Yüksek Lisans Tezi ; AKP'nin 2002 yılında iktidara gelmesiyle birlikte Türk dış politikasında önemli değişimler yaşanmaya başlamıştır. Söz konusu değişimler, AKP dönemine kadar Batıcı ve statükocu bir eksende şekillenen Türk dış politikasının bu dönemde yeni bir yönelim edindiğine dair iddiaların gündeme gelmesine neden olmuştur. Ayrıca bu durumun ortaya çıkmasında Soğuk Savaş sonrası dönemin getirdiği fırsatların yanı sıra AKP yönetiminde elde edilen ekonomik büyüme ve görece siyasi istikrar ortamının da etkisi olmuştur. Türkiye bu dönemde aktif ve çok yönlü dış politikasıyla genişleyen imkânlarından maksimum düzeyde faydalanmak istemiş ve böylece bölgesinde söz sahibi olan önemli bir güce dönüşmeyi hedeflemiştir. Bu çalışma, Türk dış politikasında yaşanan bu değişimin mevcut yazında belirtildiği gibi eksen kayması boyutuna ulaşıp ulaşmadığını tartışmayı amaçlamaktadır. Bu noktada bir sonuca varabilmek için Charles F. Hermann'ın dış politika değişiminin boyutu ile ilgili ortaya koyduğu dört aşamalı değişim tipolojisinden yararlanılmıştır. Böylelikle söz konusu değişimin eksen ya da yönelim değişiminden ziyade aslında bir program değişikliğini yansıttığı sonucuna varılmıştır. ; Abstract ; Turkish foreign policy began to experience significant changes with the AKP's coming to power in 2002. These changes have led to claims that Turkish foreign policy, which has been shaped by Turkey's Western orientation and pro-status quo stance until the AKP era, developed a new foreign policy orientation. Additionally, as well as the opportunities brought by the end of the Cold War, the economic growth and relatively stable political atmosphere provided during the JDP administration was effective in bringing about this change. Turkey aimed to benefit at a maximum level from its extended opportunities by using its active and multidimensional foreign policy and hereby to turn into a major power having a say in its region. This study intends to discuss whether the aforementioned change has reached to the point of an "axis shift" as stated in the existing literature. Charles F. Hermann's typology identifying four graduated levels of foreign policy change was used in order to reach a conclusion at that point. Finally, the thesis concluded that the change in Turkish foreing policy reflected a "program change" rather than an a shift of axis or an international orientation change.

In some cases, states are obliged to make a decision between searching for more power, more security or more wealth. The primary question this study seeks to answer is: how states prioritize among these options. Because strategies that states use to achieve their foreign policy goals can be differentiated. However, in the Realist-oriented foreign policy analysis literature it is widely accepted that states seek to maximize their own power and capacity, and balancing is the basic strategy for state security. This study argues that especially after the end of the Cold War, new strategies are used and those strategies are valuable for analyzing and understanding state behaviors. Therefore, recently bandwagoning which is one of the most referred strategies like balancing should be discussed. This study deals with how we can define, classify and evaluate both strategies in terms of understanding state behaviors. This study also tries to answer that why and how states employ balancing or bandwagoning if they have to choose one of them? How do states make a choice between these two strategies?
Çin Halk Cumhuriyeti 1980'li yıllardan itibaren her alanda (ekonomik, siyasi, askeri) istikrarlı bir kalkınma sürecine girmiştir ve 21. yüzyılda küresel bir aktör olarak dünya siyasetinde yerini almıştır. Yükselen Çin, ABD ve Batılı ülkeleri endişelendirmiş ve bir tehdit olarak algılanmıştır. Çin ise barışçıl bir şekilde kalkındığını iddia etmektedir. Barışçıl kalkınma Konfüçyüs öğretisi/felsefesi temel alınarak oluşturulmuş bir kavramdır. Çalışmada, Konfüçyüs öğretisi ve Çin'in bu öğretiyi temel alarak oluşturduğu dış politika davranışları incelenmiştir. Bu kapsamda, Çin'in yumuşak güç unsurlarını kullanması, uluslararası örgütlere verdiği önem, üçüncü dünya ülkeleri ile ilişkileri ve Modern İpek Yolu projesi (Bir Kuşak Bir Yol) barışçıl bir kalkınma/dış politika izlediğinin temel göstergeleridir. ; The People's Republic of China has entered a stable development process in all fields (economic, political, military) since the 1980s and has taken its place in world politics as a global actor in the 21st century. Rising China worried the USA and Western states and was perceived as a threat. However China claims that it developed peacefully. Peaceful development is a concept based on the Confucian doctrine/philosophy. In the study, the Confucian doctrine and the foreign policy behavior of China based on this doctrine were examined. In this context, China's use of soft power elements, the importance it attaches to international organizations, its relations with third world countries and the Modern Silk Road project (One Belt One Road) are the main indicators that it pursues a peaceful development/foreign policy.
Turgut Özal, hem Başbakanlığı hem de Cumhurbaşkanlığı görevi süresince iç siyaset ve dış politikasında koyduğu hedefler ve bu hedefleri yerine getirmede Türkiye'nin bu dönemine damgasını vurmuştur. Özal, icraatları ile günümüzde de hala etkisi devam etmektedir. Görevde olduğu dönemde olduğu gibi günümüzde de izlediği politikalar sonucunda ısrarla referans olarak gösterilmiş ve takdir edilen ya da eleştirilere maruz kalan nadir devlet adamlarından biridir. Devlet adamı olduğu yılları Türkiye için olduğu kadar uluslararası düzen açısından da kökten değişen ve oldukça hareket kapsamlı yıllar olmuştur. Özal ne kadar Türkiye'nin komşuları, bölge ülkeleri, Avrupa ülkeleri ve ABD ile ikili ilişkilerin düzeltilmesi için çaba gösterdi ve ekonomik alanda iş birliğinin geliştirilmesi için çaba sarf ettiyse, o oranda komşularımızla ve bölgede iş birliğinin geliştirilmesi ve güvenlikle ilgili problemle karşı karşıya kalmıştır. İran ile Irak arasında 1988, yılına kadar süren savaş, ekonomik olarak Türkiye'ye kazançlar getirdiği kadar, Türkiye'yi Kuveyt Savaşı ile birlikte bölge ülkeleri arasında bir problem olmaktan çıkıp, uluslararası bir nitelik kazanan ve Türkiye'nin güvenliğini tehdit eden Kürt sorunuyla karşı karşıya gelmesine neden olmuştur. Soğuk Savaşın, stratejileri ve dünya politikacılarını şaşırtacak bir biçimde aniden sona ermesi ile Sovyetlerin dağılması ve balkanlardan Orta Asya'ya kadar uzanan coğrafyadaki siyasi, kültürel, etnik çatışmalar Türkiye'nin alışılmadık bir biçimde dış politika ile ilgilenmeye, hızlı karar almaya zorlamıştır. Bu tez beş bölükten oluşuyor. Birinci bölükte Türk dış politikasının esas ilkeleri ele alınıp Kurtuluş Savaşı esnasında izlenen dış politikalar ve beraberinde Lozan süreci incelenmiştir. Çalışmanın ikinci bölümünde Demokrat Parti dönemi işlenmiştir. Aynı zamanda Batı ittifakında yer alan Türkiye'nin konumu değerlendirilmiştir. Tek yönlü dış politikanın da incelendiği bu bölümde dönemin dış politika sorunları ve bu sorunlara yönelik geliştirilen çözümler ya da atılan adımlar yer almaktadır. Üçüncü bölüme gelindiğinde Türk iç politikasında görülen değişimler yer alırken tek taraflı politikadan çok taraflı bir değişime uğrayan politikaya yönelmeden bahsedilmiş ve ABD ile yaşanan krizler neticesinde SSCB ile Türk siyasi tarihinde ilk yakınlaşmaların başladığı yer almıştır. Bu tezin dördüncü bölümünde Özal'ın kişiliği ve bu kişiliğinin getirdiği dış politika anlayışı ele alınarak Türkiye'nin ABD, SSCB, Balkanlar, Yunanistan, AT gibi devletlerce olan ilişkilerine değinilmiştir. Aynı zamanda bu bölümde Ermeni sorunu ele alınarak bu sorunlara yönelik politikalar geliştirilmiştir. China, which has made a major economic breakthrough, has become one of the most important actors in international politics by increasing its military power in recent years. China's increasing power and influence in the international arena arouses increasing curiosity about the country's foreign policy. With Xi Jinping becoming president, China began to display a more assertive attitude or behavior on many issues. This study basically seeks an answer to the question of what differences Xi Jinping brought to Chinese foreign policy. What kind of changes do these differences lead to in Chinese foreign policy? In this study, the general tendencies and directions of Chinese foreign policy during the Xi Jinping period are discussed. The assertive foreign policy approach that Xi Jinping is trying to implement is analyzed. In this context, the visions of "Chinese dream", "new type of great power relations", "new type of international relations", "Belt and Road Initiative" and "a community with a common future for humanity", which reflect Xi's assertive foreign policy approach, are examined. At the same time, challenges to the assertive foreign policy implemented under Xi Jinping are discussed. The study mainly questions the extent to which Xi Jinping's assertive foreign policy approach is successful. The study concludes that Xi Jinping's active foreign policy approach has not increased China's sphere of influence in the international arena to the extent expected. As China becomes more visible in the international arena, the country's foreign policy challenges seem to be increasing.
Devletlerin dış politikadaki amaç ve hedefleri Uluslararası İlişkiler disiplinin köklü tartışmalarından biridir. Dış politika hedef ve amaçlarının başarısı için önemli olan ise Devletlerin hangi dış politika stratejisini takip ettikleridir. Realist yaklaşıma göre devletlerin temel amacı ulusal çıkarlarını maksimize etmektir ve bunun için izledikleri strateji de dengelemedir. Dengeleme genel olarak güçlü ya da tehdit olarak algılanan güce karşı güçsüz olan devletin hayatta kalabilmek için başvurduğu bir stratejidir. Güçlü olan devlet bir dengeleme ihtiyacına gerek duymazken ikincil güçler ya da küçük güçler ulusal çıkarlarını gözetebilmek için egemen gücü dengeleme arayışına başvurabilirler. Ancak dengeleme stratejisinin daha maliyetli olacağı gerçeği kimi zaman ikincil ya da küçük güçleri egemen gücün peşine takılma stratejisine yönlendirebilir. Buradaki motivasyon ise zayıf olan devletin güç dengesi açısından güçlü olana yanaşması, ittifaka katılması olarak karşımıza çıkar. Fakat maliyeti daha yüksek olarak hesaplansa da dengeleme stratejisi devletlerin en sık başvurduğu strateji olarak karşımıza çıkmaya devam ederken dengeleme açısından önemli bir tartışma Soğuk Savaş'ın sona ermesi ile karşımıza çıkmaktadır. Bu da farklı dengeleme türlerinin varlığıdır. Dengeleme türleri açısından kendisine en çok alan bulan strateji ise "yumuşak dengeleme (soft balancing)"dir. Yumuşak dengeleme stratejisi egemen olan gücü doğrudan hedef almadan askeri üstünlüğü ya da tek taraflı askeri politikalarını engelleme ve ertelemeye yönelik uluslararası kurumlar, ekonomik araçlar ve diplomatik kanallar kullanılarak başvurulan bir strateji olarak tanımlanmıştır. Bu çalışma dış politika stratejilerinden dengeleme ile peşine takılma stratejileri arasındaki farklılıkları incelerken yumuşak dengeleme stratejisi açısından genel bir çerçeve ortaya koymaktadır. Yumuşak dengeleme stratejisinin uygulama örneği olarak da Türkiye'nin bu stratejiyi takip ettiği 2003 Irak Krizi ve 1 Mart Tezkeresi ile Avrupa Birliği ile ilişkilerini inceleyerek dış politikadaki başarısını değerlendirmektedir ; The goals and the objectives of states on foreign policy have been one of the rooted discussions in international relations. The important thing for the success of the goals and the objectives on foreign policy is which foreign policy strategy has been pursued by the states. According to Realist approach, the main objective of the states is to maximize their national interests and for this aim the pursued strategy by states is "balancing". Balancing is generally a strategy that the weak states are appealing in order to survive against the states either being hegemon or regarding as a threat. While the hegemon state does not require any need of balancing, secondtier or weak states, in order to look out for their national interests, would appeal the pursuit of balancing. However the fact that the balancing strategy will be more costly may lead secondtier or weak states to the strategy of bandwagoning towards the hegemon state. The motivation here is that the weak state with regard to the balance of power is approaching to the hegemon state or joining the alliance. However, although the cost is calculated as high, balancing strategy has continued to be the most common strategy appealed by the states, an important discussion in terms of the balancing emerges with the end of the Cold War. This is the presence of different types of balancing. The strategy which finds the most space according to the types of balancing is "soft balancing". Soft balancing strategy is described as a strategy applied by using international institutions, economic instruments and diplomatic channels in order to prevent or delay the military superiority or the unilateral military policies of hegemon state without directly targeting to her power. While this study examines the differences between the balancing strategy and bandwagoning strategy among the foreign policy strategies, provides a general framework with regard to the soft balancing strategy. As an example for the application of the soft balancing strategy, this study evaluates the success of this strategy applied by Turkish foreign policy during Iraq Crisis of 2003 and Memorandum of March 1st, and also with the relations with the European Union.
Türkiye?nin ana dış politika yönelimi, ideolojisi ve araçları, ABD ve NATO merkezli olmaya her dönem devam etmiştir. Bazı siyasiler ve entelektüeller, bazı dönemlerde Türkiye?nin farklı bir dış politika eğilimi içine girdiğini iddia ederler. Onlara göre, Türkiye, Batı merkezli bir dış politika yerine Avrasya ya da başka merkezli bir dış politika izlemiştir. Ancak Türkiye?nin bu politikaları da, ABD ve NATO stratejilerinden bağımsız bir şekilde gelişmemiştir.2002 döneminde Adalet ve Kalkınma Parti?sinin iktidara gelmesiyle, dış politikada değişim ve dönüşüm amacıyla ciddi girişimler ve gelişmeler yaşandı. Şüphesiz, bu dış politikada yaşanan bu gelişim ve dönüşümün mimarı Ahmet DAVUTOĞLU ve Davudizm diye ifade edilen dış politika felsefesidir. Türkiye, yeni dış politika ilkeleri istikametinde daha önce ihmal ettiği özelliklede bölgesel güç olma hedefinde Ortadoğu bölgesine dair aktif bir dış politika izlemeye başlamıştır. Ortadoğu?ya dair aktif ve çok yönlü politikalar geliştirirken, Batı ile ilişkilerinde de bir zayıflık söz konusu olmamıştır. Bu da çok yönlü ve alternatifli dış politika yürütmenin sonucudur. Yirmi birinci yüzyıl Türk dış politikasında Davutoğlu algısının ne denli bir başarı sağladığını kestirmek günümüz itibariyle zor. Ancak, uygulanan dış politika felsefesinin Türkiye?nin özelde bölgede genelde ise Dünya?da sözü dinlenir bir aktör konumuna getirdiği açıktır. ; Turkey?s primary foreign policy orientation has continued to be USA and NATO centred throughout all periods. Some politicians and intellectuals put forward that Turkey was in tendecy to a different foreign policy during some periods. They think that Turkey has pursued an Eurasian or another centered foreign policy. Still, these policies have not developed independent of USA and NATO. Upon Justice and Development Party?s coming to power in 2002, remarkable developments were with purpose of change and devlopment in the field of foreign policy. Unquestionably, Ahmet DAVUTOĞLU is the architect of that success concerning change and development in field of the foreign policy, and this success is based on the philosophy of foreign policy that is named as Davudism. Turkey has begun to pursue an active policy in accordance with the new foreign policy principles with the the purpose of being a regional power in the Middle East which was neglected previously. On the one hand, Turkey has developed active and multilateral policies, on the other hand, there has not been any negativity concerning its relations with the West, and this is a result of pursuing a multilateral and multialternative foreign policy. At present, it is difficult to make out how the perception of the Davutoglu has had success within scope of the Turkish foreign policy of twentieth first century. However, it is apparent that the philosophy of foreign policy which has been carried out made Turkey a leading country in the middle east and worldwide.
Doktora Tezi ; Hârezmşah Devleti (1097-1231), ilk dönemlerinde Büyük Selçuklu Devleti'ne tâbi olmakla beraber Atsız'ın (1128-1156) bağımsız bir devlet kurmak için başlattığı mücadele zamanla olumlu sonuç vermiş, Sultan Sencer'in 1157 yılındaki vefatından sonra İlarslan döneminde (1156-1172) devlet, bağımsızlığını kazanmıştır. Bağımsız bir devleti devralan Alâeddin Tekiş (1172-1200) ve sonrasındaki hükümdarların Abbâsî Halifesi ile iyi ilişkiler kurmak yerine mücadeleyi tercih etmeleri devletin dış politikasını olumsuz etkilemiş ve Halife, Hârezmşah Devleti ile baş edemediği için bu coğrafyada yeni bir güç olarak beliren Moğol Devleti'ni onun üzerine sefere çıkmaya teşvik etmiştir. Alâeddin Muhammed (1200-1220) ve oğlu Celâleddin (1220-1231) zamanında da Moğol tehlikesi karşısında Hârezmşah Devleti'nin Türk-İslâm devletleri ile gerekli dostlukları kuramaması, kurulanları sürdürememesi ve bu devletler ile düşmana karşı ortak bir harekât şeklinde bir dış politika takip edememesi, Moğol hükümdarı Cengiz Han'ın, Türk-İslâm beldelerinde derin izler bırakan istilâ sürecini başlatmasına sebebiyet vermiştir. Hârezmşahlar'ın başta Halife ve Selçuklular olmak üzere muhtelif Atabeylikler, Gurlular, Karahıtaylar, Kanglı-Kıpçaklar, İsmailîler, Eyyûbîler ve Türkiye Selçukluları ile olan mücadeleleri, onların devletlerinin büyüklüğü ve ihtişamı kadar bunu sürdürmede gerekli olan stratejiyi de ne oranda gösterdiklerinin delilidir. Devlet gücünü ve ihtişamını, her zaman ve bölgede, ordu gücüyle değil izlediği strateji ve diplomasi gücüyle ortaya koymaktadır. Nitekim bu politika iyi ve verimli olduğu zaman devlet istikrarla yükselirken bu politikanın bozulduğu dönemlerde devlet, dayanabildiği askerî güç kadar ayakta kalabilmekte aksi takdirde, Hârezmşahlar'da olduğu gibi, devletin idamesine imkân kalmamaktadır. Nitekim Hârezmşah Devleti'nin Moğol tehlikesi karşısında ordusunu toplu bir direnişe sevk etmesi yerine Türkistan beldelerine dağıtması ve başarı şansı düşük askerî stratejileri takip etmesi, devletin kendi sonunu ...
