The aim of the article was the analysis of electoral characteristics of the Sub-Carpathian Voivodeship, as well as varied political preferences of citizens, with special consideration of years 1989–2015. The basis for presenting the considerations were the election results to Sejm, as well as the results of elections to the European Parliament, by means of which it was possible to indicate recurring cyclicality of right-wing political support of the citizens of that area. High election turnout in Sub-Carpathia in comparison the nation-wide turnout was also included in the analysis. The most important part of the discussion was the answer to the question of what factors determined changes in political support of the Sub-Carpathian Voivodeship citizens and whether the contemporary political activity of the entities participating in political competition reflects historical and cultural conditioning of the partitions of Poland. ; Celem artykułu była analiza wyborczej specyfiki województwa podkarpackiego, a także zróżnicowanych preferencji politycznych mieszkańców ze szczególnym uwzględnieniem lat 1989–2015. Podstawę do zaprezentowania rozważań stanowiły wyniki wyborów do Sejmu, a także wyniki elekcji do Parlamentu Europejskiego, za pomocą których można było wskazać powtarzającą się cykliczność prawicowych sympatii politycznych mieszkańców tego obszaru. Analizie poddano również wysoką frekwencję wyborczą na Podkarpaciu w porównaniu z frekwencją ogólnokrajową. Najważniejszą częścią przeprowadzonych rozważań była odpowiedź na pytanie o to, jakie czynniki determinowały zmianę sympatii politycznych mieszkańców województwa podkarpackiego oraz czy współczesna aktywność wyborcza podmiotów uczestniczących w rywalizacji politycznej odzwierciedlała historyczne i kulturowe uwarunkowania historycznych podziałów Polski z okresu zaborów.
This paper attempts to define and identify mutual relations between the notion of political behaviors and electoral behaviors. The reference point for their operationalization is the particular time of broadly understood political activity, namely the time of an election campaign (or even a permanent campaign). Political behaviors are approached as any form of individual or group involvement in a political process or in any activity producing political outcomes. In terms of individuals – humans, political behaviors are constituted by a reaction of individuals or social groups to the stimuli rooted in political phenomena and processes. It is important to note that like all conscious human behaviors, also political behaviors result from a particular state of consciousness. A slightly narrower category, provided by what we could call a classical approach, are voters' electoral behaviors. These concern the relationship between voters and political parties, and they are expressed, for example, by means of the voting act. Understood in this way, political behaviors facilitate gaining knowledge of the electorate and their evolution. This knowledge allows political parties to adopt optimal strategies at the time of elections and in their parliamentary activity. This paper is an attempt at demonstrating that the electorate's behaviors at the time of a permanent campaign are identical with political behaviors. It is assumed that when the entire political activity boils down to continuous striving for the support of citizens, and the state apparatus – including the decision-making center – is transformed into a tool designed to maintain the popularity of the authorities, all activities in the realm of politics resemble the behaviors that are strictly related to the electoral act. ; This paper attempts to define and identify mutual relations between the notion of political behaviors and electoral behaviors. One highly significant phenomenon demonstrating that public life is becoming increasingly democratic is provided by the formal and material guaranty of the citizens' political participation. Legitimization of power is an important issue. For the sake of simplicity, it may be said that one political option or another has won the elections. Under Polish conditions, an electoral victory means that a given party won more votes than any other. But by no means does it say that this party has won the support of a majority of voters. Poland has been ruled by the parties that have won anything from 20.41% of the votes, as the Democratic Left Alliance (SLD) did in 1993, to the 41.51% Civic Platform (PO) won in 2007. This shows that power has been exercised by political parties that have not won the approval of a majority of voters. The picture looks even worse when the support rulers enjoy is not measured in terms of approval expressed by voters, but in terms of absolute values, i.e. the proportion of all citizens entitled to vote. The legitimization of power is extremely low when analyzed from this perspective. In the best case it amounts to 21.89% obtained by the victorious party, and 26.58% of all entitled to vote won by the coalition formed by the victorious parties to rule after the elections. Thus it is difficult to talk about democratic governance, understood as the rule of the majority. It should rather be concluded that the ruling parties are those that have won the largest support, which only means that they have collected more votes than any other political power taking part in the same elections. Understood in this way, power is not exercised on behalf of a majority, but by the best organized minority.
In some political and science circles (including Poland) there are articulated views on the crucial role of electoral systems in the process of political competition. Therefore they express the opinion about prevalence of certain electoral arrangements in terms of the implementation of certain political preferences. Often hopes for the reform of the political system are associated with the changes of the electoral systems. In the Great Britain (the United Kingdom) and other English-speaking countries citizens have formed community associations whose aim is the change from the majority to the proportional electoral system. In the effect we have more proportional election result and extension of real electoral bid to a larger number of political parties. On the other hand, in Poland, we have seen the opposite trend. Proponents of single-mandate constituencies depreciate the system of proportional representation. They express the belief in the positive effects of the majority system in the parliamentary elections. Radicals endorse the idea that only those electoral solutions are synonymous with electoral democracy and they are a way to reduce the pathologies of political life. In terms of these issues there have arisen many misconceptions and political myths. The main purpose of this article is to pay attention to trends in the areas of electoral reforms in the world. The author tries to answer the following research questions: 1) What electoral systems were popular in the world in individual periods from the 19th to the 21st centuries? 2) What tendencies appear in changes of electoral systems in the recent years? 3) What is the being of popularity phenomenon of mixed-member electoral systems? In the recent years the most popular electoral systems are: proportional representation with open lists and majority rules in single member-districts. ; W niektórych środowiskach politycznych (w tym w Polsce), a także naukowych artykułowane są poglądy o – decydującej w procesie rywalizacji politycznej – roli systemów wyborczych oraz w związku z tym wyrażane jest przekonanie o przewadze niektórych rozwiązań wyborczych w zakresie realizacji określonych preferencji politycznych. Często nadzieje w zakresie reformy systemu politycznego wiąże się ze zmianami systemów wyborczych. W Wielkiej Brytanii i innych krajach anglosaskich powstały stowarzyszenia społeczne, których celem jest zmiana systemu większościowego na proporcjonalny. Jego zwolennicy opowiadają się za proporcjonalnością wyniku wyborczego i rozszerzeniem realnej oferty wyborczej do większej liczby podmiotów partyjnych. Z kolei w Polsce można zauważyć odwrotną tendencję. Zwolennicy jednomandatowych okręgów wyborczych, deprecjonując system proporcjonalnejreprezentacji, wyrażają przekonanie o pozytywnych efektach systemu większościowego w wyborach do Sejmu. W wariancie radykalnym lansowana jest teza, że tylko powyższe rozwiązania wyborcze stanowią synonim demokracji i są sposobem na ograniczenie patologii życia politycznego. Wokół tej problematyki narosło wiele nieporozumień i mitów politycznych. Celem przedstawionego artykułu jest zwrócenie uwagi na tendencje w zakresie polityki reform wyborczych w świecie i odpowiedź na takie pytania badawcze jak: 1) Jakie systemy wyborcze były popularne w świecie w poszczególnych okresach od XIX do XXI wieku?; 2) Jakie są tendencje w zakresie zmian systemów wyborczych w ostatnich latach?; 3) Z czego wynika fenomen popularności mieszanych systemów wyborczych? W ostatnich latach najbardziej popularnymi rozwiązaniami wyborczymi są system proporcjonalny z listami otwartymi oraz system większościowy z jednomandatowymi okręgami wyborczymi.
The article is founded on empirical results of the research programme named "Matters of Poles - Autumn '95" (realized in 1995 - 1996). The research was referred to a very large poll comprising 814 respondents throughout Poland. The specificity of situation in Poland consists nowadays in the fact that although the awareness of the society is being dominated by economic interests (as most important regulators of everyday adaptive strategies) - the sphere of political behaviour and of electoral preferences is subject to rules of other kind. The article presents the course and character of the political electoral rivalry conducted during the selfgovernment campaign in 2006 in Konin town and Konin Poviat. The starting point for the analysis and the electoral fight waged by the campaign participants was the domination of the Democratic Left Alliance (SLD) in wielding power in the town since 1992. It focused on the following program issues: construction investments in the town and the region, and from the side of the opposition - the fight for decommunization of the town office. Observers of the local political stage agreed that the results of the discussed selfgovernment elections depended on the new electoral regulations based on blocking electoral registers. In Konin, three election blocs were established, and 5 people ran for mayor. The further part of the text presents the election results, in which the result of achieved electoral attendance proved to be particularly important as it attested to the strengthening of democratic standards and customs. The winner of the selfgovernment elections in Konin was the Civic Platform (PO), whereas further fight for mayor was waged by a politician of SLD and a woman candidate from PO. However, the negative campaign conducted by the latter before the second round of the elections was not accepted by Konin residents, who opted for keeping the leftwing government in the town.
Zasadniczym celem artykułu jest przybliżenie prób reformy systemu wyborczego do Rady Najwyższej Ukrainy podejmowanych w okresie przypadającym po Euromajdanie. Analizie zostały poddane rozwiązania prawne zawarte w zarejestrowanych i poddanych pod głosowanie w parlamencie projektach ordynacji wyborczych. Przybliżono także stanowisko poszczególnych sił politycznych wobec potrzeby reformy systemu wyborczego, na co pozwoliła analiza programów wyborczych, zapisów umowy koalicyjnej zawartej w RN VIII kadencji, jak również wyników głosowania nad poszczególnymi projektami ustaw w parlamencie. Ponadto uwaga została skupiona na wynikach badań opinii publicznej, pozwalających ukazać, który z wariantów systemu wyborczego jest najbardziej pożądany przez ukraińskie społeczeństwo. ; The main aim of the article is to present the attempts to reform the electoral system for the Supreme Council of Ukraine in the period after Euromaidan. Legal solutions contained in the drafts of the electoral law that were registered and submitted to a vote in the parliament have been analyzed. Analysis of electoral manifestos, provisions of the coalition agreement concluded in the Supreme Council in its 8th term, and the results of voting on individual bills in the parliament allowed the position of particular political forces on the need to reform the electoral system to be presented. Additionally, analysis of the results of public opinion polls made it possible to determine the electoral systems most desired by the Ukrainian public.

Celem tekstu jest analiza partycypacji wyborczej Polaków mieszkających w Irlandii w polskich wyborach (parlamentarnych i prezydenckich) oraz w wyborach do Parlamentu Europejskiego. Przedstawione zostały ogólne informacje na temat praw wyborczych obywateli polskich mieszkających poza granicami kraju, trendy partycypacji wyborczej Polaków głosujących w obwodach wyborczych utworzonych za granicą w latach 1990-2015. Analiza szczegółowa objęła Polaków w Irlandii, w tym liczbę zarejestrowanych wyborców, oddanych głosów oraz rozkładu poparcia dla poszczególnych kandydatów i partii politycznych na tle ogólnych wyników wyborów w Polsce i w innych krajach. ; The aim of the text is to analyze electoral participation of Poles living in Ireland in elections in Poland (parliamentary and presidential) and in the elections to the European Parliament. General information on the electoral rights of Polish citizens living outside the country was presented, as well as the trends of external voting of Poles in years 1990-2015. At the turn of November 2018, the next local elections were held in Poland. However, this time, along with the next term, a number of new legal arrangements and structures have been implemented as a result of the adoption of the Act of 11 January 2018 on amending certain laws to increase the participation of citizens in the process of electing, functioning and controlling certain public bodies. The legislature has set itself the objective of adopting solutions to enable and facilitate greater influence for members of local and regional communities, especially in legislative and executive bodies of local government units. Some of these changes affect the executive body in the municipality (local government commune), i.e. village mayor (town mayor or city president), affecting the change in its scope and powers. ; Na przełomie października i listopada 2018 r. odbyły się w Polsce kolejne wybory samorządowe, jednakże tym razem wraz z kolejną kadencją władz samorządowych doszło do wdrożenia wielu nowych rozwiązań i konstrukcji prawnych będących efektem uchwalenia w dniu 11 stycznia 2018 r. ustawy o zmianie niektórych ustaw w celu zwiększenia udziału obywateli w procesie wybierania, funkcjonowania i kontrolowania niektórych organów publicznych. Ustawodawca postawił sobie za cel przyjęcie rozwiązań, które mają umożliwić i ułatwić członkom wspólnot samorządowych większy wpływ na funkcjonowanie tych wspólnot, w szczególności organów stanowiących i wykonawczych w jednostkach samorządu terytorialnego. Niektóre z tych zmian dotykają organu wykonawczego w gminie samorządowej, czyli wójta (burmistrza, prezydenta miasta), wpływając na zmianę zakresu jego działania i kompetencji.
Elections are a tool for the competing entities to achieve political goals. Therefore, electoral procedures are a significant element affecting their political perspectives. A change in the electoral system depends on balance of power in the parliament. In practice, two models of electoral reforms are possible. In the first of them, political parties collaborate to reform the system. Thus, they protect the interests of as many parties as possible. In the second one, the majority can force others to accept the solutions that are beneficial for them. The majority promote the institutional patterns and procedures that give them a chance to consolidate or increase the relative power of influence of elections. The presented paper includes the analysis of social preferences concerning a reform of the electoral system in Poland. The study revealed the preference for the cooperative model of changing the electoral system. Only the respondents who identified themselves as having right-wing inclinations approved of the competitive model.
The body of the article goes on to discuss the problem of electoral culture transformation from authoritarian practices to a democratic model in Ukraine. The application of the methodological approaches of modern political science, formed in the Anglo-American political science discourse, made it possible for author to substantiate that it was the period between 2014 and 2018 that facilitated democratic positive tendency in the electoral culture of Ukraine. It should be articulated, that, of particular importance were civilization factors. European civilization constants, rooted in historical traditions, spiritual and cultural values and national mentality peculiarities, have a significant impact on voters' electoral preferences. Noteworthy, they impose on electors' decision to choose a certain national political leader, who has finally established himself as a European-style politician. Furthermore, such archetypes of Ukrainians' political consciousness as statism, collectivism, political radicalism are manifested in their electoral culture as a market-orientation when in power, which to some extent inhibit the final approval of the democratic model of electoral culture in Ukraine. ; Autorzy przeprowadzają analizę transformacji kultury wyborczej na Ukrainie od praktyk autorytarnych do modelu demokratycznego. Korzystanie z reguł metodologicznych współczesnej nauki politycznej, ukształtowanych w angielsko-amerykańskim dyskursie politologicznym, umożliwiły uzasadnienie tego, że zmiany w kulturze wyborczej Ukrainy w kierunku demokratyzacji stały się możliwe w latach 2014–2018. W tym procesie istotną rolę pełniły również czynniki o charakterze cywilizacyjnym. Europejskie stałe cywilizacyjne w postaci tradycji historycznych, wartości kulturowe oraz cechy mentalności mają istotny wpływ na preferencje elektoralne wyborców. Właśnie one kształtują wybór określonego rodzaju narodowego lidera politycznego, który współcześnie ostatecznie uzyskał cechy polityka europejskiego. Jednocześnie pewne archetypy świadomości politycznej Ukraińców – etatyzm, kolektywizm, radykalizm polityczny, uwidoczniają się w ich kulturze wyborczej w postaci orientacji na partię władzy, które z pewnym stopniu hamują ostatecznie zadomowienie się modelu demokratycznego kultury wyborczej na Ukrainie. ; Авторы анализируют процесс трансформации электоральной культуры в Украине от авторитарных практик к демократической модели. Использование методологических принципов современной политической науки, сформированных в англо-американском политологическом дискурсе, позволили обосновать, что изменения в электоральной культуре Украины в направлении демократизации стали возможны в период 2014–2018 годов. В этом процессе существенную роль сыграли и факторы цивилизационного характера. Европейские цивилизационные константы в виде исторических традиций, культурных ценностей и особенностей менталитета существенно влияют на электоральные предпочтения избирателей. Именно они формируют выбор определенного типа национального политического лидера, который сегодня окончательно приобрел черты европейского политика. В то же время, определенные архетипы политического сознания украинцев – этатизм, коллективизм, политический радикализм, проявляются в их электоральной культуре в виде ориентаций на партию власти, которые в определенной степени тормозят окончательное утверждение демократической модели электоральной культуры в Украине.
With the exception of the first transitional elections, sińce 1992 a mixed electoral system has been used in Lithuanian elections to parliament, in a variant called the combination or superposition. Half of the seats are filled according to the absolute majority formuła, and the other half according to a proportional formuła. The voter has two votes. The paper also describes other elements of the electoral system and its evolution. The main ąuestion in the survey, however, is whether the results of the elections in the proportional part bring more parties to the parliament than the majority part of the election results. It tums out that more parties and smaller parties get into parliament thanks to the majority formuła. This contradicts the widespread thesis that the majoritarian formuła helps reduce the fragmentation of parliament and facilitates a majority govemment. Moreover, the numbers show that the second round, used in the majoritarian part of the election, in 75% of districts confirms the victory of the candidate who came first in the first round. ; Na Litwie, pomijając pierwsze tranzycyjne wybory, w wyborach do Sejmu od 1992 r. stosuje się mieszany system wyborczy w odmianie zwanej kombinacją lub superpozycją. Połowa mandatów obsadzana jest wedle formuły większości bezwzględnej, a druga połowa wedle formuły proporcjonalnej. Wyborca ma dwa głosy. W opracowaniu opisano też inne elementy systemu wyborczego i ich ewolucję. Głównym jednak pytaniem w badaniu było to czy wyniki wyborów w puli proporcjonalnej wprowadzają do parlamentu więcej partii, niż wyniki wyborów z puli większościowej. Okazuje się, że więcej partii i mniejsze partie dostają się do Sejmu właśnie dzięki formule większościowej. Przeczy to powszechnej tezie o tym, że formuła większościowa przyczynia się do zmniejszenia rozdrobnienia parlamentu i ułatwia utworzenie większościowego rządu. Ponadto, z obliczeń wynika, że druga tura, stosowana w puli większościowej, w 75% okręgów i tak potwierdza zwycięstwo kandydata, który zajął pierwsze miejsce w pierwszej turze.
