EL Sr. Embajador de Alemania hizo una reseña de la Unificación Alemana, marcando la oportunidad histórica de la misma, haciendo una crítica a los sectores flexibles para con los regímenes comunistas de Alemania del Este, Europa Meridional y del Este, los que, aún siendo minoritarios tenían influencia política, y señalando que el objetivo prioritario de la Política Exterior Alemana durante 40 años -La Unidad Nacional-, se cumplió en unos meses durante 1990. También destacó los compromisos asumidos por Alemania al momento de la Unificación: compromisos políticos, sociales y económicos que hoy pesan fuertemente sobre lo que fuera Alemania Occidental: Un endeudamiento interno agravado en un 15% para 1995 respecto de 1990; una productividad de Alemania Oriental de un 30% respecto de la de Alemania Occidental y una gran desocupación y reconstrucción de la economía que pesan sobre el Sector Occidental de Alemania. Por otra parte, Alemania puja por un futuro Orden Mundial delineado por lo que se denominaría la Pax Democrática Internacional, donde el afianzamiento de la Paz sólo le cabría a las Democracias- las reales democracias ya que ellas en razón de sus estructuras internas, están prácticamente imposibilitadas de agredir. En lo que a la seguridad Internacional para Alemania se refiere, el Sr. Embajador destacó que la OTAN, la Conferencia de Seguridad y Cooperación Europea y la Comunidad Europea son estructuras irrenunciables, deteniéndose en cada estructura a fin de señalar los objetivos de Alemania en cada una. Finalmente, una Alemania en Naciones unidas, (en un futuro miembro del Consejo de Seguridad), parte integrante de una Europa fuertemente regionalizada, con una ya importante tradición Democrática y Económica, aunada a la continuidad de una Política Exterior equilibrada, moderada y cooperativa, alejan el fantasma de una Alemania "demasiado fuerte", acorde con lo expuesto por el máximo representante de Alemania en nuestro país. ; The German Ambassador reviewed the unification of Germany. He outlined its historical oportunity, and criticized some groups that had been too ductile towards East Germany, Meridional and Eastern Europe Communists Regimes. Those groups -though being a minority exerted an important political influence. He also remarked that national unification, which had been an essential objective of German foreign policy for 40 years, was achieved in a few months during 1990. The Embassador also pointed out the social, political and economic obligations wich were assumed by West Germany when the unification took place. West Germany will have in 1995 an internal debt 15% higher than in 1990. The productivity of East Germany compared to West Germany is only 30%. In addition to great unemployement there is the problem of the complete restructuring of the East German economic structure. On the other hand, Germany is moving towars a future World Order based on an "International Democratic Pax", peace would be garanteed by democracies -real democracies- due to their internal structures are practically uncapable of acts of aggression. Regarding the German international security, he underlined the importance of OTAN, OCDE and EC for his country and pointed out the interests of Germany in each organism. Die vorliegende komparatistische Arbeit beschäftigt sich mit einer Reihe ausgewählter Romane und Erzählungen, die in der schwierigen Zeit des politischen und kulturellen Umbruchs in Spanien nach 1975 und in Ostdeutschland nach 1989/90 entstanden sind. Konvergierende Momente zwischen beiden Übergangsprozessen ergeben sich im kulturellen und literarischen Bereich aus der Abschaffung des vorher allgegenwärtigen Zensurapparates, wodurch verstaubte Tabus und Einschränkungen im Kontakt mit anderen Literaturen aus dem Weg geräumt und gänzlich neue thematische, aber auch formale-erzähltechnische Perspektiven eröffnet werden. ; This comparative work deals with a number of selected novels and stories that have appeared in the difficult period of political and cultural upheaval in Spain after 1975 and in East Germany after 1989/90. Converging forces between the two transitions emerge in the cultural and literary field as a consequence of the abolition of the previously pervasive system of censorship. Subsequently, outmoded taboos and restrictions are abolished due to the contact with other literatures and entirely new perspectives on topics but also formal-narrative methods shall be opened. ; El presente trabajo comparativo se ocupa de una serie de novelas y cuentos seleccionados que surgieron durante el difícil período de cambio político y cultural, tanto en España después de 1975 como en Alemania del Este después de 1989/90. En el ámbito cultural y literario resultan momentos de convergencia entre ambos procesos de transición debido a la supresión del sistema de censura anteriormente omnipresente, gracias a lo que se despejan tabúes anticuados, y a las restricciones en el contacto con otras literaturas y que facilitaron así la apertura hacia nuevas temáticas y nuevas perspectivas formales y de técnica de la narración.

The German Democratic Republic, in its 41-years long-life existence, forged and projected a national identity exceeding by far its geopolitical capabilities. It was an unique and unprecedented process, basically led by the Party and State´s chief, Erich Honecker and by Werner Lamberz, an polyglot top apparatschick. Both were the most prominent driving politicians in the effort to spread the international influence of East Berlin helping to get an own geopolitical position. The paper assumes as an explanatory concept the convergence between a strong societal dynamic, relatively autonomous (eigenständige) and highestresolutive self-perception of the GDR elite. Through that was generated there an own identity with strong geopolitical projection, despite the absence of a common narrative among rulers and governed. This identity unthinkable in 1989 has had aftermaths in the decades after reunification by the so-known Ostalgie. In obtaining their own geopolitical role, Latin America and especially Chile, were key factors. The paper adapt the Wagnerian term Nibelungentreue (approximately emotional fidelity) as an explanatory concept for the latter. ; La República Democrática Alemana, en sus 41 años de existencia forjó y proyectó una identidad que sobrepasaba con creces sus capacidades geopolíticas. Fue un proceso singular e inédito, conducido básicamente por el jefe de Estado, Erich Honecker y por el políglota dirigente, Werner Lamberz. Se asume como clave explicativa general el entronque de una fuerte dinámica societal, relativamente autónoma (eigenständige), con la auto-percepción resolutiva de la elite en orden a generar una llamada sociedad socialista desarrollada. Se generó una identidad con proyección geopolítica, pese a la ausencia de una narrativa común entre gobernantes y gobernados. El elemento identitario germanooriental, no pensado en 1989, ha repercutido en las décadas posteriores a la reunificación a través de lo que se conoce como Ostalgie. En la obtención de un rol geopolítico propio, América Latina y especialmente Chile, fueron centrales. Como clave conceptual explicativa del vínculo con Chile, el paper profundiza el concepto Nibelungentreue (fidelidad emocional). ; A República Democrática Alemã, em seus 41 anos de existência, forjou e projetou uma identidade que excedia em muito suas capacidades geopolíticas. Foi um processo único e sem precedentes, liderado pelo chefe de estado, Erich Honecker, e pelo poliglota apparatschick, Werner Lamberz. Assume-se como chave explicativa geral a junção de uma dinâmica social forte, relativamente autônoma (eigenständige), com a auto-percepção resolutiva da elite, com a finalidade de gerar a chamada sociedade socialista desenvolvida. Uma identidade com projeção geopolítica foi gerada, apesar da ausência de uma narrativa comum entre governantes e governados. Esse elemento de identidade da Alemanha Oriental, inconcebível em 1989, teve repercussões nas décadas após a reunificação através do que é conhecido como Ostalgie. Na obtenção de seu próprio papel geopolítico, a América Latina e, especialmente, o Chile, foram cruciais. Como chave conceitual explicativa do vínculo com o Chile, o artigo aprofunda o conceito wagneriano de Nibelungentreue (fidelidade emocional).

Los historiadores del Derecho de lengua alemana se reunieron en Wüzburg entre los días 8 y 12 de septiembre de 2002. Estas 34 Jornadas de Historia del Derecho trataron no sólo sobre los Derechos Romano y Medieval, sino también sobre la Historia moderna de del derecho privado. Así mismo, una parcela importante estuvo dedicada al desarrollo del Derecho de la Europa del Este así como a las investigaciones sobre el Derecho de la ex República Democrática Alemana. ; From the 8th to the 12th of September 2002, the law historians in German language gathered in Wurtzbourg. These 34th History Journeys about Law, studied not only roman and medieval law but also the modern history of private law. Besides, an important place was reserved to the development of law in Eastern Europe, and to the investigations about law in former Democratic Republic of Germany.

Cuando los alemanes se refieren a la capitulación del 8 de mayo de 1945 hablan frecuentemente de la «hora cero». Así, los libros de texto nos enseñan que la derrota del Tercer Reich significaba el inicio de una nueva era democrática y capitalista para el oeste, y totalitaria y socialista para el este. Como sabemos, ambos sistemas se dedicaron a construir ciertos imaginarios colectivos sobre el significado de la dictadura nazi, pero los dos interpretaron el año 1945 como la gran ruptura histórica. Por un lado, las élites de la Alemania oriental construyeron una tradición antifascista representada por la constante resistencia comunista desde los años veinte. El nuevo Estado socialista sería entonces el heredero legítimo de esta lucha noble, sin vínculos estructurales con el Tercer Reich. Las élites del oeste, por otro lado, aceptaron la herencia de la dictadura nazi, pero solo en la medida que quedaba claro que el pueblo habría sido seducido por «fuerzas oscuras». La «gente común» sí habría colaborado hasta cierto punto, aunque no en los peores crímenes, pero en general fueron engañados y deslumbrados por una ideología poderosa. Además, el mito de la «hora cero» implicaba que después de 1945 todos habrían tenido los mismos chances de movilidad social, ya que el dinero había perdido su valor. De todos modos, se les «olvidó» mencionar que muchos alemanes habían invertido sus ahorros en inmuebles u otros bienes materiales ya antes del fin de la guerra. En las primeras dos décadas de la RFA también se hizo caso omiso de las continuidades estructurales y personales en todos los ámbitos. Supuestamente, la campaña de «desnazificación» impuesta por los vencedores de la guerra habría solucionado el «problema». Finalmente, con el cambio generacional del 68 se debatió de manera más crítica la problemática de las continuidades, por lo menos en el oeste. Estudiantes radicales e intelectuales de izquierda eran los primeros en atacar la visión encubridora popularizada después de 1945. Uno de ellos fue el joven Götz Aly, en esa época estudiante de Ciencia Política en la Universidad Libre de Berlín y miembro de varios grupos comunistas, como las «Células Rojas». En la retórica ideologizada de la época, los discípulos de la izquierda revolucionaria querían mostrar que la RFA era nada más que la sucesora igualmente «fascista» del «Capitalismo Monopolista de Estado» organizado por Hitler. Desde entonces se han ofrecido varias explicaciones para la época, como las diferentes teorías del totalitarismo, en la tradición de Hannah Arendt; la tesis de la «singularidad del holocausto», que sostiene la «no-comparabilidad histórica» del genocidio por la forma centralizada y burocrática de su ejecución; la tesis del pueblo «seducido» por un pequeño grupo de demagogos versátiles en el manejo de la psicología colectiva; hasta la tesis de la «culpa colectiva», formulada en 1996 por Daniel Goldhagen. ; When the Germans refer to the capitulation of May 8, 1945, they frequently speak of 'zero hour.' Thus, textbooks teach us that the defeat of the Third Reich meant the beginning of a new democratic and capitalist era for the west, and totalitarian and socialist for the east. As we know, both systems were dedicated to building certain collective imaginaries about the meaning of the Nazi dictatorship, but both interpreted the year 1945 as the great historical rupture. On the one hand, the elites of eastern Germany built an anti-fascist tradition represented by the constant communist resistance since the 1920s. The new socialist state would then be the legitimate heir to this noble struggle, without structural ties to the Third Reich. Western elites, on the other hand, accepted the heritage of the Nazi dictatorship, but only to the extent that it was clear that the people would have been seduced by 'dark forces.' The 'common people' would have collaborated to some degree, although not in the worst crimes, but in general they were deceived and dazzled by a powerful ideology. Furthermore, the 'zero hour' myth implied that after 1945 everyone would have had the same chances of social mobility, since money had lost its value. However, they 'forgot' to mention that many Germans had invested their savings in real estate or other material goods even before the end of the war. In the first two decades of the RFA, structural and personal continuities were also ignored across the board. Supposedly, the 'denazification' campaign imposed by the victors of the war would have solved the 'problem'. Finally, with the generational change of '68, the problem of continuities was debated in a more critical way, at least in the west. Radical students and left-wing intellectuals were the first to attack the cover-up vision popularized after 1945. One of them was the young Götz Aly, at that time a student of Political Science at the Free University of Berlin and a member of various communist groups, such as the 'Red Cells'. In the ideological rhetoric of the time, the disciples of the revolutionary left wanted to show that the RFA was nothing more than the equally 'fascist' successor of 'Monopoly State Capitalism' organized by Hitler. Since then various explanations for the time have been offered, such as the different theories of totalitarianism, in the tradition of Hannah Arendt; the thesis of the 'singularity of the holocaust', which supports the 'historical non-comparability' of the genocide due to the centralized and bureaucratic form of its execution; the thesis of the people 'seduced' by a small group of versatile demagogues in the management of collective psychology; up to the thesis of 'collective guilt', formulated in 1996 by Daniel Goldhagen.

Examines the foreign policy of the former East Germany, focusing on its political and trade relations with Latin America, 1986-89.
En este trabajo se analizan los cambios que se han generado en la geopolítica del continente europeo en la Posguerra Fría y tras la disolución de la Unión Soviética. Paradójicamente, en el siglo XXI, Alemania se ha alejado de la Organización del Tratado del Atlántico Norte (OTAN) y se acercado a Rusia debido a que es su principal abastecedor de energéticos, sobre todo de gas natural y para Rusia, Alemania representa su principal socio comercial. La relación ha crecido al grado de que han concertado un plan de defensa conjunta con el consenso de Francia. Ante este acercamiento, los países de Europa del Este, antes pertenecientes al bloque soviético, temerosos de la poderosa influencia rusa y de los altos costos del gas ruso, han empezado a formar alianzas con países atlantistas como el Reino Unido, Dinamarca e incluso con Suecia y han aceptado la presencia militar estadounidense en la forma del denominado escudo antimisil en 2010 para debilitar a Rusia. Estas posturas han creado en el seno de la OTAN una división que se profundiza en la medida en que los intereses de estos bloques de países se separan. ; In this article are analyzed the changes in the Geopolitical situation of Europe after the disintegration of the Soviet Union in the Post Cold War. Paradoxically in the XXI Century, Germany took distance from The North Atlantic Treaty Organization (NATO) and is approaching to Russia because it is the main provider of energy, above all gas. And for Russia, Germany represents its main commercial partner. The relation has grown to the extent that both countries agreed to create a joint defense plan with the approbation of France. In front of these approaching, the countries of Eastern Europe, former members of soviet block, afraid of the powerful Russian influence and the expensive prices of the natural gas, have begun to form alliances with Atlanticist countries as the United Kingdom, Denmark and even Sweden and they accepted the military presence of United States in its territories in the form of anti missile defense in 2010 with the aim of weaken Rusia. The leaders of postwar East & West Germany successfully buried the collective memory of 12 years of Nazism in Germany until the end of the Cold War in 1989. Reunification has not only brought those memories to the surface, but revitalized the ghosts of the Nazi period -- racism, xenophobia, discrimination & violence against minority groups. In Central & Eastern Europe as well, uncertainty about the future, reinforced by disenchantment with a market-based economy, has translated into a retreat into the identity myths of the past & reopened old wounds. The collective memories of the past in these countries need to be reexamined in light of present events, including economic issues like immigration & unemployment. Adapted from the source document.

Starting from the assumption that East Germans are substantially more authoritarian than West Germans, 3 different cultural samples of adolescents, matched on sociodemographic variables, were surveyed on 5 scales dealing with different aspects of attitudes toward authoritarianism & foreigners: 552 West Germans (1991), 619 Americans (1991), & 320 East Germans (1990, before reunification). Per ANOVA testing, cross-cultural variations on the scales were low, but adolescence appeared to be a hot phase for changes in the level of authoritarianism. East Germans were higher overall in authoritarianism than the other two samples, but socialism did not appear to be the cause. Only in the state authoritarianism scales was a considerable portion of the variance explained by culture, with East Germany & the US closer together than to West Germany. Some variance was explained by the rejection-of-foreigners scales. Differences in socialization between boys & girls in the different cultures were hypothesized to more explicitly influence their education than the political system. 2 Tables, 1 Figure, 34 References. The number of people working in a country other than the country of residence is increasing dramatically in Europe, and is doing so more sharply in Eastern countries, which currently provide nearly half of cross-border workers. This article examines the recent trends in this collective's geographic mobility and the factors that drive it. The text is based on the work of researchers from different countries and on the statistical information provided by Eurostat and the European Commission. The increase in flows is related, among other factors, to the enlargement of the European Union, full freedom of movement and socioeconomic differences between countries of origin and destination. Most of the trips cover short distances and are markedly asymmetrical. In intra-European mobility, post-communist countries provide labour to western countries. Germany and Austria are the most important destinations due, among other reasons, to the geographical position close to the countries of origin. ; La cifra de personas que trabajan en un país distinto al de residencia aumenta de forma extraordinaria en Europa y lo hace con mayor intensidad en los países del Este que, en la actualidad, proporcionan cerca de la mitad de los trabajadores transfronterizos. El artículo indaga en las tendencias recientes de la movilidad Este-Oeste y en los factores que la impulsan. El texto se apoya en los trabajos de investigadores de diferentes países y en la información estadística que proporcionan Eurostat y la Comisión Europea. El aumento de los flujos se relaciona, entre otros factores, con la ampliación de la Unión Europea, la plena libertad de circulación y las diferencias socioeconómicas entre los países de origen y los de destino. La mayor parte de los desplazamientos cubren distancias cortas y son marcadamente asimétricos. En la movilidad intraeuropea, los países poscomunistas proporcionan mano de obra a los países occidentales. Alemania y Austria son los destinos más importantes debido, entre otros motivos, a su posición geográfica próxima a los países de origen.
