The economic, political, citizen, and community spheres, whether global or local, are regulated by systems of governance, which create public interest agendas including tariffs for public services derived from the use of natural resources. In this regard, this paper presents the agreements and disagreements between entrepreneurial, municipal, citizen, and community organizations to establish local development scenarios in reference to the global market. This discussion will create a series of representations that symbolize the dissonance between prosperity and austerity in order to contrast lifestyles oriented towards globalization and livelihoods aimed at sustainability. In this context, different identities have emerged from the alliances between civil and business organizations, in which development is not necessarily a priority; however, such vicissitudes provide central themes for the discussion of economic models. This paper is important because it envisages a governance scheme that permits including natural resources in the civil, political, and business agenda. In other words, governance regulates the intrusion of transnational corporations in communities and the inclusion of SMEs in the international market. ; Las esferas económica, política, ciudadana y comunitaria, en referencia a los ámbitos global y local, están reguladas por sistemas de gobernanza, en los que se construyen agendas de interés público en materia de tarifas por los servicios públicos derivados del uso de los recursos naturales. En tal sentido, el escrito presenta los desencuentros y acuerdos entre organizaciones emprendedoras, municipales, ciudadanas y comunitarias, para establecer escenarios de desarrollo local en referencia con el mercado global. Dicha discusión permitirá construir una serie de representaciones que simbolicen la disonancia entre la prosperidad y la austeridad, a fin de contrastar los estilos de vida orientados a la globalización y, los modos de subsistencia dirigidos a la sustentabilidad. En tal contexto, la emergencia de identidades es observada a través de alianzas entre organizaciones civiles y empresariales, de las cuales no necesariamente el desarrollo es una prioridad; aunque tales vicisitudes abren ejes temáticos para el debate de los modelos económicos. El escrito se decanta por vislumbrar un esquema de gobernanza que permita la inclusión de los recursos naturales en las agendas: civiles, políticas y empresariales. Es decir, la gobernanza regula la intromisión de las trasnacionales en las comunidades y el posicionamiento de las pymes en el mercado internacional.

Societal transformations are needed across the globe in light of pressing environmental issues. This need to transform is increasingly acknowledged in policy, planning, academic debate, and media, whether it is to achieve decarbonization, resilience, national development plans, or sustainability objectives. This volume provides the first comprehensive comparison of how sustainability transformations are understood across societies. It contains historical analogies and concrete examples from around the world to show how societal transformations could achieve the Paris Agreement and the United Nations Sustainable Development Goals through governance, innovations, lifestyle changes, education and new narratives. It examines how societal actors in different geographical, political and cultural contexts understand the agents and drivers of societal change towards sustainability, using data from the academic literature, international news media, lay people's focus groups across five continents, and international politics. This is a valuable resource for academics and policymakers working in environmental governance and sustainability.

Transnational public-private partnerships (PPPs) are a relatively new form of governance. Why are some of them highly effective, while others are not? The contributors provide an in-depth account, analysis, and comparison of 21 transnational PPPs in the area of sustainable development governance, where PPPs have been hailed by some as a solution to development problems but criticized by others. Moreover, 45 PPP projects undertaken by four service-providing partnerships in so-called 'areas of limited statehood' in South Asia (Bangladesh and India) and East Africa (Kenya and Uganda) are studied. The central aim of this volume is to identify the conditions under which these transnational PPPs are effective, that is, successful in providing collective goods (from clean water to child immunization) in areas of limited statehood. The book investigates the influence of several features of a PPP's institutional design as well as the impact of limited statehood on the effectiveness of a PPP.

Population movements between countries and continents are not recent phenomena. What is new today is that migration flows are increasingly linked to the globalization process and to environmental degradation. Most of the migrants leave their homes for economic reasons, but also due to the higher frequency of natural disasters. Of the total migrant population, those who escape from conflicts or persecution still represent a smaller fraction and are entitled to obtain refugee status. This thematic issue includes eight articles that analyse migration flows and migration governance from different analytical perspectives. Five of the eight contributions examine the role that several factors play in explaining international migration flows and its effects, namely cultural diversity, information technology tools, governance, terrorism, and attitudes towards immigration. The remaining three articles are country studies that analyse the socio-economic causes/effects of migration flows to Portugal, Spain, and Germany, devoting special attention to forced migration and refugees.

Science plays an important role in the emergence, development, and implementation of new environmental regimes. However, there are opposing views regarding the type of knowledge that is considered policy-relevant to address global environmental problems. In intergovernmental negotiations, these tensions are visible in debates about the inclusion of scientific concepts in a negotiated text. This article analyses the case of "ecological connectivity" in the negotiations for an international legally-binding instrument (ILBI) for the conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction (BBNJ). As a key scientific concept portraying the ocean as one, the term ecological connectivity challenges the status quo and has far-reaching implications for future ocean governance. Our study draws on ethnographic data collected during the BBNJ negotiations and analyses the actors and their different rationales for including the ecological connectivity concept in the treaty text. Our results demonstrate two things. First, state and non-state actors use the ecological connectivity concept to support their interests in the new ILBI, based on different types of rationales: ecologic, socio-economic, juridic, and epistemic. Second, our analysis demonstrates that several actors recognise the limitations of the existing legal order underpinning ocean governance in areas beyond national jurisdiction and are keen to embrace a new legal framework regarding the idea of an interconnected ocean. We conclude that while the ecological connectivity concept runs the risk of losing its meaning in an array of competing political interests, it does have the potential to achieve transformative change in global ocean governance and fundamentally alter the way humans use and protect BBNJ.

The European Green Deal (EGD) puts forward and engages with review mechanisms, such as the European Semester and policy monitoring, to ensure progress towards the long-term climate targets in a turbulent policy environment. Soft-governance mechanisms through policy monitoring have been long in the making, but their design, effects, and politics remain surprisingly under-researched. While some scholars have stressed their importance to climate governance, others have highlighted the difficulties in implementing robust policy monitoring systems, suggesting that they are neither self-implementing nor apolitical. This article advances knowledge on climate policy monitoring in the EU by proposing a new analytical framework to better understand past, present, and potential future policy monitoring efforts, especially in the context of the EGD. Drawing on Lasswell (1965), it unpacks the politics of policy monitoring by analysing who monitors, what, why, when, and with what effect(s). The article discusses each element of the framework with a view to three key climate policy monitoring efforts in the EU which are particularly relevant for the EGD, namely those emerging from the Energy Efficiency Directive, the Renewable Energy Directive, and the Monitoring Mechanism Regulation (now included in the Energy Union Governance Regulation), as well as related processes for illustration. Doing so reveals that the policy monitoring regimes were set up differently in each case, that definitions of the subject of monitoring (i.e., public policies) either differ or remain elusive, and that the corresponding political and policy impact of monitoring varies. The article concludes by reflecting on the implications of the findings for governing climate change by means of monitoring through the emerging EGD.

This thesis deals with the mechanisms of governance of a federation of networks, where decision making is shared among several partners forming multiple independent coalitions. Our question is justified on the theoretical level, because of the small number of works that analyses the issue of governance of networks federations. We combine our theoretical approach with an empirical study, in order to answer our question. We choose as a case study, the Fédération des réseaux de santé gérontologique Ile-de-France (FREGIF) and its networks members. Among the theoretical fields of research, we explore the impact of dependence to ressources between partners, of power games between players and their coalitions. The interpretation of the empirical results in light of the theoretical framework in an abductive approach, allows us to understand how and why the network structure evolves in a simple form (network) and in a complex form (federation of networks), and how can be determined in parallel the governance mechanisms. We note that the analysis of configurations of power and related transitions seem to be decisive regardless of the situation in the external environment; the construction of a "negotiated environment", as the network organisation, does not appear to be sufficient to permanently overcome dependance to resources, in the absence of a change in the economic model; mastery of political games and its good mobilization appear to be decisive for the governance of a federation of networks, regardless of the situation in the external environment. ; Cette thèse traite des mécanismes de gouvernance d'une fédération de réseaux, lorsque la prise de décision est partagée entre plusieurs partenaires formant de multiples coalitions indépendantes. In the post-9/11 era, the nexus between organized crime and terrorism has raised much concern and has been widely discussed in both academic and policy circles, but is still largely misunderstood. This critical book contributes innovatively to the debate by distinguishing three types of nexus—interaction, transformation/imitation and similarities—and identifying the promoting factors of each type. With its multifaceted but complementary chapters, the book provides conceptual and theoretical frameworks for readers, as well as the evidence needed to develop more realistic, effective and humane policies to tackle organized crime, terrorism and the nexuses between them.
