considered Christian liberalism the most appropriate. As a result of this campaign, the nominees of the United Party won 6 out of the 9 electoral districts. And among these 6 constituencies, 3 were eventually taken by the governing party by an intervention through the civil service. Bethlen and the leaders of the United Party often exploited the state apparatus and the civil service - in many cases illegally - to preserve power positions. Thus even the subsequent successes of the Bethlen consolidation cannot overshadow this fact.
Míg a populizmus korábban csak a szélsőséges pártokra volt jellemző, addigra mostanra általánossá vált, hogy számos ország belpolitikájának alkotják meghatározó elemét. A szakirodalomból azonban nem egyértelmű, hogy mely tényezők vezettek el ezeknek a pártoknak a megerősödéséhez, részben az eltérő minták és eltérő becslési eljárások miatt. A tanulmány három csoportra bontja azokat a változókat, amelyek befolyással vannak a populista pártok térnyerésére: gazdasági okok; bizalmon alapuló változók; kulturális tényezők. A tanulmány arra a következtetésre jut, hogy a regionális és választói heterogenitás miatt nehezen hasonlíthatók össze az adatok, emiatt kontinenseken átívelő panel adatokra lenne szükség, hogy általános ok-okozati kapcsolatot lehessen alkotni a populizmus térnyerésének okairól. = While populism in the past was associated mainly with radical parties, by today they have become a part of the political mainstream in many countries. However, looking at the literature it is unclear what factors have led the rise in populist demand. A problem when trying to understand the causal relationship is, that large econometric analyses which were conducted over the past 5 years use different samples and measurement methods. This article will investigate three groups of reasons which may have led to the increase in populist demand: economic reasons; trust reasons and cultural factors. The article finds that because of regional and electoral heterogeneity it is not really possible to compare data from Europe with that of the USA, therefore before any general conclusions can be drawn it would be useful to have panel data across continents.
