El fenomen de la globalització que vivim actualment ha provocat canvis lingüístics molt importants a escala mundial. L'anglès ha esdevingut la llengua internacional, del poder econòmic i polític, i s'està convertint en la llengua de les classes socials altes i el jovent. Paral·lelament, però, les llengües regionals també estan experimentant una gran difusió, gràcies a les noves interaccions socials i al suport econòmic dels governs que les representen. Alhora, i com a resultat d'aquestes dues tendències, sorgeix el sentiment d'arrelament de les comunitats locals, que veuen la llengua local com a marca d'autenticitat que cal defensar davant del fenomen de la globalització i la regionalització. Ens dirigim, doncs, cap a una societat multilingüe, en què cada llengua ha de tenir les seves pròpies funcions socials distintives, encara que sigui inevitable que es generin conflictes entre les llengües en contacte. En vista d'aquesta situació, l'autor anticipa una pèrdua de l'hegemonia de l'anglès a favor de l'augment de les llengües regionals i una futura extinció de les llengües més minoritàries. ; The globalisation phenomenon that we are currently seeing has lead to major linguistic changes on a worldwide scale. English has become the leading international language, in economic and political spheres, and is becoming the language of high society and of the young. At the same time, however, regional languages are also making considerable headway, thanks to new social interaction and economic backing from their governments. In turn, and as a result of these two trends, there is impetus for feelings of belonging to local communities which see their language as a sign of their own authenticity, one that has to be defended against the phenomena of globalisation and regionalisation. We are thus heading towards a multilingual society, in which each language has its own, distinct social functions, even though it is inevitable that there will be conflict between the languages that come into contact. In this scenario, the author predicts a loss of hegemony for English, in favour of regional languages, and the future extinction of the least spoken minority languages. ; El fenómeno de la globalización que vivimos actualmente ha provocado cambios lingüísticos muy importantes a escala mundial. El inglés se ha convertido en la lengua internacional, del poder económico y político, y se está convirtiendo en la lengua de las clases sociales altas y la juventud. Paralelamente, sin embargo, las lenguas regionales también están experimentado una gran difusión, gracias a las nuevas interacciones sociales y al apoyo económico de los gobiernos que las representan. A su vez, y como resultado de estas dos tendencias, surge el sentimiento de arraigo de las comunidades locales, que ven la lengua local como signo de autenticidad que hay que defender frente al fenómeno de la globalización y de la regionalización. Nos dirigimos, pues, hacia una sociedad multilingüe, en que cada lengua debe tener sus propias funciones sociales distintivas, aunque sea inevitable que se generen conflictos entre las lenguas en contacto. Ante esta situación, el autor anticipa una pérdida de la hegemonía del inglés a favor del aumento de les lenguas regionales y una futura extinción de las lenguas más minoritarias.

. ; Hablar del pueblo gitano hoy se hace mucho más complejo que, posiblemente, cinco o diez años atrás. Ni la sociedad no gitana, ni la gitana es la misma. La globalización, y sus efectos, también ha llegado a los grupos culturales más pequeños. Hace diez años, el pueblo gitano era la minoría étnica nacional, o así se reconocía en documentos oficiales, pero hoy, este rol se ha visto relegado o incluso ha desaparecido. Otras culturas y grupos étnicos les han pasado delante. Esta nueva situación, no ha encontrado preparados ni a los gitanos, ni a las administraciones. En este marco, se reflexiona en torno a conceptos como cultura, integración. etc. , que ya hada años que desde ámbitos reducidos se realizaba en torno al pueblo gitano, pero que hasta el momento no ha tomado un papel primordial en el mundo social y académico, y evidentemente, en el político y en el asociativo. ; This currently much more complex to refer to the Gypsy people than it may have beenfive or ten years ago. Neither non-Gypsy nor Gypsy society is the same as then. Globalisation and its consequences have also reached smaller cultural groups. Ten years ago. the Gypsy people were the nalional ethnic minorily. or at least referred to as such in official documents. Today. nonetheless. this role has been pushed aside or has even disappeared. Other cultures and ethnic groups have taken Gypsies' place. This new situation has caught Gypsies and administrations unprepared. In such a framework , analysis is devoted to concepts such as culture, integration, etc . as regards the Gypsy people. something which limited spheres of thought have already been engaged in for some time. but which has not been given an essential role in social and academic,nor obviously in political and associative realms until now.

La crisi financera i econòmica mundial que viu el món globalitzat des de l'estiu de 2007 planteja la qüestió de si estem davant de la fi d'un cicle o de la fi d'un model, i posa en evidència la necessitat d'un profund debat d'idees. A banda de les causes immediates de la crisi, s'observen causes profundes que són, principalment, resultat d'un període de globalització econòmica neoliberal. Si l'efecte de la crisi als països del Nord és evident i palpable, el seu impacte als països menys desenvolupats és devastador, la revisió del Consens de Monterrey, encaminada a concretar el finançament per a l'assoliment dels Objectius de Desenvolupament del Mil·lenni, va quedar frustrada pel naixement del G20. L'abordatge polític de la crisi posa en qüestió els lideratges mundials. Si bé el G20 va voler monopolitzar el debat, finalment les Nacions Unides, de la mà del president de l'Assemblea General, el pare d'Escoto, va poder convocar la Conferència sobre la Crisi Financera i Econòmica i els seus Efectes Sobre el Desenvolupament (juny de 2009). Malgrat que els seus resultats són molt menors, i no s'hi van acordar moltes de les recomanacions del mateix president i de la Comissió Stiglitz, les conclusions de tot plegat apunten a una imprescindible reforma del sistema i de la governança de l'economia financera mundial. El "G192", es va posar, doncs, sobre la taula un model de governança democràtica mundial per abordar un crisi global d'impacte sobre la ciutadania mundial. The financial and economic crisis that has been rocking the globalised world since the summer of 2007 raises the question of whether we are looking at the end of a cycle or the end of a model and highlights the need for a thorough debate of ideas. In addition to the immediate causes of the crisis (such as the bursting of the housing bubble and the toxicity of the financial markets), several deep-rooted causes can be found, most resulting from a period of neo-liberal economic globalisation. Whilst the crisis has had a clear and tangible impact on the countries of the North, it has been calamitous for less developed countries. The damage is compounded by the fact that the review of the Monterrey Consensus, intended to find the necessary financing to achieve the Millennium Development Goals, was thwarted by the emergence of the G20. The political hijacking of the crisis casts doubt on global leadership. Although the G20 monopolised the debate, in the end, the United Nations (UN), under the leadership of the president of the General Assembly, Father Miguel d'Escoto, managed to convene the Conference on the World Financial and Economic Crisis and Its Impact on Development (June 2009). Despite the conference's modest results and the fact that no agreement was reached on many of the recommendations made by the president or the 'Stiglitz Commission', the conclusions as a whole point towards a crucial need to reform the system and governance bodies of the global financial economy. To this end, within the context of the UN, or 'G192', a model of global democratic governance was tabled to address a global crisis with an impact on global citizens ; Postprint (published version)
