In 1680, a freshwater spring was discovered in one of Venice's main canals, the Cannaregio. This fact aroused a lively discussion on the presence of groundwater under the city: the debate endured throughout the 17th and 18th centuries and entailed scientific, political, social, and environmental issues.

Il lavoro si propone di affrontare un problema urgente e non rimandabile: la condizione di emergenza ambientale del pianeta terra. Il fenomeno viene ricostruito storicamente, focalizzando l'attenzione sugli aspetti filosoficamente rilevanti – come, per esempio, il rapporto tra scienza e tecnica – e dimostrando la necessità di un cambiamento di rotta, soprattutto in riferimento al fenomeno del surriscaldamento climatico. A questo riguardo viene passata in rassegna una tassonomia delle etiche ambientali, dividendole tra antropocentriche e anti-antropocentriche e considerando la rilevante eccezione a questo schema rappresentata da Hans Jonas. Vengono sottolineati i problemi che incontra l'etica nell'affrontare un compito complesso, globale, a responsabilità diffusa e per il quale è difficile individuare basi motivazionali come quello della difesa dell'ambiente. Per compensare queste mancanze viene preso in analisi il concetto di beni comuni, sulla scia della sua diffusione avvenuta negli ultimi anni. Questo è analizzato nel suo sviluppo a livello di storia delle idee. Sono presi in considerazione in modo critico i contributi di Garret Hardin, di Elinor Ostrom e dei diversi rappresentati dei fronti italiani, divisi in tre approcci: quello dei benecomunisti, quello giuridico e quello dell'etica della cura. Inoltre tale concetto viene posto in relazione dialogica con quelli di bene comune, democrazia e diritti e viene proposta una tassonomia dei suoi usi che si divide in quattro modalità: economica, giuridica, etica e sociale. Infine, viene valutato in modo critico l'effettivo contributo dei diversi fronti dei beni comuni e di un loro possibile approccio integrato possono fornire a livello etico e normativo per contribuire ala difesa dell'ambiente. L'attenzione viene posta anche sul rapporto tra crisi e opportunità e sull'etica animale. In conclusione, l'approccio dei beni comuni sembra essere insufficiente perché manca di una prospettiva globale per affrontare un problema che invece la richiede come quello ambientale. Vengono, quindi, proposte alcune possibili integrazioni. ; This work wants to face an urgent and not postponable issue: the environmental emergency on Planet Earth. The topic is explored from an historical point of view, focusing on some philosophically considerable issues – as, for example, the connection between science and technology – and showing how a change of human behaviour is needed, especially regarding global warming. A taxonomy of the environmental ethics is described, dividing them in anthropocentric and anti-anthropocentric and considering the exception of Hans Jonas. Ethic has problems to face such a complex, global, and with widespread responsibility task which does not offer a sound ground for motivation as environmental protection. In order to exceed these limits, the attention is focused on the notion of common goods, which has encountered a large use over the last few years. This topic is firstly described under the perspective of the history of ideas. Then some proposals are critically examined as the one of Garret Hardin, Elinor Ostrom and some among the different line-ups of the Italian debate as the "benecomunisti", the juridical and the ethic of care approach. Moreover the notion of commons is related in a dialogic way to other concepts such as common good, democracy and rights and a taxonomy of its uses is proposed diving them into: economical, juridical, ethical and social uses. Finally the different proposals of the commons and the one of their integrated approach are critically analysed regarding the help they can offer from an ethical and normative point of view to the task of environmental protection. Also the crisis/opportunity dialectic and topics from animal ethics are described. In conclusion, the common goods approach is considered not sufficient to face a global issue as environmental emergency because of its lack of a global perspective. Therefore some possible integrations are offered.

Il tema della tesi è la gestione e valorizzazione dei boschi in alcune valli delle Alpi orientali nel corso dell'Ottocento. In particolare, la ricerca approfondisce gli effetti a livello locale di alcune trasformazioni giuridico-amministrative relative all'utilizzo delle risorse ambientali introdotte nel periodo napoleonico e poi portate avanti durante la Restaurazione. L'analisi è stata condotta su un'area circoscritta – la zona del Cadore, corrispondente alla parte settentrionale dell'attuale provincia di Belluno – per un periodo di tempo relativamente limitato – i 60 anni che intercorrono tra l'introduzione del modello amministrativo francese a inizio Ottocento e l'annessione di questi territori al Regno d'Italia (1866). Ho scelto un approccio di ricerca che coniugasse le consolidate acquisizioni della storia politico-amministrativa con le recenti proposte della storia ambientale, e l'ambito individuato è quello della valorizzazione delle risorse forestali. Il motivo di questa scelta è semplice: in quest'area di montagna, il bosco e i diversi utilizzi che se ne facevano erano la risorsa principale e assumevano un'importanza vitale per la popolazione. Allo stesso tempo, il controllo sulle risorse forestali, sia per garantire i flussi di legname verso le aree urbane sia per limitare il dissesto idrogeologico, era considerato tema strategico in ambito governativo, e la sua rilevanza crebbe durante il processo di centralizzazione del potere statale nel corso dell'Ottocento. Ho adottato una scala d'analisi locale e microanalitica che si discosta dall'approccio solitamente utilizzato nello studio di questi temi, tendente a favorire ricerche su ambiti territorialmente più vasti, nazionali o regionali. Questa scelta consente di concentrare l'analisi non solo sulle politiche forestali adottate a livello governativo, quanto sulla loro concreta ricezione, contrattazione e applicazione a livello locale. Infine, l'approccio microanalitico mi ha permesso di mettere in relazione questi aspetti con altri fattori, di natura istituzionale ed economico-sociale, che influirono in egual misura sulla gestione delle risorse boschive. ; The subject of this research is the use and the management of forest in few valleys of Eastern Alps during the nineteenth century. In particular, the research examines the effects at the local level of some judicial transformations concerning the use of natural resources introduced during the Napoleonic period and carried out after the Restoration. Geographically, this investigation is concentrated on the area of Cadore, the northern part of Belluno Province. Chronologically, it focuses on the period between the Napoleonic administration of this territory, at the beginning of nineteenth century, and its annexation to the Kingdom of Italy (1866). The research approach combines the consolidated acquisitions of institutional history with the recent proposals of environmental history. The preferred field of analysis is the management of common woodlands. The reason for this choice is simple: in this mountainous area, the attitude adopted to forest resources was crucial to sustaining local population. At the same time, during the nineteenth century State centralization process, forest control was becoming a strategic issue for the governmental authorities, intent on guaranteeing the long-term supplies of timber necessary for urban areas, and limiting down stream hydro-geological flood risk. Rather than the macro-analytic regional or national territorial scale on which studies of similar phenomena are often conducted, I have selected a local and micro-analytical approach. This choice allowed me to focus not only on the forest policies introduced by the government; it also facilitated analysis of these administrative transformations in respect of their reception, application, and mediation at the local level. Finally, the micro-analytical approach allows correlating these aspects with other factors that equally influenced forest resources management, both institutional and socio-economical.

La città è ampiamente leggibile e la storia ci racconta il suo processo costruttivo con le sue ricche narrazioni analitiche e conoscitive. Nella non-città i contenuti e le forme si dilatano, si spalmano, si nascondono, appaiono estemporaneamente, cambiano i contesti di riferimento, cambiano le proprie forme generali e specifiche. La continuità spaziale fra città e non-città esiste certamente dal punto di vista della forma architettonica e della cultura storica, ma bisogna fare grande attenzione a discernere con precisione i sicuri e diversi modelli tipologici e funzionali di riferimento. Esistono certamente tramature comuni, ma esistono filamenti strutturali assolutamente autonomi, specifici e tipici in un dato territorio della non-città. Il vero problema, purtroppo, è la difficoltà/capacità di poterli individuare e di re-introdurli negli atti di pianificazione e nelle politiche di governo del territorio. ; The city is widely readable and the history tells us its building process through its rich analytic and cognitive narrations. Contents and forms dilate in the non-city, spread, hide themselves, appear extemporaneously; reference contexts change, general and specific forms change. The spatial continuity between the city and the non-city exists certainly under the point of view of the architectural form and historical culture, but a great attention has to be paid to the discernment of the different typological and functional models of reference. Of course there are common plots, but there exist structural filaments that are absolutely autonomous, specific and typical of a certain territory in the non-city. The real problem, unfortunately, is the difficulty/ability of recognizing and re-introducing them within planning actions and policies of territorial management

La Cascata delle Marmore, realizzata dal Salto effettuato dal F. Velino nel F. Nera, rappresenta un elemento morfologico particolarmente «scenografico» dell'Umbria. Essa, infatti, per le sue caratteristiche assume in importante ruolo in ambito morfologico, a causa della presenza di morfotipi fluviali e carsici abbastanza esclusivi, ma anche in campo ambientale, culturale ed infine turistico. L'origine del salto è legata a fattori antropici che risalgono all'epoca romana, motivo di contesa dal punto di Vista idraulico/politico nel passato, attualmente costituisce un esempio abbastanza singolare di «morfogenesi in atto», sito particolarmente interessante dal punto di vista sia scientifico che turistico, da essere annoverato tra i Geomorfositi: luoghi dalle peculiarità ambientali s.l. degne di particolare attenzione. ; The confluence of Velino River into Nera River creates the Marmore waterfall. The last one represent a very amazing element in the Umbria region. Since its features the fall has an important morphological role, because of particular fluvial and karstic morphotypes and it represents a great value in environmental, cultural and tourist fields. Human factors trigger the fall development since the Roman age. In the past the Marmore fall was also a reason for hydrological and political disagreement. Nowadays the fall is an example of «morphogenetic process in progress» very significant for scientific and tourist interests. The Marmore fall is easily classified as geomorphosite: landforms, with a high scientific or cultural value.

Fin dalla formulazione della teoria della tragedy of the commons di Garrett Hardin nel 1968, assistiamo, sia in ambito accademico sia nella società, a un rinnovato interesse per i commons, le forme collettive o comunitarie di gestione delle risorse ambientali. Questa tesi illustra il funzionamento di queste particolari istituzioni, concentrandosi su un caso di studio italiano, le cosiddette partecipanze agrarie emiliane, indagate adottando una prospettiva antropologica di lungo periodo. Se negli ultimi decenni si sono moltiplicate le ricerche etnografiche e gli studi sperimentali volti a spiegare il grado di performance raggiungibile dai commons, poca attenzione è stata data ai modi in cui questi si formano e si modificano nel tempo per adattarsi a situazioni ecologiche, economiche, politiche e sociali differenti. Sostenendo la necessità di adottare una metodologia il più possibile interdisciplinare, in cui l'antropologo dialoga con la storia, l'economia, la demografia e altre discipline, le domande che guidano la ricerca sono le seguenti: quando, dove e come sono emerse queste particolari istituzioni? Per quali motivi e in che modo sono cambiate nel corso del tempo? Quali fattori hanno permesso loro di continuare ad esistere o, al contrario, le hanno condannate all'estinzione? Quali conseguenze i commons recano all'ambiente e alla popolazione locale nel lungo periodo? In che modo il rapporto tra queste comunità umane e il loro ambiente forgia identità, memorie e comportamenti condivisi? Un'analisi di lungo periodo delle partecipanze agrarie emiliane evidenzia la complessità del fenomeno, in cui i principi di cooperazione sono sempre coesistiti con forti tensioni e conflitti sia interni che esterni, e dove le strategie di gate keeping ed esclusione dei non membri hanno portato nel corso dei secoli a modificare la struttura dei commons, la composizione della popolazione e l'ambiente circostante. ; Since the formulation of the "tragedy of the commons" theory by Garrett Hardin in 1968, we are witnessing, both in the academic world and the society, a renewed interest in the commons, the collective or communal forms of management of environmental resources. This thesis describes the functioning of these particular institutions, focusing on an Italian case study, the so-called "partecipanze agrarie" of Emilia, investigated by adopting a long term anthropological perspective. While during the last decades ethnographic and experimental studies tried to explain the level of performance reached by the commons, scarce attention has been given to the ways in which the commons are formed and change over time to adapt to different ecological, economic, political and social situations. Arguing the need to adopt an interdisciplinary methodology, where anthropology merges with history, economics, demography and other disciplines, the questions that guide the research are the following: When, where and how have the commons emerged? For what reasons and in what way have they changed over time? What factors have helped them to survive or, on the contrary, have condemned them to extinction? What consequences do the commons bring to the environment and to the local population in the long run? How has the relationship between these human communities and their environment forged identities, memories and a shared behavior? A long term analysis of the "partecipanze agrarie" highlights the complexity of the phenomenon, in which principles of cooperation have always coexisted with strong tensions and conflicts, both internal and external, and where gate-keeping strategies and the exclusion of non-members have led to modify over the centuries the structure of the commons, the composition of the population and the surrounding environment.

The paper examines the relations between psychiatry and prison between the beginning of the Nineteenth century and the first years of the Twentieth century to gather affinity and differences with the themes of today's debate. The Reunions of the Italian Scientists had the worth to represent an important moment of national scientific debate before the political realization of the unity of Italy. At the beginning of the forties of the Nineteenth century they studied, among many other themes, the effects of the different formes of detention (particularly the systems of Philadelphia and Auburn) on the health, and particularly on the mental health, of the prisoner. These matters were also debated passionately in that years in other European countries, with the intervention of some intellectuals as Alexis de Tocqueville, Gustave de Beaumont, Charles Lucas and Charles Dickens. During this debate it emerged with clarity the risk, for the physicians, to unconsciously involve themselves in a punitive mission or in necessities of public order; but the prevailing orientation in the Reunions, nevertheless, was that to reject this tendency, and to ask to the physicians to assume as their principal task that to pronounce themselves on the salubriousness or unhealthiness of the prison systems. Subsequently, the psychiatrist Serafino Biffi studied with competence and passion to the issue of the psychological effects of the the juvenile incarceration, leaving us some suggestive texts in which he shows to prefere a management of the juvenile deviance based on small educational facilities, with a familial atmosphere, rather than on the concentration of the boys in greater institutions. The main attention of the Italian psychiatrists moved then, however, in greater measure from the reflexes of the incarceration on the mental health to the psychiatric examination during the judgement and to the search of the physical and psychological stigmates of the criminal. The attention for the consequences of the incarceration on the mental health appears testified by the Italian reflexes of the debate, that involved in Italy a limited number of experts and was late in comparison to other European countries, as Germany, where the main psychiatrists as Ganser and Kraepelin were authoritatively dealt with the matter on the nosographic autonomy of the psychotic conditions beginning during the incarceration. During this debate, discussing on the nosographic autonomy of the psychoses beginning in the jail, they take in consideration four different possibilities:that the detention represents a possible risk factor for the mental illnesses; that it represents an environmental factor favouring the onset and making worse the course of the illness in subjects already predisposed, or sicks in a subclinical way; that it represents a morphological factor able, only, to give a particular coloring to some clinical pictures developing in prison in the same way in which they would develope elsewhere; or that it represents an irrelevant element so in determining, that in the offer of some environment favouring conditions, that in the morphology of the mental illnesses. The authors believe that the relation between psychiatry and jail among the Nineteenth and the Twentieth century doesn't have now only an interest on an historical ground, but that it is particularly actual today, when some new legislative orientations and an exigence of equity in the access to the health care determine a greater involvement of the Departments of Mental Health in the problemof the health care of the prisoners. ; L'articolo esamina il rapporto tra la psichiatria e l'istituzione carceraria tra l'inizio dell'Ottocento e i primi anni del Novecento, per cogliere affinità e differenze con i temi all'ordine del giorno del dibattito odierno. Le Riunioni degli Scienziati Italiani ebbero il merito di rappresentare un importante momento di confronto scientifico nazionale prima della realizzazione politica dell'unità d'Italia. All'inizio degli anni quaranta dell'Ottocento esse studiarono, tra molti altri temi, gli effetti delle diverse modalità di detenzione (in particolare i sistemi di Filadelfia e di Auburn) sulla salute, e in particolare sulla salute mentale, del detenuto. Questi argomenti erano appassionatamente dibattuti in quegli anni anche in altri paesi europei, e al dibattito presero parte intellettuali come Alexis de Tocqueville, Gustave de Beaumont, Charles Lucas e Charles Dickens. Durante questo dibattito emerse con chiarezza il rischio, per i medici, di farsi inconsapevolmente carico di istanze punitive di necessità di ordine pubblico; l'orientamento prevalente nelle Riunioni, tuttavia, fu alla fine quello di respingere questa tendenza, e chiedere ai medici di assumere come proprio mandato principale quello di pronunciarsi sulla salubrità o insalubrità dei sistemi carcerari studiati. Successivamente, lo psichiatra lombardo Serafino Biffi si dedicò con competenza e passione al tema degli effetti psicologici della carcerazione minorile, lasciandoci scritti suggestivi nei quali mostra di prediligere una gestione della devianza minorile basata su piccole realtà custodialistico-educative a dimensione familiare, anziché sulla concentrazione dei ragazzi in istituzioni di grandi dimensioni. L'attenzione prioritaria degli psichiatri italiani si sposta, però, in misura sempre maggiore dai riflessi della carcerazione sulla salute mentale alla perizia psichiatrica e alla ricerca intorno alle stigmate fisiche e psicologiche del criminale, mentre l'attenzione per le conseguenze della carcerazione sulla salute mentale appare testimoniata dai riflessi italiani del dibattito, che coinvolse in Italia un limitato numero di specialisti e fu tardivo rispetto ad altri paesi europei, come la Germania, dove si erano autorevolmente occupati dell'argomento psichiatri come Ganser e Kraepelin, sull'autonomia nosografica delle condizioni psicotiche insorte nel corso della carcerazione. Durante questo dibattito, discutendo dell'autonomia nosografica o meno delle psicosi insorte in carcere, furono prese in considerazione quattro diverse possibilità: che la detenzione rappresenti un fattore eziologico possibile per le malattie mentali; un fattore ambientale favorente l'insorgenza e peggiorante il decorso in soggetti già predisposti o malati in forma subclinica; un fattore morfologico in grado, soltanto, di dare una particolare coloritura a quadri insorti e sviluppandosi con le stesse modalità con cui sarebbero insorti altrove; un elemento pressoché irrilevante tanto nell'eziologia, che nell'offerta di condizioni ambientali favorenti, che nella morfologia delle malattie mentali. Gli autori ritengono che il rapporto tra psichiatria e carcere tra Ottocento e Novecento non rivesta soltanto un interesse di carattere storico, ma sia particolarmente attuale oggi, che nuovi orientamenti legislativi oltre che esigenze di equità nell'accesso alle cure stanno determinando un maggiore coinvolgimento dei Dipartimenti di Salute Mentale nel problema dell'assistenza sanitaria alle persone detenute.

The essay proposes the 20th industrial architecture as a topic of particular importance in the context of studies on processes and practices of the legitimation and protection of cultural heritage of the contemporary age. Through a brief historical summary of the evolution of the factory during the Twentieth Century, the author tackles the topic in a glocal perspective, highlighting the need to overcome a western-centred reading and to consider the physical remains of the world industrial heritage as an opportunity to transmit to future generations not only the history of the great productive and technological primates reached by humanity, but also the history of social conflicts, of environmental dramas, of political and cultural failures.

This is the second of two volumes examining some "original features" of late medieval Italy compared to the european reality of the time (the first volume of this collection was edited by Francesco Salvestrini). On this subject, two conferences have been held, whose proceedings have been published. The first conference, held in October 2000, tried to offer an account, in an introductory section, of the long-term environmental frameworks within which the path of Italian society is inscribed: the rural landscape and the framework of urban settlements, without forgetting, in one and in the another case, the legacy of the Roman world. The second conference, on the other hand - held in the autumn of 2002 - aimed to consider aspects of the history of culture and political ideologies, mentality, religious life, but also the history of techniques.
