Blockchain is a new information technology that can be used in many areas of human activity. The fi rst and most famous example of the use of blockchain technology is the Bitcoin cryptocurrency. Today, cryptocurrency has transformed into a publicly recognized means of payment, a virtual currency that is accepted by large and small enterprises, corporations and services. Today, they conduct research and implement a number of projects using Blockchain technology in such areas as healthcare, media, electronic voting, fi le storage, smart contracts, insurance, the public sector (issuing passports, collecting taxes, registering land plots), etc. The IBM Corporation is researching Blockchain technology and is working on the creation of software, with the help of which partners will be able to conclude digital contracts that will be recorded in the global network. IBM is also implementing a project called Adept, which aims to track network-connected devices using Blockchain technology. The purpose of this article is to study the directions of using Blockchain in public policy.
The articles looks at the trends in the development of think tanks in major Asian countries. It reviews the posture of the Asian think tanks in global ratings. It also looks at the literature on think tanks in theUSA, western and Asian countries. Despite the fact that the first think tanks appeared inAsiain the 1950's, they did not turn into a politically significant force. The reasons are insufficient financial independence and shortage of skills. Asian think tanks are often preoccupied with research for corporations and government agencies that provide their funding. It negatively affects the ability of the think tanks to independently set the research agenda and express critical viewpoint. However, think tanks often provide valuable platforms for dialogue among experts that can be helpful during periods of deterioration of the political relations between countries. For instance, the role of Japanese and Russian think tanks as "track two" diplomacy actors was helpful particularly during the period of deterioration of Russia-Japan relations in 2014-2015. The article also looks at the development of the Asian think tank networks. Most of these networks were created in support of regional frameworks such as APEC, ASEAN Plus Three, ARF, etc. Asian think tank networks depend on a number of "core institutions" that regularly host events and ensure continuity of the agenda. The article then draws conclusions on the potential ofRussia's influence on ideological and political processes in the Asia-Pacific region. ; В статье исследуются тенденции развития экспертноаналитических структур ведущих стран Азии. Автор анализирует положение азиатских «фабрик мысли» в мировых рейтингах, приводит результаты последних исследований, посвященных оценке особенностей этих организаций. Несмотря на то, что первые «мозговые центры» появились в Азии еще в 1950-е гг., они не превратились в значимую в политическом отношении силу. Азиатские экспертные структуры часто выполняют работы по заказам правительственных ведомств или корпораций, которые финансируют их деятельность, что снижает способность «фабрик мысли» самостоятельно определять тематику исследований и отстаивать независимую позицию. Вместе с тем «мозговые центры» предоставляют площадку для диалога с зарубежными экспертами и участвуют во взаимодействии по «второму треку», что может быть использовано в периоды ухудшения политического климата между странами. Например, регулярные контакты экспертов России и Японии в 2014-2015 гг. способствовали быстрому преодолению неблагоприятного периода российско-японских взаимоотношений, связанного с введением Японией антироссийских санкций. Автор дает оценку деятельности форматов сетевого взаимодействия экспертноаналитических структур. Азиатские сети «мозговых центров» создавались преимущественно как механизмы поддержки по «второму треку» региональных институтов и форумов: АТЭС, АСЕАН Плюс Три, Регионального форума АСЕАН по безопасности и пр. Сети экспертных центров, как правило, опираются на узловые центры, участвующие в работе сети на постоянной основе; их деятельность имеет устойчивый и регулярный характер; сохраняется преемственность повестки обсуждений. Делаются выводы о потенциале влияния России на идейно-политические процессы в АТР.
The phenomenon of exceptional (to the extent of chaos) conceptual and terminological diversity is currently observed in the research of S&T development and in the practice of public administration of science and technology in the Russian Federation. It has the most strong and negative impact at the federal level as it appears in the strategic planning documents, which sum up and put into action the governmental science and technology policy (in terms of goal setting, forecasting, planning and programming the socio-economic development and national security). The article seeks to comprehend and explain the root cause of this conceptual and terminological diversity, that lie, in the author's opinion, in the excessive decentralization and weak public administration of the S&T development in the country. In the face of new global challenges and threats the leading role of the state in S&T development should be drastically increased. The article outlines juridical principles of the Russian S&T modernization at the current stage of development.
The article treats long-term impact of monetary policy nominal anchor choice (inflation targeting, exchange rate targeting, money supply targeting) on inflation level in developed and emerging countries. The research was built on panel data for 188 countries, which includes period after the global financial crisis. The results show, that inflation or exchange rate targeting allows to reduce inflation rate in emerging countries, while in developed countries the use of monetary policy nominal anchor does not give additional benefits in inflation control. This difference can be explained by the fact, that nominal anchor implementation in emerging countries enhances public confidence in monetary authority actions to control inflation. Higher confidence decreases inflation expectations and hence inflation. In contrast, central banks of developed countries can stabilize price level without use of nominal anchor due to good reputation.
The recent decades have witnessed sweeping changes in the modern global policy and international relations: some countries reinforce their geopolitical positions and economic capacity, while others lose their leading role. However, all states are united in their endeavor to use new mechanisms in asserting their foreign policy issues or make use of the tools that have been developed by some countries through centuries.One of the popular tools to ensure security of the state borders which have been on great demand in the last several decades is building of protective structures on the borders between countries. And about 50 countries have already obtained certain experience in this area applying high technologies and most advanced engineering solutions in implementation of such projects. Such changed approaches to pursuance of foreign policy objectives may be associated with diffusion movement of people caused by military, political and ethnoreligious conflicts, food shortage, climate changes, growing terrorism, crime, corruption, etc.The driving motive here was and still remains the protection of national security and economic interests, curbing the illegal migration, supply of arms and drugs, transboundary terrorism. Construction of protective walls, barriers and fences reflects the level of political relationships among the countries and the level of their economic capabilities with the help of which the states are seeking to stop completely, to revise or drastically restrict bilateral relations.It is not an easy task to assess efficiency of the constructed walls and barriers, and the more so in the face of complex issues existing in bilateral relations. The experience of some countries in implementation of major protection-and-defense projects has shown that they succeed in decreasing the illegal migrant flow, penetration of terrorists, arresting the arms and drugs circulation. However, in general, these efforts within the frame of bilateral relations are a hindrance to development of cooperation between the states reflecting at the same time their inability to settle the arising contradictions on the basis of the international law. ; В последние десятилетия современная мировая политика и международные отношения стремительно меняются. Одни страны усиливают свои геополитические позиции и экономическую мощь, другие утрачивают лидирующую роль. Однако все государства объединяет стремление использовать новые механизмы в отстаивании внешнеполитических задач или обращаться к инструментарию, накопленному отдельными странами за столетия.Одним из инструментов пограничной безопасности, который оказался востребован в последние несколько десятилетий, выступает строительство защитных сооружений на границах между странами. В этом вопросе около 50 стран накопили определенный опыт, привлекая к реализации данных проектов современные высокие технологии и технические новинки. Подобные изменения в подходах к реализации внешнеполитических целей обусловлены глобальными диффузными движениями населения, вызванные военно-политическими и этнорелигиозными конфликтами, нехваткой продовольствия, изменениями климата, ростом терроризма, преступности, коррупции и т. д.Побудительными мотивами являлись и являются: защита национальной безопасности и экономических интересов, прекращение нелегальной миграции, поставок оружия и наркотиков, трансграничного терроризма. Защитные сооружения в виде стен, барьеров, заборов отражают уровень политических взаимоотношений между странами и уровень их экономических возможностей для строительства, с помощью которых государства стремятся полностью прекратить, пересмотреть или кардинально ограничить двусторонние отношения.Достаточно сложно оценить эффективность создаваемых стен и барьеров, особенно если брать в расчет комплекс вопросов, существующих в двусторонних отношениях. Опыт, накопленный отдельными странами в реализации крупных защитно-оборонительных объектов на границах, показывает, что государствам с их помощью удается уменьшить поток нелегальных мигрантов, проникновение террористов, воспрепятствовать обороту оружия и наркотиков. Однако в целом, данные меры, применяемые странами в двусторонних отношениях, препятствуют развитию сотрудничества между государствами, одновременно отражая неспособность урегулировать возникающие противоречия на основе международного права.
Introduction. The purpose of this study is to determine the position of the Russian Federation in international rankings through a comparative analysis of its performance, on the one hand, and the performance of the world's leading nations, on the other hand. This will facilitate the subsequent development of governance decisions in areas requiring close attention from the state. Methods. We used the following research tools: methods of statistical data grouping and comparative analysis, as well as formal logical methods. Results and Discussion. Since 2014, various factors (foreign policy, economics, the geopolitical situation, volatile prices in the oil market and the instability of the national currency) have been fuelling the crisis in the national economy, which has led to a decrease in Russia's position in international rankings. After some adaptation to external factors and a partial economic recovery in 2018—2020, Russia's position has levelled off somewhat, but the pre-crisis results are yet to be achieved. The results of the study have revealed a positive overall trend, with the most significant progress in those rankings that characterise the competitiveness of the national economy. Conclusion. The article describes the impact of the Chinese gold industry on the world gold market and the economic growth of China for the period 2000-2020. Despite a slowing economic trend, the Chinese mining industry continues to experience growth. China produces about half of the world's steel, imports more than 70% of the world's seaborne iron ore, and produces around 90% of the world's rare earth metals. The paper demonstrates the importance of the Chinese mining sector and describes the key concepts of the successful government and business strategies.
The review is dedicated to the results of the international conference on the theme "Uzbekistan in the context of regional security and global changes", which was held on November 7-8, 2019 in Tashkent. The organizers were the University of World Economy and Diplomacy under the Ministry of Foreign Affairs of the Republic of Uzbekistan together with the international scientific project COMPASS (Great Britain). During the two-day discussions, international experts discussed a wide range of issues, including large-scale reforms in Uzbekistan, integration processes in Central Asia, issues of security and sustainable development. They noted that today A new political atmosphere is being formed in Central Asia, contributing to the solution of acute regional problems and the further rapprochement of states. The catalyst for these processes is the dynamic and open regional policy of Uzbekistan. During the conference, much attention was paid to security in the region and a peaceful settlement in Afghanistan. In particular, experts emphasized significant changes in the approach of Uzbekistan to Afghanistan, which is expressed in the intensification of bilateral relations, as well as the active assistance of the Uzbek side in achieving peace and stability in Afghanistan.

К тому же нынешняя слабость Евросоюза и внешняя политика государств-членов ограничивают его способность формировать систему глобального управления. = This article deals with the term «global governance» that state officials and intellectuals started to use more frequently after the financial cri-sis stuck. The author considers the EU's and China's attitudes towards this concept as a foreign policy tool. The author concludes that, although the EU and China advocate global governance, both sides have different un-derstanding of the concepts of global governance. The reasons are different cultural traditions, political ideologies, economic interests, institutional systems and ideas of sovereignty. Besides the EU's current weakness and national foreign policies impede its ability to shape the system of global governance.

The methods involve the analysis and generalisation of the documents' content in the last two years, concerning problems of the Russian language and the Russian literature. Results. Since the beginning of the 21st century, Russia takes active and comprehensive measures to support the Russian language and its spread around the world. At the same time, the Russian Government has approved a number of relevant documents, established the Council on the Russian language under the Government of the Russian Federation, as well as established the Council on the Russian language under the President of the Russian Federation. The large-scale package of measures aimed at promotion of the Russian language as an official language and as a language of international communication, as well as at supporting the Russian language abroad, has been implemented in the framework of the three federal target Russian language programs. However, the analysis of implementation of the mentioned above programs, as well as received social effects and current practice does not provide relevant solutions for the major problems and does not always correspond to the rapidly changing realities. Practical significance. The perspective directions of the state language policy in the field of the Russian language and literature are specified and formulated: the analysis of the programs and projects aimed at the development, distribution and support of the Russian language; providing coordination of actions of executive authorities in the presented study; improvement of the Russian language studying quality in schools in accordance with features of the general education in the national republics; professional level improvement of teachers of the Russian language; preservation of national languages of Russia; scientific studying and codification of the modern language, promoting of scientific knowledge of Russian and languages of the people of the Russian Federation; support expansion of the private initiatives connected with preservation and development of Russian in neighboring countries; creation of base for studying of Russian by foreign experts and labor migrants; cooperation with foreign specialists in the Russian philology, translators of the Russian literature and teachers of Russian ; Цель публикации – обозначить необходимость укрепления позиций русского языка как одного из гуманитарных стратегических приоритетов нашего государства. The journal is introducing a new heading: "Politico-economic dialogues". Under it we plan to publish authorised versions of conversations between representatives of the journal and leading Russian and international scholars on topics that relate to fundamental questions of political economy and economic policy. We shall begin with discussions broadcast by the Komsomolskaya Pravda radio station on the program "Your Money", and hosted by this journal's chief editor A.V. Buzgalin. The discussions were conducted with three of our country's leading scholars, G.B. Kleyner, E.B. Lenchuk and D.E. Sorokin, and the topic was one that remains among the most timely in both its theoretical and practical respects. This topic was the role of the state in the economy
The article examines the foreign policy and economic strategy of the United Kingdom in the Asian direction after the country's exit from the European Union. As part of its vision to transform the United Kingdom into a global power, London is committed to fully developing relations with the rapidly growing Asia-Pacific region. The UK intends to make up for the economic damage from the loss of markets in Europe by developing relations with the countries of the region, both bilaterally and multilaterally. The British government particularly hopes to enter the Comprehensive and Progressive Trans-Pacific Partnership Восточная Азия: факты и аналитика 2021, 3 East Asia: Facts and Analytics 2021, 3 7 (CPTPP). One of the important directions of the new strategy is the development of trade and economic relations with the ASEAN member states. The strengthening of the UK's relations with Japan allows us to talk about the creation of a quasi-alliance between Tokyo and London. However, the UK's economic and security aspirations in the Asia-Pacific region are often motivated by the need to contain the increasing ambitions of China.
