Dottorato di ricerca in Politica agraria ; La direttiva 2000/60/CE istituisce un quadro per la protezione delle acque nell'Unione Europea. Gli Stati membri possono utilizzare strumenti economici per ottenere gli obiettivi prefissati. In modo particolare si deve tener conto del principio del recupero dei costi dei servizi idrici, compresi quelli ambientali e delle risorse. Attualmente il costo dell'acqua considera solamente una parte dei costi finanziari e quindi ci sarà un aumento del costo con importanti ripercussioni economiche, sociali ed ambientali. L'analisi condotta valuta il possibile impatto di un aumento del costo dell'acqua sulle aziende agricole di un Consorzio di Bonifica situato in una zona costiera del centro Italia. In particolare, sono state effettuate due set di simulazioni: un aumento della tariffa uguale in tutti i periodi irrigui ed un aumento della tariffa nel solo periodo estivo. Inoltre l'analisi mette in evidenza pregi e limiti dell'approccio metodologico usato. La metodologia utilizzata è la Programmazione Matematica Positiva (PMP) e in particolare l'approccio di Arfini e Paris (1995) con l'introduzione di un dato esogeno sul valore della terra. I risultati ottenuti mostrano che lo strumento della tariffazione non può da solo ottenere obiettivi soddisfacenti per quanto riguarda la conservazione delle risorse idriche. Infatti anche con notevoli aumenti del costo dell'acqua si ha una ridotta riduzione del consumo di acqua. L'aumento del costo dell'acqua determina una estensificazione degli ordinamenti colturali, un limitato peggioramento dei risultati economici della aziende agricole ed una riduzione delle entrate del Consorzio. L'aumento della tariffa nel solo periodo estivo determina, a parità di risparmio idrico, un costo per gli agricoltori leggermente inferiore. La metodologia della PMP può essere utilizzata con buoni risultati anche per quanto riguarda l'analisi di problematiche riguardanti le risorse idriche. Il limite più grande è che, negli approcci standard, non si possono considerare nuove tecniche irrigue a più basso fabbisogno irriguo. ; The directive 2000/60/EC draws up a framework for the protection of the waters in the European Union. The Member states can use economic instruments to obtain the established goals. In particular one must take account of the principle of recovery of water services, including environmental and resource costs. Actually water cost considers only a part of financial costs and therefore there will be an increase of cost: this could have relevant economic, social and environmental effects. The thesis values the possible impact of an increase of water cost on agricultural irrigated area situated in a coastal area of the central Italy. The used methodology is the Positive Mathematical Programming (PMP) and in particular the Arfini-Paris approach (1995) whit the introduction of a exogenous data on the land value. In particular two sets of simulations have been carried out: an increase of the water costs in all irrigation periods and an increase only in the summer. Moreover the analysis points out merits and limits of the used methodological approach. Simulation results show that increasing water costs do not reach satisfying goals concerning the water conservation. In fact there is a small reduction of the water consumption also with large increases of water cost. The increase of the water cost determines a more extensive cropping pattern, a limited worsening of the economic results and a decrease of the revenues of the irrigation board. The increase of water cost only in the summer determines a impact more limited on farmers economic results. The analysis has shown that the PMP methodology can be used also to study water resource problems and policies. The more large limit is that it is not possible to consider new irrigation techniques nor crops not observed in the base situation.

Environment and society are increasingly affected by human activity. World society must constantly face many problems such as climate change, air, water and soil pollutions, resources overuse, human rights, child labor, social inequalities, health and safety. Since companies are the most responsible actors for these troubles, they are stimulated to develop and adopt policies of sustainable development. Practices of Corporate Sustainability and Responsibility are increasing within many businesses for reasons which go beyond the mere compliance with legislations and regulations. Nowadays, sustainable and responsible companies behave ethically for competitive reasons as well. The connections between sustainability and business strategy occurs through the pursuit of eco-socio-efficiencies, resources cost cutting, product-service differentiation, access to ethical funds, image and reputation, and the avoidance of fines, penalties and environmental taxes. Sustainability management occurs through a process that starts with identification of key stakeholders and the relative types of environmental or social impacts generated. Then, strategy must be developed, and communicated to all level of the organization. Leadership and commitment of top management are fundamental in order to diffuse sustainability guidelines, support the organizational structure and spread the new culture. In addition, performance measurement and management systems should drive the attainment of sustainability objectives. Environmental and social accounting systems must provide meaningful data in order to monitor the accomplishment of strategy and, at the same time, disclose the sustainability reports addressed to stakeholders. One important aspect of the process above mentioned regards the connection between strategy and performance measurement system. In order to translate sustainability strategies into actions measurable through performance indicators, it must be emphasized the support of Balanced Scorecard (BSC). The multidimensional conception of the tool advises to integrate environmental and social aspects of business activity within the four traditional perspectives of management in the BSC (financial, customers, processes, learning and growth). Therefore, the emerging concept of Sustainability Balanced Scorecard (SBSC) is referred to the additional feature of considering the environmental and social issues connected directly or indirectly with the execution of the business processes and thus with economic success. Cause and effect relationships in the strategy map show the relations between better social and environmental performances with increasing competitiveness and profitability. The airline sector is facing many challenges of sustainable development. Hence the case developed about a real carrier can help to better understand the matter. The implementation of a Sustainability Balanced Scorecard in Lufthansa Passenger Airline consists in a simulation of the process that starts with the identification of stakeholders and related environmental and social impacts. Based on these exposures, sustainability strategies are developed and formalized as several strategic objectives belonging to the different perspectives of SBSC. Afterwards, for each sustainability objective, numerous key performance indicators are developed in order to monitor single operative aspects related to the achievement of objectives. Finally, the construction of strategy map makes clear how sustainability performances are connected with financial ones. In conclusion, the analysis of environmental, social and economic performances achieved by the German carrier and the comparison with direct European competitor Air France KLM and other minor competitors helps to identify the successes and criticisms deriving from sustainability purposes.

La Direttiva Quadro sulle Acque (WFD) 2000/60/CEE, a partire dal 2000, ha vincolato gli Stati Membri ad attuare misure di protezione, sviluppo sostenibile e miglioramento della qualità degli ecosistemi acquatici e degli ecosistemi terrestri e delle zone umide da essi dipendenti sotto il profilo del fabbisogno idrico. Per l'identificazione, la classificazione e il monitoraggio dei corpi idrici sono utilizzati indicatori e indici ovvero elementi biologici, chimico-fisici, idro-morfologici, opportunamente scelti per i corpi idrici da analizzare e per i siti di riferimento dal cui confronto si calcola il Rapporto di Qualità Ecologica (RQE). Il presente studio prende in rassegna la più importante normativa Europea e Italiana in materia di acque, gli investimenti della Comunità Europea per lo sviluppo del capitale umano, scientifico e tecnologico e il significato e il ruolo degli indicatori di qualità ecologica a dimostrazione del potere "rivoluzionario" della Direttiva stessa. La sua attuazione tuttavia richiede un radicale cambiamento nella gestione delle risorse dell'ambiente che deve diventare una questione sociale e superare definitivamente le inefficienze di comunicazione tra scienza e politica. ; The Water Framework Directive (2000/60/CE) had forced Member States to adopt measures of protection and sustainable development connected to better quality of aquatic ecosystems as well as of their interconnected terrestrial and wet areas. Identification, classification and monitoring of water bodies are based upon indices and indicators, that are mainly biological, chemical-physical and hydro-morphological elements. From the comparison between those selected indexes and indicators of the analyzed water bodies and their reference sites the Ecological Quality Ratio derived. The study analyses the most relevant European and Italian Legislation about quality of water bodies, the financial investments in scientific projects that generate human, technological and scientific resources. The revolutionary aspects of the WFD are emphasized. Nevertheless, the actuation of the WFD requires radical changes in governance of environmental resources that has definitely became a social issue. Finally, the inefficient communication between policy makers and the scientific community must be overcome.

L'impermeabilizzazione delle superfici determina un'alterazione del sistema idrologico, con un incremento dei volumi e dei picchi dei deflussi delle acque meteoriche. Il fenomeno è destinato a progredire, sia per il contributo che vi deriva dalla costante crescita delle superfici urbanizzate (urban sprawl), sia per i cambiamenti climatici in atto, che accentuano la frequenza delle piogge critiche. Una serie di misure e tecniche (Best Management Practices, BMPs) sono state sviluppate per la gestione sostenibile delle acque meteoriche urbane. Alcune BMPs (es: verde pensile, bacini di detenzione/ritenzione, zone umide) possono svolgere inoltre una funzione ecologica (divenendo habitat per specie animali e vegetali), di termoregolazione, estetica e di promozione del capitale sociale. È quindi necessario sperimentare metodologie di progettazione e gestione del verde urbano e periurbano, la cui multifunzionalità consente di perseguire la strada della sostenibilità ambientale. Su tale traccia, questo lavoro presenta un percorso metodologico orientato a valutare alcune strategie integrate di controllo dei deflussi urbani, attraverso l'aumento della permeabilità di alcune parti sensibili di città. Il verde, quindi, non è visto come semplice infrastruttura necessaria a soddisfare generici standard urbanistici, ma ne sono analizzate le funzionalità, in questa prima fase di carattere idrologico, ma che, in prospettiva, con la stessa armatura verde, esso può assumere un ruolo ecologico, sociale, di mitigazione del clima e di emissione di gas clima-alteranti. ; Urbanisation phenomena, associated with soil sealing, can lead to an increase in surface runoff, environmental pollution and ecosystems degradation with risks to human health and economic losses by floods. Then, new urban development strategies and land management models are essential. The European Union Water Framework Directive (2000) requires Member States to draw up efficient measures to ensure sustainable use of water resources. Several Best Management Practices (BMPs) were developed at this aim. BMPs are usually multifunctional structures (e.g. wetland and green roofs) that can provide suitable Habitat for species and bring to the maintenance of biodiversity, allow climate regulation by evaporation and adsorption of solar radiation together with aesthetic/amenity, recreational and educational benefits, enhancing the urban quality of life and social interaction. However, especially in Italy, the full integration of BMPs in territorial planning and urban (re-) design is not fully realized yet. The control of water quality and quantity has often been realized by isolated and localized interventions (e.g. detention/infiltration basins) without a "smart" and systemic project based on a holistic environmental sustainability concept. Through an application of a synthetic index for urban permeability assessment (RIE Index), this paper presents a systemic approach to urban green planning to reduce surface runoff in a pilot area of Bari city, increasing soil permeability and reducing hydraulic risk. This green and sustainable stormwater management approach would be able to furnish environmental benefits and services to the citizens, enhancing quality of life in urban contexts.

Environmental quality is fundamental for the well being of human life. Environmental risk assessment and analysis have a crucial role for guaranteeing the safety of the population, especially in intensive urbanized and industrialized areas, such as the Campania region (Italy). In Italy, after the Legislative Decree 152/2006, the environmental risk assessment has become mandatory for contaminated lands such as brownfields and dismantled industrial activities. Despite the importance and fragility of the soil, it is rarely taken into account as a resource to be preserved. Moreover, due to the heterogeneity of many variables involved in the process, the environmental and human health risk assessments are used at the scale of a site, while the regional evaluation is very difficult, and keeps the administration sceptical in taking it into account for land planning and decision-making processes. During the last years, some international methodologies for ecological and human health risk assessment have been developed by national environmental agencies in many industrialized countries. An idea recently took place regarding the protection of soils: the monitoring of soil should be limited only to risk areas, as opposed to monitoring systems covering the entire territory. Focusing monitoring in selected areas would help to define priorities, increase efficiency of monitoring activities and reduce the monitoring costs. This is the reason why many methodologies for preliminary and simplified risk assessment of (potentially) contaminated sites, for the prioritization and planning of soil remediation and protection programmes, were developed. The only lack that these methodologies have is the absence of the spatial analysis. The aim of this research was to implement the human health risk assessment. For the purposes of the study we used 3535 topsoil samples, collected across the whole regional territory. The concentrations of 53 elements have been determined at Bureau Veritas Analytical Lab. Ltd (Vancouver, Canada), by means of an Aqua Regia extraction followed by a combination of ICP-MS and ICP-AES methods. After the statistical and cartographic elaboration of these regional dataset, we integrated one of the model of relative risk assessment for single contaminated sites with spatial analysis procedures. In order to support the spatial assessment of contaminated sites at the regional scale, the most suitable tool is the Geographic Information System (GIS). A new approach was applied, in order to assess/rank environmental risk by using geospatial analysis in a GIS platform to adapt a European-wide accepted methodology for the preliminary assessment of human health risks at single contaminated sites to a regional scale. The developed regional risk assessment methodology can be used by the regional administrations to select at regional level the "problem or priority areas". The identification of the problem areas is necessary for developing an efficient monitoring system and to produce a ranking of the risky areas to be used as a reference in determining the development of intervention plans, for better addressing the resources dedicated to the environmental remediation of widely contaminated regions. The methodology chosen as a reference for the risk assessment procedures is the PRA.MS (Preliminary risk assessment model for the identification of problem areas for soil contamination in Europe, 2005). Following the PRA.MS guidelines, a conceptual model for the human health risk assessment for the Campania region has been based on four different exposure routes: 1) dispersion of contaminants in groundwater, 2) dispersion in surface water, 3) dispersion in air, 4) direct contact with the contaminated media (soils). The source, the pathway and the receptor for each of the exposure route are scored on the base of a quantitative or qualitative analysis of some featuring characteristics (parameters). A total of 14 representative parameters were chosen, basing on the available regional data for Campania. Starting from these parameters values, the information is aggregated to higher levels in several steps, adopting a mixed additive and multiplicative algorithm, up to the overall risk score. The final risk map is classified according four classes of risk. This map was useful to identify the problem areas, characterized by a higher risk, where more detailed analysis had to be carried out. The identified area was located in a wide territory in the center of Campania region, between Avellino and Salerno municipalities, an high populated zone, where intensive agricultural and industrial activities are well developed. A high density survey has been carried out in this priority area; the concentrations of 53 elements have been measured on 102 new topsoil samples, followed by statistic and cartographic elaboration of the 15 potentially toxic elements (Sb, As, Be, Cd, Co, Cr, Cu, Hg, Ni, Pb, Se, Sn, Tl, V, Zn) for which the Italian legislation (D.Lgs. 152/06) established the trigger and action limits, by defining the contamination threshold values (CSC) for the amount of metals in topsoils or waters. The new methodology of GIS-based human health risk assessment has been again applied, in order to select sites of particular significance in terms of danger for the resident population. Some small areas characterized by high risk have been identified. New in situ measurements and classic follow up risk assessment should be here carried out to confirm if remediation actions are needed to guaranteeing the safety of the population. Other works has been contemporaneously elaborated during the PhD. Six months have been spent at the Geological Survey of Finland (GTK), where a work on a humus samples dataset have been carried out, under the supervision of Dr. Timo Tarvainen. Moreover a new Geochemical Atlas will be completed based on inorganic elements and organic compounds concentrations in marine sediments samples, collected in the Gulfs of Naples and Salerno.

L'Atlante Ambientale della Campania è uno strumento di sintesi della II Relazione sullo Stato dell'Ambiente volto a fornire, in modo diretto e leggibile, le informazioni ambientali legate al territorio. La georeferenziazione dei dati ambientali è infatti ormai il presupposto per qualsiasi analisi territoriale dello stato degli ecosistemi e delle pressioni antropiche sulle risorse naturali. Nell'ottica di politiche mirate ad uno sviluppo sostenibile è pertanto fondamentale disporre di informazioni sull'ambiente che consentano di valutare gli effetti della programmazione. In questo contesto l'Atlante costituisce la sintesi di un percorso, seguito dall'ARPAC, che in due anni ha consentito di realizzare un sistema conoscitivo strutturato per dare a cittadini, tecnici, decisori, il riferimento territoriale sulla situazione ambientale. Nell'Atlante sono riportate 48 carte tematiche di sintesi in scala 1:500.000 della Campania, 15 carte descrivono lo stato delle acque superficiali, sotterranee e marino-costiere, nonché le reti di monitoraggio attivate e le pressioni antropiche sugli ecosistemi. Gli elaborati cartografici sono stati costruiti a partire da oltre 50.000 dati analitici sulla qualità delle acque, tramite un approccio basato sull'integrazione fra competenze cartografiche, ambientali e di diffusione delle informazioni, quindi rappresentano una forma estremamente sintetica ed efficace di comunicazione ambientale. ; The Environmental Atlas of the Campania Region is a summary of the Il State of the Environment Report aiming at the presentation of environmental information about the territory in a direct and easily readable manner Georeferencing environmental data is the prerequisite for every kind of analysis concerning land use, ecosystems and human pressures on natural resources. The availability of information on the environment, useful for the evaluation of the effects of planning, is very important in the framework of policies devoted to a sustainable development. In this context the Atlas represents the synopsis of a path followed by ARPAC, which in two years realised a knowledgesystem created to offer to citizens, experts, stakeholder, the territorial reference about the state of the environment. In the Atlas 48 thematic maps at 1:500,000 scale are included, 15 maps illustrate coastal, Surficial and groundwater, as well as the monitoring networks activated and the human pressures on the ecosystems. The cartography has been build up starting from more than 50,000 analytical data concerning water quality following an approach centred on the integration of cartographic, environmental and communicational skills and hence is a very compact and efficient tool

Dottorato di ricerca in Scienze e tecnologie per la gestione forestale ed ambientale ; Il persistere di sensibili livelli di inquinamento e di fenomeni di eutrofizzazione nei corpi idrici, nonostante l'evoluzione tecnologica degli impianti di trattamento delle sorgenti puntiformi e la capillarità dei controlli, ha mostrato l'importanza dell'impatto ambientale delle fonti d'inquinamento di tipo diffuso, ed in particolare di quelle di origine agricola. L'entità e la diffusione del problema sono tali da aver attirato negli ultimi anni una crescente attenzione, a livello locale, nazionale ed europeo, da parte degli Enti preposti alla gestione del territorio e delle Istituzioni legislative, le quali hanno prodotto una notevole quantità di strumenti normativi e pianificatori (1991/696/CE; 2000/60/CE; L. 183/89; D.lgs. 152/99). Considerata la complessità del fenomeno ed il suo stretto legame con la gestione del territorio, una strategia di contrasto efficace non può prescindere da un approccio ed un esame del problema di tipo integrato, pertanto, uno studio a scala di bacino idrografico può essere certamente proficuo, quando non necessario. Il presente lavoro di tesi, svolto nell'ambito del progetto di ricerca europeo EuroHarp (EVK1-CT-2001-00096), è consistito nello studio e nell'applicazione di modelli matematici per l'analisi e la quantificazione a scala di bacino idrografico dei fenomeni di inquinamento da fonti diffuse e nell'analisi delle interazioni esistenti fra gestione del territorio e lo stato complessivo dei corpi idrici. Nel corso del nostro studio un'attenzione particolare è tata rivolta al comparto agro-forestale. Dopo aver esaminato e confrontato fra loro i principali modelli di simulazione descritti in letteratura numerose ragioni, connesse alle sue caratteristiche, ci hanno indotto all'adozione del modello SWAT (Soil and Water Assessment Tool) nato dalla collaborazione fra lo USDA-ARS e la A&M Texas University. Si è scelto di applicare il modello al bacino idrografico del fiume Enza (Emilia Romagna), poiché per la complessità delle caratteristiche (orografia, land cover, land management) del suo territorio e la completezza delle informazioni climatico–ambientali disponibili, si presentava particolarmente idoneo ai fini del nostro studio. Trattandosi di un modello di tipo gestionale, SWAT ci ha permesso non solo di stimare l'apporto ai corpi idrici dei nutrienti di origine agricola (azoto e fosforo), sulla base dell'attuale uso e gestione del territorio, ma anche di simulare scenari di management differenti e quindi di valutare gli effetti di diverse pratiche di gestione e di uso del suolo. SWAT inoltre ci ha consentito di eseguire anche una stima del bilancio idrologico, e delle sue componenti (sotterranee e superficiali), oltre ad una valutazione del carico dei sedimenti prodotti, permettendo pertanto un'analisi complessa, quantitativa e qualitativa, dello stato del bacino. Analisi che abbiamo potuto approfondire a più livelli, ovvero a livello di corso d'acqua, di intero bacino, di sottobacini ed, in fine, di HRU (Homogeneous Response Unit), cioè di singole unità "soil type – land use". La possibilità di interfacciare il modello con il GIS ArcView, oltre a semplificarne le modalità d'impiego ed ampliarne la versatilità, ci ha permesso di elaborare una serie di carte tematiche in cui sono facilmente riconoscibili, ad esempio, le aree che contribuiscono maggiormente all'apporto di nutrienti o alla produzione di sedimenti oppure nelle quali è più elevato il runoff o la percolazione e così via. ; High pollution levels and eutrophication persisting in the water bodies, despite the technological evolution of the WWTP and the capillarity of the point sources controls, it has shown the importance of the environmental impact of the diffuse pollution sources, especially from agricultural land. The huge diffusion of the problem has attracted in the last years an increasing attention, from local to EC level, of management authority and legislative institutions, that have produced several normative and planners tools. Considered the complexity of the event and his links with the land management, an effective contrast strategy cannot put aside from an integrated approach and examination of the problem, therefore, a study at basin scale can certainly be profitable, when not necessary. This research, developed within the European project EuroHarp (EVK1-CT-2001-00096), has consisted in the study and in the application of mathematical models on the analysis and quantification at basin scale of diffuse pollution dynamics, with specal attention to agricultural sources. Also it has been investigated the interactions between land management and water bodies status. After the test of the main simulation models described in literature numerous reasons, connected to the characteristics of the model, have leaded us to the use of SWAT (Soil and Water Assessment Tool), produced by the USDA-ARS and the A&M Texas University. The model has been applied to the Enza river basin (Emilia Romagna), particularly fit to the goals of our study due to the complexity of the land management and the completeness of the available climatic and environmental data. River Enza, a tributary of the Po river, originates in the Apennines at the border of Tuscany and Emilia Romagna, between the Acuto mountain (1756 m a.s.l.) and the Alpe di Succiso (2016 m a.s.l.).The river flows for about 99 Km and drains a catchment area of 900 km2, that can coarsely be divided into three parts: a southern mountain area, a central hilly area and a northern plain area. The main tributaries of the Enza River are the Termina and Tassobbio torrents. Being a managerial model, SWAT has not only allowed us to assess of the nutrients (nitrogen and phosphorus) loads from agricultural land in the water bodies, on the base of the actual land use, but also to simulate different management scenerios and therefore to evaluate the effects of different management practices and land use. Besides SWAT has allowed us to assess the water balance and the sediments load, allowing therefore a complex, quantitative and qualitative analysis, of the state of the basin. Analysis that we have been able to multilevel deepen: reach; whole watershed; subbasins; HRUs (Homogeneous Response Unit), that are single "soil type - land use" units. The user during the simulation process can employs the ArcView GIS interface, it simplifies the model use and improve its versatility. Also using the interface the user can produce thematic maps, very helpful to highlight subbasins with high nutrient or sediment loads, high runoff, and so on.

Urbanization phenomena, associated with soil sealing, can lead to an increase in surface runoff, environmental pollution and ecosystems degradation with risks to human health and economic losses by floods. Then, new urban development strategies and land management models are essential. The European Union Water Framework Directive (2000) requires Member States to draw up efficient measures to ensure sustainable use of water resources. Several Best Management Practices (BMPs) were developed at this aim. BMPs are usually multifunctional structures (e.g. wetland and green roofs) that can provide suitable Habitat for species and bring to the maintenance of biodiversity, allow climate regulation by evaporation and adsorption of solar radiation together with aesthetic/amenity, recreational and educational benefits, enhancing the urban quality of life and social interaction. However, especially in Italy, the full integration of BMPs in territorial planning and urban (re-) design is not fully realized yet. The control of water quality and quantity has often been realized by isolated and localized interventions (e.g. detention/infiltration basins) without a "smart" and systemic project based on a holistic environmental sustainability concept. Through an application of a synthetic index for urban permeability assessment (RIE Index), this paper presents a systemic approach to urban green planning to reduce surface runoff in a pilot area of Bari city, increasing soil permeability and reducing hydraulic risk. This green and sustainable storm water management approach would be able to furnish environmental benefits and services to the citizens, enhancing quality of life in urban contexts.

This report summarizes the finding of the InHabit project on the importance of atmospheric nitrogen deposition in affecting the chemical composition of lake water and in eventually altering the biological communities living in them. Previous deliverables (I2d5, Id26 and I2d7) have shown that; 1. in both regions studied in the InHabit project (Piedmont and Sardinia), atmospheric deposition of nitrogen compounds is relevant; 2. the flux of nitrogen from the atmosphere to the ecosystem is markedly larger in Piedmont than in Sardinia; 3. models of the dynamic behavior of nitrogen in forested catchments indicates that Piedmon soils are mainly N-saturated, so that nitrogen carried by atmospheric deposition can be released form forest soil to the surface water; 4. in Sardinia, soil are less saturated, but a part of the deposited nitrogen is still carried to surface water; 5. trend analysis of deposition and stream water revealed that nitrogen deposition is stable or slightly decreasing in recent years, both in atmospheric deposition and in stream water; 6. the importance relative importance of N deposition is relevant for sites in or close to reference conditions; 7. the relationships between environmental variables and organisms belonging to the four biotic communities used to define the lake's ecological quality, according to provisions of the Italian legislation (D.Lgs. 260, November 2010) and the European Water Framework 2000/60 differ depending on the biological quality element considered; 8. phytoplankton community shows the clearer responses: according to the result of multivariate analysis, total nitrogen and ammonium nitrogen are among the most significant factors explaining the relationships among phytoplankton orders, species and environmental variables. In particular, cyanobacteria increased considerably with increasing availability of ammonium nitrogen. Conversely, high concentrations of this compound suppress the development of diatoms. On the basis of those results, which are summarized in this deliverable, we focused on the effect of different levels of nitrogen in lakes with low phosphorus concentration, slightly affected by direct trophic pressure and close to the reference conditions. The comparison between two lakes in Piedmont with low P concentration and high N concentration with two reservoirs in Sardinia with low levels of both nutrients shows that the formers are dominated by diatoms and the latter by dynophytes. Two reservoirs in Piedmont with high N levels are also dominated by diatoms. In spite of the small number of lakes studied, it seems that dynophytes are more fitted to low N lakes, probably because of their ability to use an heterotrophic metabolism, while lakes in reference conditions are generally considered to be dominated by oligotrophic diatoms, Our findings call for deeper studies on reference conditions in the Mediterranean ecoregion, because they suggest that lakes not affected by direct trophic pressure, i.e. reference lakes, may host different diatom communities depending on the amount of nitrogen deposition they receive.

2005/2006 ; Il presente lavoro di dottorato ha avuto come obiettivo l'identificazione e l'interpretazione di situazioni di riferimento e di relazioni tra caratteristiche abiotiche e caratteristiche biotiche in ambienti marini costieri, attraverso l'uso di metodi multivariati tradizionali e di metodi basati sulle reti neurali per la classificazione, l'analisi di gradiente e la modellazione di dati ambientali. Il crescente interesse per gli ambienti marini e in particolare per le aree costiere nasce dall'importanza che tali aree hanno per la vita dell'uomo, e dalla considerazione che esse sono soggette a molteplici impatti antropici che interagiscono con le grandi eterogeneità e variabilità intrinseche degli agenti forzanti naturali degli ambienti costieri. In particolare le aree costiere sono interessate da elevata densità abitativa, sono sede di attività portuali ed industriali, di attività di pesca ed acquacoltura e di attività turistiche. Le esigenze contrastanti di tali attività devono inoltre permettere una fruizione senza rischi delle aree marine costiere per attività di diporto e di tempo libero, e spesso tutto ciò è in contrasto con le esigenze di conservazione del loro valore naturalistico, paesaggistico, storico ed artistico. Per una corretta implementazione di politiche di conservazione biologica, gestione e recupero ambientale è dunque necessaria l'identificazione di situazioni di riferimento, e la descrizione della loro evoluzione nel tempo e nello spazio, contro di cui confrontare la situazione attuale o gli obiettivi di ripristino posti dalla legislazione. L'importanza di tale obiettivo è riconosciuta nell'ambito scientifico internazionale e recepita da recenti disposizioni legislative. In particolare la direttiva europea 2000/60/CE prevede che siano effettuate analisi delle caratteristiche dei diversi corpi d'acqua e che siano definite delle condizioni di riferimento tipiche specifiche per ognuno di essi. Gli elementi da considerare per le acque costiere e le acque di transizione per raggiungere tali obiettivi includono la composizione e le abbondanze delle popolazioni planctoniche e bentoniche, i parametri chimico-fisici e le condizioni morfologiche. Nel presente lavoro di ricerca sono stati analizzati dataset riferiti ad ambienti costieri e di transizione dell'Adriatico settentrionale. Secondo la disponibilità di dati, tali dataset contenevano variabili chimico-fisiche (p.es. temperatura, salinità, nutrienti), morfologiche (p.es. profondità), idrodinamiche (p.es. tempi di residenza) e biologiche (p.es. abbondanze planctoniche, ricoprimenti bentonici). L'obiettivo delle analisi sui dataset di parametri chimico-fisici è consistito nell'identificazione di masse d'acqua omogenee, che consiste nell'individuazione del numero delle masse d'acqua, nella descrizione delle loro caratteristiche in funzione delle variabili utilizzate, nella derivazione di una loro evoluzione spazio-temporale tipica, e nell'interpretazione della loro dinamica in funzione di fenomeni e forzanti noti. A tal fine sono stati utilizzati soprattutto metodi multivariati di ordinamento e clusterizzazione, quali k-means, Self-Organizing Map, fuzzy k-means. L'obiettivo dell'analisi su dati biologici era l'identificazione e la descrizione di biocenosi caratteristiche di una certa area e momento. I dati biologici erano riferiti ad organismi appartenenti ad un unico comparto trofico (p.es. autotrofi), oppure ad organismi di comparti trofici diversi. In generale, si è cercato di caratterizzare ogni biocenosi attraverso l'individuazione delle specie caratteristiche, cioè quelle che indicano il verificarsi di determinate condizioni ambientali, e delle specie dominanti, cioè quelle che maggiormente contribuiscono ai flussi di materia ed energia in ogni biocenosi. Un ulteriore obiettivo è stata la ricerca di relazioni tra biocenosi e variabili chimicofisiche e spazio-temporali, e l'interpretazione di tali relazioni secondo plausibili modelli causali. Per questi fini sono stati utilizzati metodi di analisi di gradiente indiretta (clusterizzazione e ricerca relazioni con variabili), metodi di analisi di gradiente diretta (Redundancy Analysis, Canonical Correspondence Analysis) e metodi di predizione (Backpropagation Neural Network). Il lavoro si è quindi articolato in diverse fasi nel corso delle quali sono stati considerati aree e metodologie diverse in funzione della disponibilità ed accessibilità di dati storici o attuali. Per analizzare dataset molto diversi tra loro è stato necessario l'utilizzo e la messa a punto di strumenti avanzati di analisi e modellamento dei dati e di presentazione dei risultati. I problemi più frequentemente incontrati erano legati alla tipologia dei dataset disponibili, quasi mai costruiti con lo scopo di testare un'ipotesi precisa, ma risultanti piuttosto da fusioni a posteriori di insiemi di dati raccolti nel corso di progetti diversi, con finalità , metodologie e disegni sperimentali differenti. Molte volte i dati sono stati raccolti con una copertura insufficiente nella dimensione spaziale o temporale, che ha reso quindi difficoltosa l'applicazione di metodi statistici rigorosi e la generalizzazione dei risultati nel dominio del tempo e dello spazio. In fase di pretrattamento è stato sovente necessario ricorrere a procedure di trasformazione e di aggregazione dei dati, e di codifica di alcuni parametri in variabili qualitative. Le variabili biologiche hanno presentato ulteriori problemi data la stocasticità dei fenomeni biologici, l'incertezza nella determinazione di alcune specie e la conseguente eterogeneità e complessità dei dataset. La scelta della metrica opportuna è stata quindi un passo necessario in tutte le analisi su dati biologici. In particolare gli studi effettuati nel lavoro di dottorato ed esposti nella presente tesi sono i seguenti: studio sulle masse d'acqua del golfo di Trieste e della laguna di Venezia in base ai parametri chimico-fisici; studio su 10 anni di popolazioni fitoplanctoniche lungo la fascia costiera del Veneto e su 30 anni di campionamenti di popolazioni fito e zooplanctoniche nella laguna di Venezia; studio sulle comunità planctoniche multitrofiche nella laguna di Venezia; studio sulle comunità fito e zoobentoniche nella laguna di Venezia.

Sempre più scarsa e meno accessibile, l'acqua sta assumendo i connotati di una risorsa pregiata in grado di alimentare marcate iniquità. Gli elevati consumi dovuti all'uso civile – nei settori domestico e terziario – accrescono la pressione sull'ambiente, tracciando una condizione di stress idrico molto alto in gran parte delle città italiane. Il tema della gestione delle risorse idriche all'interno degli edifici si pone quindi come un campo di indagine prioritario, e come processo centrale nell'approssimazione a un modello di sostenibilità nell'edificazione, oggi individuabile nel Regenerative Design. La scarsità idrica rappresenta un rischio pendente derivato da interferenze di natura ambientale, tecnologica, economica, sociale e politica, con conseguenze sulla disponibilità e l'accessibilità alle risorse. La ricerca si pone di interpretare il principio di sostenibilità nella gestione delle risorse idriche, attraverso la comprensione delle principali pratiche di riferimento, negli edifici, per la raccolta, il trattamento e il riuso, che consentano di preservarne la quantità e la qualità – in un'ottica di circolarità, come diversi casi di studio sono in grado di documentare. Lo studio è volto a estendere i margini dell'analisi a tutte le componenti che contribuiscono, anche indirettamente, alla definizione del consumo lungo tutte le fasi di operatività dell'edificio e a integrare i criteri valutativi attraverso la costruzione di Key performance indicators, strumentali a definire la rilevanza delle strategie e l'affinità con gli obiettivi della ricerca. Il risultato è la proposta di un modello rigenerativo con strategie complementari di intervento nelle costruzioni, capace di fornire uno strumento di supporto nell'affrontare decisioni progettuali consapevoli e funzionali alla prevenzione del rischio di scarsità idrica. ; Increasingly scarce and less affordable, water is taking on the characteristics of a precious resource able to increase marked inequities. The high consumption due to civil use – in domestic and tertiary sectors – fuels the pressure on the environment, drawing a very high water-stress condition in most Italian cities. The issue of water resources management within buildings stands as a priority field of investigation, and as a central process in the transition to a sustainability model in construction, today recognizable as 'Regenerative Design'. Water scarcity represents a pending risk derived from environmental, technological, economic, social and political interferences. It threatens consequences on the availability and affordability of resources. The research aims to interpret the sustainability principle in water resources management, through the understanding of the best practices for harvesting, collection, treatment and reuse – with a circular approach – to preserve water quantity and quality in buildings, as various case studies can attest. The work tries to extend the field of analysis to all the components that contribute, even indirectly, to water consumption along all phases of the building's life cycle and to integrate the evaluation criteria through a set of Key performance indicators, instrumental to define the relevance of strategies and the affinity with the research objectives. The result is the proposal of a regenerative model with complementary approaches for buildings, capable of providing a support tool to address aware and functional design choices in preventing water scarcity risk.

The history of the cities shows as disinterest towards suburbs and bad government produced degradation in all the Countries of the planet. The project - Energy of the Memory - is located into the Agricultural Park in the south area of Milan. The project integrates the secular witness of the farms into the landscape by raising awareness of the generations for the culture of safeguard of the park, and for a cutting-edge production. Within this "geographic restoration" there is the integration of a matrix energy linked to water. The project gives indications of territorial policy and involves the re-use of architectural and hydric systems, with a new vocation for workshops and ecoterritorial museums. The project, funded through the production of clean energy, aims to become a research center for energy technology. Small and timely interventions, scattered and culturally incorporated, could produce gains in both environmental and economic, as well as employment and cultural activities. A better future for a magnificent territory, starting from what already exists, imagining a possible world, made of new energy and old memories.
