Na przestrzeni ostatnich dwóch dekad możemy obserwować wyraźny wzrost znaczenia regionalnych i etnicznych tożsamości, prowadzący do powstawania coraz większej liczby ugrupowań etnoregionalnych i regionalnych. Mimo to – podobnie jak w przypadku wielu innych, istotnych i aktualnych współcześnie zjawisk społecznych – zdania badaczy w kwestii przyczyn reetnicyzacji systemów partyjnych, funkcjonowania partii etnoregionalnych, ich typów czy relacji z demokracją pozostają podzielone. Celem artykułu jest przybliżenie toczącej się w tym zakresie dyskusji oraz zaprezentowanie na jej tle wstępnych wyników badań dotyczących funkcjonowania wybranych ugrupowań etnoregionalnych w Serbii i Chorwacji. ; The author carries out an analysis of the functioning of ethnoregionalist parties in Serbia and Croatia in relation to the theoretical principles presented in the paper and pertaining to the activities of ethnoregionalist parties (ERP). The paper aims to shed some light on the discussion on this topic and present the results of preliminary research into the functioning of selected ethnoregionlist groups in these two countries. The author believes that parties of this kind are changing both their postulates and strategies. Changes to the strategies of ethnoregionalist parties are significantly influenced by the policy of the state towards the minorities that reside in its territory and the policy of their respective native states.

Problem granic w Afryce nie wiąże się z nieprawdziwym faktem, iż są one "sztuczne" czy "młode" – jako że są w większości starsze niż granice państw europejskich – ale z tym, iż stanowiły dzieło Europejczyków i że nawet do tej pory nie został jeszcze zakończony proces ich delimitacji, a szczególnie demarkacji. O ich trwałości z kolei świadczy zaakceptowana zasada uti possidetis, podkreślana wielokrotnie w wyrokach Międzynarodowego Trybunału Sprawiedliwości i w rezolucjach ONZ. Inne natomiast traktowanie granic w Afryce może prowadzić do rewizjonizmu terytorialnego i konfliktów, a nawet wojen. ; The problem of borders in Africa is not related to the false fact that they are 'artificial' or 'young', for in their majority they are older than those of European countries, but to the fact that they were created by Europeans and even today the process of their delimitation, and especially demarcation, has not been completed. The subject of this paper is an analysis of the element of integration and desintegration in process of creating of Silesian ethnicity. The author proposes the political theory interpretation of processes, which took place on Upper Silesia in last three decades. For this purpose propose a category of Silesian politics, which is a term to named a specific of political life in this region. This political life is based on multi-directional relationship of politcal subjectivities, which expressed in dyad integration-desintegration. This dyad is an interpration scheme, which allows to describe negative dependence, when integration of first subject is conditioned of desintegration of second subject. In this paper the author propose to structuring of political life by pointing three levels (the organised subjects, public sphere, individual) of political life participants action, and in frame of this levels problems planes, which are include a issue, to which they relate.

The South-East European Cooperation Process (SEECP) was launched in 1996, however, its functioning is an ongoing research phenomenon. This regional cooperation format includes all 13 states of South-East Europe. It was established as a forum of political dialogue and consultation, where regional issues could be addressed at the highest level. One of the objectives of the SEECP was security cooperation. The aim of this article is to analyse the role of the SEECP in maintaining security in the region of the Western Balkans. This article argues that since 1996, the SEECP has been evolving and is becoming an important format of regional cooperation in South East Europe, however, it plays a limited role in maintaining the military security of the post-conflict states of the Western Balkans. From the point of view of the members of the SEECP, military security and peace could be obtained through the integration of the participants of the SEECP, in particular those located in the Western Balkans, with the European Union and the North Atlantic Treaty Organization. The article also shows that establishing the SEECP did not eliminate tensions and riots based on ethnicity in some states of the Western Balkans and so, the SEECP still has a lot to do in the matters of reconciliation and good-neighbourliness. The article is based on primary and secondary source analysis, case study method comparative analysis, and the historical method.
The issue оf contemporary Macedonian state consolidation in the context of its aspiration to the European Union Since its establishment, the Republic of Macedonia has been facing the crisis of social and political system. This is connected with the complicated ethnic and religious relations, difficult economic condition of the state and complex, international circumstances in the Balkans. The European Union makes the membership of Macedonia in its structures dependent on the implementation of solutions preventing the renewal of the armed conflict between the Macedonian authorities and Albanian rebels in the year 2001. The reforms implemented on the basis of the Ohrid Framework Agreement (2001) are designed to provide the social and economic stability in the country, mainly through the cooperation between Macedonians and Albanians. The imbalance between the strengthening of the position of the Albanian national minority in the entirety of the state system and the progress in the establishment of the civil society raises the concern of the observers of the social and political life in Macedonia. The division of the society based on the ethnicity criterion is strengthened in Macedonia. The opportunity of the development of cooperation over the ethnic divisions is limited due to a strong role of nationalistic sentiments, insufficient legitimacy of framework agreement by the citizens and pathologies of social and political life (corruption, organized crime). It is likely that ethnic criteria that are the basis for currently implemented system changes in the Republic of Macedonia shall dominate the pursuit to democratize the state as a whole. It will be a threat for the consolidation of the republic, since the particularistic tendencies may outweigh the peaceful cooperation for strengthening the unity of the state.
