The current share of sub-Saharan Africa in global carbon dioxide emissions is negligible compared to major contributors like Asia, Americas, and Europe. This trend is, however, likely to change given that both economic growth and rate of urbanization in the region are projected to be robust in the future. The current study contributes to the literature by examining both the direct and the indirect impacts of quality of institution on the environment. Specifically, we investigate whether the institutional setting in the region provides some sort of a complementary role in the environment-FEG relationships. We use the panel two-step system generalized method of moments (GMM) technique to deal with the simultaneity problem. Data consists of 43 sub-Saharan African countries. The result shows that energy inefficiency compromises environmental standards. However, the quality of the institutional setting helps moderate this negative consequences; countries with good institutions show greater prospects than countries with poor institutions. On the other hand, globalization of the region and increased forest size generate positive environmental outcomes in the region. Their impacts are, however, independent of the quality of institution. Afforestation programs, promotion of other clean energy types, and investment in energy efficiency, basic city infrastructure, and regulatory and institutional structures, are desirable policies to pursue to safeguard the environment.

A reply to Marie Demker on Swedish, European and international political science arguing that while Demker's analysis points towards potential real problems, these issues are not as pronounced as one might believe. It is problematic and innovation threatening that theories and models in political science are driven by social scientists in the United States. However, it is not true that Sweden in this case would merely become a case study; instead Swedish political scientists are experts in the political relations of Sweden and this information can directly benefit the political scientists in other countries and thus advancing the science. Since the 1990s, the Swedish school system has become increasingly more diversified. Decentralization, the introduction of private schools, the challenge of globalization & increased ethnic diversity among pupils have contributed to an increasing heterogeneity. This project analyses the prospects for civic education in different institutional settings & contexts, in both public & private schools. Using unique survey data 1999 & 2009 we ask which effects different institutional settings have on "citizen competences," i.e., civic engagement, political efficacy, knowledge about democracy & political issues, & democratic values & tolerance. The project breaks down into three distinct but interrelated parts. The first deals with changes over time in young Swedes' civic competences. The second subproject focuses on the way & consequences when controversial issues are taught in different schools & institutional settings. The third sub-project adds a comparative perspective by analyzing similarities & differences among young people & schools in Sweden, Norway, Denmark, Finland & England. In a famous article from 1959, David Easton claimed that political anthropology has nothing to tell a political scientist, since it does not treat the state as a separate sphere. To make such a claim, Easton had to assume stability in the distribution of functions between the Westphalian state & the co-existing society, similarity between European Westphalian states, & likeness between the European state & all other states in the world. Fifty years later it seems to be clear why Easton was mistaken, & why state comparisons that do not problematize the historical & sociological conditions of every single state formation have failed. If one wants to understand the state in the age of globalization, the point of departure must be to ask how the relationship between state & society continuously changes, not if it does. As Easton points out, this is exactly what political anthropology mainly has focused on. The article gives an overview of how this has been done, from Lewis Henry Morgan to James C. Scott. It calls on political scientists to study the state empirically to a higher degree, as an endogenous part of the analysis or a dependent variable, rather than treating it as either a given starting point, an exogenous part of the analysis, or an independent variable. 44 References. In recent years knowledge has been brought forward as an important political issue both in the EU and in Sweden. It is said to be of the uttermost importance not just for education but for society as a whole. As a result of increased globalization and a European striving for economic growth, knowledge has come to be associated with both individual and national competitiveness, and education and learning in schools and workplaces have become a political priority. In this global competition the EU has become an important policy actor in the educational field trying to create a common European education policy field. Despite this development, only a limited number of reports relating the European arena to Swedish educational reforms have been published. Against this background the aim of this thesis is to deepen the understanding of the knowledge discourses which struggle for legitimacy in Swedish and European education policy and how these discourses relate to each other and change over time. The empirical material consists of a number of fundamental official policy texts produced by the EU and the Swedish state. The study takes its theoretical point of departure in critical discourse analysis using an analytical grid where production, content and communication are seen as three aspects constituting every knowledge discourse. The result shows a process of silent Europeanization in Swedish school reform where European knowledge discourse is being re-contextualised and in many cases re-interpreted without any declaration in terms of explicit references. It also confirms the general trend towards increased focus on learning outcomes and demands for measurability. Furthermore, the result shows how competition rhetoric dominating the EU contributes to an increased sense of crisis in both European and Swedish educational reforms. This study takes as its point of departure the theorizing on citizenship and globalization. Today it is common to discuss a "flexible" citizenship beyond the paradigm of the nationstate, which, besides its legal aspects of rights and obligations, also includes identification with and participation in various communities, primarily political ones. "Politics", in this context, is considered to be constituted on the micro-level, discursively between individuals (e.g. Laclau and Mouffe 1985). The aim of the study is to, through the study of collective meaning making, contribute to the theory building about citizenship and globalization. The study consists of three cases, each of which attracted much media attention, with varying degrees of proximity and distance. The construction of political community, on various levels on the globalization scale (subnational, national, transnational) within the collective meaning making, is studied. The aim of the study also includes the analysis of the discursive resources that are used for the making of meaning. "External" discourses such as media messages and interpersonal communication are analyzed as well as "internal" ones: e.g. values, norms, identifications and experiences. In addition, the study aims at localizing the construction of meaning and community within the structural context , and relating it to current structures of power. The thesis is concluded with a suggestion of how to relate the discursive construction of political identity to deliberative democracy theory. The empirical material is collected by means of focus-groups interviews, including 2–5 people, with a total of 133 respondents. The transcribed material is analyzed by means of critical discourse analysis, CDA. The study identifies two different types of identity constructions: processes of nationalization, where the experienced Swedish identity and community function normatively in the making of meaning, and processes of subnationalization, among those groups that somehow felt excluded from and mistreated by the national (Swedish) environment. The thesis concludes that the collective making of meaning within an assumed national community contains ideological elements and works to a large extent in the service of power. However, the subnationally compressed communities create meaning in an oppositional manner, compared with the nationalized community and in relation to structures of power. Active citizenship is thus best located in conflict, among groups that experience exclusion and oppression in different situations (Mouffe 1995b). If this is right, the focus must shift from consensus to communication, efforts to open up discursive bridges between the hegemonic community and dissident voices should be made (c.f. Aronowitz 1995). An important space for transgressing communication is of course the media. However, the study shows that the media must deal with some problems before they are ready to serve as discursive bridges, for instance the tendency to make the factual antagonisms subordinate to homogenizing emotional reporting. In addition, there seems to exist a need for the political institutions to move beyond the paradigm of the nation-state, and find other frameworks for the democratic processes, not least at the subnational level. Thus, instead of discussing either a global or a national citizenship one could, with Habermas (2001), reflect on a postnational citizenship relating to the reflexive transformation of national civic sovereignty into subnational and supranational citizenship.
In 1991, the Swedish Social Democratic government established the Pensioners' Council at the Ministry of Social Affairs. The Council's purpose and structure were spelled out by the Government in a Commission of Inquiry Directive. According to this, the Council is to be a forum for deliberations between the Government and pensioners' organizations. At the municipal level, Senior Citizens Councils have existed since the 1970s. They fill a similar purpose to that of the Pensioners' Council at the central level, namely to be an arena for political discussions between representatives from pensioners' organizations and the municipality. The purpose of this dissertation is two-fold. First, I describe the influence of pensioners' organizations on the establishment of the pensioners' councils and their political influence – potential as well as actual – in these councils. Second, I seek to explain the influence of pensioners' organizations from a power resources perspective. By doing so, I hope to contribute to our knowledge of the relationship between the welfare state and organized interests. Does this relationship imply the existence of a corporatist or pluralistic power structure? Finally, I also hope to contribute to our understanding of the future development of the welfare state in the light of a global economy and aging population. The empirical investigation on the central level suggests that pensioners' organizations influenced the decision to establish the Pensioners' Council. Moreover, they had actual as well as potential political influence through the council since the early 1990s. There success in influencing government policy is due to the fact that pensioners' organizations represent an important voting group and their employees have expert knowledge. At the local level, the empirical investigation suggests that pensioners' organizations had influence on decisions made by municipalities to establish Senior Citizens Councils. However, opportunities to influence vary at the local level, and pensioners' organizations actual political influence is limited. This limited influence can be explained as a consequence of pensioners' organizations lack of an important power resource at the local level – employed expertise. It is argued in the dissertation that the empirical results do not suggest an existence of a corporatist power structure in social issues. Rather, they point to a pluralistic power structure – i.e. along side producer organizations, other organizations (such as those for welfare consumers) also have an important power position. This, in turn, limits the ability of politicians to cut welfare spending. The case of pensioners' organizations therefore suggests that we cannot expect any drastic downsizing of the Swedish welfare state due to factors such as the globalization of the economy. In light of the aging population, the empirical results suggest that politicians will have to seek other solutions to be able to meet the challenge of financing welfare programs targeting the elderly than making drastic cutbacks in those programs.
