Bu çalışma, Türkiye'de 1980'li yıllarda başlayan sistem değişikliği tartışmalarını konu edinmekte ve bunun bir çıktısı olarak ortaya çıkan Cumhurbaşkanlığı Hükümet Sistemi üzerinde odaklanmaktadır. Özellikle Türkiye'de uzun yıllar uygulanan parlamenter sistemin sebep olduğu hükümet bunalımları; siyasi krizlere, istikrarsız yönetimlere ve de vesayet odaklarının etkisini arttırmasına sebep olmuştur. Bu durumlar ise hükümet sistemi değişikliğini kaçınılmaz hale getirmiştir. Çalışma içerisinde; kuvvetler birliği ile kuvvetler ayrılığına dayanan hükümet sistemleri irdelenerek, tarihsel süreç içerisinde Türkiye'de uygulanan hükümet sistemleri ele alınmıştır. Genel olarak Parlamenter sistem özünde birçok olumlu yönleri içerisinde barındırsa da; parlamenter sistem altında Türkiye'de cereyan eden yönetim aksaklıları mahut sistemin günah keçisi olarak görülmesine sebep olmuştur. Özellikle Türkiye'de vesayet odaklarının, halk iradesi ile seçilen siyasi iktidarı etkisi altına alma çabaları yeni bir sisteme duyulan ihtiyacı arttırmıştır. Bu kapsamda 16 Nisan 2017 Referandumu ile inşa edilen Cumhurbaşkanlığı Hükümet Sistemi'ne, 24 Haziran 2018'de yapılan Cumhurbaşkanlığı ve 27. Dönem Milletvekilliği Genel Seçimi ile birlikte geçilmiştir. Böylece yeni sistemde yürütme yetkisi Cumhurbaşkanlığında toplanarak Türkiye'nin ekonomik kalkınma, bilimsel atılım, sosyal devlet ve bölgesinde lider ülke olma yolunda emin adımlarla ilerlemesi hedeflenmiştir. Kuşkusuz bütün bu gelişmeler bürokrasinin asgari düzeye indirilerek etkin, etkili ve de hızlı kararların alınması noktasında Türk yönetim sisteminde birçok değişimin ortaya çıkmasına sebep olmuştur. Yeni sistemle Türkiye'de, güçlü yürütme ve güçlü meclis anlayışı ile Türkiye'nin daha da güçlenmesi öngörülmektedir. ; The case of this study will be discussions about system change began in 1980's and it will focus on Presidency Government System, as an output of these discussions. Particularly, the parliamentary system used in Turkey led to the cabinet crisis, political crisis, unstable governments and the increasing power of the centers of tutelage. The system change in government structure became unavoidable following the aforementioned incidents. In our study, the government systems based on the unity of power and separation of powers are analyzed and the governmental systems in Turkey in historical process are discussed in detail. Although the parliamentary system in itself includes many positive aspects; the administrative problems in Turkey under the parliamentary system gave cause for the parliamentary system to be known as scapegoat. The requirement for a new system is increased after the incidents organized by the centers of the tutelage against the political power elected by the public's will. In this context, the Presidency Government System, formed by the 2017 Constitutional Referendum held on 16th April 2017, activated after the Turkey's June 24, 2018 presidential elections and the 27th Term Parliamentary Elections. Thus, in the new system the president will acquire all executive power and this change will lead to Turkey's economic development, scientific progress, and social state. Turkey aims to be a leading country in its region with a strong sense of self-belief. Doubtless, all of these struggles led to many modifications in the system of government in Turkey by reducing the role of the bureaucracy and laid the foundation of the efficient, productive and quick judgments. The Turkish government intended to be a more powerful country within the new system based on the strong legislative and the strong parliament concept.

Gerontokrasi, birçok siyasal ve toplumsal yapıda kalıntıları görülen bir olgudur. Kavram, Türkçe'ye yaşlılar yönetimi/hükümeti olarak çevrilebilir. Yaşlılık, geleneksel topluluklardan günümüze yönetimde karar verme süreçlerinin önemli unsuru haline gelebilmiştir. Weber, geleneksel egemenliğin bir türü olarak gerontokrasiyi incelemiş, bununla birlikte bu olgunun "ideal" olmaktan ziyade farklı yönetim yapılarında da olabileceğinin altını çizmiştir. Dolayısıyla monarşiden cumhuriyete birçok ülkede, "saf" haliyle bir gerontokrasi görülmese de gerontokratik yönetsel eğilimler dikkat çeker.Gelişen ülkelerde bariz olarak görülen ve Türkiye'nin de yaklaştığı demografik yapının yaşlanması sorunu, kamu yönetimi ve siyaset bilimi alanında gerontokrasinin anlaşılmasını gerektirmektedir. Türkiye'de gerontokrasi, siyaset ve kamu yönetiminde etkilerini göstermektedir. Belirgin özelliği ise yenilik ve değişime karşı olma, buna mukabil mevcut statükoyu koruma eğiliminde olmasıdır. Bu bağlamda makale, gerontokrasinin kavramsal ve tarihsel gelişimi yanında Türkiye'deki gelişimi ve etkilerini de inceleyecektir. ; Gerontocracy is a fact that has traces in almost political and social structure. It can be translated as the government of the elders into Turkish. Being old age has become an important factor in administration from traditional society to the present. Weber examined gerontocracy as a sort of traditional sovereignty, in addition, he highlighted that this fact can also be existed in different administration structures rather than being ideal. Therefore, in many countries, the from monarchy to republic, "pure" as it draws attention to trends in gerontocratic administrative though not seen a gerontocracy.The matter of getting older of the demografic structure which is clearly observed in developing countries and also reaching to Turkey , is required the understaning of gerontocracy in the field of public administration and political science. Gerontocracy in Turkey, shows the effects of politics and public administration. Its distinctive feature of being against change and innovation, whereas the present that it tends to preserve the status quo. In this context, the article is going to examine not only the gerontocracy's conceptual and historical development but also its effects and develepment in Turkey.

1980 sonrası neo-liberal politikalar, kamu yönetimini, özellikle finansman açıkları gerekçesiyle, hem merkezi yönetimler bakımından hem de yerel yönetimler bakımından reforma etmeyi amaçlamıştır. Bu çalışmada, Almanya, Fransa, İngiltere ve Türkiye'deki yerel yönetim reformları, birlikte değişim yöntemi temelinde karşılaştırmalı olarak incelenmektedir. Karşılaştırma iki açıdan söz konusu ülkelerin benzerlik ve farklılıklarını konu edinmiştir: Birincisi, merkezi yönetim ile yerel yönetimler arasındaki işlevsel değişimdir (dikey bakış açısı). İkincisi ise, yerel yönetimler ile piyasa ve / veya üçüncü sektör arasındaki ilişkilerin yeniden düzenlenmesidir (yatay bakış açısı). Bu yatay bakış açısı, "yerel yönetimden" "yerel yönetişime" doğru evrimi karşılaştırmanın odağına yerleştirmektedir. Çalışmanın amacı, neo-liberal politikaların uygulandığı bu ülkelerdeki desantralizasyon ve piyasalaşma sürecinde ortaya çıkan kurumsal ve işlevsel değişimleri karşılaştırmalı olarak ortaya koymaktır. ; Neoliberal policies after 1980 aimed at reforming public administration, especially owing to financial budget deficit, in terms of both central and local administrations. In this study, local administration reforms in Turkey, Germany and France have been studied comperatively taking method of change together into consideration. The comparison focuses on similarities and distinctness of the above-mentioned countries from two aspects, namely, the first one is functional change between central and local governments (with the help of vertical point of view) and the second one is regulation of the relations between local governments and market or third sector (with the help of horizontal point of view). The second reconsideration surely positions evoluation from "local government" to "local governence" which is in the process of reform into the center of the discussion. The purpose of the study is to reveal comperatively the institutional and functional changes emerging during process of decentralisation and gaining a place in the market in the countries where neoliberal policies are implemented.

Türk kamu yönetimi tarihsel süreçte kurumsal değişim ve dönüşümler geçirmiştir. Ülkemizde kentleşme faktörü toplumsal yaşamı önemli ölçüde etkilemiştir. Küresel ölçekteki yönetsel, ekonomik ve teknolojik gelişmelerde Türk kamu yönetiminin değişiminde belirleyici olmuştur. Türkiye'de Cumhuriyetin ilanından sonra yaşanan en dikkat çekici değişim Cumhurbaşkanlığı Hükümet Sistemine (CHS) geçilmesidir. Kamuoyunda mevcut sistem Türk tipi başkanlık sistemi, başkanlık sistemi adları ile anılmaktadır. İsmi ne olursa olsun getirilen sistem tartışmasız biçimde Türk kamu yönetimi teşkilatının tüm kurumlarını etkilemiştir. Cumhurbaşkanının etkin olduğu yeni sistem kamu kurumlarının hafıza ve deneyimlerini yenilemelerini gerektirmiştir. Yeni sistem mevcut merkez-yerel ilişkilerini de önemli ölçüde etkilemiştir. Merkez idare ile yerel yönetimler arasındaki ilişkilerinde yetki İçişleri ile Çevre ve Şehircilik Bakanlığına verilmiştir. Bu Bakanlıkların teşkilatında yeni kurumlar oluşturulmuş, taşra kuruluşlarında yetki ve görev dağılımı yenilenmiştir. Örneğin YİKOB adlı kurumun yerel hizmetlerde sorumluluğu arttırılmıştır. Valilik tarafından yürütülen bazı hizmetler Çevre ve Şehircilik Bakanlığı il teşkilatına devredilmiştir. Çalışmamızda yeni sistem çerçevesinde merkezi idare ile yerel yönetim ilişkilerinde ortaya çıkan yeni kurumlar incelenecektir. Değişime yönelik mevcut durum analizi yapılarak ilgililerin paylaşımına sunulacaktır. ; Turkish public administration has undergone various institutional changes and transformations in the historical process. In Turkey, urbanization factor has affected social life to a great extent. Urbanization has been the determining factor in the change of Turkish public administration in the administrative, economic and technological developments. The most considerable change occurred after the founding of the Republic is switching to the Presidential System. In the public opinion, the current system is referred to as the Turkish-Type Presidential System or the Presidential System. Regardless of the name, the system has undoubtedly affected all institutions of the Turkish public administration. The new system in which the President is active has required public institutions to renew their memory and experiences. The new system has also significantly affected the relations between existing central and local governments. The authority in the relations between the central administration and local administrations is given to the Ministry of Interior and Ministry of Environment and Urbanization. New institutions were established in the organization of these Ministries, and the distribution of authority and duties in provincial organizations were renewed. For example, the responsibility of YİKOB has been increased in local services. Some of the services provided by the governorship were transferred to the provincial organization of the Ministry of Environment and Urbanization. In this study, new institutions emerging in the relations between central government and local government within the framework of the new system will be examined. The current situation analysis for the change will be made available to the interested parties.

1980'lerden itibaren, yerel yönetimler çok önemli bir değişim sürecinden geçmekte ve bu değişim süreci, literatürde bir üst başlık olarak "yerel yönetişim" biçiminde kavramlaştırılmaktadır. Yerel yönetimden yerel yönetişime geçiş, yerel yönetimlere bakış açısı itibariyle bir zihniyet değişimine işaret etmektedir. Fordizmden postFordizme geçiş sürecinin ve ortaya çıkardığı politik ve yönetsel sonuçların analizinin, günümüzde yerel yönetimler açısından yaşanan bu çok boyutlu değişimi daha iyi anlamak için bir fırsat sunduğu, bu çalışmanın arka planında yer alan temel düşüncedir. Bu çerçevede, çalışmanın amacı, Fordizmden post-Fordizme geçiş bağlamında, yerel yönetimlerin örgütsel yapısı, işlevleri, iş görme usulleri ve hareket alanı açısından yaşanan değişimi analiz etmektir. ; The local governments have going through a crucial process of transformation since 1980s and this process is being conceptualized as "local governance" as an umbrella term in the literature. The transition from local government to local governance refers a change in mentality related to local governments. The fact that the analysis of transition process from Fordism to post-Fordizm and the emerging political and administrative outcomes offers an opportunity in order to better comprehend this multidimensional change regarding local government is the fundamental idea in the background of this article. In this framework, the aim of this article, within the context of transition from Fordism to post-Fordizm, is to analyze the actual changes occurring in terms of the organizational structure, functions, procedures and field of action of the local governments.

Bu süreçte kurucu antlaşmalar ve devamında katılım antlaşmaları birlik kurma düşüncesinin gelişimine katkıda bulunmuşlardır. Birliğin yapısını ve işlevini daha iyi kavrayabilmek açısından organları da detaylı olarak incelenmiştir.Avrupa Birliği Hukuku'nun dayandığı temel ilkeler ilgili antlaşma maddeleri çerçevesinde ele alınmıştır. Avrupa Birliği Adalet Divanı'nın içtihat ve kararları incelemeler bakımından yol gösterici olmuştur. Yerel yönetimler konusu yerel özerklik, subsidiarite ilkesi ve Avrupa Yerel Yönetimler Özerklik Şartı kapsamında incelenmiştir. Özerklik şartı yerel idarenin güçlendirilmesi ve özerkliklerinin savunulması düşüncesinden hareketle oluşturulmuş ve 1988 yılında yürürlüğe girmiştir. Böylesine büyük ve karmaşık bir yapıda tüm ülkeler için ortak bir yerel yönetim yapısından bahsetmek mümkün olmamaktadır. In this process, the founding treaties and the accession treaties contributed to the development of the idea of unity. In order to better understand the structure and function of the Union, its organs have been examined in detail. The basic principles on which the European Union Law is based have been discussed within the framework of the relevant treaty articles. The case-law and judgments of the Court of Justice of the European Union have been guiding in terms of examination. Yönetim devamlı bir süreçtir. Yönetim süreci, pek çok iç ve dış koşulların, çok yönlü faktörlerin etkisiyle oluşan insani, maddi ve manevi faaliyetlerin toplamıdır. Görünen yönetim karmaşasını netleştirmek, anlaşılır hale getirmek, şeffaflaştırmak, kamu reformu ile ele alınan yeni yönetim yaklaşımının özünü oluşturmaktadır. Bu süreçte stratejik yönetim ve stratejik planlama öne çıkmaktadır. Tıpkı işletmelerde olduğu gibi kamu ve yerel idarelerde de stratejik plan yaparak hayatiyetini sürdürmektedir. Türkiye'de yerel idarelerin de içinde bulunduğu kamu gerçeğine bakmakta yarar vardır. Kamu mevcut ve yapısal durumu bilinmeden üzerine bina edilecek her türlü çaba sonuçsuz kalacaktır. Şimdiye kadar yapılan reform çabalarının tutmaması da bu gerçeğe dayanmaktadır. Türkiye'de, kamuda kaynaklarının etkin ve verimli kullanılmadığı görüşü hakimdir. Toplum kamudan kaynaklarının etkin, verimli, kaliteli ve amaca yönelik kullanımını beklemektedir. Beklentisine temel gerekçe de, gelişmiş ülkelerde kaynakların etkin, verimli ve üretime dönük kullanıldığını görmesidir. Stratejik planlama tam bu noktada toplum talepleriyle stratejik plan sunumunda kesişmektedir. Artık kamu, çevreyi inceleyerek analiz ederek vizyon, misyon, hedef, strateji ve önceliklerini belirleyerek plan geliştirecek; bunları uygulayacak sonuçlarını izleyerek ölçecek bir yönteme sahiptir. Bunu katılımcı yönetim anlayışı içinde gerçekleştirecektir. İşletmelerde müşteri memnuniyetine paralel kamu, vatandaş memnuniyeti odaklı çalışacaktır. Böylece uluslararası standartların kabul ettiği katılımcılık, şeffaflık, hesap verirlilik, paylaşımcılık, anlayışı kamu yönetimimizin olguları haline gelecektir. Artık kamu yönetiminde ve yerel idarelerde stratejik davranmak ilkesi kabul görmektedir. Eğitim, sağlık, tarım, sanayi, ketleşme başta olmak üzere öncelikli alanlarda rekabet etmek stratejik yönetim anlayışı ile olacaktır. Kısaca durumsal yaklaşımdan, stratejik yaklaşıma geçiş sağlanmaktadır. Bu geçiş gelecek referanslı yönetim anlayışına sahip olmak, idareyi kendi koşulları içinde rakipleri ve benzerleri ile karşılaştırarak rekabetçi bir temelde ele almak, bütüncül, entegre bir planlama anlayışıtaşımak anlamına gelmektedir. İş dünyasında alınan önemli mesafenin burada da ele alınabilmesi için öncellikle yerel idareyi yöneten üst düzey yönetici anlayışının değişmesi kaçınılmazdır. ; Administration is a continious process. Administrative process is the total of the moral, physical and humanitarian activities which are formed by many inside and outside conditions and multi-dimensional effects. Making the apparent chaos of administration clear,transparent,understandable are the nucleus of the new administrative approach which is at hand.Like private institutions,the local and public administrations can survive by the help of strategic planning. During this process strategic planning and administration come into foreground. It is beneficial to look closely at the public reality including local administration in Turkey. Every effort made without any knowledge of the present situation and structure will be futile. That is the reason why so many reforms have failed so far. Widely held opinion is that the resources in Turkey cannot be benefıted from effectively or efficiently.But the public expects these resources to be taken full advantage of. The main ground for this demand is that the resources in developed countries are utilized in an effective,efficient and productive way. These demands and strategic planning interject at this point. From now on,the public will develop plans by investigating and analysing the neighbourhood determining mission, vision, strategy, targets and priorities. The public has the administration to be able to carry out them and assess the results. They will be put into practice by participatory bureaucracy. The focus will be the on citizen satisfaction just like the customer satisfaction in private institutions. So internationally accepted concepts such as participation, transparency, accountability and sharing will be a part of our administrative structure. In today`s world the principle of strategic action is widely held. Competition in primary areas such as agriculture,education,urbanization and industry are only possible in this way. Shortly from situational administrative approach to strategic one is aimed at. These transition means having an administrative approach with a future reference,handling the administration under its conditions by comparing and contrasting with its competitors and having an integrated and holistic approach. To be able to be succesful like private insitutions, it is inevitable to have a change in the concept of senior administrators managing local government.

Bu çalışma, kökleri Türk Devletleri'nin yönetim kültürüne kadar uzanan, Türkiye Cumhuriyeti'nin hükümet sistemi arayışlarını konu edinmekte ve nihayetinde benimsenen Cumhurbaşkanlığı Hükümet Sistemine odaklanmaktadır. Dünya örneklerinde de görüldüğü üzere tarihsel süreçte hükümet sistemi değişikliğine başvuranlar mevcuttur. Bu bağlamda hükümet sistemi değişikliğine başvuranların temel hareket noktasını, siyasal istikrarın, etkinliğin sağlanması ve temsil ilişkisinin adaletli bir biçimde düzenlenmesi arayışı olduğu görülmektedir. Bu çalışma, Cumhurbaşkanlığı Hükümet Sisteminin benimsenmesine kadar yaşanan hükümet sistemi tartışmaları, bu çerçevede kritik kavşaklar olarak görülebilecek dönemler ve vakalar ekseninde kaleme alınmıştır. Yeni hükümet sisteminin hayata geçmesiyle sonuçlanan bu sürecin dünyada yaşanan yürütme erkinin giderek güçlendirilmesi trendine de uygun olarak işlediği düşünülmektedir. Tarihi kökler zemininde demokratik bir temel üzerine inşa edilen yeni hükümet modeline dair, siyasal istikrar, etkinlik ve temsilde adalet ilkelerinden hareketle yapılacak değerlendirmelere yardımcı olması ve destek sağlaması maksadıyla nitel bir çalışmaya yer verilmiştir. Nitel çalışma çerçecesinde; AK Parti, MHP, CHP mensubu olan, hükümet sistemi çerçevesinde değerlendirme yetkinliğine haiz milletvekilleri ve başkanlık sistemini geçmişte savunan Özal, Erbakan ve Türkeş'in siyasette yakın çalışma arkadaşlarından oluşan 10 kişi ile yüz yüze derinlemesine mülakatlar gerçekleştirilmiştir. Görüşmeler aracılığıyla ve siyasal partilerin 24 Haziran 2018 tarihinde gerçekleştirilen seçimlere ilişkin hazırlamış oldukları seçim beyannamelerinden temin edilerek olgubilim deseni temelinde betimsel analiz yöntemi ile değerlendirilen verilerin yol göstericiliğinde; yeni hükümet sistemini kurgulayanların vaat ettikleri düzenlemelerin gerçekleştirilmesi halinde 24 Haziran öncesi dönemde uygulamada olan parlamenter sisteme nazaran siyasal istikrarın, etkinliğin ve temsilde adaletin daha çok sağlanabileceği sonucuna ulaşılmıştır ; This study discusses the seeks of governmental systems of the Republic of Turkey of which roots date back to the governmental culture of the Turkish States in the history and it focuses the Governmental System of Presidency (Cumhurbaşkanlığı Hükümet Sistemi), which has been ultimately adopted. As seen in the world examples, there are those who resort to the change of the governmental system in the historical process. In this context, it seems that the main motivational point of those who apply to the change of the governmental system is the seeking to regulate political stability, provide efficiency, and ensure representation relation in justice. This study is made in the framework of the discussions on the governmental system until the presidential government system has been adopted, and of the periods and incidents that could be seen as critical junctions in this way. It is thought that this process when has been resulted in the passing of the new governmental system also operates in accordance with the trend of strengthening the executive power that experiences in the world. In this study done within the aim of supporting and helping for the assessments to be made on the basis of the principles of political stability, effectiveness, and justice in representation about the new governmental model built on the historical roots and democracy; it was conducted the in-depth and face-to-face interviews with 10 people and parliamentarians, who are a member of AK PARTI, MHP, and CHP, have evaluation a competence on the government system, and are close political associates of Mr. Ozal, Mr. Erbakan, and Mr. Turkes. In the guidance of the data assessed by the method of descriptive analysis on the basis of the phenomenology design and provided by the interviews and the information obtained from the election statements that political parties have prepared for the elections held on 24 June 2018; it is concluded that the achievement of political stability, efficiency, and justice in representation can be achieved in comparison with the parliamentary system implemented in the pre-24 June period, if the regulations promulgated by the organizers of the new government system.

Türkiye, Kophenag Siyasi Kriterleri'ni yerine getirdiği ve diğer aday ülkelerden farksız olarak AB adayı kabul edildiği 1999 yılındaki Helsinki Zirvesi'nden sonra hızlı bir reform sürecine girmiştir. Yıllarca konuşulan ve üzerinde hazırlık yapılan yerel yönetimler reformu da AB sürecinin cesareti ve şevkiyle çıkarılmıştır. Bu değişim ve reform süreci yerel yönetimlere önemli özerklik ve yetkiler vermiştir. Ancak reformun kısa uygulaması sonucunda, reformun gerekli olduğuna inananlar dahi reformun eksikliklerine eleştirilerini yöneltmekten kendilerini alamamışlardır. Çünkü mahalli idareler yeterli ve kalifiye işgücüne sahip değildir. Bu nedenle mahalli idarelere verilecek özerklik ile idari vesayet arasında ince bir denge kurulması, yerel otoritelerin iş ve işlemlerinin etkili bir şekilde denetlenmesi gerekmektedir. Eksiklikleri ve boşlukları olmasına rağmen yerel yönetimler reformuyla önemli bir adım atılmış ve mahalli idare sistemi tekrar sorgulanmıştır. Yerel yönetimler ile mülki idare arasındaki ilişkiler idari vesayet ve yerel özerklik şartları bağlamında önemli şekilde değiştirilmiştir. Mahalli idareler reformu sayesinde, AB'ye üyelik sürecinde, uyum ve intibakın en kolay olacağı alanlardan biri olması yönünde önemli bir gayret sarf edilmiştir. Reform süreci, merkeziyetçilik ve yerellik ilkeleri ile idari vesayet ve özerk yerel yönetim ilkelerini farklı açılardan değerlendirilme ihtiyacını ortaya çıkartmıştır. ; Turkey has entered into a fast reform process after the Helsinki Submit where Turkey fulfilled the Copenhagen Criteria and it is accepted as a candidate state the same as others, in 1999. The reform of local authorities that is spoken for years and made preparation on it, is also ratified by the EU's courage and enthusiasm. This innovation and reform process has given important autonomy and competences to the local governments. Nevertheless, with short application of the reform, the people who believe the reform is necessary, are unable to stop themselves from their critiques. Because, the local authorities do not have enough and qualified workforce. Due to this fact, a sensitive balance ought to set between autonomy that will give to the local governments and administrative tutelage; the works and functions of the local authorities should be supervised effectively. Although it has lack and gap, an important step was taken with local authorities? reform and the system of local authorities was interrogated. The relations between local governments and civilian administrations were changed related administrative tutelage and local autonomy conditions. An important struggle was exerted to make one of areas which can be adopted easily in the EU process in the framework of administrative harmonization by the local authorities reform. The reform process exposed the necessity of analyzing centralization and subsidiarity, administrative tutelage and autonomous local government principles from different angles.

Aristoteles'in siyasetle ilgili düşüncelerinin, Politika, Nikomakhos'a Etik, Eudemos'a Etik, Atinalıların Devleti ve Retorik adlı eserlerinde yer aldığı söylenebilir. Politika'nın ikinci kitabında sözlerine "sırada devletin biçimini tartışmak ve hangisinin daha iyi olduğunu anlayabilecek durumda olduğumuzu varsayarak bunu anlamaya çalışmak var" diyerek başlayan Aristoteles, bunun için iyi yönetilen bazı devletlerin anayasalarına bakmaya ve, hiç kuşkusuz Platon'u kast ederek, bazı yazarların ütopyalarına bakmaya ihtiyaç duyulacağına işaret eder. Platon'da olduğu gibi, devletten hep site devletini anlayan Aristoteles'e göre, devlet adamıyla devlet, kralla uyrukları, aile reisiyle ev halkı, efendiyle köleleri arasındaki ilişkilerin hep aynı türden ilişkiler olduğunu sanmak yanlıştır. Aristoteles, ne zengin azınlığın ne de yoksul çoğunluğun değil de, ancak ortak çıkarın gözetilmesiyle oluşabilecek orta tabakanın güçlü olduğu ve adaletin kendisiyle tecelli ettiği bir yönetim biçimi olan politeianın oligarşi ile demokrasinin uzlaştırılması sonucunda ortaya çıkabileceğini öne sürer. Demokratik anayasanın oligarşik anayasaya göre isyana ve devrime daha az açık olması nedeniyle ötekine göre daha sürdürülebilir bir nitelik taşıdığı kanısında olan Aristoteles, hem etik hem siyaset anlayışının merkezinde yer alan altın orta ilkesi gereği, güçlü bir orta tabakaya yaslanan anayasanın en güvenli ve en sürdürülebilir bir anayasa olacağından kuşku duymamaktadır. ; It can be said that the thought of Aristotle regarding politics takes place in his works: Politika, Nikomakhos'a Etik, Eudemos'a Etik, Atinalıların Devleti and Retorik. At the outset of his second book of Politika, he argues that "our purpose is to consider what form of political community is best of all for those who are the most competent to realize their ideal of life." To be able to accomplish this, he indicates that we have to examine not only the constitutions of "well-governed states" but also "any theoretical forms", held in esteem. Aristotle undoubtedly refers to Platon and argues that it is a necessity to understand some author's book related with Utopia. As is the case with Plato and Aristotle who always understands a state as the "site," considers that it is wrong to think that the relationship between statesman and state, households and householder, slaves and master are the same kind of it. Aristotle argues that neither rich minority nor poor majority, but the common interest of the middle layer constituted with observance is robust and the politeia, a form of government manifested its own justice, can occur as a result of reconciling democracy with oligarchy. Aristotle, who is of the opinion that democratic constitution is a more sustainable constitution compared to oligarchic constitution due to its less obviousness to rebellion and revolution, in keeping with the principle of the "Golden Middle," located in the heart of both ethics and politics, has no doubt about that constitution leaned on a strong middle class will be the safest and most sustainable constitution.

İlk düzey yönetim biriminde federal devlet, ikinci düzey yönetim biriminde eyaletler ve üçüncü düzey yönetim biriminde mahalli idareler bulunmaktadır. Mahalli idarelerin yapısı ve niteliği eyaletten eyalete farklılık göstermektedir. Bu nedenle her mahalli idare birimi kendine has özellikler taşımaktadır. ABD'de mahalli idareleri il, ilçe, kasaba- köy, okul bölgeleri ve özel bölgeler şeklinde genel bir sınıflandırmaya tabi tutmak mümkündür. Bununla birlikte bazen aynı yapıya sahip bir mahalli idare biriminin başka bir eyalette farklı bir isimle yapılandığı da görülmektedir. Söz konusu yönetim yapısı içinde çalışmada, ABD'de mahalli idarelerin mali yapıları ve merkezi idare ile ilişkileri incelenme konusu yapılmıştır. ; United States of America is a country that has a decentralized management system and federal form of government structure. Management system offers three tiered structure. Federal government is in the first level of administrative unit, states are in the second level of administra- tive units and local governments are the third level of administrative unit. Local government's structure and quality varies from state to state. Therefore, each local government unit has its own unique features. Local governments in the USA can be classified in the form of county, municipal, town and village, school districts and special districts. However, sometimes a local government unit that has the same structure is also structured with a different name in another state. In this paper, management structure of USA, local government's financial structure and its relationship with the central government have been examined.

Devletlerin gözetim süreçleri ve kapitalizmin piyasayı kullanma biçimi, ilk kez olmayan ancak bir öncekine de benzemeyen biçimde dönüşmüştür. Tek başına devletlerin kapitalist süreçlerinden bahsetmek yerine gözetim kapitalizmi ile kendisini devletin sınırlandırılmış görevlerinin ve eylemlerinin dışına çıkarmaya çalışan ve şirketlerle birlikte güçlenirken aynı zamanda devlet olmaklığını bir kenara bırakarak kendisinin ve kurumlarının da birer şirket olma yolunda ilerlediğini tartışmak daha anlamlı durmaktadır. Makale, devletlerin gözetim kapitalizminin veri bazlı birikiminden hareketle, kendi kurumlarını -yerel yönetimleri/belediyeleri- sürece dahil ederek onları da nasıl şirketleştirmeye yönettiğini göstermeyi amaçlarken, hizmet verenlerin değişimine yönelik hizmet alanlar olarak vatandaşların da nasıl birer datadaş'a dönüştürüldüğünü ve haklarını 'rıza' adı altında nasıl takas ettiklerini görünür kılmaya çalışmaktadır. Bunu yaparken, Çin, Rusya, Amerika Birleşik Devletleri, Almanya ve Türkiye gibi ülkelerin yerel yönetimlerinin, gözetim kapitalizmi sürecinde edindikleri roller üzerinden örnekler sunulmaktadır.

In recent years, there has been an increase in the international activities of local governments in Turkey. Local governments conduct international activities by establishing sister city relations, becoming members of international organizations, and signing cooperation protocols, and memoranda of understanding/goodwill letters. The present study aimed to investigate the activities regarding the international activities of local governments in Turkey. In the study, lectures on international activities, following the description of theoretical, historical and legal backgrounds of international relations, the statistical data on the activities of local governments in Turkey are presented, and some observations and assessments were made through the information obtained from the relevant unit managers of six metropolitan municipalities in Turkey which have the strongest memberships in international organizations. As a result, it was determined that there has been an increase in the number of international activities of local governments in Turkey, memberships to these organizations have been effectively carried out, the municipalities have become a member of international organizations which are expected to benefit from, a purpose was determined by these municipalities before becoming a member, and these municipalities have become stakeholders of international organizations and have gained significant benefits through these joint projects.
