Over the past five years, the World Bank has made significant progress supporting governance as a core element in operations to end extreme poverty and boost shared prosperity. To help its clients, the Bank strives to deepen its understanding of the environment through the design and implementation of its projects. Since the inception of the Governance and Anticorruption (GAC) Strategy in 2008, the Governance Partnership Facility (GPF) has played a vital role in the success of its implementation.
Our nation has the longest written constitution but the implementation of the Local Governance has been transferred and their efficiency has properly monitored or rectified by the state and central government. This is conceptual research has been done in the implementation process. This research mainly focused on quality of life. The Lack of Implementation process is connected with resource exploitation. Resource exploitation has two type's human resource exploitation and natural resource exploitation. This article examines how modes of governance are reconfigured as a result of using algorithms in the governance process. We argue that deploying algorithmic systems creates a shift toward a special form of design-based governance, with power exercised ex ante via choice architectures defined through protocols, requiring lower levels of commitment from governing actors. We use governance of three policy problems – speeding, disinformation, and social sharing – to illustrate what happens when algorithms are deployed to enable coordination in modes of hierarchical governance, self-governance, and co-governance. Our analysis shows that algorithms increase efficiency while decreasing the space for governing actors' discretion. Furthermore, we compare the effects of algorithms in each of these cases and explore sources of convergence and divergence between the governance modes. We suggest design-based governance modes that rely on algorithmic systems might be re-conceptualized as algorithmic governance to account for the prevalence of algorithms and the significance of their effects.
Corporate governance (CG) needs to acknowledge the intentional part of governance, where an actor of governance uses the set of corporate governance mechanisms in order to influence the agent to create a performance that will satisfy the interest of the principal. This paper offers a conception of this activity through the concept of governance strategy. The concept is derived within the context of agency theory and applied to two empirical organisations seldom investigated in CG research: the organisation of a riding school in a democratic not-for-profit association and the organisation of multinational corporations in a business group. ; The project is financed by The Bank of Sweden Tercentenary Foundation. E-governance is becoming a buzzword. Across the world, we have been hearing about e-governance.as socio-economic issues' expanding day to day, every government has started to extend its administration from high level to low level for mitigating of the various kinds of problems of socio-economic, science and technology, etc. with immense use of electronic devices. Governments worldwide are seeking to harness the potential offered by these new technologies to create new dimensions of economic and social progress. The present paper discusses the need for transformation from traditional governance to e-governance. In addition, it tries to focus on the factors for good governance. This paper specifically addresses the e-government initiatives that have a direct impact on the citizens and in which the citizens derive benefit through direct transactions with the governmental services.
[Abstract] This research presents a proposal for a study of governance from the perspective presented in the Integrated Maritime Policy (IMP) of the European Union, which seeks to provide coherence to the problems in the maritime sector through the coordination of all stakeholders in the maritime sector. The objective of this research is to identify the barriers and the problems that occur when a Member State tries to implement the Integrated Maritime Policy in the governmental organization of marine spaces. The challenge is to achieve 'blue governance' i.e.the activation of a network of cooperation between the different stakeholders of the port sectors so as to be able to integrate the different regional, national, European and international levels with the purpose of establishing a structured, systematic collaboration framework. ; [Resumo] Esta investigación ofrece unha proposta para o estudo da gobernanza desde a perspectiva presentada na Política Marítima Integrada (PMI) da Unión Europea, que busca proporcionarlles coherencia aos problemas do sector marítimo desde a coordinación de todos os interesados. O obxectivo desta investigación é identificar as barreiras e os problemas que ocorren cando un Estado membro intenta implementar a Política Marítima Integrada na organización gobernamental de espazos mariños. O desafío que se tenta conseguir é lograr a gobernanza azul, é dicir, a activación dunha rede de cooperación entre as diferentes partes interesadas do sector portuario para poder integrar os diferentes niveis rexionais, nacionais, europeos e internacionais de cara a unha estrutura colaborativa.
Corporate governance has become an important issue for Chinese and Indian firms as they increasingly interact with regulators and investors from developed markets. For instance, tapping into global capital markets to raise funds to finance their domestic and international growth requires firms from China and India to demonstrate strong corporate governance credentials, so that investors do not discount their stock (LaPorta, Lopez-de-Silanes, Shleifer, & Vishny, 2000). The swift action of Chinese and Indian authorities in response to recent corporate scandals – such as the one at Satyam Computers – reveals that even governments in emerging countries such as China and India see the need to promote good corporate governance to ensure the inflow of capital and the outflow of products. Furthermore, understanding corporate governance standards and issues in China and India is also important to executives of foreign multinationals doing business in these two countries.
Article describes the issues of shaping the structures of local government administration considering new concepts of public management. Attention will be focused on governance, which determines two paradigms of public administration: public administration aimed at cooperation and organized in a network manner. Will evaluate the degree of their impact on the structure of local government administration in Poland. Further considerations will aim to identify the relationship between the quality of governance and administrative structure of local government. The quality of governance is recognized (by the World Bank) in six dimensions of good governance, which is a function of appropriately shaped bodies. Striving to meet the criteria of good governance may involve restrictions on the use of cooperation and networking paradigms. ; Artykuł podejmuje problematykę kształtowania struktur administracji samorządowej w świetle nowych koncepcji funkcjonowania sektora publicznego. Uwaga została skoncentrowana na współzarządzaniu, które wyznacza dwa paradygmaty administracji publicznej: administrację publiczną ukierunkowaną na współpracę oraz zorganizowaną w sposób sieciowy. Ocenie poddany został stopień ich wpływu na kształtowanie struktury administracji samorządowej w Polsce. Dalsze rozważania miały na celu identyfikację związku pomiędzy jakością rządzenia a strukturą administracyjną samorządu terytorialnego. Jakość rządzenia ujmowana jest (za Bankiem Światowym) w sześciu wymiarach dobrego rządzenia, które z kolei jest funkcją odpowiednio ukształtowanych instytucji. Dążenie do spełnienia kryteriów dobrego rządzenia może wiązać się z ograniczeniami w stosowaniu paradygmatów współpracy i sieci.

Serious questions are being asked concerning the manifestation of instability in society. The phenomena of maladministration, corruption, unrest, protests, failure in leadership, and the results of protest marches and poor service delivery, make one believe that the value, functioning and contribution of co-operative governance and intergovernmental relations is a myth. When public protests and instability are analysed, the main issue found at the heart of the problem concerns co-operation, implementation and co-ordination between the various spheres of government. Co-operation is needed to ensure satisfactory service delivery. The question can be asked if there is a direct relationship between poor service delivery, public protests and co-operative governance and good governance. Firstly the conceptual and constitutional framework of co-operative governance and intergovernmental relations will be discussed. In the following section the problems and challenges facing good governance will be analysed. Aspects pertaining to structural tension, policy choices, responsibility, accountability and implications of problems with good governance will be assessed. The manifestation of practical situations will be viewed against the background of co-operative governance.
This article engages critically with the International Governmentality Studies, delineating a new use of Foucault's toolbox applied to analyse the New Economic Governance (NEG) reforms. The main argument is that the NEG is a reaffirmation and a reinforcement of the fiscal governance machine established with the Stability and Growth Pact (SGP). The fiscal governance machine is an ensemble of techniques shaped by and through which the European art of government is able to work in the entire European space. The article analyses how the Treaty on Stability Coordination and Governance reaffirms this fiscal governance machine. By looking at three techniques – the structural deficit, the Fiscal Council, and the Automatic Mechanism – it shows some key features of this fiscal governance machine: a new discretional power in the hand of the European Commission and of its DG Finance, a decentralised and semi-automatic form of control on Member states, the structuration of a euro-national ensemble of executives and finance institutions.
Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.
Progress in measuring governance is assessed using a simple framework that distinguishes between indicators that measure formal rules and indicators that measure the practical application or outcomes of these rules. The analysis calls attention to the strengths and weaknesses of both types of indicators as well as the complementarities between them. It distinguishes between the views of experts and the results of surveys and assesses the merits of aggregate as opposed to individual governance indicators. Some simple principles are identified to guide the use and refinement of existing governance indicators and the development of future indicators. These include transparently disclosing and accounting for the margins of error in all indicators, drawing from a diversity of indicators and exploiting complementarities among them, submitting all indicators to rigorous public and academic scrutiny, and being realistic in expectations of future indicators.
