The Environmental Kuznets Curve (EKC) is a descriptive formula used to reflect on asymmetries in economic development and consequential conflict of interests arising between various states of the world. These asymmetries and conflicts of interests have their reflection in these states' environmental policy mix - implemented domestically and pursued in the international context. The emerging map of mutual interests and dependences results from the consideration of external costs and benefits pertaining to respective national environmental policies. The EKC makes it evident that these costs and benefits cannot be evenly spread over all the states. This urges these states to adopt such interjurisdictional arrangements which are based on the identification of a possible multilateral exchange of economic policy favours and international financial transfers. Such an exchange, whenever occurs, has a generalized reciprocity formula. The function of such an arrangement is to make it possible for Nash equilibria to emerge, as such are most likely to produce the highest possible level of effectiveness in the long run. Such a behavior may not be cooperative in the short and medium term, yet the bottom-line cooperativeness is achieved because most states have similar if not the same long-term environmental goals.
The article discusses the origin and development of the ecological movement in Bulgaria in the first period of political transformation, against the background of similar experiences of Balkan countries. In the Balkan reality, the social activity of ecological groups is perceived as an example of the penetration of Western European cultural patterns, but also as an effect of "ecological pressure" resulting from the aspirations of South-Eastern European countries to integrate with European structures. To a small extent, the contemporary ecological sensitivity of the inhabitants of the Balkans refers to earlier experiences, such as those from the first decade of the political transformation. Against this background, the birth of the "indigenous" ecological movement in Bulgaria and its significant participation in the downfall of Todor Zhivkov's regime can be considered an exceptional phenomenon. ; Artykuł omawia powstanie i rozwój ruchu ekologicznego w Bułgarii w pierwszym okresie transformacji ustrojowej, na tle podobnych doświadczeń państw bałkańskich. W bałkańskich realiach społeczna aktywność ugrupowań ekologicznych jest postrzegana jako przykład przenikania zachodnioeuropejskich wzorców kulturowych, ale także jako efekt "presji ekologicznej" wynikającej z dążenia krajów Europy Południowo-Wschodniej do integracji ze strukturami europejskimi. W niewielkim stopniu współczesna wrażliwość ekologiczna mieszkańców Bałkanów odwołuje się do wcześniejszych doświadczeń, choćby tych z pierwszej dekady transformacji ustrojowej. Na tym tle zjawiskiem za zjawisko wyjątkowe można uznać narodziny "autochtonicznego" ruchu ekologicznego w Bułgarii, a także jego znaczący udział w procesie upadku reżimu Todora Żiwkowa.
Environmental Kuznets Curve (EKC) is often used to illustrate differences in intensity of environmental externalities creation under various jurisdictions. From the point of view of environment exploitation those jurisdictions are usually arbitrary. As a result conclusions drawn from them may be incorrect and public policy based on them inaccurate (e.g. the territory where environmental regulations are applied does not match with the territory where they are needed). As a consequence, predictions based on statistical interpretation of EKC are unreliable and the policy based on them proves to be inefficient. Therefore, it seems that EKC should be used for predictions only for large jurisdictions or groups of jurisdictions.

W latach siedemdziesiątych i osiemdziesiątych XX w., w sytuacji wyraźnie zarysowującego się kryzysu ekologicznego, wśród polskiego społeczeństwa zaczęły ujawniać się postawy i działania zmierzające do zahamowania tego negatywnego procesu. Inicjatywy podejmowane na rzecz ochrony środowiska naturalnego były m.in. konsekwencją kształtowania świadomości ekologicznej Polaków. Macro-scale actions are presented on the example of Chernobyl disaster and protests against the construction of nuclear power station at Żarnowiec. Afire in the Organika-Benzyl Chemical Plant and problems with the construction of a combined heat and power plant for the town of Kielce in the area of a natural reserve serve as examples of regional operations. Most numerous are examples for the local level, which include many initiatives of local municipal and rural communities. The issue of attitude of Polish people towards the pollution of natural environment in the country after the World War Two has been marginalised so far in the literature on the subject. It seems, however, that such an approach is wrong, and thorough studies in this field will certainly make a valuable contribution to the socio-economic history of the Polish People's Republic.

Great discoveries of mineral resources of the Polish Geological Institute.A b s t r a c t. One hundred years of the activity of the Polish Geological Institute is an exceptional opportunity to emphasize its role in the discovery of mineral resources in Poland. During the last 100 years the structure of the Institute and its place in the government administration have changed many times. However, these changes have not affected the engagement of the Institute in the study of geology of Poland, especially in the area of discovering new mineral deposits, as this was demanded from the Institute by the authorities of Poland. Today, from the perspective of 100 years, it has to be stated that these expectations were lived up and contributed to the development of the country's economy. During 100 years the Institute discovered mineral deposits worldwide as well as on a regional scale. This article attempts to present the history of the discoveries of mineral deposits by the Polish Geological Institute during 100 years of its existence. The deposits which are presented here are those of the greatest importance some of whichmay not be mined today due to economic and environmental causes, and also due to the fact that these resources were fully exploited. But, one must remember that the discovery of all these mineral deposits would have been impossible without the study of the country's geology. It was emphasized by the founding fathers and first directors of the Institute who appreciated the great role of basic science in the discovery of mineral resources.
Military cooperation is an important part of international relations, alongside diplomatic, economic, cultural, and environmental cooperation. The invitation to the "joint soldier's table" brings armies together, giving them the opportunity to get to know each other. The military cooperation makes it possible to compare the structural arrangement of the armed forces, the training process, military equipment, and training experience. It is also an opportunity to learn about the latest trends in the development of combat technology. Due to it, the risk of an outbreak of open armed conflict significantly decreases, which contributes to strengthening international security. The military cooperation is a very important element of international security because "mature" states see in this form of contact both their interests and the interests of the partners. The history and traditions of Polish-Ukrainian military contacts are as long as the relations between the two nations. Intensive military cooperation dates back to the mid-sixteenth century. Its basis was the pursuit of military development of the Cossacks, which are a paramilitary form of self-organization of the local society. The next chapter of Polish-Ukrainian military cooperation began shortly after the end of World War I. While analyzing the political and military situation, the Polish state authorities noticed Ukraine's significance for the future balance of power in Central and Eastern Europe and its impact on Poland's security in the East. That was of particular importance in the context of the growing threat from Bolshevik Russia. The arrangements made on 14 January 1992 during the visit of the Minister of Defense of Ukraine Colonel-General Konstantin Morozov. In formal terms, the legal basis for cooperation was the Kyiv Agreement between the Minister of National Defense of the Republic of Poland and the Minister of Defense of Ukraine on cooperation in the military field which was signed on 3 February 1993. ; W ramach stosunków międzynarodowych obok międzynarodowej współpracy politycznej, ekonomicznej, kulturalnej czy ekologicznej coraz częściej podejmowana jest także współpraca wojskowa. Zaproszenie do "wspólnego żołnierskiego stołu" zbliża armie, dając zarazem możliwość wzajemnego poznania. Współpraca wojskowa umożliwia porównanie strukturalnego układu sił zbrojnych, procesu szkolenia, wyposażenia wojskowego oraz wymianę doświadczeń szkoleniowych. Jest też okazją do zapoznania się z najnowszymi trendami rozwojowymi techniki bojowej. Dzięki niej znacznie spada ryzyko wybuchu otwartych konfliktów zbrojnych, co przyczynia się do umocnienia bezpieczeństwa międzynarodowego. Współpraca wojskowa jest bardzo ważnym elementem bezpieczeństwa międzynarodowego, ponieważ "dojrzałe" państwa dostrzegają w tej formie kontaktów zarówno interesy własne, jak i interesy swoich partnerów. Historia i tradycje polsko-ukraińskich kontaktów wojskowych są równie bogate jak relacje między oboma narodami. Intensywna współpraca wojskowa swoimi początkami sięga połowy XVI wieku. Jej podstawą było dążenie do militarnego zagospodarowania Kozaków, będących paramilitarną formą samoorganizacji miejscowego społeczeństwa. Kolejny rozdział polskoukraińskiej współpracy wojskowej rozpoczął się tuż po zakończeniu I wojny światowej. Polskie władze państwowe, analizując sytuację polityczno-militarną, od samego początku dostrzegały znaczenie Ukrainy dla przyszłego układu sił w Europie oraz jej wpływ na bezpieczeństwo Polski na wschodzie. Miało to szczególne znaczenie w kontekście rosnącego zagrożenia ze strony bolszewickiej Rosji. Za początek kontaktów wojskowych z niepodległą Ukrainą należy uznać ustalenia poczynione 14 stycznia 1992 r. w trakcie wizyty w Polsce ministra obrony Ukrainy gen. płk. Konstantina Morozowa. Pod względem formalnym prawną podstawą współpracy stało się podpisane 3 lutego 1993 r. w Kijowie Porozumienie między Ministrem Obrony Narodowej Rzeczypospolitej Polskiej a Ministrem Obrony Ukrainy o współpracy w dziedzinie wojskowej.
