La Teoría de Juegos constituye un modelo en el que cada jugador intenta predecir qué harán los otros jugadores en réplica a sus propias acciones, y optimizar el resultado de dichas acciones en su beneficio sabiendo que los demás están pensando de la misma forma. El desarrollo de la teoría supuso un boom después de la II Guerra Mundial, que pasó de analizar comportamientos exclusivamente competitivos a considerar situaciones con características competitivas y cooperativas. Sin embargo, el avance de la humanidad y la desaparición de los dos bloques geopolíticos han eliminado el equilibrio de poder y han producido el surgimiento de un mundo basado en la conquista exclusiva del poder. Esto ha originado el cambio de modelos y dilemas, pasando de los modelos más cooperativos (Dilema de Preso) o de los modelos de la Guerra Fría (Dilema del Gallina) hasta alcanzar los dilemas del Líder o del Héroe. Este cambio de paradigma se debe a la extensión de la globalización, que origina una pérdida inconmensurable de poder económico, social, político, de derechos humanos, que han afectado negativamente a los pobres. En este trabajo se estudia el cambio de paradigma causado por las consecuencias de la globalización y las transformaciones geopolíticas en un mundo monopolar, analizando las consecuencias en base a la Teoría de Juegos. ; Games Theory constitutes a model by means every player tries to predict what they will make the other players in reply to his own actions, and to optimize the result of the above mentioned actions in his benefit knowing that the others are thinking to about the same form. The development of the theory supposed a boom after the World War II, which happened of analyzing exclusively competitive behaviors to considering situations with competitive and cooperative characteristics. Nevertheless, the advance of the humanity and the disappearance of both geopolitical blocks have eliminated the balance of power and have produced the emergence of a world the most based on the exclusive conquest of the power. This has originated the model change and dilemmas, happening from the most cooperative models (Prisoner's Dilemma) or from the models of the Cold War (Dilemma of the Gallina) up to reaching the dilemmas of the Leader or of the Hero. This change of paradigm owes to the extension of the globalization, which originates an immeasurable loss of economic, social, political power, of human rights, which they have affected negatively to the poor people. In this paper is studied the change of paradigm caused by the consequences of the globalization and the geopolitical transformations in a monopolar world, analyzing the consequences on the basis of the Theory of Games.

La aplicación de la teoría de los juegos, en especial de "La batalla de los sexos" facilita el análisis del proceso de negociación y los motivos por los que se producen los resultados. Se ha podido verificar que los actores se integran formando constelaciones, en las cuales, dependiendo de las circunstancias históricas, el factor común de unión puede variar. It has been possible to verify that the actors are integrated forming constellations, in which, depending on the historical circumstances, the common factor of union can vary. The democratization process experienced in Mexico in the last twenty years brought with it the promise of governments that are closer to the citizens, that respond in a better way to their demands, and above all that offer better solutions to collective problems. This expectation inherent in the process of democratic management is not only manifested through a better provision of public goods and services, but also implies responsible management of public finances. However, just in the period in which orderly and regular elections began to be held, along with a more open, democratic and plural system, the indebtedness of the municipalities grew practically exponentially. Although the relationship between political competition and debt dynamics is well known, the importance of this relationship does not lie in explaining why the municipalities have become indebted at that level, but why, if the conditions suggest that all municipalities They can get into debt exponentially, don't they all do it? The central hypothesis proposed is that the problem of municipal indebtedness in our country is an agency problem. To validate this hypothesis, a signaling game theory model is proposed. Finally, to describe the incentives inherent in the municipal debt contracting process, we use a dynamic Bayesian game, from which it is deduced that the municipal debt process does not have enough locks to guarantee responsible management of the public debt in terms of solvency. ; El proceso democratizador experimentado en México en los últimos veinte años trajo consigo la promesa de gobiernos más cercanos a los ciudadanos, que respondieran de mejor forma a sus demandas, y sobre todo que ofrecieran mejores soluciones a los problemas colectivos. The following paper tries to evaluate the efficiency of fines in goverment/Public Procurement with the Game Theory Analysis, in three large parts: first, it goes over the present situation using the extensive from of a game; second, a critique to the previous model that used the same method, and third, it makes a proposal for an effective procedure when imposing fines. ; En el presente artículo, evaluaremos la eficiencia del procedimiento de aplicación de multas en la contratación estatal colombiana, utilizando para ello una herramienta práctica como lo es la Teoría de juegos. Se dividirá en tres grandes partes, a saber: i) en primer lugar, una descripción de la situación actual de la cuestión, planteada a través de la representación extensiva de un juego; ii) enseguida, encontrará el lector una crítica a un modelo que se había planteado con anterioridad, que se valía del mismo método y, iii) por último, se hará una propuesta para que, efectivamente, el procedimiento de aplicación de la sanción cumpla con su finalidad.

People in irregular war, has uncertain about their permanence in the territory where they live, for this reason, usually they make coalitions to obtain social, political and economic stability. This paper is a game theory and social networks model, about how people take decisions when population had beendistributed in two kind of individuals with different threshold for making a coalition, and for this reason they have to conjecture. ; La toma de decisiones en un contexto de guerra irregular está condicionada a un conjunto de información que los individuos deben procesar para formar alianzas que maximicen su probabilidad de sobrevivir y de paso, les garanticen estabilidad social, política y económica. Este trabajo modela a través de la teoría de juegos y las redes sociales, la toma de decisiones de una población que no se encuentra completamente conectada y distribuida en dos tipos de individuos de acuerdo con sus umbrales, razones por las cuales para decidir formar alianzas, los individuos deben conjeturar sobre las decisiones que tomarán las demás personas que habitan en su territorio.

Game theory is a theory of strategic interaction. That is to say, it is a theory of rational behavior in social situations in which each player has to choose his moves on the basis of what he thinks the other players' countermoves are like-ly to be. After preliminary work by a number of other distinguished mathematicians and economists, game theory as a systematic theory started with von Neumann and Morgenstern's book, Theory of Games and Economic Behavior, published in 1944. One source of their theory was reflection on games of stra-tegy such as chess and poker. But it was meant to help us in defining rational behavior also in real-life economic, political, and other social situations. In principle, every social situation involves strategic interaction among the participants. Thus, one might argue that proper understanding of any social situation would require game-theoretic analysis. But in actual fact, classical economic theory did manage to sidestep the game-theoretic aspects of economic behavior by postulating perfect competition, i.e.

In this work, I explore the "deep structure" inherent in the text of Celestina. By "deep structure" I mean a playful structure with which we can systemize the relationships that occur between the characters and their decision-making, especially between Celestina and Calisto. My approach to this thesis is interdisciplinary; more specifically, I apply the critical claims offered by modern game theory and sociology, with the intention of bringing to light an aspect of the work which has been up to now largely disregarded by Celestina critics: the role of games. This analysis is accomplished while keeping in mind the political, sociocultural and economic background of the times in which the text is situated.

Otra alternativa basada en el miedo, la distorsión de información (falsedad), el engaño y la manipulación de las estructuras de decisión. ; This work paper article aims to describe the historical development of the set of technologies and devices discursive, rational, cognitive and political engineering aimed at shaping and influencing the processes through which communities and societies make their collective choices, legitimizing through this process their levels of social cohesion and paradoxically, the mechanisms which reaffirm the political domination. It basically highlights two alternatives in the collective election front to which contemporary societies are: an alternative based on the full information (truth) and the moral construction of consensus. Another alternative based on fear, distortion of information (falsehood), deception and manipulation of decision-making structures.

In September 1997, CTE set a new distribution rate after estimating the investment value, called New Replacement Value (VNR) for power distribution utilities in Peru. This estimation is an indispensable tool to set rates for 1997-2001 but raised a controversy between CTE and the regulated companies that reached the judiciary and generated a series of contradictory opinions on rate setting, regulation methods and LCE opinions. A theoretical model of game theory show that if the agents acting maximizing profits, the Nash equilibrium will be appropriate by the LCE. Although, if there are exist a deviation by "populist" causes the equilibrium will be inefficient for the user but harmful for the company. In the next period, the companies will have incentives for underinvestment or recoil of the business but will never invest efficiently. We concluded that the important question is not if the regulatory entity is independent or not. The most important is that the government provides a believable commitment, as much to consumers as to investors for the development of the sector. ; En setiembre de 1997, la Comisión de Tarifas Eléctricos (CTE) fijó una nueva tarifa de distribución, tras estimar el valor de la inversión de las empresas (VNR) de distribución eléctrica en Perú. Dicha estimación, que es un requisito indispensable para el proceso de fijación de la tarifa para el periodo 1997-2001, suscita una controversia entre la CTE y las empresas reguladas, la cual es materia de este artículo, por la divergencia entre las redes subterráneas y aéreas que son reconocidas en dicho proceso tarifario. Utilizando la Teoría de Juegos para el análisis de dicha controversia, se observa que si los agentes actúan maximizando sus beneficios, el equilibrio de Nash del juego será el deseado por el modelo teórico detrás de la Ley de Concesiones Eléctricos (LCE). Sin embargo, si existen desvíos por motivos "populistas", el equilibrio se torna eficiente para el usuario pero perjudicial para la empresa. Se puede observar que, en el siguiente periodo, las empresas tendrán incentivos para sub-invertir o para retirarse del negocio, pero nunca jugarán a invertir eficientemente dados los resultados supuestos en el primer juego. Se concluye que la "independencia" del ente regulador no es un fin en sí, sino un medio. Lo que interesa, finalmente, no es tanto si el ente regulador es independiente o no, sino que a través de él, el Estado provea de un compromiso creíble, tanto a los consumidores como a los inversionistas para garantizar el desarrollo del sector.

This research uses evolutionary game theory to determine the importance of public safety and government interventions to maximize social welfare when insecurity prevails. The study method consists of modeling an owner-opportunistic evolutionary game with high levels of crime and little action by the victims, alternating with government interventions. Conclusions show that the only mechanism through which the government can make the population achieve a maximum of social welfare is by improving public security, regardless of whether there are greater penalties for criminals. ; Esta investigación utiliza la teoría de los juegos evolutivos para determinar la importancia de la seguridad pública y las intervenciones gubernamentales para alcanzar un máximo de bienestar social cuando prevalece la inseguridad. El método de estudio consiste en modelar un juego evolutivo propietario-oportunista con altos niveles de delincuencia y poca acción de las víctimas, e ir alternando con las intervenciones del gobierno. Se concluye que el único mecanismo a través del cual el gobierno puede hacer que la población alcance un máximo de bienestar social es mejorando la seguridad pública, independientemente de si existen mayores penalidades para los delincuentes.
