The monograph deals with identities in Slovenia at the time of current breaks and turbulences. The first part of the monograph addresses the majority identities; first, European identity at the time of the rise of nationalism, and then Slovenian national identity in the context of the economic crisis and new populist policies in Europe and beyond. In the second part, the authors deal with minority identities - from religious and ethnic to sexual - that place them in the time span from Slovenia's accession to the EU until the time of the economic crisis, the rise of populism and neoconservative policies. In the third section, minority identities are placed in the context of culture, which is one of the important elements of identity construction and preservation.--Publisher's website

In administrative history of the last six hundred years, different factors & influences had played their role in the formation of middle-level offices. The reason was in management. By dividing provinces into quarters, the provincial estates primarily wanted to protect their property from Turkish raids in the middle of the 15th century. In the middle of the 18th century, the provincial prince or national authority established kresije (state administrative units) that were a prolonged hand of the central state administration. It was supposed to control landowners, enforcement of rules & to protect serfs. By establishing kresije, the Kromeriz Constitution wanted to solve nationality problems in multilingual provinces. The district boards, established after 1868, were also a prolonged hand of the central authority & the result of the hundred-year development of the state administration. The history of middle-level offices shows interests of some groups or individuals that were in power during a certain period of time. Unlike other European countries where these offices were relatively autonomous, they were always a prolonged hand of the central state bodies or at least they served them in the Austrian Empire. The Registry Office plan reflects their competence that comprised all the matters of the population in a certain district from personal to municipal, military, education, ecclesiastical & taxation matters, the result of which was that the population identified itself with a district or quarter or kresija (state administrative unit). Presents a wide range of emerging models of historical interpretations of culture, including the "open house" concept of cultural history, which defines culture as high art, literature, & music -- & the "cultural encounter" model. Drawing on the centrality of Peter Burke's (1991) demand for a broad understanding of culture, some important contributions to the new cultural history are discussed. Prisotnost akrilamida v živilih ; The presence of acrylamide in foods

V magistrskem delu smo analizirali prisotnost akrilamida v živilih na slovenskem trgu med leti 2010 do 2012. Podatke o vzorčenih izdelkih nam je posredoval ZZV-MB. Cilji raziskave so bili ugotoviti, v katerih živilih je največ akrilamida, ali količina akrilamida v živilih upada in če izmerjene vrednosti presegajo okvirne, ki jih predlaga Priporočilo Komisije Evropskih skupnosti o raziskavi ravni akrilamida v živilih z dne 10.1.2011. Statistično analizo podatkov smo izvedli s programoma EXCEL in SPSS 21.0. Živila so bila razporejena v 10 glavnih skupin, skladno s prilogo Priporočila Komisije Evropskih skupnosti 2010/307/EU. Med 172 analiziranimi vzorci živil so bile najvišje srednje vrednosti v skupinah 2 (krompirjev čips), 293 µg/kg, 7 (kava in kavni nadomestki), 251 µg/kg, in 1 (pomfrit, ki se prodaja pripravljen za zaužitje), 177 µg/kg. Trend zniževanja vsebnosti akrilamida v živilih je opaziti le v skupini 2 (krompirjev čips). Okvirnih vrednosti ni preseglo nobeno živilo. Srednje in najvišje vrednosti akrilamida v živilih iz Slovenije v letih 2010 do 2012 so nižje v vseh skupinah živil v primerjavi z vrednostmi iz Evropske unije v letu 2010 in Velike Britanije v letu 2012. ; In our Master's thesis we have analysed the presence of acrylamide in the foodstuffs on the Slovenian market between the years 2010 and 2012. We got the data on the sampled food from the Institute of Public Health, Maribor. The objective of our research was to determine which foodstuffs contain the highest levels of acrylamide, if the levels of acrylamide in the foodstuffs is decreasing and if the measured levels of acrylamide exceed indicative values, recommended by the recommendation of the Commission of the European Communities on the survey of acrylamide levels in food, dated 10.1.2011. We did a statistical analysis of the data with programs EXCEL and SPSS 21.0. The foodstuffs were divided into 10 main groups in accordance with the annex of the European Commission recommendation 2010/307/EU. Amongst 172 analysed samples of foodstuffs, the highest mean values were in groups 2 (potato crisps), 293 µg/kg, 7 (coffee and coffee substitutes), 251 µg/kg and 1 (French fries, sold as ready to eat), 177 µg/kg. The downward trend of acrylamide levels in foodstuffs is visible only in group 2 (potato crisps). The indicative values were not exceeded in any foodstuff. The middle and the highest levels of acrylamide in the foodstuffs in Slovenia between the years 2010 and 2012 were lower in comparison to European Union's in 2010 and Great Britain's in 2012, in all groups.

Upravljavska sposobnost lokalnih samoupravnih skupnosti

Local communities have an important role in society. According to states legislature they execute local public policies. Those processes include local democracy, public administration, local economy and social entities. Also they combine public and private resources. All of these groups of factors have their own capacity. Capacity is their ability to achieve goals and consists from inside and outside factors. Capacity of local self-government is integrated capacity. It represents holistic capacity for those units. It tells us, whether they are capable of doing things they should do, according to social and political system and its demands. Local units have different level of capacity. With conceptual model and field research we tested our research hypothesis. Our hypothesis is that local self-government communities with higher capacity offer their residents broader local public services and goods. Also we studies influence of political stability and autonomy on capacity. On representative sample of municipalities in Republic of Slovenia we confirmed all ours research hypothesis. Conceptual model of capacity is a tool for analysing individual communities and for analysing the whole system of local-self government. Also many suggestions for improvement can be made.
Napovedovanje glasovanj strank v Evropskem parlamentu ; Predicting Roll-Call Voting of Political Parties in European parliament
Evropski parlament je politično telo, ki že dolgo časa razdvaja javnost. Njegovi nasprotniki po eni strani trdijo, da je tako politično in kulturno heterogen organ nezmožen učinkovitega delovanja, po drugi strani pa naj bi evropski poslanci hitro izgubili stik s svojimi volivci ter glasovali predvsem tako, kot jim to naročijo vodje skupin. Zanimalo nas je, če evropski poslanci glasujejo dovolj avtomatično in predvidljivo, da bi lahko rezultate glasovanj uspešno napovedovali z modelom strojnega učenja. Da smo zmanjšali časovno kompleksnost smo se odločili za napovedovaje rezultatov glasovanj po političnih strankah. Najprej smo implementirali spletne pajke, s katerimi smo pridobili čim več rezultatov glasovanj in z njimi povezanih podatkov. Iz teh smo nato z interdisciplinarno kombinacijo metod podatkovnega rudarjenja ter strokovnega geopolitičnega znanja izluščili značilke in zgradili model. Rezultati so pokazali približno 80% uspešnost napovedovanja rezultatov glasovanj (uteženi oceni f1 in roc-auc). Napovedovanje je bilo bistveno bolj uspešno pri strankah s proevropsko,liberalno in globalistično politično usmeritvijo kot to velja za evroskeptične, ekonomsko socialne in nacionalistične stranke. S tem smo dodatno podprli tezo o obstoju in pomembnosti nove nacionalistično-globalistične politične delitve. Poleg tega predstavlja problem tudi razred vzdržanih glasovanj, ki ga je težko napovedati že s pomočjo človeške inteligence. ; European parliament is the major political legislative body of the EU that causes divides in public opinion since its beginning. While some of its opponents usually point out its political and culutural heterogenity as a major weakness and cause of inability to function eciently, others claim that MEPs often quickly lose their connection with voters and vote mainly as it is directed to them by the leaders of their politival groups. We wanted to nd out if MEPs voting patterns are predictable enough to be successfully predicted with machine-learning based computer model. To reduce time complexity of the problem we rather focused on joint votes of (national) political parties than individual MEPs. At rst we implemented web crawlers that we used to extract as many roll-call voting oriented data as we can. Than we combined data mining with expert geopolitcal approach to extract the features and build a model for voting prediction. Our predictions were overall nearly 80% successful (weighted f1, roc-auc), however results vary greatly between political groups. It became clear that we could easily predict votes of coallition parties with liberal-globalist political orientation while eurosceptic, economic social and nationalist parties seemed to be much more unpredictable. With that information we further backed the importance of the new nationalist-globalist political cleavage. A challenge to the model presents also a class of votes of abstention, which is hard to successfully predict even with expert human-knowledge.

The Political and Territorial Development of Nations without States ; O politično-teritorialnem razvoju nedržavnih narodov v Evropi
This paper analyzes the issue of nations without states in contemporary Europe between the Atlantic and the Urals. The political map of the continent comprises forty-seven countries, most of which are nation-states. However, the cultural mosaic of Europe is far more complex; there are around fifty ethnic groups (in addition to historical, territorial, or indigenous ethnic minorities and an enormous number of immigrant ethnic communities) lacking a state-based organization. Together, these people add up to 78 million, or almost 15% of the European population. Twenty-seven groups can be considered nations without states; they are culturally and ethnically based and have various forms of territorial integrity and political organization. However, they did not create a state organization, despite many attempts by some through history. Without a state organization, those communities have poorer opportunities to protect their folk culture and to reproduce various elements of ethnic identity. This is why they seek territorial autonomy or independent statehood through nationalist movements. In many cases, these ambitions are encompassed in regional movements. These movements have been popular in Europe, particularly because the idea of a "Europe of regions" as part of the European Union has had broad political support and acceptance. However, it has not actually succeeded. The EU and Europe as a whole are still a Europe of (nation)-states. In general, regional movements have been successful and through this some nations without states have attained part of their political ambitions in the form of territorial autonomy. The regionalization of former centralist states (e.g., Spain and the United Kingdom) increased the chances of ethnic survival for the Catalans, Basques, Scots, and Welsh. On the other hand, the regionalization of nations without states represented territorial division, a kind of "divide and rule" strategy serving to reduce their ambitions towards national independence. The territorial and political reconstruction of nation-states has been successful, but it did not solve all ethnic problems. The European political map reveals another interesting phenomenon: a double state for some nations. These are particularly typical for the Balkans. Because of political and territorial development after the Second World War and during the transition period in the 1990s and beyond, the principle of immutable political borders (logically encompassing the creation of new nation-states as well) led to further political and territorial divisions and (in fact, paradoxically) fragmentation. Some of these "inner" autonomous territories are functioning as de facto states. The cases of the Turkish Republic of Northern Cyprus or Republika Srpska in Bosnia-Herzegovina are good examples of these processes. This development has not garnered much political support in most European countries or at the EU level. However, it is an undesirable reality and is certainly one of changes among the political and territorial (or even greater) challenges for the Europe of tomorrow. It forces a reexamination of the phenomenon and value of nations. The existence of nations without states represents a potential for the creation of new (nation) states.

Analiza zmagovitih kampanj v mestnih obcinah na lokalnih volitvah leta 2006

The study of electoral campaigns is nowadays one of the very topical & popular themes in the field of the scientific-research work. Electoral campaigns can be defined in several ways & from several points of view. In this paper, a campaign is understood as a set of diverse activities performed to influence the electoral result. These activities can be studied according to the political-system, time-space, organizational & instrumental dimensions of their performance. The key purpose of the paper is to analyze & typologize the features of electoral campaigns of today's urban municipality mayors in Slovenia during their standing as candidates in local elections in 2006. By using various methodological & statistical approaches & tools, it was found out in the analyzed cases that electoral campaigns were an important part of the electoral process & that, according to planning features & implementing plans, they were very specific in all the studied municipalities. Because of this, the campaigns in the studied elections were characterized as particular & highly localized. Despite these particularities, four different types of campaigns were highlighted according to the groups of similar features: a) traditional campaigns; b) charismatic candidate campaigns; c) modern local campaigns & d) an intense campaign mosaic. Primerjalna analiza programov Zveze društev slepih in slabovidnih Slovenije in Zveze društev gluhih in naglušnih Slovenije ; Comparative Analysis of the Programmes of the Union of the Blind and Partially Sighted of Slovenia and the Slovenian Association of the Deaf and Hard of Hearing
Magistrska naloga obravnava pomen neprofitnih organizacij pri izboljšanju kvalitete življenja slepih in slabovidnih ter gluhih in naglušnih. S pomočjo različnih definicij sem umestila neprofitne organizacije v družbeni prostor, predstavila njihov izvor in pomen. Slepi in slabovidni ter gluhi in naglušni se lahko vključujejo v družbo in na trg dela, vendar pri tem zaradi svoje oviranosti potrebujejo pomoč. Posebej sem se osredotočila na dve neprofitni organizaciji, in sicer na Zvezo društev slepih in slabovidnih Slovenije ter Zvezo društev gluhih in naglušnih Slovenije. Obravnavala in opredelila sem programe, ki jih izvajata organizaciji v javnem interesu. V nadaljevanju empirični del vsebuje primerjavo programov med organizacijama. Pri tem sem si zastavila dve raziskovalni vprašanji. Pri prvem vprašanju sem ugotavljala ''Kakšne so podobnosti in razlike med programi?'' Odgovor na to vprašanje sem izoblikovala na osnovi analize vsebine programov. V drugem raziskovalnem vprašanju sem ugotavljala kako storitve, ki jih imajo programi vplivajo na kakovost življenja slepih in slabovidnih ter gluhih in naglušnih. Odgovor na to vprašanje sem pridobila z intervjuji. Zaslediti je kar nekaj skupnih značilnosti med programi, vendar so tudi razlike. Obe organizaciji imata specifične programe glede na prilagojenost ciljnim skupinam. S pomočjo intervjujev z uporabniki programov sem ugotovila, da programi pomembno vplivajo na izboljšanje kvalitete življenja omenjenih ranljivih skupin. V zaključnem delu sem na podlagi analize vsebine programov in izkušenj uporabnikov oblikovala priporočila. ; This master's thesis deals with the importance of non-profit organizations in improving the quality of life of blind and partially sighted people, the deaf and hearing sighted people. Here, non-profit organizations were put into social spaces through various definitions and I will also present the origin and significance of the non-profit sector. The blind and the partially sighted, the deaf and hearing sighted can be involved in society and the labour market, but require help due to their disabilities. I specifically focused on two non-profit organizations, namely, the Union of the Blind and Partially Sighted of Slovenia and the Union of the Deaf and Hearing Sighted of Slovenia. I discussed and defined the programmes, which are implemented by organizations in the public interest. The following master's thesis contains a comparison of the programmes between the organizations. I developed two research questions. The first was defined as, ''What are the common characteristics and differences between the programmes in the organizations?''. I developed the answer to this question based on an analysis of the programme content. For the second research question, I determined how the services and the programs influence the quality of life of the blind and partially sighted, the deaf and the hearing sighted. I came to my conclusions through a number of interviews. There are quite a few common features to follow but there are also certain differences. Both organizations have specific programmes with regards to adjustments in such vulnerable groups. Through interviews with the programme users, the empirical part shows that such programmes influence the improvement of the quality of life of these vulnerable groups. In conclusion, I also made recommendations based on an analysis of the content of the programmes and user experiences.

Strategije regulacije afekta pri osebah, ki se zdravijo zaradi odvisnosti od psihoaktivnih substanc ; Strategies of affect regulation in persons being treated for psychoactive substances dependecy
In order to achieve goals and wishes regarding one's own psychophysical wellbeing, humans use different strategies of emotional balancing. One of these is also the use of psychoactive substances (hereinafter PAS). In case of individual's common use of PAS, dependency can develop where individual's various brain mechanisms and functions, which are essential in balancing affect conditions, can be altered. The concept of alexithymia, which is characteristic for addicts, includes deficits in the cognitive-experiential domain of emotional responses and on the level of interpersonal regulation of emotions. Incapable of distinctly recognizing their own subjective feelings, the addicts communicate their own emotional distress to other people very unsatisfactory. Consequentially, they cannot obtain others as sources of help or comfort. The master's thesis tries to answer the research question whether the persons being treated for the dependency of PAS are different from the persons who are not treated for the dependency of PAS, i.e. in the field of the painful affects regulation, on the level of the risk of the abuse of PAS, and on the level of alexithymia. The master's thesis is divided into three theoretical chapters, which represent the concept of regulation of the positive and negative affect, the collection and the efficiency of various affect regulation strategies. The master's thesis represents various PAS and also the syndrome of dependency of PAS as well as emotions in the addicts. The methodology of research, the results, and the discussion on the acquired results are presented in the empirical part. The results of the research showed statistically significant differences between the groups on the level of the risk of the abuse of PAS, on the level of alexithymia, and in painful affects regulation strategies. The master's thesis contributes to better understanding of the role of the affective dis/regulation in persons treated for the dependency of PAS. It presents inner, personal factors which contributed to the emergence of the dependency. Zmožnosti artikulacije interesa kot predpostavka demokratične vladavine: pravnosociološka analiza ; The ability to articulate interest as a prerequisite for the democratic rule: a socio-legal analysis
Cilj magistrske naloge je prikaz manifestacije družbene moči skozi pravo, specifično v demokratičnih procesih ; demokracija je temelj razvitih družb ter točka, iz katere naj bi dandanes izviralo vso pravo, zato sem se osredotočila nanjo kot na izvor razlikovanja posameznikov na podlagi sposobnosti (abstraktne) artikulacije interesa v volilnih procesih. Obstajajo namreč določene skupine bitij, ki niso sposobne artikulirati svojega interesa abstraktno, na način, ki je značilen za današnje institucionalizirane volilne procese, zato so iz njih izključene. V tej nalogi sem se osredotočila na primere otrok, mentalno manj sposobnih posameznikov in nekaterih drugih subjektov, katerih interes se ne upošteva na enaki ravni kot interes drugih. Demokracija kot vladavina ljudstva se po mojem mnenju dandanes sprevrača v vladavino tistih, ki imajo golo fizično ter mentalno sposobnost oditi na volišče, brati, pisati, in abstrahirano, torej ne konkretno, izraziti svoj interes ; ne gre torej za vladavino, utemeljeno na ideji temeljne enakosti oziroma neizpodbojno jasnih ter enakovrednih interesov, temveč za vladavino tistih, ki so sposobni artikulirano ter dejavno delovati v družbi, ter zahtevati uveljavitev svojih interesov. Gre torej za neke vrste procesno, ne materialno enakost, zaradi katere tisti, ki niso sposobni artikulacije interesov v družbi, postanejo objekti prava. Ogledala sem si različne poglede na demokracijo, predpise, ki urejajo položaje omenjenih skupin, ter vprašanje (objektivnega ter subjektivnega) interesa, ki je ključno za mojo tezo, saj idejo obstoja diskriminacije utemeljujem na podlagi konkretnega interesa napram abstraktnemu. Poudarjam pa, da gre za pravno-sociološko, ne za primarno filozofsko delo, ki skuša torej zgolj naslikati dejanskost družbe in prava, ne pa ju tudi predpisovati. ; The goal of this paper is to showcase the manifestation of power within a society, specifically in democratic processes ; democracy is the foundation of developed societies and the supposed source of all of today's law, which is why I focused on it as the source of discrimination of individuals based on their ability to abstractly articulate their interest in voting processes. There are certain groups of people who are incapable of abstractly articulating their interest, in a way which is typical of today's institutionalised voting processes, which is why they are excluded from them ; I have focused on children and mentally handicapped individuals, who's interest isn't taken into account as much as other people's is. Democracy as the rule of the people is in my opinion now turning into the rule of those who have the mere physical and mental capacity to go to a voting booth, write and read, and abstractly (as opposed to concretely), formulate their interest ; it is therefore not a rule based on an idea of fundamental equality or clear and equal interests, but a rule of those who are capable of functioning in a society in an articulate and active way, and demand that their interests are enforced. It is therefore a procedural, not a material equality, because those who aren't capable of (abstractly) articulating their interests in this society become an object of the law. I have examined different views of democracy, regulation which deals with the status of the before mentioned groups, and the question of interest, which is crucial for my thesis, because I base my idea of the existence of discrimination on concrete interest versus the abstract one. I would like to point out that this is a legally-sociological, not a philosophical work, which therefore primarily tries only to paint the reality of society and law, not to prescribe them.

UGOTAVLJANJE SPECIFIČNOSTI RAZMERIJ CEN STORITEV NA PRIMERU SLOVENIJE, NEMČIJE IN HRVAŠKE ; ASSESSING THE SPECIFICITIES OF THE RELATIONSHIPS BETWEEN THE PRICES OF SERVICES USING EXAMPLES FROM SLOVENIA, GERMANY AND CROATIA

Evropska unija je gospodarska in politična povezava 28. evropskih držav, ki svojim članicam omogoča ekonomsko sodelovanje, enotni trg in skupno institucionalno okolje. Nemčija je ena od ustanoviteljic te povezave, Slovenija spada med mlajše članice, Hrvaška pa se je Evropski uniji pridružila komaj leta 2013. Kljub nekaterim skupnim točkam pa obstaja med njimi mnogo razlik. Nemško gospodarstvo je razvitejše od slovenskega in hrvaškega, saj je bruto domači proizvod na prebivalca po pariteti kupne moči za leto 2012 v Nemčiji bil višji od evropskega povprečja za 23 %, v Sloveniji je bil za 18 % nižji od povprečja EU-28, hrvaški pa je zaostajal za evropskim povprečjem za kar 39 %. V tej raziskavi smo želeli ugotoviti, ali se omenjeni razvojni razkorak med Slovenijo in Nemčijo ter Hrvaško kaže skozi razmerja ravni cen storitev. V ta namen smo v tem delu primerjali cene 101 storitve med Slovenijo, Nemčijo in Hrvaško, ki smo jih razdelili v 10 skupin. Na podlagi izračunov smo prišli do naslednjih zaključkov: • Cene storitev so bile v Sloveniji v marcu in aprilu 2012 v povprečju za 30 % nižje kot v Nemčiji. Slovenski potrošnik je v povprečju za opazovano skupino storitev plačal le 70 % zneska, ki ga je plačal nemški potrošnik. • Primerjava cen storitev med Slovenijo in Hrvaško pokaže, da so bile v enakem opazovanem obdobju cene storitev v povprečju za 20 % višje kot na Hrvaškem. • Relativno najcenejša skupina storitev, ko primerjamo Slovenijo z Nemčijo, so obrtne storitve in popravila, relativno najdražja skupina storitev, ko primerjamo Slovenijo s Hrvaško, pa so komunalne storitve. • Obstaja večja stopnja podobnosti cen preučevanega vzorca storitev med Slovenijo in Hrvaško, kot pa med Slovenijo in Nemčijo. ; The European Union is an economic and political union of 28 European countries, which enables its members economic cooperation, single market and common institutional environment. Germany is one of the founders of the Union, Slovenia belongs to its younger members and Croatia joined to the European Union in the year 2013. Despite some common points, there are many differences among these member countries. German economy is more developed than Slovenian and Croatian, as the GDP per capita in PPS for the year 2012 in Germany was 23 % higher from the European average, in Slovenia it was 18 % lower than the average of the EU-28, and Croatia stayed behind the European average by 39 %. In this study, we wanted to determine whether the above mentioned development gap among Slovenia, Germany and Croatia shows through all levels of service prices. With this purpose this thesis compares the prices of 101 services in Slovenia, Germany and Croatia, which were divided into 10 groups. On the basis of calculations we came to the following conclusions: • In March and April 2012 in Slovenia the prices of services were 30 % lower on average than in Germany, thus the aggregate price level was 0.7. This means that the Slovenian consumer paid only 70 % of the amount for the same service as the German consumer did. • The comparison of prices between Slovenia and Croatia shows, that in the same observing period the prices in Slovenia were on average 20 % higher than in Croatia. • Comparing Slovenia and Germany the relatively cheapest group of services were the handcraft services and the services of repairs, the relatively most expensive group of services, when comparing Slovenia and Croatia are the utility services. • The level of price similarity of the observed groups of services is higher when comparing Slovenia and Croatia as in comparing Slovenia and Germany.
