The EU Marine Strategy Directive (2008/56/EC) proposes four marine regions as a political geographic framework for implementation of the Community's environmental policy. This study critically analyzes the state-based approach, which the Directive uses to outline the regions' boundaries. It suggests that environmental sustainability of marine odies strongly depends on the geographic congruence between their watersheds and the borders of the respective environmental management system, i.e., marine regions have to be environmentally managed within their watersheds. The proposed watershed-based approach also takes into consideration all elements – water, land, and air – of marine regions, which is a conditio sine qua non for their integrated and sustainable management. In the case of the Black Sea region in particular, the borders of a watershed-based environmental management system include a much wider set of stakeholder countries and enable a higher level of environmental cooperation among them. ; Direktiva marinske strategije Europske unije (2008/56/EC) predlaže četiri marinska područja kao političko geografski okvir za primjenu politike o zaštiti okoliša u Europskoj uniji. Ovaj rad kritički analizira pristup koji se temelji na državnim granicama, a kojim se Direktiva koristi za određivanje granica regija. Autor također smatra da održivost okoliša u marinskim područjima uvelike ovisi o geografskom podudaranju između pojedinih sljevova i granicama njihovih sustava upravljanja okolišem, tj. okolišem u marinskim područjima treba upravljati unutar njihovih sljevova. Predloženi pristup koji se temelji na granicama sljevova također u obzir uzima sve elemente marinskih sustava (voda, zemlja i zrak), koji su conditio sine qua non za integralno i održivo upravljanje. Crno more je dobar primjer u kojem sustav upravljanja okolišem koji je određen granicama slijeva uključuje puno veći broj zemalja dionika te omogućuje višu razinu suradnje među zemljama vezano uz upravljanje okolišem.
On its road to ED membership Serbia faces numerous challenges. Among important ones are how to solve the problems of environmental protection & sustainable management of natural resources. After defining sustainable development & its postulates, the author gives an overview of natural resources, this including land, water, air, as well as biodiversity, discussing their inter-dependence. She points to the relatedness between cultural & natural resources for sustainable development giving the "Derdap" National Park as an example. In the author's opinion, a very effective instrument for coping with these challenges is international co-operation in the field of sustainable use of natural & cultural-historical resources, from global connections & worldwide actions, to regional interconnections & co-operation including cross-border co-operation of neighboring countries in this area. Budući da je voda jedan od najvažnijih prirodnih resursa, potrebno je njome dobro i učinkovito upravljati. Premda je Hrvatska bogata vodom, sektor vodoopskrbe i odvodnje suočava se s velikim pristupanja Europskoj uniji. Uz usklađivanje pravnih propisa s pravnom stečevinom Unije (acquis communautaire), institucije i tvrtke koje se bave vodoopskrbom i odvodnjom morat će prihvatiti nove načine poslovanja. To će doves ti do integriranog upravljanja vodom, temeljenog na načelima održivog razvoja. Potrebno je revidirati politiku određivanja cijena vode u Hrvatskoj i oblikovati ju prema Okvirnoj direktivi o vodama Europske unije. U radu se navode koraci koje je potrebno poduzeti kako bi se ostvarili visoki standardi Unije u sektoru vodoopskrbe, kojiima značajan društveni, ekološki i gospodarski utjecaj. Poboljšanja u sektoru vodoopskrbe i odvodnje ne utječu samo na Hrvatsku, već i na cijelu regiju, budući da su hrvatski vodni resursi dio nekoliko riječnih slivova. ; Since water is one of the most valuable natural resources, it needs good governance and efficient management. Although Croatia is water rich country, its water sector is facing with major challenges during the EU accession process. Besides legal harmonization with EU acquis communautaire, water institutions and water supply companies will need to accept new operating models. This will lead to the integral water management, based on the principles of sustainable development. Water pricing policy in Croatia needs to be re-evaluated and structured according to the Water Framework Directive. This work presents necessary steps that should be under taken in order to achieve high EU standards in the water sector that has significant social, environmental and economic impact. The improvements in the water sector would have not only national, but also broader regional character, since Croatian water resources are significant part of several river basins.
Krajobrazno planiranje grana je interdisciplinarne struke krajobrazne arhitekture koja se temelji na očuvanju kvaliteta krajobraza, a usmjerena je usklađivanju različitih vrijednosti i interesa u prostornom razvoju. Moderna paradigma krajobraza utemeljena je na višedimenzionalnosti i interdisciplinarnosti, što u istraživačkim i analitičkim krajobraznim pristupima neizostavnim čini korištenje GIS-a. U ovom radu prikazana je primjena GIS-a u metodama i alatima krajobraznog planiranja iz perspektive struke krajobrazne arhitekture u Hrvatskoj, a obuhvaćeno je: vrednovanje krajobraza, izrada prostornih modela i strateških planova, procjena utjecaja na krajobraz uključujući vizualne analize i simulacije, procjena karaktera krajobraza te krajobrazni planovi. Radom je ujedno ukazano na raznolikost primjena alata krajobraznog planiranja u instrumentima različitih sektora koji imaju interes i odgovornost prema krajobrazu: prostornom planiranju, zaštiti prirode i okoliša, zaštiti kulturne baštine, zemljišnoj politici, ruralnom i turističkom razvoju i energetici. Također je ukazano na činjenicu da je, unatoč potpisivanju Europske konvencije o krajobrazu kojom je Hrvatska iskazala interes za inovativnim alatima planiranja, zaštite i upravljanja, do danas na institucionalnoj razini učinjeno vrlo malo, a upotreba krajobraznih pristupa u praksi je stihijska. Cilj istraživanja je prikaz cjelovitog i značajnog utjecaja urbanog vodnog sustava na okoliš, odnosno zaštitu okoliša u kontekstu povećanja korištenja obnovljivih izvora energije, te kako takvi izvori energije utječu na klimatske promjene općenito. U obnovljive izvore energije ubrajaju se: energija vjetra, energija vode, energija Sunca, energija vodika, geotermalna energija, energija biomase, energija plime i oseke, energija valova, energija hladnoće iz svemira i druge. Primjena načela održivog razvoja dovodi do potrebe za korištenjem obnovljivih izvora energije, usavršavanjem tehničkih karakteristika i funkcioniranja istih, te pronalaženjem novih metoda i tehnologija za konačno napuštanje korištenja neobnovljivih izvora energije. U tu svrhu nužno je voditi politiku koja je temeljena na strateškom planiranju i korištenju integriranog pristupa u upravljanju i gospodarenju urbanih vodnih sustava. ; The aim of the research is to present the overall and significant impact of the urban water system on the environment, i.e. environmental protection in the context of increasing the use of renewable energy sources, and how such energy sources affect climate change in general. Renewable energy sources include: wind energy, water energy, solar energy, hydrogen energy, geothermal energy, biomass energy, tidal energy, wave energy, cold energy from space and others. The application of the principles of sustainable development leads to the need to use renewable energy sources, improve their technical characteristics and functioning, and find new methods and technologies to finally abandon the use of non-renewable energy sources. To this end, it is necessary to pursue a policy based on strategic planning and the use of an integrated approach in the operation and management of urban water systems.
Projekt LUCAS pokrenut je na temelju odluke Europskog parlamenta i Vijeća Europske unije u svibnju 2000. Eurostat je 2001. godine pokrenuo pilot projekt LUCAS u bliskoj suradnji s Ravnateljstvom za poljoprivredu i tehničku podršku ruralnom razvoju Zajedničkog istraživačkog centra. Glavni je cilj projekta zajednička, usklađena izmjera poljoprivrednih podataka i podataka okoliša in situ primjenom dokumentacije GNSS-a i fotografija određenih, georeferenciranih točaka. Istraživanje je provedeno u Slovačkoj u razdoblju od tri godine s početkom 2006. godine. U 2009. provedena je procjena zemljišnoga pokrova i upotrebe zemljišta. U radu se opisuje postupak pripreme, osiguravanja, vođenja i upravljanja istraživanjem zemljišnog pokrova i upotrebe zemljišta u Slovačkoj. Izmjera je pokrenuta 2012. godine. Osnova klasifikacije sastoji se od osam glavnih klasa zemljišnog pokrova i upotrebe zemljišta koje se dijele u detaljnije klase. Rezultat istraživanja je strukturirana baza slika i digitalnih zapisa za 2455 odabranih točaka. Najveća kartirana klasa je šumsko zemljište. Ciljevi ovog rada su: 1) odrediti ključne promjene u procesu razvoja Zajedničke ribarstvene politike EU (ZRP) i hrvatske ribarstvene politike te 2) opisati strukturu i dinamiku kretanja makroekonomskih i proračunskih pokazatelja vezanih uz hrvatsko ribarstvo u razdoblju 2007.-2016. U radu je korištena povijesna metoda i deskriptivna analiza makroekonomskog stanja i strukture proračuna. ZRP je službeno uveden 1983. godine s namjerom da predstavlja zajednički sustav upravljanja ribarstvom u ime svih zemalja članica. Ciljevi ZRP-a bili su: riješiti konflikte zemalja članica na morima, osigurati stabilnost sektora ribarstva, spriječiti totalno uništenje ribljih stokova i osigurati ribarima bolju kvalitetu života. Međutim, ZRP je redovito na meti kritika zbog nedovoljne primjene okolišnih mjera i znanstvenih sugestija kao i zbog nedostatka zajedničkog dijaloga između institucija EU i lokalnih dionika razvoja. Kako u EU, tako se i u Hrvatskoj sektor ribarstva suočio s mnogo problema, a osobito devedesetih godina prošlog stoljeća, u vrijeme tranzicije. Neki od njih bili su ozbiljni pad ulova, zastarjela tehnologija i ribarska flota, osiromašenje podmorja, nedostatak razvojnih trendova u marikulturi, nedostatak mjera za razumno iskorištavanje i zaštitu pojedinih vrsta većeg ekonomskog značaja. Razdoblje pregovora za ulazak u EU predstavljalo je ujedno i priliku da hrvatski sektor ribarstva prilagodi svoje ciljeve, mjere i dionike u svrhu dostizanja održivog i međunarodno konkurentnog sektora u budućnosti. Također, članstvo olakšava trgovinu unutar EU zone i značajnu financijsku i tehničku podršku. Struktura potpora iz proračuna i postojeća politika naglašavaju povećanje primjene strukturnih mjera koje bi trebale doprinijeti poboljšanju društvenih, gospodarskih i okolišnih elemenata u ribarstvu. ; The aim of the paper is: 1) to determine the key changes in the evolution process of the EU Common Fisheries Policy (CFP) and the Croatia's fisheries policy and 2) to describe the structure and dynamics of macroeconomic and budget performance related to Croatian fisheries in the period 2007-2016. Two methods were used: the historical method and the descriptive analysis of macroeconomic performance and budget structure. The CFP was officially introduced in 1983, bringing the management of fisheries in all EU member states under one system. Its aims were: to resolve sea conflicts between member states, to provide stability to the fisheries sector, to prevent a total collapse of fish stocks and to provide higher quality of life to the fishermen. However, the CFP has constantly been criticized for poor enforcement of environmental measures and scientific recommendations, and for the lack of a common language between the EU institutions and local stakeholders. Both the European and Croatian fisheries sector faced many problems, especially during the transition period in the 1990s. Some of them included a serious decrease of catches, outdated technology and fisheries fleet, depletion of demersal species, lack of developmental trends in mariculture, absence of measures of rational exploitation and protection of economically significant species. The negotiation period was an opportunity for the fisheries sector in Croatia to adapt its goals, measures and stakeholders in order to achieve a more sustainable and internationally competitive fisheries sector in the future. The membership facilitates trade in the EU area, along with providing significant funding and technical assistance. The budget support structure and the existing policy framework point out an increase in the implementation of structural measures which should assist in an overall improvement of social, economic and environmental aspects of fisheries.
Novi razvojni procesi u gradovima rezultiraju i potrebom za novim oblicima urbanog upravljanja. Tradicionalno (sektorsko) prostorno planiranje usmjereno na lokaciju, intenzitet, oblik i uravnoteženi razvoj, kojem nedostaje aspekt aktivnog poticanja i sinergije s drugim politikama, prepušta svoje mjesto strateškom prostornom planiranju. Strateško prostorno planiranje je proces velikog broja dionika koji kroz dugoročnu viziju, aktivnosti i sredstva za provedbu utemeljuju oblik i okvir transformacije strateški ključnih područja i usredotočuje se na odluke, aktivnosti, praćenje i vrednovanje rezultata. Strateški gradski projekti pri tome se nameću kao logičan alat koji nudi mogućnost integracije ekonomskih, društvenih i okolišnih dimenzija urbanističkog planiranja, programiranja i izgradnje te koji sveobuhvatnim usmjerenim aktivnostima obnove ili novom gradnjom nastoji utjecati na prostornu, funkcionalnu, socijalnu i morfološku strukturu grada. Cilj je ovog rada upozoriti na nepostojanje jedinstvene definicije pojma strateškoga gradskog projekta, uputiti na funkcionalne sličnosti i razlike u postojećim pojmovima: flagship projekt, megaprojekt, strateški projekt i strateški gradski (razvojni) projekt velikog mjerila kao najčešće korištene pojmove te prikazati njihove različite modele realizacije – modele urbane obnove/regeneracije i modela nove gradnje/regulacije. ; New urban development processes generate a need for new forms of urban management. Traditional (sectoral) spatial planning, oriented toward location, intensity, form, and balanced development and lacking an aspect of active encouragement and synergy with other policies, is losing ground to strategic spatial planning. Strategic spatial planning is a process involving a large number of stakeholders which establishes a format and framework for transformation of strategically key areas, based on a long-term vision, activities, and means for implementation; and focuses on decisions, activities, monitoring, and evaluation of results. Strategic city projects are a logical tool to enable integration of economic, social, and environmental aspects of urban planning, programming and construction, which strive to leave their mark on the spatial, functional, social, morphological, physical, and organisational structure of the city via comprehensive targeted activities of renewal or new construction. This paper aims to highlight the lack of a single definition of strategic city projects and to pinpoint functional similarities and differences among the existing terms, referring to them most frequently as flagship projects, megaprojects, strategic city projects, and large-scale strategic city (development) projects and to point to different models of their implementation—e.g. urban renewal/regeneration model and new construction/regulation model.
RIJEČ UREDNIŠTVAOve godine hrvatska šumarska struka obilježit će dvije značajne obljetnice – 175 godina Hrvatskoga šumarskog društva i 145 godina njegovog znanstveno-stručnog i staleškog glasila Šumarski list. Glavni ciljevi ove, jedne od najstarijih strukovnih udruga u Europi, ostvareni su u cijelosti. Zaslugom ove udruge, šumarska nastava započela je kod nas 1860. godine osnivanjem Gospodarsko šumarskoga učilišta u Križevcima, a ona visokoškolska 1898. godine osnivanjem Šumarske akademije kao četvrte visokoškolske ustanove Zagrebačkog sveučilišta. Drugi cilj, pokretanje tiskanja znanstveno-stručnog i staleškog glasila, ostvaren je 1877. godine tiskanjem Šumarskoga lista koji izlazi neprekidno, unatoč ratovima, tako da je ovo prvi dvobroj 145-og volumena. Razlog otvaranja Šumarske akademije (danas Šumarskog fakulteta) bila je spoznaja tadašnjih vlasti da za vođenje šumskog gospodarstva nije dovoljna viša, nego je potrebna visokoškolska sprema. Već tada je shvaćeno kako je šuma najsloženiji ekosustav, zbog čega njime trebaju gospodariti visokostručni kadrovi po načelu potrajnog gospodarenja. To znači da se poštivala struka, a rezultat toga je očuvanost naših šuma. Hrvatsko šumarsko društvo dalo je svoj obol tome izravno, ali i kroz stranice Šumarskoga lista, što vidimo i u tekstovima ovoga dvobroja, posebice u rubrici Aktualno.Kakva je situacija danas sa strukom? Nikakva – ne poštuje se – svi, bez obzira na stručnu kvalifikaciju "znaju sve o šumi", a politika ne nalazi vremena da o njoj stručno raspravlja. Ona odobrava netržišno gospodarenje šumskim resursima, a podupire drvoprerađivače, od kojih se većina bavi primarnom preradom drva s malom dodanom vrijednošću, dok je vrlo mali broj onih koji se bave finalnom obradom drva. Time, osim izvoza drvne sirovine, "izvozimo" i radna mjesta, što očito nekima nije jasno. Prerađujući drvnu sirovinu uglavnom primarnom preradom, poništavamo trud prosječno tri generacije šumarskih stručnjaka, koji su uzgojnim postupcima osigurali njenu visoku kvalitetu i potrajnost.Šume kao resurs od posebnog interesa za Republiku Hrvatsku, unatoč činjenici da pokrivaju okvirno gotovo 50 % kopnene površine, već u mandatu tri Vlade "nisu zaslužile" biti spomenute u nazivu resornog Ministarstva. Mediji, kada i govore nešto o šumi, to su uglavnom senzacionalistički negativni napisi koji podržavaju kritike nekih ekoloških udruga bez stručne podloge. Naravno, nisu mediji krivi, jer i oni ne posjeduju minimalnu edukaciju o šumi. Svojevremeno, osjećajući potrebu da se mediji educiraju kako bi imali stručnu podlogu za ono o čemu pišu ili govore, tadašnja urednica Hrvatske radio-televizije Lidija Firšt, potakla je uz stručnu potporu Hrvatskoga šumarskog društva pri Hrvatskom novinarskom društvu osnivanje Zbora novinara za okoliš. Taj rad je djelomično nastavila Tanja Devčić, urednica Drugog programa hrvatskog radija, čije se jutarnje emisije "Ekološka minuta" svi sjećamo. Iz toga zaključujemo, kako bi mogla neposredno komunicirati s javnošću, šumarska struka trebala bi imati javnu tribinu. Svake nedjelje gledamo emisije Plodovi zemlje i More, a zašto ne i Šume, makar jednom mjesečno, a imalo bi se o čemu govoriti, primjerice o spomenutoj prodaji i preradi drvnih sortimenata, općekorisnim funkcijama šume, privatnim šumama ili pitanju rješenja sukcesija, jer smo recimo u Gorskom kotaru prije 30-tak godina govorili od oko 70 % šumovitosti, a ona se danas procjenjuje na 82 %. Dakle šuma je obrasla pašnjake i spustila se do vrtova, što bi se moglo riješiti primjerice Zelenom tranzicijom. Da se ne ponavljamo, treba "prolistati" tekstove ove rubrike, gdje se mogu pronaći vrlo interesantne teme za raspravu.Uredništvo ; EDITORIALThis year the Croatian forestry profession marks two important anniversaries – the 175th anniversary of the Croatian Forestry Association and the 145th anniversary of its scientific-specialist and professional periodical – the Forestry Journal. The goals of the Croatian Forestry Association as one of the oldest professional associations in Europe have been achieved in full. It is owing to this association that the forestry education in Croatia started in 1860 with the establishment of the Agricultural Forestry School in Križevci, while higher education began in 1898 when the Forestry Academy was established as the fourth institution of higher education at the University of Zagreb. The second goal, the launching of a scientific-specialist and professional magazine, was achieved in 1877 when the Forestry Journal was published. The Forestry Journal has been coming out continuously, even during war time, so that this edition is the first double issue of the 145th volume. The reason behind the establishment of the Forestry Academy (today the Faculty of Forestry) was the realisation by the then authorities that the management of forestry required not secondary but higher education. It was understood early enough that the forest as the most complex ecosystem needed to be managed by highly qualified personnel according to the principle of sustainable management. Accordingly, the dictates of the profession were meticulously followed, resulting in the current well-preserved state of Croatian forests. The Croatian Forestry Association has given its contribution to this directly but also through the pages of the Forestry Journal, as evidenced by the articles in this double issue, particularly in the column Current Affairs. What is the status of the forestry profession today? Sadly, very poor: it is not respected – everybody, regardless of their professional qualifications "knows all there is to know about forests", while politics does not find time to organize professional debates about the issue. Moreover, it turns a blind eye to non-market management of forest resources and supports those wood processing companies which mostly deal with primary wood processing with low additional value, and only a very small number of them engages in final wood processing. In doing so, not only do we export wood raw material, but we also "export" work places, something that those concerned obviously cannot see. By primary processing of raw wood material, we annul the work of an average of three generations of forestry experts, who have applied silvicultural treatments to ensure its present high quality and sustainability.Despite the fact that forests as a resource of special interests for the Republic of Croatia cover almost 50 per cent of Croatian land area, they have not even "deserved" to be mentioned in the name of the relevant Ministry in the mandates of the last three governments. When forests are treated in the media at all, then the articles mostly echo scientifically groundless but sensationalist and negative criticisms of some environmental associations. Of course, the media cannot be blamed, because they do not possess even the minimal education about forests. Some time ago, aware of the need for the media to be educated in order to have an expert background for what they write or talk about, Lidija Firšt, the then editor of the Croatian Radio Television, initiated the establishment of the Association of Environmental Journalists at the Croatian Journalist Association with expert support of the Croatian Forestry Association. Her work was partly continued by Tanja Devčić, editor of the Croatian Radio Second Channel, whose morning show "Environmental Minute" we all remember. From this we conclude that, in order to communicate directly with the public, the forestry profession should have a public forum. Every Sunday we watch TV shows Fruits of the Earth and The Sea: why not Forests, even if it be once a month. There would certainly be a wealth of topics to discuss, such as the sale and processing of wood assortments, non-market forest functions, private forests or the issue of succession, to name but a few. For example, about 30 years ago the forest cover of Gorski Kotar amounted to 70 per cent, whereas presently it is estimated at 82 per cent. The problem of forests colonizing pastures and approaching gardens can be solved by the Green Transition. Not to repeat ourselves, let us browse through the articles already published in this column and find highly interesting topics for discussion.Editorial Board

RIJEČ UREDNIŠTVANaslov uvodnika potaknut je građanskom inicijativom koja se u posljednje vrijeme širi Hrvatskom. Iako na facebook grupi, koja poziva na "tri zajednička dana uživanja u sadnji diljem Države" pod motom "Zasadi drvo, ne budi panj", prevladava entuzijazam i želja za jačanjem svijesti hrvatskih građana o očuvanju i zaštiti prirode, postoje i radikalniji osvrti na šumarsku struku i na trgovačko društvo Hrvatske šume, poput pitanja zašto se ne organiziraju javni radovi pošumljavanja? Tvrdi se da je to zato jer im je sječa prioritetnija od sadnje. Podmeće se teza: "Ne smiju oni posjeći više nego što mi možemo zasaditi!" Uzori akciji su velike sadnje u nekim zemljama poput Indije i Etiopije. Također poticaj akciji su i katastrofalni požari u plućima svijeta, Amazonskoj prašumi. Pohvalna je dobra volja i želja za ozelenjivanjem, ali ne mogu se uspoređivati zemlje u kojima vladaju drukčiji klimatski i stanišni uvjeti pa nakon sječe ili uništavanja šume požarima dolazi do deforestacije, nestaje tlo i šuma se ne obnavlja. U Republici Hrvatskoj je upravo obrnuto, na djelu je reforestacija, tj. šuma se širi na napuštene poljoprivredne i druge površine, tako da je danas gotovo pola države pod šumom, ali u različitim starosnim kategorijama. Ova akcija je samo odraz zabrinutosti običnog čovjeka, ali i određene neargumentirane histerije koja je pokrenuta protiv šumara u Hrvatskoj.S obzirom na sve učestalije i nekorektne napade na šumarsku struku, što je prevršilo svaku mjeru, potiče nas da se mi kao struka oglasimo. Možemo smireno, stručno i argumentirano, a možemo i bezobrazno kao što se nas napada. Ponajprije, za laike koji to žele čuti, kažemo da je sječa uzgojni zahvat. Šuma ili stablo ima nazovimo ga početak, rast kroz razne uzgojne faze do optimuma, a potom slijedi faza "odumiranja". Zadaća šumarske struke je prebroditi tu zadnju fazu upravo sječom starih stabala, polučiti korist društvu njihovom preradom, ali osiguravši prethodno u jednodobnim sastojinama u godini dobrog uroda sjemena prirodno pomlađivanje. Svakako prije bilo kakvog negativnog stava glede sječe, treba prići vrlo blizu površini gdje je do "jučer" bila npr. stara hrastova šuma te provjeriti da li i što sada raste na toj površini. U prebornoj pak šumi, npr. bukve i jele, prebiru se sječom stara dozrela stabla i ona koja smetaju podmlatku koji treba svijetla da bi ih zamijenio. Samo tamo gdje u potpunosti nije uspjelo prirodno naplođivanje, pa tako i na opožarenim površinama, ide se na pošumljavanje sjemenom ili tzv. "školovanim" sadnicama. Održati šumu vječnom, načelo je potrajnog gospodarenja, čime se ponosi hrvatska znanost i praksa, a što joj i šumarski svijet priznaje. Što rade Hrvatske šume d.o.o. pitaju se pojedini prosvjednici? Zadaća Hrvatskih šuma d.o.o. kao trgovačkog društva u državnom vlasništvu, kojima je Država povjerila gospodarenje, je obavljati poslove sukladno Osnovama gospodarenja, što znači ne stihijski nego po Zakonu o šumama, sukladno šumarskoj politici i strategiji. Osnove gospodarenja za svaku gospodarsku jedinicu propisuju desetgodišnje aktivnosti, provjerava ih stručno povjerenstvo, a Rješenjem ih odobrava resorni ministar. U njih je ugrađeno i niz propisa i popisa koje propisuje Ministarstvo zaštite okoliša. Znači ništa se ne radi amaterski – sve počiva na znanstvenim i stručnim saznanjima u šumarskoj praksi stečenoj kroz preko 250 godina organiziranog šumarstva. Klimatske promjene, ledolomi, vjetrolomi i štetnici, čemu su posebice u zadnje vrijeme izložene šume, samo još otežavaju rad u šumarstvu i zahtijevaju još veću stručnost i znanje, a nikako amaterizam. Nije bez razloga još u pretprošlom stoljeću zaključeno da za gospodarenje šumom nije dovoljna viša, nego je potrebna visoka stručna sprema, što je kod nas ostvareno 1898. godine početkom rada Šumarske akademije (današnjeg Šumarskog fakulteta), kao četvrte visokoškolske ustanove Sveučilišta u Zagrebu.No, s prekomjernom sječom treba se boriti na dijelu privatnih šumskih parcela, ali s tom stihijom se odnosne udruge ne hvataju u koštac. U istoj rečenici pitamo se bezobrazno: tko su to "oni" koji ne smiju posjeći? Da li su to možda oni koji su pet godina studirali šumarstvo, skupljajući znanja iz botanike, više matematike, kemije, meteorologije, anatomije i fiziologije bilja, pedologije, dendrologije, dendrometrije, uzgajanja šuma, ekologije, uređivanja šuma, zaštite šuma i dr., prisegavši na promociji dipl. ing. šumarstva da će raditi po stručnim šumarskim načelima. Lekcije im pak dijele oni koji su u slobodno vrijeme malo "proguglali" i na vikend izletima uz dobru zabavu, "učvrstili" svoje znanje o šumarstvu. Njihovi stručni sufleri, a kažu da ih imaju, mogli bi konačno javno polemizirati. Očekivali bi od odnosnih udruga da nas podupru u protivljenju smanjenja naknada za općekorisne funkcije šuma (OKFŠ), iz kojih se financiraju izgradnja protupožarnih prometnica, gašenja požara, pošumljavanje opožarenih površina i razminiranje površina, no one očito pristaju da se to "gura" u parafiskalne namete. Hrvatska Vlada od Hrvatskih šuma d.o.o. očekuje uplatu u državni proračun, dok čitamo, Njemačka Vlada ulaže 500 mil. EURA za sanaciju šuma, jer ih se prošle godine osušilo preko 110.000 ha.Nemamo ništa protiv toga da se ozelenjuju neke gradske površine, ali i to mora biti planski, kako izborom površina, tako i vrstom drveća, poznavajući i poštujući njihove ekološke i biološke zahtjeve. Saditi bilo što i bilo gdje, što iščitavamo iz upućenog poziva, je neodgovorno i prema prostoru, ali i prema biljci.Uredništvo ; EDITORIALThe headline of the editorial was prompted by a civil initiative sweeping through Croatia in recent times. The Facebook group, which calls for "three enjoyable days of planting trees across the State" under the motto "Plant a tree, don't be a stump", is imbued with enthusiasm and a wish to raise the awareness of Croatian citizens of the need to preserve and protect the nature; however, there are also more radical views on the forestry profession and the company Croatian Forests Ltd. Among others, they ask why there are no public afforestation activities and conclude that the reason lies in the fact that cutting trees has priority over planting them. There is an undergoing statement: "They cannot fell more than we can plant!" The campaign was prompted by large-scale planting campaigns in some countries such as India and Ethiopia. Another incentive to the campaign was provided by the devastating fires taking place in the lungs of the world, the Amazonian rain forest. The will and wish to plant trees deserves full credit, but we cannot be compared with the countries with different climatic and habitat conditions, in which felling or forest fires result in deforestation, loss of forest soil and inability of forests to regenerate. The situation in the Republic of Croatia is diametrically opposite: reforestation is an ongoing process; in other words, the forest spreads into abandoned agricultural and other areas, so that currently almost half of the country is covered with forests of different age categories. This campaign reflects the concern of the ordinary person, but also contains certain ill founded hysterical reactions targeted at foresters in Croatia.In view of the ever more frequent and unfounded attacks on the forestry profession, which has gone out of hand, it is time for the profession to voice its opinion. We can do it in two ways: we can either put forward professional and well founded arguments, or retaliate in the same impertinent manner in which we are being attacked. To start with, for those who are ready to listen, let us stress that felling is a silvicultural operation. A forest or a tree has its beginning, followed by growth through different silvicultural stages until it reaches its optimum and finally the stage of "dying". The task of the forestry profession is to deal with this last stage by cutting down old trees, making profit for the society by processing these cut trees, and ensuring natural regeneration in even-aged stands in the years of good seed mast. Before any negative attitude on a felling operation is taken, it would be advisable to inspect closely the area which was until "yesterday" covered by an old oak forest and check what is being planted in this area, if anything. In a selection forest of, e.g. beech and fir, felling is applied to remove old mature trees and those trees which prevent young trees from reaching the necessary light for growth. Reforestation with seeds or with so-called "trained" seedlings is applied only in those areas in which natural seedling has not been completely successful or in areas badly affected by fires. Maintaining the forest in a perpetually stable condition is the principle of sustainable management. This principle is something that Croatian science and practice is rightly proud of and for which it receives acknowledgement from the global forestry world.What does the company Croatian Forests Ltd do, some protesters ask? The task of the company, as a state-owned company which has been entrusted by the State with caring for the forests, is to manage forests and carry out all the jobs set down in management plans, in line with the Forest Act, the forestry policy and strategy. There is no question here of chaotic and disorganized management. Management plans for every management unit prescribe the execution of ten-year activities. These plans are verified by expert committees and approved by the corresponding minister. They also contain regulations and rules set down by the Ministry of Environmental Protection. As seen from the above, nothing is done on an amateur basis - everything is firmly grounded on scientific and expert knowledge of the forestry practice, which has been acquired through 250 and more years of organized forestry. Climate change, damage caused by ice and wind, as well as pests, to which forests have been particularly exposed in recent times, make work in forestry even more difficult and require even more expertise and knowledge - certainly not amateurism. This is the reason that as far back as the 18th century it was realized that management of forests required not just a college degree but academic education. In Croatia, this was put to practice in1898, when the Forestry Academy (the present day Faculty of Forestry) was opened as the fourth institution of higher education within the University of Zagreb.A battle against excessive felling should be fought in parts of privately owned forest areas, yet the above groups fail to grapple with this problem. Allow us to be impertinent enough to ask: who are "they" who are not allowed to perform felling operations? Perhaps those who have studied forestry for five years, acquired knowledge of botany, higher mathematics, chemistry, meteorology, plant anatomy and physiology, pedology, dendrology, dendrometrics, silviculture, ecology, forest planning, forest protection and other fields, and who have, when receiving their degrees of graduate engineers of forestry, pledged to adhere to expert forestry principles in their work? Such professionals are then lectured by those who have "googled" something about forestry and who have gained their knowledge of forestry at weekend outings in forests. We would welcome with open arms their expert advisors, which they claim there are many, to finally come out and engage in public debates. We would expect from these groups to support us in opposing the move to cut down on non-market forest function fees, which are used to finance the construction of fire breaks, fire suppression, reforestation of burnt areas and demining areas. Obviously, they prefer these fees to be "pushed" into parafiscal levies. While the Croatian government expects from the company Croatian Forests Ltd to pay into the state budget, the German government invests 500 million euro into the recovery of forests, since over 110,000 ha of forests dried only last year.We have nothing against making city areas green, but this should be carried out in a planned manner, both as regards the choice of areas and the choice of tree species, taking into account their ecological and biological requirements. Planting anything and anywhere, as seen from the initiative, is irresponsible both for the area and for the plant.Editorial Board
Riječ uredništvaČlanstvo Republike Hrvatske u Europskoj uniji, sve veća globalizacija, kao i globalne klimatske promjene, utječu i na hrvatske šume i šumarstvo. Iako u EU, koja ima 43% površine pod šumom, ne postoji zajednička politika EU-a za šume u razdoblju od 2014. do 2020. godine, postojala je Nova strategija za šume: za šume i sektor koji se temelji na šumama. Europska komisija usvojila je i objavila u srpnju ove godine Novu EU strategiju za šume do 2030. Nova strategija se nadovezuje na Strategiju biološke raznolikosti EU do 2030. Smatra se ključnom za ostvarivanje ciljeva Europskoga zelenog plana, što podrazumijeva smanjenje emisija stakleničkih plinova za najmanje 55 % do 2030. i klimatske neutralnosti do 2050. godine. Pomaže i ispunjavanje ciljeva EU-a za povećanje uklanjanja CO2 prirodnim ponorima prema Zakonu o klimi. Strategijom se šumi, šumarima i sektoru koji se temelji na šumi daje središnja uloga u ostvarivanju tih ciljeva. Uz njihovu pomoć očekuje se europski prelazak na moderno, klimatski neutralno, resursno učinkovito i konkurentno gospodarstvo. Strategijom se želi dobiti zdravije, otpornije i bioraznolikije šume koje mogu ispuniti svoje socioekonomske i ekološke funkcije, osigurati opstanak stanovništva u ruralnim područjima, dakako i zapošljavanje te rekreacijske funkcije koje pridonose fizičkom i mentalnom zdravlju građana i na taj način postići najodrživije gospodarenje. Također se želi pomiriti potražnja i sječa šuma u granicama održivosti, postići optimalno korištenje šume s kaskadnim načelom, kao i kružno gospodarstvo. Kaskadno načelo već je ugrađeno u Strategiju EU za šume 2014. – 2020. U skladu s tim načelom drvo se koristi prema sljedećem redoslijedu prioriteta: 1. drvni proizvodi, 2. produljenje njihova vijeka trajanja, 3. ponovna uporaba, 4. recikliranje, 5. bioenergija i 6. odlaganje.Želi se strogo zaštititi sve primarne i stare šume. Europska komisija razvija smjernice o šumarstvu u skladu s prirodom te uključivanje u dobrovoljni program certificiranja "u skladu s prirodom". Potrebno je učiniti sve kako bi se sprječile štete povezane s klimom i povećala otpornost šuma.Strategija predviđa financijske poticaje za vlasnike i upravitelje šuma radi povećanja količine i kvalitete šuma u EU. Komisija je pozvala države članice da uspostave nove sheme plaćanja u okviru Zajedničke poljoprivredne politike. Kao jedan primjer javnih i privatnih programa plaćanja za usluge ekosustava navodi se i hrvatska naknada za korištenje općekorisnih funkcija šuma, koja je u domaćoj javnosti već godinama napadana kao jedan od većih parafiskalnih nameta i nažalost značajno smanjena te šumi više ne doprinosi kao nekada.Europska komisija očekuje što širu raspravu o budućnosti europskih šuma te uključivanje građana i zajednica u sadnju najmanje 3 milijarde dodatnih stabala do 2030. na temelju općeg načela sadnje i rasta pravog stabla na pravom mjestu i u pravu svrhu. Ipak se prirodna sukcesija napuštenih ruralnih područja smatra glavnom silom za povećanje šumskih područja u EU. Donesen je i Plan djelovanja Komisije za provedbu obveze sadnje 3 milijarde dodatnih stabala do 2030., a isti se treba početi odvijati od prvog tromjesečja 2022. godine. Sve aktivnosti bit će stalno promovirane i praćene, što je ključno za praćenje napretka u postizanju cilja.Na strategiju je bilo osvrta i sa strane korisnika drvne sirovine koji strahuju od smanjenja količina za korištenje, ali i sa strane pobornika veće zaštite okoliša koji smatraju da strategija nije dovoljno jasna i s razrađenim kriterijima praćenja ostvarenja. Već sljedeće godine vidjet će se koliko će usvojene smjernice Europske komisije olakšati provedbu strategije i koliko će utjecati na različite dionike vezane uz šume.Uredništvo ; EditorialThe membership of the Republic of Croatia in the European Union, increasing globalisation and global climate change have a lasting effect on Croatian forests and forestry. Although 43 % of the EU's land area is covered by forests, there was no common EU forest policy for the 2014 – 2020 period. Instead, there was a New Forest Strategy: for forests and the forest-based sector. The European Commission adopted and published a New EU Forest Strategy for 2030 in July of this year. The new strategy continues on the EU Biological Diversity Strategy for 2030. A core part of the European Green Deal, it anticipates a reduction of greenhouse gas emissions by at least 55 % by 2030 and a climate-neutral continent by 2050. It also helps meet EU targets to increase CO2 removal through natural sinks under the Climate Act. The strategy gives forests, foresters and the forest-based sector a central role in meeting these targets. With their help, a European transition to a modern, climate-neutral, resource-efficient and competitive economy is expected. The Strategy aims to obtain healthier, more resilient and biodiverse forests that can fulfil their socio-economic and environmental functions, enable the survival of the population in rural areas, ensure employment, as well as provide recreational functions that contribute to physical and mental health of citizens, thus achieving highly sustainable management. It also aims to reconcile the demand for wood and felling of forests within the limits of sustainability, to achieve optimal use of forests on the cascading principle, as well as a circular economy. The cascading principle has already been incorporated in the EU Forest Strategy for 2014 – 2020. In accordance with this principle, wood is used in the following order of priority: 1. wood products, 2. extension of their shelf life, 3. reuse, 4. recycling, 5. bioenergy, and 6. disposal. The focus is on strict protection of all primary and old forests. The European Commission is developing guidelines on forestry in harmony with nature and inclusion in a voluntary certification programme "in harmony with nature". Every effort should be made to prevent climate-related damage and increase forest resilience.The Strategy sets financial incentives for forest owners and administrators to improve the quantity and quality of EU forests. The Commission has called on member states to adopt new financial schemes within the Common Agricultural Policy. An example of public and private payment programmes for ecosystem services is the Croatian tax levied for non-market forest functions, which has been attacked by the domestic public for years as one of the major parafiscal levies. It has consequently been considerably reduced and does not contribute beneficially to forests as it used to.The European Commission expects a broad discussion on the future of European forests and invites citizens and communities to embrace the pledge to plant at least 3 billion additional trees by 2030 on the basis of the guiding principle: plant and grow the right tree, in the right place, for the right purpose The natural succession of abandoned rural areas is seen as the driving force in the effort to increase forest areas in the EU. The Commission's Action Plan for the implementation of the pledge to plant 3 billion additional trees by 2030 has also been adopted, and the activities should start in the first quarter of 2022. All the activities will be constantly promoted and monitored, which is crucial for monitoring the progress as the planting project unfolds.The strategy has been reviewed by users of wood raw material, who fear the reduction of quantities for use, but also by supporters of stricter environmental protection, who criticize the strategy for not being sufficiently clear and for lacking detailed guidelines for monitoring the achievement. As early as next year we will see to what extent the adopted guidelines of the European Commission will facilitate the implementation of the strategy and how much it will affect the various stakeholders related to forests. Klimatske promjene su jedan od najvećih izazova za postizanje ciljeva održivog razvoja. Formiranje odgovarajućih institucionalnih okvira za upravljanje klimatskim promjenama, koji uključuju i koordiniraju brojne interese i aktivnosti različitih aktera, razina i sektora, problem je i za zemlje jugoistočne Europe. Bosna i Hercegovina (BiH), Hrvatska, Slovenija i Srbija imaju značajne prirodne resurse koji su bili ugroženi proteklih godina zbog prirodnih katastrofa, što je utjecalo i na sektor šumarstva. Cilj rada je proučiti institucionalne okvire u šumarstvu i zaštiti prirode, kao i stavove ispitanika o kompetencijama relevantnih institucija i organizacija, identificirati potrebe za poboljšanjem postojećeg okvira i ocijeniti njihove interese i utjecaje u procesu upravljanja klimatskim promjenama. Prikupljanje podataka provedeno je korištenjem intervjua, u razdoblju od studenog 2016. do travnja 2017. godine. Protokol za intervju sastojao se od 22 pitanja podijeljenih u pet skupina. U svrhu ovoga rada analizirani su odgovori na pitanja u vezi s institucionalnim okvirima za upravljanje klimatskim promjenama u šumarstvu i zaštiti prirode. Uzorak je činilo 29 ispitanika (Federacija BiH-8, Hrvatska-6, Slovenija-5, Srbija-10), odnosno predstavnika javnih uprava i javnih službi u šumarstvu i zaštiti prirode, poduzeća i ustanova za gospodarenje državnim šumama i upravljanje zaštićenim područjima, obrazovnih i istraživačkih organizacija te organizacija civilnog sektora. Ispitanici su odabrani probnim uzorkovanjem (uzorak na bazi vrijednosnog suda). Ispitanici su bili predstavnici institucija i organizacija na nacionalnoj razini upravljanja u šumarstvu i zaštiti prirode, koji su izravno ili neizravno povezani s problematikom klimatskih promjena u odabranim oblastima. O postojećim institucionalnim okvirima, 52,4% ispitanika nema pozitivno mišljenje, a 85,7% se zalaže za njihovo unapređenje, u smislu poboljšanja suradnje i koordinacije između različitih sektora, institucija i organizacija. Značajne su razlike u procjeni interesa i utjecaja institucija i organizacija u upravljanju klimatskim promjenama među ispitanicima iz Slovenije i Hrvatske, kao i onima iz Federacije BiH i Srbije. Ispitanici iz područja zaštite prirode procjenjuju da je interes veći u odnosu na predstavnike šumarskog sektora (ispitanici iz područja zaštite prirode smatraju da je interes "veoma visok" – prosječna ocjena 4,6, a iz sektora šumarstva da je "visok" – prosječna ocjena 4,1). Potrebna su daljnja istraživanja o suradnji i koordinaciji svih sudionika na različitim razinama upravljanja, kao i drugih elemenata koji, uz institucionalne okvire, dovode do stvaranja odgovornog sustava upravljanja klimatskim promjenama i rješavanja različitih izazova klimatskih promjena. ; Global environmental and ecological problems such as climate change and other related issues (e.g. biodiversity losses) do not recognize state boundaries. Therefore, intentions to address these problems require a multi-actor, multi-sector and multilevel approach. The concept that enables joint effort against these problems implies an active participation of all stakeholders, establishes the rules for shared responsibilities and strives to make efficient and effective procedures for addressing these issues is known as "governance" (Mutabdžija, 2012).Climate change and occurance of extreme events are presenting a threat to the natural resources, exposing the vulnerabilities of current resource governance regimes, including also forestry and nature conservation. The occurance of extreme events in last several years thretened the natural resources and impacted the forestry sector in all four selected countries of Southeast Europe (Bosnia and Herzegovina, Croatia, Serbia, and Slovenia). This has provided a further arguments for understanding the institutional framework for climate change governance in forestry and nature conservation as important element in dealing with uncertanties posed by the climate change challenges on natural resources.Hence, the aim of the paper is to examine the institutional frameworks of forestry and nature conservation, as well as the attitudes of respondents about the competences of the relevant institutions and organizations, to identify the need to improve the existing framework and to evaluate their interests and impacts in climate change governance.In this research were used individual, structured interviews as a research technique in collecting the primary data. The questionnaire consisted of 22 questions, divided into 5 groups. For the purposes of this paper, responses to questions related to institutional frameworks for climate change governance in forestry and nature conservation are analyzed. The sample consisted of 29 representatives (Federation of Bosnia and Herzegovina – 8, Croatia – 6, Serbia – 10, Slovenia – 5) from public administrations and services in forestry and nature conservation, enterprises and organization for forest and protected area management, educational and research organizations, and non-governmental organizations. The respondents were selected by judgemental sampling. Current institutional framework for climate change governance comprises of various institutions and organizations in all analyzed countries (Table 1). In selected countries, there is a clear division of responsibilities between public administration institutions in forestry and nature conservation (these institutions are directly or indirectly are related to forestry). There is a number of common primary objectives within the given competencies common to the same organizational category (Table 2), in all four countries. Despite current institutional and organizational variaty and competency alignment between different institutions and organizations, there is a need for further improvement of institutional framework for climate change governance through cooperation and coordination, accross different sectors, institutions and organizations, as stated by the respondents attittudes (Table 3 and 4). Respondents attitudes towards the interest and influence of institutions/organizations on climate change governance are mostly showing a visible interest but indicating challenges in providing suitable inflluence (Table 5). Also, visible discrepancy in assessment of the interest and influence of institutions and organizations on climate change governance is between the respondents from Slovenia and Croatia at one side and respondents from Federation of Bosnia and Herzegovina and Serbia at the other side, indicates differences in inclusion of climate change challenges accross different competency levels. Regardless of the category of institutions and organizations, the respondents recognized the importance of the investigated issues and they assessed its interest as "high" and "very high" (Table 6).Further development of suitable institutional frameworks for climate change governance in forestry and nature conservation needs additional attention especially in the field of multilevel coordination between different actors and their activities, as well as the acknowledgment of potentially significant influence forestry sector might have in climate change governance.
