The subject of the debate was the main elements of the reform in the way higher education functions, implemented from October 2019. The background of the reform was discussed, including the historical and mental conditions of the academic community, and then the reform programming phase (e.g. consultation procedures), the phase of implementing changes (including the issue of adjusting the publication of regulations) and the sphere of new or additional incentives were discussed. which introduced new regulations into academic life (e.g. new rules for obtaining points by scholars for publications, new evaluation rules to which universities are subject, rules for creating statutes).
The aim of the paper is to measure the efficiency and productivity of public administration in higher education using the DEA method and the Malmquist index. The research was carried out in 58 higher education institutions of the Ministry of Science and Higher Education in the years 2014-2017. The obtained efficiency results oscillate around 70%. The most effective were pedagogical universities and the least agricultural universities. However, the highest productivity growth was recorded in 2015/2016 in technical universities.
W artykule przedstawiono występujące w literaturze przedmiotu główne nurty rozważań problemu innowacji w szkolnictwie wyższym, ze szczególnym uwzględnieniem innowacji edukacyjnych. Omówione zostały trzy zagadnienia: 1) podstawowe pojęcia dotyczące innowacji, 2) konsekwencje dla zmian struktury organizacyjnej szkolnictwa wyższego oraz 3) czynniki wpływające na powodzenie innowacji. Tezę, iż szanse akceptacji przez środowisko akademickie mają te nowe idee, które wyrastają ze znajomości specyfiki, zakresu oraz warunków podatności na zmiany instytucji szkolnictwa wyższego, przedstawiono na przykładzie reform systemowych, wprowadzonych w krajach Europy Zachodniej pod koniec lat sześćdziesiątych oraz w latach osiemdziesiątych. Zmiany w szkolnictwie wyższym, inicjowane wewnątrz instytucji szkolnictwa wyższego i najwyraźniej widoczne na poziomie podstawowych jednostek organizacyjnych uczelni, zostały zilustrowane wynikami badań przeprowadzonych w Polsce w latach 1993-1995. ; The article presents the main directions of Solutions of the problem of innovations in higher education appearing in the literature of the subject, with special consideration of educational innovations. Three issues were discussed: (1) the main concepts concerning innovations, (ii) consequences for the introduction of changes in the organisational structure of higher education, and (iii) factors influencing the success of innovation. Examples of systemic reforms carried out in the countries of Western Europe towards the end of the sixties and in the eighties were used to illustrate the thesis that those new ideas have chances of being accepted by the academic community that arise from knowledge of the specific nature, scope and conditions of susceptibility to changes of higher education institutions. The findings of studies conducted in Poland in 1993-1995 served to illustrate changes in higher education initiated within higher education institutions and visible on the level of the basis organisational units of those institutions.
The article focuses on the theoretical and practical analysis of various levels of governance in higher education - at the systemic level, at the institutional level and at the level of public policy making in higher education system and universities. Both Poland and Ukraine are facing the common challenges of the urgent need to diminish bureaucracy at universities and to deregulate the system of higher education, which requires the necessary changes to the legal framework at the institutional and systemic levels. The article considers which tools in the process of transformation of higher education, both at the macro (governance in HES and public policy) and micro (governance and management in HEI) levels can be used in order to find effective solutions in the areas of management, governance and public policy in the higher education system.
The author presents the current limitations and developmental requirements of higher education against the context, that the higher education institutions in Poland are situated in, due to the systemic transformation taking place in the country. On the ground of the evaluation of the situation, the author presents the general directions of the higher education change, also he proposes actions, that should be undertaken at the individual institutions. Accepting the postulate concerning the necessity of the higher vocational education development, the author formulates the postulate regarding its universality. This signifies, that the vocational courses have to be introduced to the autonomous institutions of higher education as well. In such the context, the unique model of combining the vocational and M.A. degree courses within the same department, described as the flexible Y model, is presented. In the final paragraphs, the postulate to introduce to higher education institutions, so called, rationalization programs of II level, adjusted to the local specifics, was presented. The adjustment and development programs should form the basis of the pro-effectiveness changes continuation in the higher education. The author emphasizes however, that the range of desired transformations is determined by the proper policy of the Ministry of National Education, supported by the budgetary decisions of the Parliament. ; Autor przedstawia aktualne ograniczenia i uwarunkowania rozwojowe szkolnictwa wyższego na tle sytuacji, w jakiej znalazły się szkoły wyższe w Polsce w wyniku trwającego okresu transformacji systemowej w państwie. Wychodząc z oceny tej sytuacji, przedstawia warunki oraz generalne kierunki zmian w szkolnictwie wyższym, a także proponuje posunięcia, które powinny być podejmowane w uczelniach. Przyjmując założenie o konieczności rozwijania wyższego kształcenia zawodowego, autor formułuje postulat jego powszechności. Oznacza to uznanie potrzeby wprowadzenia studiów zawodowych także do szkół autonomicznych. W tym kontekście zaproponowana została oryginalna koncepcja modelu łączenia studiów magisterskich i zawodowych w ramach tego samego wydziału szkoły wyższej (tzw. model elastyczny Y). W końcowej części artykułu sformułowany został postulat wprowadzenia w uczelniach tzw. programów racjonalizacji II poziomu, dostosowanych do lokalnej specyfiki. Takie programy dostosowawcze i rozwojowe powinny stać się podstawą do kontynuowania przemian proefektywnościowych w szkołach wyższych. Autor podkreśla jednak, że skala pożądanych przeobrażeń uwarunkowana jest odpowiednią polityką Ministerstwa Edukacji Narodowej, wspartą decyzjami budżetowymi Sejmu.
The author deals with a problem of quality of higher education, discussed widely in the Western Europe and the US. She analyzes reasons of the growth of interest in the improvement an measurement of quality for teaching and non-teaching processes occurring in the institutions of higher learning. She discusses the changing role of the State in the management of systems of higher education in the EC. The changes which take place in the steering of higher education reflect political and social trends. A new idea of self-regulation assumes that the government defines general frames in which the universities may develop their own manner of work. Referring to Guy Neave the author states that many European governments shifted their interest from the input to the output of higher education. Introduction of new mechanisms of quality control is a condition of the introduction of new priorities by governments. Mechanisms of the quality improvement in institutions of higher education, and specially a model of management transferred from business to post-secondary education, i.e. TQM, Total Quality Management are presented as well. The largest part of the paper is devoted to the analysis of mechanisms and procedures of quality assessment in the institutions of higher learning. Two extreme models of quality control are presented: one, by an external authority, by self-governing community of fellows, as well as mechanisms of peer review and accreditation. The author states that now there is some resistance against application of only quantitative criteria to the evaluation of quality of institutions of higher learning. The search for other means of measurement of their quality is based on a strong belief that quality is made of such unmeasurable elements as scholarly climate, atmosphere of work, innovativeness and creativity. A solution may be found in linking the internal and external control. The two types of control used separately raised several reservations. ; W artykule prezentowany jest szeroko dyskutowany w Europie Zachodniej i w USA problem jakości szkolnictwa wyższego. Analizowane są przyczyny, które w latach osiemdziesiątych spowodowały wzrost zainteresowania zarówno doskonaleniem, jak i pomiarem jakości procesów dydaktycznych i pozadydaktycznych zachodzących w instytucjach szkolnictwa wyższego. Autorka omawia zmieniającą się rolę państwa w zarządzaniu systemem szkolnictwa wyższego w krajach EWG. Twierdzi ona, że zachodzące zmiany w sterowaniu szkolnictwem wyższym są odbiciem tendencji politycznych i społecznych. Prezentuje mechanizmy doskonalenia jakości w instytucjach szkolnictwa wyższego, a w tym - dość szczegółowo - jeden z modeli zarządzania przeniesiony ze świata biznesu do szkolnictwa ponadśredniego, tj. TQM (Total Quality Management). Najwięcej miejsca w artykule zajmuje analiza mechanizmów i procedur oszacowywania jakości w instytucjach szkolnictwa wyższego. Autorka omawia dwa przeciwstawne modele kontroli jakości, tj. poprzez autorytety zewnętrzne i poprzez społeczność akademicką. W ramach tego rozróżnienia autorka omawia, m.in., mechanizm peer remem i mechanizm akredytacji.
This paper focuses on the opportunities and challenges of the Polish education system for people with disabilities. To support academic education process, the task of the university is to create conditions which will allow students with disabilities to gain higher education. This will be a step forward into accommodating and participating in social and, most importantly, professional life. The theoretical part presents the institutional and legal conditions of the inclusive education policy, including a comparative analysis of the current legislation and Act 2.0. In the practical part, the model of the support system is presented as a case study on the example of a selected university. The conclusion contains suggestions and recommendations regarding planned legal changes.
The paper outlines socio-historical factors that led to the emergence of a new trend in doing research on disability issue – Disability Studies and the dissemination of a social definition of disability, on which the Convention on the Rights of Persons with Disabilities (CRPD) is based. The main part of the text provides a critical analysis of the implementation process of article 24 CRPD at Polish universities with regard to relevant regulatory acts and using reasonable accommodations. Next, statistical data on students and PhD candidates with disabilities are presented. The main conclusions from thematic reports by the Polish Commissioner for Human Rights and by the disabled persons organizations are also presented. In the last part, the disability issue is discussed in the context of creating the Law on Higher Education 2.0 with the case study of amendment no. 47.
The article presents the history of the military higher education system, which is connected to the shaping of the Polish statehood as well as its present state. The structure of this type of education system was dependent on the e ectiveness of socio-economic, political and military activities of public authorities. However, it is only the November Uprising which is generally associated with the revolt of the o cers from the O cer Cadets School [Szkoła Podchorazych] in Warsaw. The changes which occur within the military education system on account of its adjustment to the requirements of the Act "Law on higher education" of 27 June 2005 are very positive. They accommodate military higher education institutions to the public system of higher education, they in uence the development and the quality of education in these institutions, they obliged them to implement the regulations arising from the National Quali cations Framework and to observe all the procedures arising from the legislations which are enacted in the domain of higher education by the competent public authorities.
This paper attempts to present a review of higher education reform processes in Poland in 1990-2015 and 2016-2018 (when a draft of the so‑called Act 2.0 was prepared) and an assessment of the domestic "art of reforms". As the author has adopted the perspective of the public policy science, she focuses on issues of public policy making, i.e. the development and strategic programming policy, drafting legislation, and accompanying public consultations. Furthermore, the paper discusses three past and one current attempt to reform higher education in the context of the political economy of reforms that are globally perceived as a benchmark. The long, nearly 30‑year period covered by the paper's analyses allowed the author to draw conclusions with regard to the evolution of higher education policy, highlighting the problem of its quality (standards) as a public policy.
There is no uniform model of employment in Polish legislation. The shape of the employment relationship of an academic employee is strongly influenced by the specific normative relationship that exists between the Labour Code and the Law on Higher Education. It should be noted that the Law on Higher Education is not a sufficient regulation. It regulates, in principle, sufficiently those issues that require, due to its nature, a different than regulatory code. The relations between these two acts are diverse, which results from the construction of Article 5 of the Labour Code. The statutory regulations affect the shape of the employment relationship. Each college as part of its autonomy can regulate various issues, creating many different hybrid work relationship models. ; W polskim ustawodawstwie nie występuje jednolity model zatrudniania pracowników. Na kształt stosunku pracy pracowników akademickich zdecydowany wpływ ma swoista normatywna relacja, jaka zachodzi pomiędzy kodeksem pracy a ustawą o szkolnictwie wyższym. Wskazać należy, że ustawa o szkolnictwie wyższym nie ma charakteru regulacji wystarczającej. Reguluje w sposób co do zasady wystarczający te kwestie, które wymagają – z uwagi na swój charakter – odmiennej niż kodeksowa regulacji. Relacje zachodzące między tymi dwoma aktami mają charakter zróżnicowany, który wynika z konstrukcji art. 5 Kodeksu pracy. Na kształt stosunku pracy wpływ mają unormowania statutowe. Każda szkoła wyższa w ramach swojej autonomii może dane kwestie uregulować różnie, tworząc wiele hybrydowych modeli stosunku pracy.
The aim of the paper is to explore the use of the new institutional perspective in the research of transformation of the Polish higher education. The paper viewpoint is that world society exercises massive influence on national systems of higher education and they tend to evolve into system convergence. This process is particularly well observed in countries like Poland that after decades of isolation became widely exposed to transnational trends which in the past had shaped higher education systems in western countries. The paper tries to demonstrate that a) the Polish higher education system creates a unique opportunity for neo-institutional theory to be critically tested in situation of rapid, spontaneous and dynamic changes that is taking place in the country of long and well-established academic tradition as well as a strong position of the academic community; b) the paper also makes a methodological claim by stating that any analysis that aspire to understand current discussions, conflicts and developments in the Polish higher education cannot ignore its past legacy. To contrary, they need to take seriously into account well institutionalized academic institutions, customs and habits that helped academics to keep universities going under undemocratic conditions. ; Celem artykułu jest przedstawienie neoinstytucjonalnej perspektywy analiz procesów zachodzących w polskim szkolnictwie wyższym. Pod wpływem działania społeczeństwa światowego (Meyer i in., 1997) narodowe systemy (w tym polski) stopniowo zmierzają w kierunku konwergencji. Jest to szczególnie widoczne w takich krajach, jak Polska, które po dłuższym okresie izolacji zostały wystawione na działanie procesów globalnych, przez dekady kształtujących systemy krajów Europy Zachodniej. W artykule starano się pokazać, że: a) polskie przemiany w szkolnictwie wyższym stwarzają okazję do przetestowania, a nawet rozbudowania neoinstytucjonalnej teorii w warunkach głębokich i dynamicznych przeobrażeń, które miały miejsce w kraju o bogatej tradycji akademickiej i silnej pozycji społeczności naukowej; b) badania nad współczesnymi przemianami w polskim szkolnictwie wyższym nie mogą dokonywać się w oderwaniu od jego historycznego dziedzictwa, a także politycznych warunków jego funkcjonowania przez niemal cały XX wiek. Istotnie zwiększyły one znaczenie nieformalnych, akademickich czy uczelnianych zwyczajów i obyczajów, które w trudnym okresie niedemokratycznych rządów pozwalały uczelniom w miarę normalnie funkcjonować.
The article presents the basic principles on which the process of preparing the new act on higher education and science is based, which is to form the cornerstone of the reform of the academic sector in Poland. The framework for considerations is a selection of principles for the preparation of significant regulatory, or broader, institutional changes,. These include: purposefulness, accurate identification of causal mechanisms, variability, participation, the appropriate planning of the impact evaluation, and realism. In light of these principles, the article describes the process of developing new solutions for research and higher education and the key areas of change that are to be pursued with the aim of achieving scientific excellence and the highest quality of education as well as raising the status of science and its responsibility towards society. ; W artykule przedstawione zostały podstawowe zasady, na których oparty został proces przygotowania nowej ustawy o szkolnictwie wyższym i nauce, która ma stanowić fundament reformy sektora akademickiego w Polsce. Ramą dla rozważań są wybrane zasady przygotowania istotnych zmian regulacyjnych, czy szerzej, instytucjonalnych. Należą do nich: celowość, trafne rozpoznanie mechanizmów przyczynowych, wariantowość, partycypacja, zaplanowanie oceny skutków wdrożenia i realizm. W świetle tych zasad został zaprezentowany toczący się od ponad roku proces prac nad nowymi rozwiązaniami dla nauki i szkolnictwa wyższego oraz kluczowe obszary wprowadzanych zmian, które mają służyć doskonałości naukowej, jakości kształcenia i pozycji nauki w społeczeństwie oraz jej odpowiedzialności względem społeczeństwa.
The problem of the article concerns the development of education services at a higher level. In the first part the author discusses the basic models of higher education institutions in the US and Europe, noting the role of the market, government and academic environment. In the second part the author analyses the influence of contemporary economic, market and society conditions on the model of education at a higher level in Poland at the turn of the 20th century. Considerations are conducted on the basis of national and foreign literature sources, available reports and statistical publications. The tasks of the institutions of higher education, deriving for the transformation that took place in the Slovak Republic after 1989 are presented at the beginning of the paper. First of all, the conception of the higher education institutions development must be worked out - the main assumptions for such a concept have already been drafted. The attention was paid to difficulties related to the completion of the basic task; increase of the enrollment despite to the inadeuqate budgetary allocation for the institutions of higher education. The author suggests the directions for the identification of additional sources of funds. The rules guiding the distribution of funds to various institutions of higher education and the directions of the allocation system modification are drafted, as well as the new finance mechanisms to be applied to the research activities, i.e.: research grants and bidding procedures. The rules of the proposed participation of students and their families in the education costs coverage are analyzed and advantages as well as disadvantages of the every proposal are estimated. The introduction of the tuition fees will be accompanied by the new system of the material assistance to students, based on loans and individual grants. The expected structure of incomes of the institutions of higher education was calculated on this basis. Also, the prerequisites that must be met to assure the success of the proposed reform are discussed. ; Na wstępie autor precyzuje zadania stojące przed szkołami wyższymi, wynikające ze zmian, które zaszły w Republice Słowackiej po roku 1989. Za konieczne uznaje przede wszystkim wypracowanie koncepcji rozwoju szkolnictwa wyższego - nakreśla główne założenia tej koncepcji, zwracając uwagę na trudności realizacji postawionych zadań, m.in. wzrostu skolaryzacji na poziomie wyższym, z powodu niskich środków w budżecie państwa na ten rodzaj szkolnictwa. Autor sugeruje kierunki poszukiwania dodatkowych źródeł funduszy. Omawia także zasady dystrybucji środków na edukację między poszczególne uczelnie, kierunek zmian systemu alokacji tych środków oraz nowe mechanizmy finansowania badań —granty badawcze i system finansowania instytucjonalnego. Przedstawia również proponowane zasady udziału studentów i ich rodzin w pokrywaniu kosztów kształcenia (czesne), rozważając wady oraz zalety każdego z rozwiązań. Wprowadzeniu czesnego towarzyszyć będzie stworzenie nowego systemu pomocy materialnej dla studentów, polegającego na udzielaniu stypendiów i pożyczek. Na tej podstawie została określona przewidywana struktura przychodów uczelni. Przedstawiono też warunki, które trzeba spełnić, aby przeobrażenia te zostały zakończone powodzeniem.
