Michael Wolffsohn's (no bibliographic information provided) thesis that the formula "Land for Peace" does not work for Israel, as this country attempts to resolve the ongoing Middle East conflict, is supported, but his analysis to find the answer "why?" is argued to be incorrect. The historical & political circumstances of the peace negotiations between the Israeli governments & Palestinians in the 1990's & early 2000's are outlined, & the positions of the Likud party, Ariel Sharon, Benjamin Netanjahu, Dov Weisglass, & other Israeli politicians on withdrawing from occupied territories to bring about peace in the area are presented. The reasons why "Land for Peace" failed as an approach in the asymmetric conflict between state & nonstate actors are explored. Israel's expectation of its recognition by the Palestine Liberation Organization (PLO), which it viewed to be a terrorist organization, & the PLO distrust of the demand to recognize as legitimate a state which occupies its territory & treats the Palestinians as a nation without state, are examined. It is concluded that the Middle East conflict is not only one of asymmetry in military & political sense, but it is also characterized by an asymmetry of collective expectations. We know the basic Guerilla rule. Guerilla warfare needs civilian surroundings & its own civil victims. The more the better. Guerilla warfare is used by those, such as the Hezbollah, that know they are militarily inferior to lead an open war. Every guerilla fighter is a soldier, but were he dressed as such he would be an easy target; therefore, he does not wear a uniform. They are soldiers dressed as civilians, which violates the Geneva Convention. As guerillas operate from civilian surroundings, the enemy can only loose as he shies away from shooting civilians. However, should the enemy react and shoot civilians; he is considered brutal & inhumane. This is a political triumph for the Guerillas as this loss of the enemy's image leads to intense political pressure on him & his protectors by people that are decent & humane but lack insight into guerilla warfare. The world only sees the terrible pictures but not the crux of the problem. Israel had to react; it reacted & fell into Hezbollah's trap, which is the successful deception of people.
