This paper presents a study that seeks to items on the various legal reforms that have maximized the debate about the need for protection of women against violence suffered because of their gender. The question to be resolved by the law, as the legal system, is to determine which is the surest way to guarantee to protect women as subjects of law. This is particularly important when discussing transitional justice mechanisms such as Colombia, where the victims of sexual crimes constitute a large universe of women who have suffered particular forms of violence because of the actions of the actors in the internal armed conflict.
This article aims to compare the foundations and ideas, which characterize globalization as a hegemonic expression of the model of the capitalist development, in its current state, of a speculative and financial type and predominantly extractive, with one of the characteristic and determining factors for the search and the construction of ideologies and imaginaries of peace in Colombia.
Even though the armed conflict seems to have reached a critical point, opening up space an important negotiation of the internal armed conflict that takes more than 50 years, between the FARC-EP and the Colombian government, it is necessary to deepen around the role of the participation of the population, who in a real way expand and make antagonisms complex, it is the people who ultimately will demonstrate the ability to promote and to consolidate the shift, because if it is not thus assumed, the current negotiations will not redound to a real change, where other cycles of war take place, the deepening of the territorial, environmental, social, economic, political conflicts, as it has already happened in the painful history of Colombia.
The current peace process between the Colombian Government and FARC - EP in Havana has rekindled the debate over the limits and scope of transitional justice. Phenomena such as horizontal victimization, result of the indirect participation of civilians in the conflict, poses a number of challenges for the transitional justice model, which is defined at the table; in particular how to proceed when violence has been used among neighbors. This article focuses on this tension and, for that, this presents a description of the boundaries of transitional justice and discusses the contexts of opportunity where the horizontal victimization has taken place in a Colombian region strongly affected by the armed conflict, la Sierra de La Macarena. The article concludes with the formulation of a hypothesis aimed at proposing a possible alternative in order to overcome the horizontal violence in the post conflict:, which is the possible complementarity between transitional mechanisms and the local experiences of community justice.
The public libraries of Columbia need to situate themselves as places for inclusion, social cohesion, construction of citizenship, and local memory as part of the post-conflict peace process. Colombia's leaders and institutions, including libraries, have an obligation to go beyond the laws and regulations to achieve the vision of the future that has emerged from the negotiations in Havana, Cuba. There are actions that can be undertaken by libraries to promote social transformation at this historic time. Libraries are territories of peace, where librarians can undertake initiatives that build on citizens' dreams of a prosperous future.
An interpretive analysis and evaluation from the perspective of human rights of the Central American peace process, with focus on the key agreements achieved during the regional meeting of Esquipulas II
This research article presents routes of historical analysis over the scope and shortcomings left by the talks of peace in Colombia between FARC-EP and the National government during the twentieth century, as well as the role played by the mass media in those processes and an analytical description of the discourses in Oslo and Havana, initiating the current process of negotiations at Havana; the deep scope of this process of negotiations marks in the last decade in Colombia, is highlighted with regard to the possible termination of the armed conflict and the construction of a stable and lasting peace.
This article presents the often overlooked interdisciplinary field of Peace Studies with a focus on its historical evolution since its emergence in the early 20th century. For this purpose, it first overviews its major institutional developments identifying four stages in this evolution: origins (1914-1945), institutionalisation (1945-1970), discipline development (1970-1990), discipline consolidation (from 1990 onwards). Second, it identifies six major lines of inquiry / features within the debates that have defined the discipline: approaching violence and promoting peace; necessity of an interdisciplinary approach; peaceful and non-violent management of conflicts; global and multi- cultural focus; balance between scientific analysis and normative engagement; relation between academic and practical purposes. Finally, it reviews the contemporary agenda of Peace Studies, identifying the current trends in the discipline.
En este documento de trabajo nos centraremos en la figura del conciliador o componedor político. La temática puede resultar de particular interés para aquellos estudiantes en ciencias políticas y relaciones internacionales. Por un lado, porque el ejercicio de toda mediación implica una condición especial para el manejo –y manipulación– de redes sociales. Por otro, porque supone el ejercicio de una transversalidad a través de distintos campos políticos que sólo puede explicarse gracias a los lazos que pudieron establecer los agentes en el derrotero de sus vidas. Considero que los componedores políticos –pero aún más, el fracaso de sus cometidos– representan una cabal muestra de la dinámica del faccionalismo propio del siglo XIX. La labilidad del campo de pertenencia faccioso dejó ciertos cotos para que algunos actores tuviesen afinidad con miembros de los bandos antagónicos, lo que pone en evidencia una capacidad excepcional para intentar una transacción. Lo que se pretende presentar en este apartado son una serie de situaciones en las que se buscó la conciliación política entre las facciones en pugna (la unitaria y la federal), con el objetivo de intentar comprender no sólo cómo se efectuaba esa intermediación, sino también, procurar discernir el porqué de sus fracasos.
