L'articolo ha ad oggetto l'ampliamento dei poteri speciali del Governo in materia di aziende strategiche (c.d. Golden Power), previsto dalle disposizioni introdotte dal d.l. 8 aprile 2020 n. 23, nell'ambito della produzione normativa legata all'emergenza Covid-19. Nel procedere ad una un'analisi del testo, il lavoro si interroga sul rapporto fra la nuova disciplina e le esigenze poste dalla pandemia, e con il più generale "spirito del tempo" in tema di protezione dei sistemi economici nazionali. ; The article refers to the enlargement of governmental special powers regarding strategic business entities (so called Golden Power), according to the new rules issued by decree 8 April 2020 n. 23, within the legislation related to the Covid-19 emergency. By analysing the recent discipline, the essay investigates the relationship among the new regulation and issues arising from the pandemic, and/or, more in general, the "Zeitgeist" in fact of protection of national economies.

In August 2019, when Matteo Salvini asked to return to the ballot box, the Italian government entered into crisis. This generated a large debate that also took place on social media – particularly on Twitter, which has now become increasingly important as a place for political debate. This study presents the analysis of the Twitter discourse related to government crisis, in the period following the resignation of the Prime Minister. Text mining and social network analysis techniques have been integrated to study the positioning of political leaders and the topics of major interest. In particular, we used the Emotional Text Mining (ETM) and Semantic Brand Score (SBS) techniques. The SBS served as an indicator of the most relevant topics in the discourse. It was used to determine the importance of the themes emerging from the EMT. This importance was measured along the three dimensions of prevalence, diversity, and connectivity – considering textual association patterns and cooccurrence networks. The integration of the two procedures allowed to describe the public perception of the crisis and to identify the symbolic-cultural matrix and the sentiment related to each discourse topic.
Opinion mining is a recent discipline at the crossroads of Information Retrieval and of Computational Linguistics which is concerned not with the topic a document is about, but with the opinion it expresses. It has a rich set of applications, ranging from tracking users' opinions about products or about political candidates as expressed in online forums, to customer relationship management. Functional to the extraction of opinions from text is the determination of the relevant entities of the language that are used to express opinions, and their opinion-related properties. For example, determining that the term beautiful casts a positive connotation to its subject. In this thesis we investigate on the automatic recognition of opinion-related properties of terms. This results into building opinion-related lexical resources, which can be used into opinion mining applications. We start from the (relatively) simple problem of determining the orientation of subjective terms. We propose an original semi-supervised term classification model that is based on the quantitative analysis of the glosses of such terms, i.e. the definitions that these terms are given in on-line dictionaries. This method outperforms all known methods when tested on the recognized standard benchmarks for this task. We show how our method is capable to produce good results on more complex tasks, such as discriminating subjective terms (e.g., good) from objective ones (e.g., green), or classifying terms on a fine-grained attitude taxonomy. We then propose a relevant refinement of the task, i.e., distinguishing the opinion-related properties of distinct term senses. We present SentiWordNet, a novel high-quality, high-coverage lexical resource, where each one of the 115,424 senses contained in WordNet has been automatically evaluated on the three dimensions of positivity, negativity, and objectivity. We propose also an original and effective use of random-walk models to rank term senses by their positivity or negativity. The random-walk algorithms we present have a great application potential also outside the opinion mining area, for example in word sense disambiguation tasks. A result of this experience is the generation of an improved version of SentiWordNet. We finally evaluate and compare the various versions of SentiWordNet we present here with other opinion-related lexical resources well-known in literature, experimenting their use in an Opinion Extraction application. We show that the use of SentiWordNet produces a significant improvement with respect to the baseline system, not using any specialized lexical resource, and also with respect to the use of other opinion-related lexical resources.
Questo contributo rappresenta una sintesi del lavoro di ricerca e patrimonializzazione realizzato in occasione del sessantesimo dalla fondazione dell'Ufficio nazionale minerario per gli idrocarburi e le georisorse (UNMIG) risalente al 1957. In particolare si è voluto evidenziare l'evoluzione istituzionale, tecnologica e il ruolo della cartografia mineraria nello sviluppo delle politiche del settore minerario italiano sulla terraferma e in mare, e presentare una proposta di classificazione. Inizialmente riferita alle materie prime non energetiche e curata dal Servizio Geologico fin dal 1867, la cartografia mineraria italiana si è poi sviluppata, con la nascita dell'UNMIG, in riferimento alle attività di ricerca e coltivazione di idrocarburi liquidi e gassosi e di risorse geotermiche. Si tratta di una cartografia tematica di tipo geo-economico, con forte valenza conoscitiva territoriale ed anche politica. Inoltre, grazie alla digitalizzazione e all'approccio open data ante litteram dell'UNMIG, rappresenta una fondamentale conoscenza per le decisioni geostrategiche, produttive e scientifiche italiane, nonché per la pianificazione territoriale e dello spazio marittimo e la conoscenza dei fenomeni statici e dinamici del sottosuolo. ; This paper represents a synthesis of the research and patrimonialisation work carried out on the occasion of the sixtieth anniversary of the foundation of the National Mining Office for Hydrocarbons and Georesources (UNMIG) dating back to 1957. In particular, it is highlighted the institutional and technological evolution and the role of mining cartography in the development of Italian mining policies on land and at sea. Initially related to non-energy raw materials and curated by the Geological Service since 1867, the Italian mining cartography has then developed, with the birth of the UNMIG, in reference to the exploration and production of hydrocarbons and geothermal resources. The result is a thematic geo-economic cartography, with strong territorial and political knowledge. Furthermore, thanks to the digitization and the open data ante litteram approach of the UNMIG, it represents a fundamental knowledge for the geostrategic, productive and scientific decision making processes in Italy. Moreover, it is important for the territorial and maritime spatial planning and the knowledge of the static and dynamic geological phenomena.
La legge sul diritto d'autore collide frontalmente con il progresso scientifico. Mentre l'evoluzione della scienza si basa sul dialogo pubblico tra uomini, la legge sul diritto d'autore restringe sempre di più gli spazi di libera discussione e lo fa paradossalmente nel momento in cui l'umanità dispone della più potente tecnologia (il Web) utile a rafforzare ed estendere la comunicazione tra esseri pensanti. La politica legislativa europea sul diritto d'autore è sempre più plasmata su (alcuni) interessi commerciali e sempre meno incline a propiziare il progresso della conoscenza. La direttiva UE 2019/790 sul diritto d'autore nel mercato unico digitale aggiunge un altro tassello al puzzle della legislazione che minaccia l'evoluzione della scienza. Ciò non dovrebbe preoccupare solo gli scienziati ma tutti i cittadini e anche le imprese che si dedicano all'innovazione tecnologica. Senza una scienza autonoma, libera e pubblica, senza una scienza aperta, non ci può essere né democrazia, né progresso culturale, né innovazione tecnologica. Da questa prospettiva la disciplina delle c.d. eccezioni e limitazioni (al diritto di esclusiva) concernenti la ricerca scientifica che adopera tecniche di text and data mining non risolve il conflitto tra scienza e legge sul diritto d'autore. La politica dell'UE appare sempre più contraddittoria, da una parte rafforza la proprietà intellettuale, dall'altra promuove (o dice di voler promuovere) la scienza aperta.
