The main objective of this paper is to present the attitude of the European Union to the issue of food security. Price volatility in the global market has a significant impact on the economic security of the participants. This particulary applies to commodity price volatility. Excessive volatility in commodity price effects both producers and consumers has a serious implication for food security. In the context of globalisation in a period characterized by sudden changes in food prices, such as for 2007–2008, the food situation in many poor developing countries worsend. It was expected that the increase in food prices in 2010 may lead to the further spread of the phenomenon of malnutrition and further intensification of tensions and unrest among the weaker consumers in the world. An important role in changing this situation can be played by the World Trade Organisation (WTO) and European Union. Food security issues also for the European Union are very important and actual both from theoretical and practical point of view. ; Celem głównym artykułu jest przedstawienie istotnej kwestii stanowiska Unii Europejskiej wobec bezpieczeństwa żywnościowego. W UE ochrona zdrowia ludzkiego, zdrowia zwierząt i roślin na każdym etapie procesu produkcji żywnościowej ma priorytetowe znaczenie. Problem ten jest ściśle związany z nadmierną niestabilnością cen surowców, w tym także artykułów żywnościowych, co wpływa zarówno na producentów, jak i na konsumentów i wywołuje poważne skutki dla bezpieczeństwa żywnościowego. Warto podkreślić, że w okresie charakteryzującym się nagłymi zmianami cen żywności, takim jak lata 2007–2008, nastąpiło pogorszenie sytuacji żywnościowej w wielu ubogich krajach rozwijających się. Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term "food security". Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.
This article concerns the effectiveness of price regulations (the application of the rate cap) in the shadow banking area. The author analyses the situation in Poland and the examples from the selected markets (where this type of regulations was implemented). Taking into account that the main role of the regulator is to ensure the highest possible level of consumer protection in the financial market, by eliminating the negative impact of asymmetries and usury - the effectiveness of proposed solutions stays crucial for all market players. Until 2015 lending activity and market practices related to microloans (payday loans) offered by Non-Banking Financial Institutions in Poland were not regulated. After Amber Gold's bankruptcy a lot of actions were taken to regulate the consumer finance market including a plan to limit the maximum cost of a consumer loan. All the proposed measures were similar to those implemented in other countries. Examples of regulations from other countries show that too restrictive regulations may have increased financial exclusion, but too liberal/imprecise ones might make them ineffective. Regardless the identified risks, the Polish government decided to apply hard/ restrictive market regulations.

It is connected with, among others, the deterioration in their nutritional value and healthful quality, which could be prejudicial to people's health. Hence, it has become extremely important to develop solutions to ensure not only physical and economic access to food, but also that its quality meets certain standards. Not ensuring it may reduce access to food products and, in extreme situations, can even lead to the death of consumers. The aim of the study is to indicate the essence of the problem of food security and to identify how member states are dealing with it. The essence and outline of the evolution of the concept of food security and its current perception will be presented. In addition, factors which destabilize food security and the actions of EU countries aimed at preserving it will be indicated. Poland's membership in European structures forced Polish food producers to adapt to the solutions applied under the Common Agricultural Policy. One of them is the operation under quality schemes, which play a part in the income diversification and increasing rural activities, and constitute an important attribute that could prejudge the competitiveness of Polish food producers. The geographical position of the country, rich cultural heritage, and unpolluted environment support the development of food quality markings. National food producers participate actively in quality schemes set both at the Community and national levels. The purpose of this paper is to determine the place of quality policy in the Common Agricultural Policy of the EU, with particular emphasis on food quality schemes as well as on other forms of distinguishing high quality products after Poland's accession to the European Union, and to examine the range of their use by domestic entities. To achieve this objective, a descriptive method and an analysis of literature were utilised.

This paper has two parts and a concluding section. The first part focuses on major changes in a number of relevant dimensions of the Mexican party system, including electoral competitiveness, party fractionalisation, electoral volatility, nationalisation, and the aggregate distribution of partisan loyalties among the electorate (macropartisanship) over the last three decades. The analysis is based on aggregate electoral data at the national and the district level, as well as on data from surveys of public opinion. The paper shows important changes in the structure and behaviour of the Mexican electorate, such as increasing partisan de-alignment as well as growing competitiveness, fractionalisation, and nationalisation of the party system. The second part is a brief review of the factors driving the process of political and electoral change in Mexico.

The article analyzes the peculiarities of the conflict in Ukraine, its preconditions and geopolitical consequences. It provides the examples and numbers, which show the low level of trust to government institutions, law enforcement agencies, judicial system and a much higher level of trust to non-governmental organizations. It covers the issue of democracy condition or, to be more precise, the lack of democracy, which causes the society's tendency to protest. It is stated that the public's discontent was with the oligarchs' influence on the country, with the corruption on all the levels of social relations, with the pressure on small and medium enterprises, and ambiguity about the strategic course of the state's development (European Union, Customs Union). The article defines the issues connected with the beginning and reasons, which made the people go out to the Maidan. The most prevailing causes include the severe beating of the demonstrators on the Maidan overnight into November 30, repressions, Viktor Yanukovych's refusal to sign an EU association agreement, and the desire to change life in Ukraine. There was also a great wish to change the authorities in Ukraine. The article analyzes the Russian Federation's armed aggression against Ukraine, which became a long-term factor of influence on the Ukrainian political, economical, military and social reality. It is stated that due to the RF actions within 2014-2015, the system of global and regional security and the current system of international law have been deformed. Almost all international security assurances for Ukraine (the Budapest Memorandum, in particular) proved to be deprived of legal capacity in conditions when the aggressor is one of the guarantors – Russian Federation. It is demonstrated that the Russian invasion and seizure of the part of the Eastern-Ukrainian region, the Crimea became a direct challenge both to the European system of security and Ukraine. ; W artykule przeanalizowano сechy konfliktu na Ukrainie, jego uwarunkowania oraz konsekwencje geopolityczne. Autor podaje przykłady, dane, które wskazują na niski poziom zaufania do instytucji rządowych, sił bezpieczeństwa, wymiaru sprawiedliwości i znacznie wyższy poziom zaufania do instytucji pozarządowych. Rozważane jest pytanie o stan demokracji, a raczej jej braku, co tworzy w społeczeństwie tendencję do protestu. Powszechne niezadowolenie ludności skierowane było przeciwko rosnącemu wpływowi oligarchów w kraju, korupcji na wszystkich poziomach relacji społecznych, naciskowi na małe i średnie przedsiębiorstwa, niepewności kursu strategicznego państwa (Unia Europejska, Euroazjatycka Unia Celna). Autor określa zagadnienia związane z początkiem i motywami, które doprowadziły ludzi do Rewolucji godności. Główne przyczyny niezadowolenia: ciężkie pobicie demonstrantów na Placu Niepodległości w noc na 30 listopada, represje, odmowa Wiktora Janukowycza podpisania umowy stowarzyszeniowej z UE oraz pragnienie zmiany stanu życia na Ukrainie.Również dość wyraźne było pragnienie zmiany władzy na Ukrainie. Przeanalizowano zbrojną agresję Rosji przeciwko Ukrainie, która stała się długoterminowym czynnikiem wpływającym na rzeczywistość polityczną, gospodarczą, wojskową i społeczną. Z powodu działań Federacji Rosyjskiej w latach 2014–2015 był zniekształcony system globalnego i regionalnego bezpieczeństwa oraz obecny system prawa międzynarodowego. Prawie wszystkie międzynarodowe gwarancje bezpieczeństwa dla Ukrainy (w tym w ramach Memorandum Budapesztańskiego) okazały się niezdolne w sytuacji, gdy agresorem został jeden z gwarantów – Federacja Rosyjska. Udowodniono, że rosyjska inwazja i zajęcie części wschodniego regionu Ukrainy oraz Krymu było bezpośrednim wyzwaniem dla bezpieczeństwa europejskiego i państwa ukraińskiego. ; Проаналізовано особливості конфлікту в Україні, його передумови та геополітичні наслідки. Наводяться приклади, цифри, які свідчать про низький рівень довіри до інститутів влади, силових структур, судової системи і значно вищий рівень довіри до недержавних інституцій. Розглядаються питання стану демократії, а точніше її відсутність, що породжує у суспільстві схильність до протестних акцій. Стверджується, що невдоволення населення було спрямоване проти посилення впливу олігархів у країні, корупції на всіх рівнях суспільних взаємовідносин, тиск на малий і середній бізнес, невизначеність із стратегічним курсом розвитку держави (Європейський Союз, Митний Союз). Окреслюються питання, пов'язані з початком і мотивами, що спонукали людей вийти на Майдан, серед яких найбільш поширеними виявилися: жорстоке побиття демонстрантів на Майдані у ніч на 30 листопада, репресії, відмова Віктора Януковича від підписання Угоди про асоціацію з Євросоюзом та прагнення змінити життя в Україні. Достатньо вираженими виявилися також прагнення змінити владу в Україні. Здійснено аналіз збройної агресії Російської Федерації проти України, яка стала довгостроковим чинником впливу на українську політичну, економічну, військову та соціальну реальність. Зазначено, що внаслідок дій РФ впродовж 2014–2015 рр. було деформовано систему глобальної та регіональної безпеки, а також чинну систему міжнародного права. Майже всі міжнародні гарантії безпеки для України (зокрема в межах Будапештського меморандуму) виявилися недієздатними в умовах, коли агресором виступив один із гарантів — Російська Федерація. Доведено, що російське вторгнення Ціна свободи: конфлікт в Україні та його геополітичні наслідки 99 та захоплення частини Східноукраїнського регіону, Криму, стало безпосереднім викликом і європейській системі безпеки, і українській державі.
The process of globalization in the production and distribution of food, ongoing for many years, causes a number of problems. Agreement on the Transatlantic Trade and Investment Partnership (TTIP), negotiated since 2013 by the US and the EU, is one of the instruments to manage of globalization process. The Agreement is aimed at liberalization of trade of goods and services. This article presents the US and the EU regulation on genetically modified food and assessment of the consequences of TTIP Agreement for the regulation of GM food in the EU. The analysis leads to the conclusion that the approach to genetically modified food in the legal regulations of the EU and the US vary significantly. In the US, it was assumed that GM food is not different from conventional food and, consequently, the consumer does not need to be informed on GM food contents. In opposition to the US approach the EU law separately regulates GM food and gives the consumer the ability to make choice of food which differs only by the usage of genetic engineering. Authors conclude, that the signing of TTIP and the full opening of the EU market for food from the US may result in loss of supervision over genetically modified food by EU public authorities as well as the collapse of the EU model of consumer protection based on the precautionary principle. ; Postępujący od wielu lat proces globalizacji w produkcji i dystrybucji żywności wywołuje szereg problemów. Instrumentem służącym do zarządzania tym procesem jest w szczególności negocjowana od 2013 r. przez USA i UE umowa o Transatlantyckim Partnerstwie Handlowo-Inwestycyjnym (TTIP). Ma ona na celu wzajemną liberalizację handlu towarami i usługami. Celem artykułu jest przedstawienie amerykańskiej i unijnej regulacji dotyczącej żywności genetycznie zmodyfikowanej oraz ocena konsekwencji zawarcia porozumienia TTIP dla regulacji żywności GMO w UE. Analiza prowadzi do wniosku, że podejście do żywności genetycznie modyfikowanej w regulacji prawnej UE i USA jest zupełnie odmienne. W USA przyjęto założenie, iż żywność GMO nie różni się od żywności konwencjonalnej, a w konsekwencji konsument nie musi być informowany o żywności GMO. W przeciwieństwie do regulacji amerykańskiej prawo UE odrębnie reguluje żywność genetycznie zmodyfikowaną i daje konsumentowi możliwość dokonywania samodzielnego wyboru żywności różniącej się wyłącznie zastosowaniem inżynierii genetycznej. W konkluzji autorzy stwierdzają, iż zawarcie TTIP i pełne otwarcie rynku UE na żywność z USA może spowodować utratę nadzoru nad żywnością GMO przez władze publiczne w UE i załamanie unijnego modelu ochrony konsumenta opartego na zasadzie ostrożności.
The paper discusses the social and political situation in the Katowice Voivodeship in December 1970 after the announcement of the increase in food prices, prevention and order activities undertaken by the Citizens' Militia (MO) and the security apparatus during the crisis and the reaction of the Polish United Workers' Party (PZPR) to the growing agitation of society. Despite mounting tension, reinforced by the news of workers' revolt in the cities of the Coast, the police forces effectively paralysed weak attempts to stir up strikes and demonstrations in the Katowice Voivodeship. Political changes in the PZPR leadership prevented the crisis from escalating. The attitudes of the region's inhabitants were also influenced by: the strong position of the PZPR, the preventive arrest of nearly a thousand potential leaders of protests and riots, relatively good living conditions in the Katowice Voivodeship, and the divergent interests of various groups of the province's population. ; W artykule omówiono sytuację społeczno-polityczną w województwie katowickim w grudniu 1970 r., po ogłoszeniu podwyżki cen artykułów spożywczych, działania prewencyjne i porządkowe podejmowane przez MO i aparat bezpieczeństwa w dniach kryzysu oraz reakcję PZPR na wzrastające wzburzenie społeczeństwa. Mimo narastającego napięcia, wzmacnianego przez wieści o robotniczej rewolcie w miastach Wybrzeża, siły policyjne skutecznie paraliżowały słabe próby wzniecenia strajków i manifestacji w województwie katowickim. Polityczne zmiany w kierownictwie PZPR zapobiegły eskalacji kryzysu. Na postawy mieszkańców regionu wpłynęły ponadto: silna pozycja PZPR, prewencyjne aresztowanie blisko tysiąca potencjalnych liderów protestów i zamieszek, relatywnie nie najgorsze warunki życia w województwie katowickim, rozbieżne interesy różnych grup ludności województwa.
