Die Globalisierung steckt in der Krise. Die deutsche G20-Präsidentschaft 2017 steht vor einer beispiellosen Herausforderung. Die G20 kann die Globalisierung nicht im Alleingang sichern, aber sie kann einen wesentlichen Beitrag dazu leisten, notwendige Lösungen zu suchen und zu ermöglichen. Dieser GIGA-Focus analysiert, warum die G20 gute Voraussetzungen mitbringt, diese Aufgabe in Angriff zu nehmen, wie das funktionieren könnte und welche Klippen dabei umschifft werden müssen.
Es lohnt sich, die Globalisierung zu sichern, aber sie muss reformiert werden. Die G20 könnte dafür das ideale Forum sein. Ihre Stärken liegen in ihrer Gründung als Krisenmanagementgruppe, ihrer flexiblen Struktur und der kritischen Masse an Mitgliedsländern, in Verbindung mit ihren Outreach-Prozessen.
G20-Verhandlungen zur Rettung der Globalisierung könnten drei verschiedene Formen annehmen: a) Der Multilateralismus wird wiederbelebt und die Globalisierung gründlich reformiert, b) der Multilateralismus wird eingeschränkt und wir bekommen eine zwar neu ausgehandelte Globalisierung, aber auf niedrigerem Niveau, c) der Multilateralismus endet und mündet in einer Abnahme globaler Verflechtungen.
Um die Globalisierung neu auszuhandeln, braucht die G20 ein hohes Maß an individuellem und kollektivem politischen Engagement, flankiert von soliden, problembezogenen technischen Maßnahmen. Außerdem muss sie ihr Legitimationsdefizit verringern und gleichzeitig ihre Effizienz und Flexibilität beibehalten.
Die deutsche Präsidentschaft bietet eine besondere Chance, den G20-Prozess optimal zu nutzen und dazu beizutragen, die aktuelle Krise der Globalisierung zu lösen.
Damit die G20 der Globalisierungskrise erfolgreich entgegentreten kann, sind drei Maßnahmen wichtig: a) visionäre Führung auf den höchsten politischen Ebenen, b) problembezogene und wissenschaftlich fundierte technische Lösungen, c) der Wille zur Stärkung der eigenen Legitimation durch bestehende Outreach-Prozesse und eine engere Einbindung von Nichtmitgliedern.

The 2nd International Conference on Corporate Social Responsibility took place at Berlin from 12-13 October 2006. From the beginning, the issue of "Corporate social responsibility" (CSR) has been part of the development of modern companies within capitalism. The sensibility of the public in regards to social responsibility of companies is nothing new. Already in 1958, Theodore Levitt warned of the "dangers of social responsibility" because the demand for increased social responsibility goes against the objects of companies, namely to make a profit. Der Band setzt sich in der analytischen Breite und Tiefe auf dem Markt einzigartig mit britischer Handelspolitik unter New Labour auseinander. Britische handelspolitische Präferenzen werden im Kontext der EU und der WTO mit Hilfe von Ansätzen aus der Internationalen Politischen Ökonomie theoretisch fundiert und anhand ausgewählter Fallstudien sehr anschaulich untersucht. Dabei wird nicht nur analysiert wie und warum diese Präferenzen zustande kamen, sondern auch mit welchem Erfolg die britische Regierung diese vor dem Hintergrund des Mehr-Ebenen-Kontext der EU und der WTO durchsetzen konnte. Ein grundlegendes Dilemma wurde dabei durch den regelmäßig deutlichen Interessengegensatz zwischen der britischen Wirtschaft auf der einen Seite und der entwicklungspolitischen NGO-Gemeinde auf der anderen Seite konstituiert. Dies wurde durch die Komplexität und Heterogenität der Interessen auf der internationalen Ebene noch verstärkt. Dies betraf nicht nur traditionelle Bereiche wie den Handel mit Gütern, sondern auch die neuen Aspekte der handelspolitischen Agenda wie die globale Regulierung von Investitionen oder die Ausgestaltung des Patentschutzes von Medikamenten im TRIPS-Abkommen der WTO

In this paper the term 'globalisation' means the international integration of nationally organised markets in conjunction with increasing cross-country flows of factors of production. According to this globalisation has been under way for centuries. Globalisation is not a completely autonomous, not even a solely market driven process. Historically, it is for the most part determined by decisions of nation states. In times of globalisation speeding up, typically social and political debates start about the driving forces, extent and impact of globalisation. Already two centuries ago, globalisation has been discussed in a similar way as today. Initially, there is a debate about the organisation of the foreign trade regime. Because change of social and economic structures is an integral part of globalisation, the debate about the impact of structural change is constituent in globalisation discourses. Winners and losers of the structural change try to improve their social position through foreign trade policy. These two levels of globalisation discourses are usually distorted by the argument that globalisation and the induced change of societal structures provoke adverse effects on the prevailing system of values. Because of this the globalisation discourse becomes a matter of emotion and disproportionately complex. The paper demonstrates the three levels of a typical globalisation discourse by using three examples. First, the actual globalisation discourse will be discussed. Second, in Germany at the beginning of the 20th century globalisation has been hotly debated under the heading "agrarian versus industrial state". Third, the typical globalisation discourse can also be outlined by the dispute about the reform policy in Prussia in the early 19th century.
