Avrupa bütünleşmesi içerisinde en önemli hususlardan bir tanesi de işçilerin serbest dolaşımıdır. Birlik içerisinde işçilerin serbest dolaşımı kavramından; üye ülke vatandaşlarının diğer üye devletlere serbestçe girebilmesi, oturabilmesi, işlere başvurabilmesi, mesleğini icra edebilmesi ve kaldıkları ülkelerin vatandaşlarıyla sosyal haklardan eşit bir biçimde yararlanması gibi durumlar anlaşılmaktadır. Son dönemlerde AB ile olan ilişkileri farklı boyutlara taşınan Türkiye'nin işgücünün serbest dolaşımı konusunda Birlik ile arasında olan münasebetleri Ankara Antlaşmasının yapılması ve Katma Protokolün uygulanması ile başlamış, bunlara dayanılarak alınan Ortaklık Konseyi Kararları ve Avrupa Topluluğu Adalet Divanı kararları ile şekillenmiştir. Gelinen noktada Avrupa Birliği ve Türkiye Arasında en önemli müktesebat konularından birisi olan İşgücünün Serbest Dolaşımını hukuki belgeleri esas alarak inceleyen bu çalışmada önce konuya AB müktesebatı açısından yaklaşılmış, ardından konunun Türkiye-AB ilişkileri açısından önemli görülen kısımlarına değinilmiştir. ; The European Union successfully put forward significant applications and innovations during its integration process until it reached its current state. One of the important subjects in the European Integration is freedom of movement of workers. Insıde the Union, from the notion of free movement of workers such condition as freedom of movements, freedom of establishment of member states in other member states, freely applying for jobs, freely practicing their jobs and benefitting equally from the social rights along the citizens of the resident states is understood. The relations with the Union about free movement of Turkey's workforce, whose relations with the EU recently moved to other levels, began with the Ankara Agreements and the application of the Additional Protocol and were shaped with the decision of Association Council and Court of Justice of The European Communities. In this study which examines the free movement of workforce, which is the most important acquis between the European Union and Turkey at this point, on the basis of legal documents, firstly the subject was approached from the acquis of the EU, and later the parts which were regarded important in terms of Turkey were mentioned.

AB vize politikası 1957 tarihli Kişilerin Serbest Dolaşımına ilişkin Anlaşma çerçevesinde Avrupa Konseyi üyesi ülkeler arasında visesiz seyahatin gerçekleşmesi ile başlamıştır. AB vize politikasının gelişimi ise Schengen Anlaşması, vize taşıması gereken üçüncü ülke vatandaşlarına ilişkin Avrupa Konseyi'nin 539/2001 Sayılı Vize Tüzüğü ve Avrupa Konseyi'nin 1683/95 Sayılı Tek Tip Vize Tüzüğü ile olmuştur. AB vize politikası ortak bir vize (Schengen Vizesi) uygulaması ile de entegrasyon seviyesine ulaşmıştır. Avrupa Konseyi bünyesinde oluşan 1957 tarihli Kişilerin Serbest Dolaşımına ilişkin Anlaşmaya Türkiye de taraftı. Hem Türkiye hem de Avrupa Topluluğu üyesi ülkeler 1957 tarihli Kişilerin Serbest Dolaşımına ilişkin Avrupa Konseyi Anlaşmasına taraf olduğundan, söz konusu Anlaşma çerçevesinde vizesiz seyahat uygulaması her iki tarafın vatandaşları için de geçerliydi. Bu bağlamda, 1980 tarihine kadar Türkiye ve AB arasında kişilerin serbest dolaşımı bulunmaktaydı. Buna karşın AB üyesi ülkeler söz konusu Anlaşmayı Türkiye'ye yönelik askıya alarak Türk vatandaşlarına karşı vize uygulamaya başlamışlardır. Bu bağlamda çalışmada Türk vatandaşlarının vizesiz seyahate ilişkin ortaklık hukukundan kaynaklanan hakları ele alınmakta ve AB'nin Türk vatandaşlarına yönelik uygulamalarının ortaklık hukukuna aykırı olduğu savunulmaktadır. Bununla birlikte, çalımada vize konusu üzerinden Türkiye-AB ilişkileri ele alınarak AB'nin olumsuz tutumunun Türkiye'nin üyelik sürecine etkisi sorgulanmaktadır. Bu anlamda çalışmada, AB'nin olumsuz tutumuna karşı Türkiye'nin tercih edebileceği alternatif politika önerileri değerlendirilmektedir. ; European Union's visa policy started with abolution of visa requirements between the member states of the Council of Europe within the framework of the Council of Europe Agreement on Free Movement of Persons in 1957. The development of the European Union's visa policy has been with Council Regulation (EC) No 1683/95 of laying down a uniform format for visas, Council Regulation (EC) No 539/2001 of listing the third countries whose nationals must be in possession of visas and Schengen Agreement. In addition to this, European Union's visa policy with a common visa (Schengen Visa) has reached the level of integration. Turkey also was bound to the Council of Europe Agreement in 1957 governing Free Movement of Persons between Member States of the Council of Europe. Because both Turkey and the member states of European Community were parties to the Council of Europe Agreement on Free Movement of Persons in 1957, visa free travel application within the framework the agreement was valid for nationals of each sides. In this context, there was free movement of persons between Turkey and the EU until 1980. However the member states of European Union suspended the application of the agreement with regard to nationals of Turkey. In this context, in the study are examined the rights of Turkish nationals arising from Additional Protocol providing rules on the implementation of the Ankara Agreement relating to visa-free travel and are argued that EU's practices against Turkish nationals are contrary to association law. In addition to this, in the study are examined EU and Turkey relations relating to visa issues and are questioned to effect on Turkey's EU accession negotiations of the EU's negative attitude. In the study are evaluated the alternative policy recommendations Turkey might prefer against the EU's negative attitude.

Türk vatandaşları için AB üye ülkelerine girişte zorunlu olan vize, Türkiye-AB ilişkilerinde yeni bir sorun değildir. Türk vatandaşları 1980'li yıllardan bu yana, AB üyesi ülkelerine girişlerinde vizeye tabidirler. Avrupa Konseyi tarafından İkinci Dünya Savaşı sonrasında, Avrupa'da vizesiz seyahat kavramı uygulamaya konuldu. Bu kavram ile üye ülke vatandaşlarının birbirlerini daha iyi tanıyıp anlamalarını hedeflenmiştir. Türkiye, Avrupa Konseyi'ne 1949 yılında üye oldu ve başlangıçtan itibaren iki büyük savaş geçirmiş Avrupa ülkelerinin barışa kavuşmasını istemiştir. Türkiye ile AB topluğu ile yapılan görüşmeler sonucunda Avrupa Konseyi Üyesi Ülkeler Arasında Şahısların Serbest Dolaşımı Anlaşması' 1957 yılında imzalanmıştır. 1 Ocak 1958 yılında yürürlüğe giren anlaşmayı takiben aralarında Türkiye'nin de bulunduğu Avrupa Konseyi ülkelerinin büyük çoğunluğu, karşılıklı olarak vize uygulamasına son vermiştir. Ancak 1970'li yılların ikinci yarısından itibaren Türkiye içinde patlak veren siyasi istikrarsızlık, 1980'li yıllarda Türkiye'nin "Vizesiz Avrupa" rüyasından çıkartılmasına kadar ilerlemiştir. 9 Temmuz 1980 tarihinde, Federal Almanya, 24 Eylül 1980 tarihinde Fransa da Avrupa Konseyi bünyesindeki anlaşmayı Türkiye için askıya alacağını Konsey'e bildirmiştir. 5 Eylül 1980 tarihinde, Türk vatandaşlarına yönelik ilk vize uygulamasını "geçici bir tedbir" olarak, üç yıl sonra yeniden değerlendirilmek üzere Federal Almanya Cumhuriyeti başlatmıştır. Uzun yıllardır, Türk vatandaşlarının tabi olduğu vize hukuki, sosyal, diplomatik, bürokratik, uluslararası ve insani boyutları olan çok geniş bir alanı kapsayan bir konudur. ; Turkish citizens are required for entry to the EU member states for which visa is not a new problem in Turkey-EU relations. Turkish citizens since the 1980s, and are subject to a visa when entering EU member states. After the Second World War by the European Council has introduced a visa-free concept in Europe. This concept is aimed at the citizens of the member states to know and understand each other better. Turkey has asked the Council of Europe became a member in 1949 and the beginning of restoring peace in Europe have undergone two major wars. Turkey and the EU case, for instance as a result of negotiations with the Council of Europe Member States between the Free Movement of Persons Agreement 'was signed in 1957. Following agreement entered into force on January 1, 1958 between Turkey also found that the vast majority of the Council of Europe has put an end to a mutual visa application. However, since the second half of the 1970s, political instability erupted in Turkey and Turkey in the 1980s, "Visa-free Europe" is advanced to be removed from the dream. On July 9, 1980 Federal Republic of Germany, France agreement in the Council of Europe on September 24, 1980 were reported to the Council would suspend for Turkey. Anahtar Kelimeler : CE İşareti, Avrupa Birliği, Dış Ticaret Engelleri ÖZETBİR DIŞ TİCARET ENGELİ OLARAK CE İŞARETİ VEAVRUPA BİRLİĞİ İLE UYUMTürkiye ve Avrupa Birliği arasında kurulan Gümrük Birliği'nin temel hedefini kapsayan malların serbest dolaşımı ilkesi, taraflar arasındaki teknik düzenlemelerin birbiriyle uyum içerisinde olmasını gerektirmektedir. Bu bağlamda, ülkemizin Avrupa Birliği mevzuatına uyum çalışmalarına bağlı olarak CE işareti ile ilgili çalışmalar devam etmektedir. CE İşareti bir ürünün sağlıklı ve güvenli olduğunu gösteren bir Avrupa Birliği işaretidir. 2002 yılında yürürlüğe giren Kanun ile birlikte CE İşareti Türkiye'de zorunlu bir teknik işaret kapsamına alınmıştır. Ancak CE İşaretinin uygulanabilmesi için gerekli çalışmalar tamamlanmamış ve geçiş süreleri öngörülmüştür. Bu çalışmada; Avrupa Birliği ve Türkiye ekonomik ilişkileri ele alınmıştır. Ayrıca, Avrupa Birliği'ne uyum kapsamında CE işareti; anlamı, özellikleri ve Türkiye açısından önemi ayrıntılı bir biçimde değerlendirilmiştir.Keywords : CE Mark, European Union, Foreign Trade Barriers ABSTRACTCE MARK AS A TRADE BARRIER AND COMPLIANCE WITH THE EUROPEAN UNIONThe Customs Union between Turkey and the European Union, covering the main objectives of the principle of free movement of goods between the parties requires that the technical regulations in harmony with each other. In this regard, due to Turkey's works on EU legistation harmonization, it is going on CE marking studies. CE Marking is the sign of European Union indicates that a product is safe and healthy. CE marking is mandatory in Turkey on a technical sign since the Law came into force in 2002. However, the required studies of CE marking has not completed and transition periods for the implementation has been envisaged. In this study; economic relations between Turkey and European Union has been considered with their duties in details. In addition to these, context of the European Union, CE marking has been assessed of meaning, qualifications and its importance for Turkey in details.

1817 yılından günümüze kadar gelen hegemonya kavramı, siyasi konuda da ekonomik konuda da uzmanlaşmalar kurarak egemenliğin ülke toplumuna kabul ettirmesi olarak tanımlanmaktadır. ABD, hegemonya konusunda bir çok ülkeyi hem ekonomik hem sosyal anlamda etkilemektedir. Tüm bu etkilere bağlı olarak Avrupa Birliği ve Türkiye'de istihdam, işsizlik ve sosyal sermaye konusunda etkilenmektedir. ikinci Dünya Savaşı sonrasında ortaya çıkan çöküşlerle birlikte arz-talep dengesi de bozularak işsizlik sorununu ortaya çıkarmıştır. Başta ABD olmak üzere AB ve Türkiye işsizlikle mücadele için farklı politikalar uygulamaktadır. Genel olarak AB istihdam politikası, işgücünün serbest dolaşımı ve iş güvenliğinin sağlanması üzerindeyken; Türkiye'de istihdam politikası, ihracatı artıracak yönde sanayileşmenin sağlanması gibi daha detaylı önlemler alınmaya çalışılmaktadır. ABD hegemonyasının AB ve Türkiye'ye olan bir diğer etkisi ise sosyal sermayedir. Sosyal sermaye, ekonomik ve sosyal ilişkileri bir bütün halinde ele alarak, sosyal etkilerin ekonomik sonuçlara neden olmasıyla ortaya çıkmaktadır. Ülkeler sosyal sermayelerini artırmak için sosyal politikalardan yararlanarak daha gelişmiş ve modern bir devlet haline gelmeye çalışmaktadır. ; The concept of hegemony from 1817 until today, is defined as affordable housing to impose a political issue in the country's sovereignty by establishing community specialization. US hegemony affects many countries in both economic and social sense. All employment in the European Union and Turkey, depending on the effect on unemployment and social capital is affected. Tarih boyunca Devletlerin varlık ve siyasal güçlerinin, hükmettiği toprakların büyüklüğü ve stratejik önemi ile ilişkili olduğu görülmüştür. Bu yüzden toprak, hemen her devirde ekonomik gücün temel kaynağı ve bağımsızlığın sembolü olarak kabul edilmiştir. Bununla birlikte, son yıllarda bütün dünyada etkisini göstermekte olan küreselleşme; toprağın bir kısmının yabancılara satışı suretiyle serbest dolaşımını gündeme getirmiştir. Bu uygulamalar, ulus devletler için toprak üzerindeki hâkimiyetin gayri millî unsurların ve sermayenin eline geçmek suretiyle, egemenlik gücünün zayıflaması endişelerini beraberinde getirmektedir. Bu endişeler, Avrupa Birliği'ne geçiş süreci içerisinde bulunan ülkemiz için de mevcuttur. Öte yandan, hızla artan nüfusun getirdiği geçim sıkıntıları, toprağın çoğaltılamaz olması ve doğal kaynakların tükenmesi gibi tehditler de mevcuttur. Dolayısıyla iyi bir arazi yönetim politikasının oluşturulması ve uygulanması gerekmektedir. Bu çalışmada, Avrupa Birliği (AB) yolunda siyasi ve stratejik açıdan oldukça önemli bir konuma gelmiş bulunan ülkemizin, yabancıların taşınmaz edinimi konusunda nasıl bir politika izlemesi gerektiği hususu ele alınarak bazı önerilerde bulunulmuştur. ; During the history, it is seen that big sticks and presence of the states are related to magnitude and strategic importance of land in which these states dominate. Therefore, in every period, land has been accepted as the main source of economical power and the symbol of independence. However, in recent years, globalization affecting the entire world puts free movement of land in selling partly to foreigners down on the agenda. These applications have disconcerted nation-states that its sovereignty power will get weak while the authority on the land passes into the hands of non-domestic factors and capital. These fears exist for Turkey as well, which is process of transition to the EU. On the other hand, threats such as living difficulties because of fast mounting population, non- reproduction of land and consuming of natural resources also exist. Accordingly, application and constituting of a well-working land administration policy has been required. In this study, some suggestions have been made concerning how the policy of our country, which arrive at an important location in the terms of political and strategic on the way to the EU, should be with regard to foreigners' real estate acquisition.

Existentialism, which is a 20th century movement, does not consider the individual as a mere thinking entity; defines it as an entity who acts, feels, and can show the responsibility of taking his own choices with his free will. The individual who has the courage to make a choice with her free will and realizes herself in line with her actions has become the subject of research by existential thinkers. Although existentialism, researching of the individual the first emerged as a philosophical movement, it later showed its effect in the fields of social sciences such as psychology. Existential understanding, which has been influential in many research areas, has tried to understand and make sense of the individual in the process of "being me".
In this article, the person who can take the responsibility of gaining self is discussed. The study is limited within the framework of the common concepts and phenomena of the philosophical and psychology existential movement. The concepts and facts of the research were examined with the phenomenological approach method. In the study, the elements of the process of being me are which the individual's freedom, anxiety to be self, being hopeful in the face of the uncertainty of the future, being aware of having a limited life, and being involved in the process of being me by making choices. Within the scope of this study, the elements of the process of being me are evaluated by associating them with religion. The following conclusions were reached in the research: Not every individual is active in the process of being a self; some individuals involve the process of being me by making choices despite their experiences of anxiety, despair, and death; while some others do not have the courage to be me in the face of anxiety, hopelessness and death.
Bu çalışma İstanbul Arel Üniversitesi S.B.E.'de Sadık Kalender tarafından hazırlanan ve Aynur Acer tarafından yürütülen "Antrepoların Performansının Entropi ve Topsis Yöntemiyle Değerlendirilmesi: A Tipi Antrepolar Üzerine Bir Uygulama" başlıklı yüksek lisans tezinden türetilmiştir. ; Uluslararası ticaretin gelişerek ürünlerin serbest dolaşımının hızlandığı bu çağda, ülkemiz için depolama ve stoklama faaliyeti önemli bir paya sahiptir. Özellikle firmalar dış ticarette ürünlere kolayca ulaşmak ve malların sağlıklı depolandığından emin olmak istemektedir. Uluslararası ticarete konu olan malların ülke sınırları içerisine girdiği andan itibaren serbest dolaşıma giriş işlemleri tamamlanıncaya kadar depolandıkları yerler bu aşamada ciddi önem arz etmektedir. Gümrüklü alanlar olarak bilinen antrepolar, ürünlerin adım adım ithalat işlemlerinin tamamlanarak ve vergilerin ödenerek istenildiği zaman alınabilmesi gibi birçok kolaylık sunmaktadır. Yine antrepolar, malların ithalatı esnasında gerekli izinlerin alınması ve belgelerin temin edilmesi sürecinde firmalara herhangi bir cezai durum oluşmadan depolama faaliyetini gerçekleştirme imkanı sunmaktadır. Firmalar, ürünlerinin ithalat işlemlerini kendi fayda/maliyet analizleri çerçevesinde antrepolar aracılığıyla gerçekleştirdiklerinde çok amaçlı bir karar verme problemiyle karşı karşıya kalmaktadır. Dolayısıyla firmalar için antrepo seçimi bu aşamada büyük önem arz etmektedir. Bu nedenle bu çalışmada öncelikle antrepoların performansının değerlendirilmesinde önemli olan ana kriterler belirlenmeye çalışılmış ve kriter ağırlıklarının hesaplanmasında Entropi yöntemine başvurulmuştur. Çalışma sonucunda tasfiyelik eşya ve ardiye ücretinin antrepoların performansını etkileyen en önemli kriter olduğu sonucuna ulaşılmıştır. Daha sonra çok kriterli karar verme yöntemlerinden biri olan ve sıklıkla kullanılan Topsis yöntemi ile antrepolar sıralanmıştır. ; International commerce and free movements of the goods have gained speed in this era, so, storage and stockpiling operations has become more and more important. Importing goods become more essential for corporations and companies and they require easy access and safe storage for their imported goods. Custom storage zones know as bonded warehouses have been used to store imported goods, while step by step import and taxation processes have been carried out by the importers. When the importers complete all the import and taxation processes, they can easily obtain their goods from bonded warehouses. While import and export companies have been carried out their operations via bonded warehouses, they have been facing to choose correct bonded warehouse in order to optimize their cost/profit analysis. Choosing the correct bonded warehouse yields to a decision-making process. This study focuses on the performance of Istanbul's bonded warehouses' 2018 operations. In this study, first of all, bonded warehouses' performance evaluation criteria have been decided. Evaluations states that liquidation and storage costs are the main criteria, which effects the performance of the bonded warehouse for the import-export companies. These criteria's weighted values have been calculated by using Entropy methods. Furthermore, one of the most frequently used methodology Topsis has been employed to sort bonded warehouses.

1948 yılında imzalanan Ticaret ve Tarifeler Antlaşması (GATT) paralelinde gümrük vergileri giderek düşürülerek sıfırlanmıştır. Ticarette kısıtlamalar kaldırılmıştır. Böylece hizmetler ve malların serbest dolaşımı sağlanmıştır. Avrupa Birliği'nin çekirdeğini Gümrük Birliği oluşturmaktadır. Üye devletler aralarında Roma Antlaşmasıyla malların giriş ve çıkışlarıyla ilgili olarak uyguladıkları gümrük vergileri ve miktar kısıtlamalarını kaldırmayı taahhüt etmişlerdir. Bunun yerine ortak gümrük tarifesi ve ortak ticaret politikası yürürlüğe koymuşlardır. Türkiye ile Avrupa Birliği arasında Gümrük Birliğine dayalı bir ortaklık kurulmasını içeren antlaşma 1963 yılında imzalanmıştır. Hazırlık ve geçiş dönemleri Türkiye'deki ekonomik ve siyasi istikrarsızlıklar sebebiyle 01.01.1996 tarihine kadar uzatmıştır. Bu tarihte bütün engeller aşılarak Türkiye'nin Gümrük Birliği'ne katılması kararlaştırılmıştır. Türkiye'nin Avrupa Birliği'ne tam üyelik görüşmeleri ise 03 Ekim 2005'te başlamıştır. Dünyada, ülkelerin ekonomik gelişme düzeyleri onların uluslararası rekabet gücü ile ölçülmekte ve şartlar çok hızlı değiştiğinden, rekabet gücüne devamlı sahip olmanın yolu kendini sürekli olarak değişen şartlara adapte etmekten geçmektedir. Avrupa Birliğine kabul edilmeyip Gümrük Birliğine kabul edilen Türkiye'nin bu aşamadan sonra özellikle dış ticaretinde çok daha dikkatli davranması gerekmektedir. Gümrük Birliği ve Türkiye'nin rekabet gücü ele alınmıştır. Avrupa Birliği ile gerçekleştirilecek Gümrük Birliğinden sanayi sektörünün rekabet açısından etkilenmemesi için alınması gereken tedbirler ile rekabeti engelleyen unsurlar üzerinde durulmuştur. ; Customs taxes were gradually reduced and then abolished by the General Agreement on Tariffs and Trade (GATT) signed in 1948. trade barriers were removed. Thus the free movement of goods and services was realized. The Customs Union constitutes the European Union?s nucleus. The member countries promised to abolish customs taxes and quantitive restrictions which they applied for the import and export of goods. Insead, they put the common customs tariffs and the common trade policy into effect. Tha agreement which involved a partnership between Turkey and European Union in accordance with the Customs Union was signed in 1963. the prepatory and transition periods lasted until January 1st, 1996 because of economic and political instability in Turkey. On this date, Turkey?s joining the Customs Union was resolved overcoming all the obstacles. As for the negotiations on Turkey?s full membership to the European Union, they started on October 3rd, 2005. In the world, economic development levels of the countries are measured by their international competitive power and because the conditions change very rapidly, the key to have competitive power is to adapt itself to constantly changing conditions. From now on, Turkey which has been accepted to the Customs Union but not to the European Union, has to act much more carefully, especially in its foreign trade. The Customs Union and Turkey?s competitive power have been discussed in this thesis. The precautions that should be taken in order that the industrial sector will not be affected in terms of competition by the Customs Union and the factors hindering competition have been emphasized.

KÜRESELLEŞME VE BÖLGESELLEŞMEHAREKETLERİNİN SERBEST DIŞ TİCARET ÜZERİNEETKİLERİÖZETAvrupa Topluluğu'na tarihi perspektifle bakıldığında 'modernize merkantilizm' in en ileri temsilcisi olduğu görülür. Bu ilk bakışta şaşırtıcı ve inanılmaz gelebilir. Çünkü bu uluslar topluluğu tarihi merkantilizmin düşünce planında yıkımını gerçekleştirmişlerdi. Ne var ki tek tek ulus devletlerin kurulması için Avrupa'daki siyasi ve ideolojik birliği parçalayan Avrupa uluslarının, 20.yüzyılın ikinci yarısında aralarındaki ekonomik işbirliğini siyasi ve kültürel bakımdan tek devlete ( Avrupa Birleşik Devletleri ) dönüştürmede oldukça kararlı olmaları, Avrupa medeniyetini ( Akdeniz'le beraber ) gözünü Pasifikte odaklanan yeni gelişmelere çevirdiğini ve yeniden dünyanın cazibe merkezi olmaya yöneldiğini göstermektedir.Bilindiği üzere GATT ( General Agreement on Tariffs and Trade ), uluslararası ticarette serbestliği ve şeffaflığı savunmak ve meydana gelebilecek anlaşmazlıkları en seri bir şekilde çözebilmek amacıyla 1947 yılında 24 ülkenin katılımıyla kurulan uluslararası bir anlaşmadır. Halen üye sayısı 100'ü aşmıştır. GATT küresel anlamda serbest ticarete ilk ivmeyi vermesi bakımından önemlidir. Ancak tezat olan durum Gelişmiş ülkelerin bir yandan GATT 'a imza atarken bir yandan da kendi aralarında ekonomik bloklar oluşturmalarıdır. Zira kurulan bu bloklar blok dışındaki ülkelere uyguladıkları ayrıcalıklarla serbest ticaret ilkesine aykırı davranmaktadırlar.GATT 'ın ruhu, bir ülkenin herhangi bir ticaret partnerine tanıdığı imtiyazları diğer tüm ülkelere de tanımasıdır. GATT is importnat for the first step of global free tradeBut contrasting issue is; while advaced nations sign for GATT on the other hand they build up economic blocks among themselves. Because these created blocks are breaking the free trade principle by discriminating the nations which is out of the blocks.The main principles of GATT are non-discrimination and the application of the Most-Favored Nation principle to all signatories. If this is so, we can say that there is no GATT. Because blocks, like EU and North American Free trade Agreement(NAFTA), is breaking the main principle of GATT. Oyun "Kırılgan Beşli" olarak isimlendirilen Brezilya, Endonezya, Hindistan, Güney Afrika ve Türkiye arasında oynanmıştır. Yatırımcı oyunda seçilen ülkeler arasında sermayesinin yönüne karar vermesi hususunda serbest bırakılmıştır. Oyun cebirsel yöntem ile çözülmüş ve ulaşılan kat sayının sermaye hareketleri karşısındaki etkinliği araştırılmıştır.Oyun sonucunda ülkeler ortak strateji ve ekonomi politikaları izlediklerinde sermayenin hareketleri ile oyun sonucunda bulunan kat sayı arasında eş anlı hareketler gözlenmiştir. The effect of moving in the direction of mutual benefit, especially the countries with fragile economies, has been influenced by the sudden entry and exit movements of foreign capital flows and the reaction of foreign capital has been investigated.Game theory was used as a research method. Mixed Strategy and game with non-zero sum installed. Interest, Inflation and Growth data as variables are included in the game. The game "Fragile Five", known as Brazil, Indonesia, India, was played between South Africa and Turkey. The investor is free to decide the direction of the capital among the selected countries in the vote. The game was solved by an algebraic method and the effect of the number of floors reached on capital movements was investigated.At the end of the game, when the countries watched common strategy and economic policies, there was a similar movement between the movements of the capital and the number of floors in the game result. At the same time the game is thought to fail to predict the future. It is thought that the game can succeed in generating a common policy if the application of game theory is played by more variables and assumptions among countries.

AB SÜRECİNDE TÜRKİYE TARIMIAvrupa Birliği (AB); siyasi ve ekonomik anlamda uluslararası bir bütünleşmedir. Avrupa'da siyasi ve ekonomik bütünleşme Avrupa Ekonomik Topluluğu'nun (AET) kurulmasıyla başlamıştır. 1951 yılında kurulan Avrupa Kömür ve Çelik Birliği (CECA) bütünleşme yolunda atılmış ikinci adımdır. Ekonomik yönden birleşme fikrine yoğunlaşılması sonucunda 25 Mart 1957 tarihinde Avrupa Atom Enerjisi Topluluğu (EURATOM) kurulmuştur. Bu topluluklar AB'nin temelini oluşturmaktadır. 1 Ocak 1958 tarihinde kurucu altı ülke (Almanya, Fransa, İtalya, Belçika, Hollanda, Lüksemburg) tarafından imzalanarak yürürlüğe giren Roma Anlaşması ile Avrupa Ekonomik Topluluğu bugünkü adıyla Avrupa Birliği kurulmuştur. Enflasyona engel olunamamasından ve durgunluğun devam etmesinden dolayı 24 Ocak1980 Kararları alınmıştır. 1980 sonrası dönemde 24 Ocak 1980 Kararlarıyla; devletin tarım sektörüne sağladığı destek azalmıştır. Fiyat yoluyla desteklenen ürün sayısı, 1980 yılında 24 iken, 1981 yılında 20'ye, 1985 yılında 18'e,1990 yılında ise 10'a düşmüştür. Nisan 1994'de yaşanan ekonomik kriz nedeniyle desteklenen ürün sayısı azaltılmış Bu süreç 2001 yılı sonuna kadar devam etmiştir. 2000'li yıllara gelindiğinde etkinliğini yitiren tarım politikalarının yerini, rekabete dayalı, adil, çiftçinin gelir düzeyini yükseltmeyi amaçlayan çevreci olan daha etkin tarım politikaları almıştır. Kalkınma projeleri ile birlikte neoliberal küreselleşme, dünyayı Batı ideallerine göre yıllardır şekillendiren modernite kurumlarındandır. Özellikle "Üçüncü Dünya'da" bu şekillendirmenin yapılması birçok topluma yoksulluk, sefalet ve şiddet getirmiştir. Bu şiddet ve yoksulluğun mağdurları olan ve kapitalizmin kaderleri olmadığının farkında olan taban hareketleri alternatifler yaratabilmenin çabası içindedirler. Otonomi ise bu çabanın gerçekleştirilebilmesinin yoludur. Fakat ne var ki otonomi kavramı birçok özerklik hareketine de temel olacak şekilde uzun süredir liberal düşünce okulunun tahakkümü altındadır. Otonomi kavramına farazi durumlar üzerinden daha büyük bir amaca ulaşmanın aracı olarak yaklaşan liberal otonomi yaklaşımı neoliberal küreselleşme sürecinde sığ kalmaktadır. Çalışmada incelenen Zapatista Hareketi örneğinde de görüldüğü gibi, tabandan gelen toplumsal hareketlerin otonom olmayı arzuladıkları modernite kurumlarını liberal otonomi yaklaşımları doğal ve alternatifi olmayan gerçeklikler olarak üstü açık ya da kapalı kabul etmektedirler. Böyle bir yaklaşım ise Castoriadis'in heteronomi olarak adlandırdığı otonomiye zıt bir durumu ortaya çıkartmaktadır. Liberal otonomi yaklaşımlarının bizzat toplumların otonom olmayı arzuladıkları gerçeklikleri alternatifsiz kabul etmesi yeni bir otonomi yaklaşımının inşasını gerekli ve mümkün kılmaktadır. Neoliberal küreselleşme ve kalkınma projesi gibi toplulukların otonom olabilmelerini engelleyen modernite kurumlarını tamamen reddeden Post-Kalkınma Teorisi ise çok boyutlu otonominin inşası için kuramsal bir çerçeve sunmaktadır. Liberal otonomi yaklaşımları aksine Post-Kalkınma Teorisi, Zapatista Hareketi'nde de görüldüğü gibi siyasi, ekonomik ve kültürel mecralarda çok boyutlu bir otonomi yaklaşımına sahiptir. Otonomi kavramını, ulus devletin merkezi tarafından tanınan siyasi ve kültürel ayrıcalıklar olarak kabul etmek yerine, bu çalışma sömürgecilikten kalkınma projelerine modernite kurumlarının hepsinin mağduru olan toplulukların oluşturduğu Zapatista Hareketi'nde de görüldüğü gibi çok boyutlu bir otonomi yaklaşımının kuramlaştırılmasını hedeflemektedir. ; Along with development projects, neoliberal globalization has been one of the modernity institutions which transforms rest of the World in line with Western ideals. Such transformation has brought poverty, misery and violence to communities and especially to those in the so-called "Third World". Those communities have come to realize that the system that bears such misery and violence is not their fate and is not without an alternative and the ways of creating such alternatives are emanating from the grassroots. The concept of autonomy is the path to such attempts of creating alternatives. However, autonomy has long been studied in and associated with liberal school of thought. But, the liberal approaches to autonomy which tend to see autonomy as a tool for achieving a greater goal and conceptualizes it through vague and abstract situtations, are nothing but shallow in these times of neoliberal globalization. Because, as it can be observed in the case of Zapatista Movement, the grassroots initiatives aim to be autonomous from the institutions of modernity and the liberal approaches view these institutions like free-market economy or nation-state as natural realities and without their alternatives. Such an approach is not only compatible with the very notion of autonomy but is what Castoriadis called heteronomy; the opposite of autonomy. In this light, the Post-Development Theory provides theoretical framework for an alternative and multi-layered conceptualization of autonomy. As it can be seen in the case of Zapatista Movement, the project of autonomy can be realized through political, cultural and economic levels. It is the aim of this study to theorize such an alternative and multi-layered approach to autonomy.
