Este texto es posible gracias al invaluable aporte que Dieter Nohlen le ha brindado a la ciencia política y, especialmente, a los temas institucionales y electorales, los cuales son de vital trascendencia dentro de la disciplina, incluidos los sistemas democráticos actuales. Por ello, cada una de las palabras aquí publicadas son un tributo, por lo demás sincero y profundo, a este hito de la ciencia política moderna, reconocido como tal por sus discípulos y discípulas, como también por sus pares académicos. Por ello, no se puede dudar de que Nohlen será estudiado por siempre; sus enseñanzas serán perpetuas y sus libros un baluarte histórico para los futuros estudiantes de esta disciplina. Ahora bien, en los Estados modernos, casi todos democráticos por lo menos en su definición empírica,1 uno de los fenómenos más comunes, repetitivos y discutidos es el de la participación política en todas sus manifestaciones

ABSTRACT The purpose of this article is to critically and systematically find out, inventory, and interpret the concept of Muhammad Hatta's democracy.The method used is library research. Data analysis was carried out by using elements of qualitative research method in the field of philosophy, which includes historical methods, descriptions, internal coherence, and hermeneutics. The theory used is Colar Gould, which is a four theses work of the concept of freedom. The results show a concept of freedom that must be more widely understood on the availability of social and material conditions, legal politics, as well as socioeconomic equality, reciprocating equality of participation. RESUMEN El propósito de este artículo es descubrir, inventariar e interpretar de manera crítica y sistemática el concepto de democracia de Muhammad Hatta. El método utilizado es la revisión bibliográfica. El análisis de datos se realizó utilizando elementos del método de investigación cualitativa en el campo de la filosofía, que incluye métodos históricos, descripciones, coherencia interna y hermenéutica. La teoría utilizada es Colar Gould, que consta de cuatro tesis del concepto de libertad. Los resultados muestran un concepto de libertad que debe entenderse más ampliamente sobre la disponibilidad de condiciones sociales y materiales, políticas legales, así como la igualdad socioeconómica y reciprocidad de participación.

In a few months, technoscience will make it possible to clone a human being. Western governments had banned it in their respective countries, but given the dominance of economic and technological power, it will always be possible to find a scientist and an entrepreneur who wish to carry it out. Although many will disagree, the truth is that there is a force that drives us to continue along the path opened up by bioengineering. From our spaces, we need to think serenely again about this phenomenon that surrounds us, despite living on the margins of modernity. ; En pocos meses, la tecnociencla hará posible la clonación de un ser humano. Los gobiernos occidentales lo habían prohibido en sus respectivos países, pero dado el dominio del poder económico y tecnológico, siempre será posible encontrar un científico y un empresario que deseen realizarla. Aunque muchos estarán en desacuerdo, lo cierto es que hay una fuerza que impulsa a seguir por ese camino abierto por la bioingeniería. Desde nuestros espacios, necesitamos volver a pensar serenamente sobre este fenómeno que nos envuelve, a pesar de vivir al margen de la modernidad.

The purpose of the research is to develop a comparative analysis of the essence of the abuse of the occupational (official) position within the framework of the science of criminal law. It is indicated that criminal liability for the abuse of the occupational (official) position in the performance of his duties has been established for certain specific offences under the Special Part of the Criminal Code of Ukraine. To achieve the stated objective and solve the stipulated tasks, general and special scientific methods were used, in particular, the structural system to analyze crime in the field of official activities and prevent it as a theoretical problem and holistic phenomenon throughout the process. The results obtained allow us to conclude that, in most countries of continental Europe there is a simplification of the qualification of the actions committed by an official in a single article, however, there is a clear link with the consequences caused in the form of pecuniary damage, which allows the prosecution to build much faster a causal component of the actions of a person within a single legal criminal corpus and pass evidence to the court.

This article analyzes the main conceptual approaches to understand a new type of information society. The methodology used in terms of intellectual operations to process information combined the dialectical method, historical method, comparative method, systemic and functional method, formal and logical method. The formation of the information society is the result of the new global social revolution that is based on the explosive nature of development and the convergence of information and communication technologies. It is a knowledge society, where the main condition for the well-being of each person and each state is the knowledge acquired due to free access and the ability to work with information. By way of conclusion, everything indicates that the main value of the information society is the formation of open access information spaces that improve the quality of life and human capacities, and promote the development of open societies.

The purpose of the study was to learn the essence of administrative and legal relations in the sphere of social protection of persons with disabilities, to identify their characteristic features and, at the same time, to provide a legal description. A complex of scientific knowledge methods were used, based on the technique of analysis and synthesis, formal-legal, logical-semantic and statistical generalization. Administrative and legal relations in the sphere of social protection of disabled persons are an integral part of the state administration, whose policy is aimed at ensuring their social protection on an equal footing with other citizens, in terms of their participation in public life. It is concluded that, the state policy in the field of social protection of persons with disabilities consists in providing a certain list of social payments, social services and implementation of rehabilitation measures, etc., which determines the special legal status of these persons. It has been shown that military actions on the territory of Ukraine are associated with an increase of citizens suffering from various degrees of damage, leading to persistent disorder of health and life activities, in terms of disability.

The purpose of the study was to clarify the methodological foundations of the essence of public administration bodies as subjects of administrative procedural law. The methodology of scientific work is determined by the optimal combination of general and special methods of scientific knowledge, which made it possible to form a holistic understanding of the legal form of social phenomena accompanying the development of the state. It is proved that administrative procedural law has its own system, the primary element of which is the administrative procedural norm, so that its normative impact coincides with the purpose of administrative procedural law, namely the practical implementation of administrative and legal norms in the field of public law and, by extension, public administration, i.e. the transformation of substantive administrative law norms at the level of practical implementation of a particular right of a person. The system of administrative procedural law, consisting of rules, institutions and administrative procedural sub-sectors, stands out. Everything leads to the conclusion that the system of administrative-procedural law is in the formative stage and is structurally composed of administrative-procedural norms, institutions and sub-branches and is essentially related to the substantive norms of administrative law.

Organismos Internacionales como la OCDE, la UNESCO y la Unión Europea ponen de manifiesto la función del liderazgo como estrategia clave que augura calidad en la educación. Paralelamente, una universidad que aspire a ser una verdadera institución de educación superior no puede obviar la ética que conlleva implícita toda acción sobresaliente. Bajo estas premisas presentamos una experiencia educativa donde la excelencia ética se muestra como elemento esencial de liderazgo en el ámbito universitario. Una experiencia donde lo cualitativo prima ante lo cuantitativo y donde los estudiantes sobresalientes ponen de manifiesto las cualidades que hacen de ellos merecedores de la distinción de Matrícula de Honor. Se trata de liderar acciones educativas que conviertan el resultado en procesos de participación y de responsabilidad social y ética al mismo tiempo que animan a los estudiantes a asumir compromisos individuales y colectivos. Ética y liderazgo quedan por tanto hermanadas en un trabajo final donde ciertos alumnos sobresalientes demuestran ser, sobre todo, estudiantes excelentes ; International organizations such as the OECD, the UNESCO and the European Union highlight the role of leadership as a keystone that improves quality in education. In addition, universities should aspire to include ethics if it want to achieve a higher education level and outstanding actions. Under this rationale we present and educational experience where ethical excellence is shown as an essential element of leadership at university. An experience where qualitative prevails above quantitative premises and where outstanding students show the qualities that make them perfect candidates for the higher academic qualification in Spain (Matrícula de Honor). With this aim, we will talk about leading educational actions that turn the result into social and ethical process. At the same time we encourage our students to assume individual and collective commitments. Finally, ethics and leadership are therefore twinned in final essay where some outstanding pupils prove to be, above all, excellent students

The political theory of Julien Freund, especially known for his magnum opus of 1965, L'es­sence du politique, rests on the philosophical and epistemological bases that he himself defined as "theory of essences". This theoretical model, even if he applied at first to the political, was conceived nevertheless as an instrument of global analysis of social phenomena in an ontophenomenological and, consequently, anthropological sense. There is not yet, however, a complete exposition of this theory, on which we intend to offer here a first systematic study, in relation especially to two issues: the historical circumstance in which the theory was forged and its general epistemological intention, that can only be properly understood in its original metaphysical sense. ; La teoría política de Julien Freund, conocida especialmente por su obra cumbre de 1965, L'essence du politique, descansa sobre bases epistemológicas y filosóficas que él mismo condensó en su "teoría de la esencia". In this article I propose to interrogate the ethical - political statute of the law in its ontological difference concerning the merely normative or countable thing.In order to do that I comment some theoretical contributions of Alain Badiou, Jacques Rancière, Jacques Lacan, Giorgio Agamben, Slavoj Zizek, Jean - Luc Nancy and Roland Barthes, that allow us to think closer than the discernible by the language. The main idea that involves the crossing of these affine references is to circumscribe the fleeting act of affirmation of the law qua difference that enables the constitution of a political subject remarking its essentially ethical dimension ; En el presente artículo me propongo interrogar el estatuto ético-político de la ley en su diferencia ontológica respecto a lo meramente normativo o contable, para ello comento algunos aportes teóricos de autores como Alain Badiou, Jacques Rancière, Jacques Lacan, Giorgio Agamben, Slavoj Zizek, Jean-Luc Nancy y Roland Barthes, que nos permitirán pensar más acá de lo discernible por el lenguaje establecido. La idea principal que conlleva el cruce de estas referencias afines aunque disímiles, es la de circunscribir el acto fugaz de afirmación de la ley qua diferencia que habilita la constitución de un sujeto político, remarcando así su dimensión esencialmente ética.

Alegato en favor del concepto clásico de belleza y en contra de la concepción postmodernista de que todo puede ser arte y todos artistas. Se trata de rescatar la concepción de estética contenida en las obras de la Escuela de Frankfurt, especialmente de Theodor W. Adorno y Herbert Marcuse: el arte como lealtad a la promesa de felicidad. Se rescata la función crítica y anticipativa del gran arte y se pone en cuestión el carácter presumiblemente progresista y democrático del arte contemporáneo. Las élites actuales, legitimadas democráticamente, comparten las mismas inclinaciones estéticas de las masas, pero ejerciendo una función manipulativa en la configuración de la vida cotidiana. ; A plea in favor of the classic concept of beauty and against the post-modern conception of the fact that everything can be art and everyone can be an artist. There is an attempt to rescue the aesthetic conception contained in the works of the Frankfurt School, especially those of Theodor W. Adorno and Herbert Marcuse: art as faithfulness to a pledge for happiness. The critical and anticipatory function of the great art is revived, and the presumably progressive and democratic character of contemporary art is questioned.
