La France sur l'échiquier international: une pensée stratégique en redéfinition

Bis zum Fall der Berliner Mauer galt Frankreich als zentraler politischer und militärischer Akteur in Europa, der zwar einerseits vom Schutz der USA profitierte, sich aber andererseits seine Unabhängigkeit und seinen eigenen Handlungsspielraum bewahrte. Das Ende der Blockkonfrontation des Kalten Krieges beendete diese Sonderstellung Frankreichs in Europa. Angesichts der Neuorganisation des internationalen Staatensystems entschied sich Frankreich für eine Fortführung, aber zugleich Weiterentwicklung seiner drei strategischen Leitlinien: der globale Geltungsanspruch, die Europa-Bindung und die nukleare Abschreckung als Kern der französischen Verteidigungspolitik. Zugleich zeichnen sich drei Brüche in der strategischen Kultur Frankreichs ab. Dies betrifft das diplomatische und militärische Auftreten Frankreichs, die Deutung der Begriffe Allianz und Partnerschaft - vor allem mit den USA und Schwellenländern - und schließlich die Beziehungen zu Afrika und dem Mittelmeer-Raum. Frankreich steht heute vor der schwierigen Aufgabe, die eingeleitete Revision und Neujustierung seiner außenpolitischen Strategie weiter voranzutreiben und zugleich sein Verständnis der internationalen Beziehungen und die Instrumente seiner Außen- und Sicherheitspolitik zu überdenken.

De l'endiguement à l'engagement. Le discours des think tanks américains sur l'islam depuis 2001
L'objet de cet article est d'analyser la façon dont l'expertise des think tanks a, depuis 2001, construit l'objet « islam » et conceptualisé la relation des États-Unis au « monde musulman. » À travers l'analyse des deux paradigmes élaborés par deux think tanks, la Rand Corporation et le Chicago Council on Global Affairs, l'article suggère que les think tanks sont en un sens pris au piège de leur propre langage. Contraints de proposer des solutions compréhensives et d'aborder tout objet en termes de crise, les experts des think tanks en viennent à proposer des analyses qui confirment et valident l'approche courante de l'islam, qui confond intensité de la foi et radicalité politique, et qui voit dans le religieux un ordre de réalité radicalement distinct.

The aim of this essay is to deal with the creation and the evolution of the European External Action Service (EEAS), by replacing them in the simplification process of European Treaties, which led to the Lisbon Treaty and the apparition of three novelties reinforcing EU governance: the President of the European Council, the High Representative for Foreign Affairs and Security Policy, helped with an important EEAS and the legal personality of the EU. The second part of the text tries to identify potential strategies for Europe within the current political conjuncture and indicates main topics for analysts and European decision-makers within the framework of an incoming multipolar system.
