Memorandum from the Mexican government to the United States in which they propose to give the Monroe doctrine the category of American doctrine and at the same time to proclaim the inviolability of the principle of national autonomy, subordinating it only to binding arbitration. The Mexican government advises that this initiative must come from the United States and if presented at the Seventh International Conference of American States, concern and mistrust within the Pan-American relations would be removed, deterring an effective and productive atmosphere of cooperation. Carta de V.E. Dillon a Fernando Torreblanca, pidiendo ayuda para pasar una temporada fuera de Tampico, ya que así aconseja el médico que los está atendiendo contra la malaria a él y a su esposa. Carta a Fernando Torreblanca anexando artículo titulado "Para México siempre existe el peligro de ser anexado por los Estados Unidos", que piensa será útil al señor Presidente para la formación del Partido Nacionalista Revolucionario. En este artículo destaca el peligro permanente que existe para México de que los Estados Unidos quieran intervenir en nuestra política e incluso pensar en anexarnos. Artículo de Dillon sobre el peligro de un entendimiento entre las compañías petroleras "Standard Oil Company" y "Royal Dutch" para control de producción y venta de petróleo a escala mundial.
