The need to keep the expected level of production in agriculture generates a serious burden on the environment. The most important environmental factors exposed to the impact of agriculture include biodiversity and water, air, and soil quality. Assessments of all these environmental aspects related to agricultural production are negative. The condition of the agricultural environment has been subject to rapid deterioration. In such a situation, environmental instruments have drawn particular attention from the European legislature when developing new guidelines of the Common Agricultural Policy to be applicable after 2020. ; Utrzymanie oczekiwanego poziomu produkcyjności w rolnictwie generuje poważne obciążenie dla środowiska naturalnego. Do najważniejszych czynników środowiskowych narażonych na oddziaływanie rolnictwa zalicza się różnorodność biologiczną, ilość i jakość wody, powietrza oraz gleby. Oceny wszystkich wskazanych aspektów środowiskowych towarzyszących produkcji rolnej wypadają negatywnie. Stan środowiska rolniczego ulega szybkiej degradacji. W takiej sytuacji instrumenty ochrony środowiska doczekały się szczególnej uwagi prawodawcy europejskiego tworzącego nowe programowe założenia Wspólnej Polityki Rolnej obowiązującej po roku 2020.

CONCEPTION OF THE UNDERGROUND WATER MONITORING Summary Conception of monitoring of the quality of underground waters has been presented for the country. It predicts that observation of the quality of underground waters and deep waters will be performed in the bench-mark and datum network in the frame of the Environmental State Monitoring (ESM) and as well as in regional and local networks organized by local authorities and/ or the owners of facilities being a threat for quality of groundwaters. In the first stage of organisation of the whole country network following wells will be used: observation wells of the State Geological Institute, municipal and industrial boreholes, dug observation wells of the Institute of Meteorology and Water Administration. Finally, new boreholes uptaking ground and deep waters will be performed. Attention was paid for the need of monitoring organisation in close-to border areas, especially in the south of the country. The results of observation will be gathered in State Survey for Protection of the Environment and in State Geological Institute which will be taking a part of coordinator of Environmental State Monitoring in the sphere of underground waters. Interpretation of the results will be conducted statistically and cartographically with consideration of all the factors which influence the quality of the waters. Complementary data will be obtained from other monitoring lines of ESM. It is assumed that the results of investigation will be widely used by state administration and self-governments and to inform the society about the quality of groundwaters.

The new EU Strategy for the Danube Region came into force on April 13, 2011. Referred to as the Danube Initiative it assumes cooperation within a greater European macro-region covering 1,080,000 km2 with over 115,000,000 inhabitants. The region encompasses as many as fourteen states, six of which are currently outside the European Union. Brussels aims to develop an improved transportation network inside the region by means of water, rail and roads, achieve stronger commitment to environmental protection, contribute to increased prosperity in this part of Europe and improve institutional cooperation in order to fight corruption and organized crime. Achieving these challenging goals is to result in increased unification of the region, in particular its less developed territories, with the UE in terms of economy and social development. The implementation of the Danube Initiative does not involve the establishment of any new institutions or resources.
