In Madagascar, a left-wing government replaced the pro-western regime in 1972. The new regime pronounced anti-imperialism and non-alignment as the major planks of foreign policy and claimed a role for itself in the politics of western Indian Ocean. On continental issues Madagascar moved closer to the progressive African states. However, as the economic crisis at home deepened, the moderate socialist regime of Madagascar negotiated with the international money lending agencies IMF and the World Bank. The resulting process of economic liberalisation compromised the regime's socialist measures. The dichotomy between radical foreign policy postures and compromising domestic socialist policies became evident, eventhough the state retained some degree of maneuverability in negotiating with the metropole. This book examines Madagascar's foreign policy experience and concludes that reliance on foreign capital forced the African states towards "a foreign policy of compromise and a domestic regime of repression".
