Brazilian legislative proposal n. 6,299/2002, addressing pesticide regulation, represents an attempt to loosen and weaken the regulation of these substances, threatening the rights to food and a healthy environment as enshrined in the Constitution of the Federative Republic of Brazil. This article reviews the bill and its more troublesome provisions through the lenses of food security and nutrition as well as national environmental law principles and provisions. Within this background, the paper concludes that Bill n. 6,299/2002 works against previously achieved progress in providing alternative policy pathways for sustainable agriculture in Brazil. It clashes with environmental law principles, neglecting precaution and prevention, representing a regression in terms of protection levels, while undermining human rights to food and a healthy environment. The methodology includes a literature and documentary review, along with inductive reasoning.
The aim of this article is to contextualize the difficulties concerning the sanitary legalization of artisanal and family farming products, that have become subject to both the National Policy for Food and Nutrition Safety and the RDC 49/2013 from Anvisa. Our method was to analyse documents from state agencies and social organizations as well as theoretical bibliography on the subject. We relate these difficulties with transformations in food systems and the international concerns about sanitary risks, pointing to complex relations between culture, risks, techno-science and development models, as well as to the strong economic interests that challenge the enhancement of public health and food security. We conclude considering the need of an integrated and contextualized analysis of risks in the case of small-scale production, processing, distribution and consumption of food, favoring production models and patterns of food consumption that are fair, democratic, environmentally sustainable, and that have the appreciation of life and health as its main focus. ; Neste artigo temos como objetivo contextualizar as dificuldades para a legalização sanitária das produções de alimentos artesanais e da agricultura familiar, que tornam-se objeto de intervenção tanto da Política Nacional de Segurança Alimentar e Nutricional quanto da RDC no 49/2013, da Anvisa. Tomamos como método a revisão de documentos produzidos de agências estatais e organizações sociais, assim como bibliografias teóricas relacionadas à temática. Buscamos relacionar as dificuldades existentes com as transformações nos sistemas alimentares e com o aumento nas preocupações com os riscos sanitários a nível mundial, apontando a complexa interrelação entre cultura, riscos, tecnociência e modelos de desenvolvimento, assim como a presença de fortes interesses econômicos, que desafiam a promoção da saúde pública e da segurança alimentar (food security). Concluímos refletindo sobre a necessidade de uma análise mais integrada e contextualizada dos riscos no caso da produção, processamento, distribuição e consumo de alimentos em pequena escala, que favoreça modelos de produção e padrões de consumo de alimentos ao mesmo tempo mais justos e democráticos, ambientalmente sustentáveis e que tenham a valorização da vida e da saúde como eixos principais.
This paper aims to compare food and nutrition actions related to foodsecurity (FS) in Brazil and Portugal, keeping in mind that several countries have established guidelines to guarantee adequate food. Both nations are experiencing a reduction in fertility rates, increased life expectancy, and a high prevalence of non-communicable diseases. In Brazil, 30.2% of households live in food insecurity; in Portugal, even without estimating food insecurity, 18.0% of its inhabitants are at risk for poverty. The National Food and Nutrition Policy is the current Brazilian document which seeks to ensure universal access to food. Portugal, due to its inclusion in the European Union, is guided by the Second WHO European Action Plan for Food and Nutrition Policy as well as by the Portuguese National Health Plan, which has been updated periodically. Guided by the intersectoral approach, these countries share actions related to FS, such as combating obesity, preventing nutritional deficiences and promoting nutrition education in schools, whereas, specifically in Brazil, some strategies also combat malnutrition and, in Portugal, are linked to industry and the production of safe food. With relation to FS, some distinctions were seen: FS is more widely discussed by Brazilian policies, while this subject is implied in several food and nutrition actions in Portugal. ; Este trabalho se propõe a discutir comparativamente as ações de alimentação e nutrição que remetem ao tema da Segurança Alimentar e Nutricional (SAN) no Brasil e em Portugal, tendo em vista que diversos países têm estabelecido diretrizes para a garantia da alimentação adequada. Ambas as nações vivenciam situações de reduzida taxa de fecundidade, aumento da expectativa de vida e prevalências elevadas de doenças e agravos não transmissíveis. No Brasil, 30,2% das famílias vivem em insegurança alimentar; em Portugal, mesmo sem contabilizar a insegurança, 18,0% de seus habitantes encontram-se em risco de pobreza. A Política Nacional de Alimentação e Nutrição (PNAN) é o atual documento brasileiro que visa assegurar o acesso universal ao alimento. Portugal, devido à sua inserção na União Europeia, norteia-se pelo Segundo Plano de Ação Europeu para Política de Alimentação e Nutrição, da WHO, mas também pelo Plano Nacional de Saúde, atualizado periodicamente. Pautados pela intersetorialidade, os países apresentam ações relativas à SAN comuns, como aquelas relacionadas ao combate à obesidade, ao incentivo ao aleitamento materno, à prevenção de deficiências nutricionais e promoção de ações de educação alimentar em meio escolar, enquanto que, especificamente no Brasil, encontram-se estratégias relativas ao combate à desnutrição e, em Portugal, aquelas ligadas à indústria e à produção de alimentos seguros. Com relação à abordagem acerca da SAN, são verificadas distinções: a SAN é mais amplamente discutida pela política brasileira, enquanto que, em Portugal, o tema encontra-se implícito nas diversas ações de alimentação e nutrição.
This article aims to analyze the intervention strategies adopted by public management during the COVID-19 pandemic to reduce food insecurity, based on a case study in the Brazilian state of Rio Grande do Norte. The study used a qualitative approach based on Program Theory and the multiple streams model to analyze the actions. In the state, the pandemic brought a window of opportunity, showing the importance of public policy in the government agenda, such as the program "Restaurante Popular," which offers low-cost meals, and favors quick response and adequacy of means of implementation. The study highlights best practices, inspiring actions all over the country. ; Este artículo tiene como objetivo analizar las estrategias de intervención adoptadas por la administración pública frente a la crisis desencadenada por la COVID-19 para reducir la inseguridad alimentaria, con base en un estudio de caso en Río Grande do Norte. Con un enfoque cualitativo, se utilizaron la teoría del programa y el enfoque de múltiples flujos para el análisis de acciones de emergencia. En el estado, la pandemia se convirtió en una ventana de oportunidad, destacando el importante papel de las políticas públicas en la agenda gubernamental, como el Programa Restaurante Popular, y favoreciendo la elaboración de respuestas rápidas y de medidas de adecuación en la implementación de las políticas. Se concluye que esta puede ser una buena práctica y que puede ser una referencia para otras acciones similares en todo el país. ; O presente artigo tem como objetivo analisar as estratégias de intervenção adotadas pela gestão pública frente à crise desencadeada pela COVID-19 para redução da insegurança alimentar, baseado em um estudo de caso no Rio Grande do Norte. Com abordagem qualitativa, foram utilizadas a Teoria do Programa e a abordagem dos múltiplos fluxos para análise das ações emergenciais. No estado, a pandemia confluiu para uma janela de oportunidade, evidenciando o papel importante das Políticas Públicas na agenda governamental, como o Programa Restaurante Popular, e favorecendo a elaboração de respostas rápidas e de medidas de adequação na implementação da política. Conclui-se, neste estudo, que esta pode ser considerada uma boa prática e que ela pode servir de referência a outras ações semelhantes pelo país.
Diante do quadro de grandes transformações das duas últimas décadas e suas repercussões nos padrões de produção e consumo de alimentos, fortalece-se no Brasil a temática da Segurança Alimentar e Nutricional (SAN), fazendo referência às questões alimentares que dizem respeito ao conjunto da população, e não apenas aos segmentos mais vulneráveis. A importância da sociedade civil tem sido evidenciada pela realização de significativas experiências de SAN em seu próprio campo, como também em parceria com o governo para a formulação de propostas e ações, e em seu monitoramento e controle. Como resultado da pesquisa de identificação dos diferentes significados da incorporação do enfoque de segurança alimentar e nutricional, por parte dos movimentos e organizações da sociedade civil participantes do Conselho de Segurança Alimentar e Nutricional Nacional na gestão 2004-2007, verificou-se a apropriação da temática nas seguintes direções: favorecimento da interação entre campos temáticos das esferas da produção e do consumo; impulso à visão da alimentação como um direito humano; objetivo ético do desenvolvimento; aquisição de perspectiva intra e intersetorial; e necessidade de um processo educativo de caráter dialógico e emancipatório. ; In view of the huge transformations that occurred in the last two decades and of their impacts on the standards of food production and consumption, the theme of Food and Nutrition Security has been gaining momentum, approaching nourishing aspects that regard the entire population, and not just its most vulnerable segments. The importance of the civil society has been shown by the accomplishment of significant food and nutrition security experiences in its own field, as well as in partnership with the government to the formulation of proposals and actions and to their monitoring and control. As result of a research on the identification of the different meanings of the incorporation of food and nutrition security by the movements and organizations of the civil society that participate in the National Council for Food and Nutrition Security (administration 2004-2007), the appropriation of the theme could be observed in the following directions: a) privileged interaction between thematic fields from the production and consumption spheres has been favored; b) impulse to the idea of nourishing as a human right; c) ethical goal of development; d) acquisition of intra and intersector perspective; and e) necessity of an educative process of dialogic and emancipatory character.
O objetivo do estudo foi caracterizar a composição dos cardápios escolares da rede pública de ensino de três municípios da Região Sul do Brasil. Trata-se de uma pesquisa descritiva, de caráter exploratório, delineada como estudo de caso. Realizou-se análise documental dos cardápios planejados para maio de 2011, destinados aos alunos do ensino fundamental. Para a análise da estrutura dos cardápios, foram definidas três categorias: refeição completa, lanche salgado e lanche doce. A composição dessas refeições foi avaliada conforme as recomendações do Programa Nacional de Alimentação Escolar e do Guia Alimentar para a População Brasileira. As categorias utilizadas foram: vegetais; frutas; cereais, tubérculos e raízes; carne e ovos; leguminosas; leite e derivados; embutidos e alimentos concentrados ou em pó para diluição. As refeições completas foram servidas na maioria dos dias letivos nos estados do Paraná (70%) e do Rio Grande do Sul (60%). As refeições completas geralmente estavam associadas à oferta de vegetais. Constatou-se baixa incidência de feijão e da combinação arroz e feijão, além de baixa variedade de frutas e vegetais. Não foram observados alimentos integrais, peixes e vísceras no cardápio. A presença de frutas foi identificada no máximo em sete dias letivos, mas ressalta-se a elevada adição de açúcar. Em dois municípios, os biscoitos estiveram presentes em cinco dos 20 dias avaliados. A oferta de lanches salgados ou doces geralmente estava combinada a alimentos com altos teores de sódio, gordura e açúcar, como biscoitos, alimentos concentrados e embutidos. ; This study aimed to characterize the menu composition of publicschools in three municipalities in Southern Brazil. This is adescriptive and exploratory piece of research, outlined as a casestudy. Documentary analysis of planned menus was conductedin elementary schools for 20 days in May 2011. Analysis of menustructure was divided into three categories: complete meal,savory snack and sweet snack. The composition of these mealswas evaluated according to the Brazilian National School FeedingProgram and the Dietary Guidelines for the Brazilian Population.The categories used were: vegetables; fruits; cereals, roots andtubers; meat and eggs; legumes; milk and dairy products;processed meat, food powder or concentrates. Complete mealswere provided on most days in the states of Paraná (70%) and RioGrande do Sul (60%). Complete meals were generally associatedwith provision of vegetables. There was low incidence of beansand of rice-beans combination, and little variety of fruits andvegetables. Whole food, fish and viscera did not appear on themenus. Fruits were only included on 7 days at most, but withhigh sugar content, however. Cookies and crackers were offeredon 5 days in two out of the three municipalities. A boa nutrição é o sustentáculo do bem-estar humano. Boa nutrição antes do nascimento e ao longo da infância permite que o cérebro funcione e evolua sem problemas e que os sistemas imunológicos se desenvolvam com mais vigor. Para as crianças pequenas, um nível de boa nutrição afasta a morte e prepara o corpo para crescer e desenvolver todo o seu potencial. No decorrer da vida humana, a boa nutrição leva a melhor aproveitamento escolar, mães mais bem alimentadas que dão à luz crianças mais bem nutridas, e adultos que tem maior probabilidade de serem produtivos e receber salários melhores. Durante a meia-idade, a boa nutrição origina metabolismos melhor preparados para proteger contra doenças associadas a mudanças na dieta e atividade física. Before the need of knowing the past to understand the present and plan for the future, we elaborated a memory to explain the participation of civil society and the State in the formulation of the State Policy on Food and Nutrition Security in Ceará. This paper presents the results of a bibliographic survey conducted in books, articles, and newspapers addressing the theme of drought and famine in Ceará, as well as of a semi-structured interview with the Councilors of the Food and Nutrition Security Council and members of the Human Right to Food. The (re)told story begins by recovering facts that are still unknown to most of Ceará's inhabitants, such as concentration camps during droughts, the formulation of the state policy on food security interspersed with social movements, strengthening of social participation, and the conquest of the right to food as a human right in Brazil and in Ceará. Despite these advancements, the continuity of this history still has to overcome some challenges, such as investing in the quality of social participation, strengthening participation spaces, gaining political support, guaranteeing financing, giving visibility to legislation, and enforcing mechanisms that ensure the human right to adequate food. ; Este estudo visa descrever a participação da sociedade civil e do Estado na construção da Política Estadual de Segurança Alimentar e Nutricional no estado do Ceará, conhecendo o passado para compreender o presente e as perspectivas futuras. Para tanto, foi realizado levantamento bibliográfico sobre a seca e a fome no Ceará em livros, artigos e jornais, além disso, foram realizadas entrevistas semiestruturadas junto aos conselheiros do Conselho de Segurança Alimentar e Nutricional e militantes pelo direito humano a alimentação. As ações de combate à fome no Ceará tiveram início com a criação dos campos de concentração durante as secas, fato desconhecido pela maioria dos cearenses. A trajetória da formulação da política estadual de segurança alimentar foi entremeada com os movimentos de luta e o fortalecimento da participação social, que levou à conquista dos marcos legais do direito humano à alimentação no Ceará. No entanto, alguns desafios precisam ser enfrentados para a para a continuidade dessa política: investir na qualidade da participação social, no fortalecimento dos espaços de participação, conquistar apoio político, lutar pela garantia de financiamento, dar visibilidade à legislação e mecanismos de exigibilidade.
Introduction: The theme of food and nutrition security and the human right to adequate and healthy food became a political issue in Brazil, from 2003 to 2016. However, the task of maintaining social rights was not completed and today it is politically threatened, demanding the consciousness and mobilization of segments of civil society for an understanding of reality and the resumption of the construction of possible paths for the enforceability of the law and guarantee of food and nutritional security. Objective: This work sought to report the experience and highlight the pedagogical expressions of the principles of popular education throughout the teaching-learning process of the 2018 edition of the course, held in the municipality of Colinas do Sul, Goiás. Methods: At the University of Brasília, in 2018, an Outreach and Continuing Education Program, MultiplicaSAN, was instituted. Among its activities, there was a course to promote the culture of rights aiming at the formation of civil society in the themes of food and nutritional security and the human right to adequate and healthy food, using Freire's pedagogy and the principles of Popular Education Policy. Results: The experience of the outreach program provided an in-depth look at popular education, showing the wealth of knowledge construction together with a community of female workers. Conclusion: It also revealed the transformative potential of an educational process based on the principles of popular education: lovingness, dialogicity, consciousness, construction of knowledge, based on concrete reality, transformation of the world and systematization of knowledge in the teaching-learning process of educators and students. ; Introdução: A temática da segurança alimentar e nutricional e do direito humano à alimentação adequada e saudável tornou-se uma questão política no Brasil, no período de 2003 a 2016. No entanto, a tarefa de manutenção de direitos sociais não estava concluída e hoje encontra-se politicamente ameaçada, demandando a conscientização e mobilização de segmentos da sociedade civil para a compreensão crítica da realidade e a retomada da construção de caminhos possíveis para a exigibilidade do direito e garantia da segurança alimentar e nutricional. Objetivo: Este trabalho buscou relatar a experiência e evidenciar as expressões pedagógicas dos princípios da educação popular ao longo do processo de ensino-aprendizagem da edição de 2018 do curso, realizado no município de Colinas do Sul, Goiás. Métodos: Na Universidade de Brasília, em 2018, instituiu-se um Programa de Extensão e Ação Continuada, o MultiplicaSAN. Dentre suas atividades, estava a realização de um curso de formação e promoção da cultura de direitos visando à formação da sociedade civil nas temáticas de segurança alimentar e nutricional e direito humano à alimentação adequada e saudável, utilizando como referência a pedagogia freireana e os princípios da Política de Educação Popular. Resultados: A experiência do projeto de extensão proporcionou aprofundamento sobre a educação popular, mostrando a riqueza da construção do conhecimento junto com uma comunidade de trabalhadoras. Conclusão: Revelou, ainda, o potencial transformador de um processo educativo pautado nos princípios da educação popular: amorosidade, dialogicidade, conscientização, construção do conhecimento, a partir da realidade concreta, transformação do mundo e sistematização do conhecimento na formação de educadoras e educandas.
