В статье приведены результаты критического анализа источников и литературы по цифровизации и ее влиянию на трансформацию обучения в высших учебных заведениях. Рассмотрены барьеры цифровой трансформации в вузах и основные положения теории онлайн-обучения (OCL), предприняты попытки определить преимущества и недостатки цифровизации образования, рассмотреть произошедшие изменения в выборе способов обучения и преподавания в период пандемии COVID-19, описать и проанализировать различные способы образования и обучения. Результаты аналитического обзора показали, что преподавательские практики все время адаптируются, совершенствуются и развиваются с учетом постоянно преобразующейся социально-экономической среды. Признается важность адаптации к меняющейся среде обучения и преподавания, которую нельзя считать статичной. В ходе исследования была отмечена важность участия преподавателей и студентов в реализации цифровизации в процессе обучения и в педагогической практике. В статье также приводится несколько критических показателей успеха для внедрения OCL. В работе обозначены некоторые из наиболее сложных проблем и препятствий, связанных с цифровизацией практики обучения и преподавания в высших учебных заведениях. The article presents the results of a critical analysis of the sources on digitalization and its impact on the transformation of education in higher education institutions; examines the barriers of digital transformation in higher education institutions and the main provisions of the theory of online collaborative learning (OCL); makes attempts to determine the advantages and disadvantages of digitalization of education, to consider the changes that have occurred in the choice of ways of learning and teaching during the Covid-19 pandemic, to describe and analyze the different ways of education and training. The results of the analytical review showed that teaching practices are constantly adapting, improving and developing considering the constantly transforming socio-economic environment. The article recognizes the importance of adapting to an ever-changing learning and teaching environment that cannot be considered static. In the course of the study, the importance of the participation of teachers and students in the implementation of digitalization in the learning process and in pedagogical practice was noted. This article also provides several critical success metrics for OCL implementation. The article identifies some of the most difficult problems and obstacles associated with the digitalization of the practice of learning and teaching in higher education institutions.
The purpose of this article is to characterize trust in higher education as a fundamental problem of sociological research, review existing achievements in its analysis and the presentation of experience in the empirical study of trust in higher education facilities of the Ural macro-region. Trust is interpreted by the authors as a major non-material asset of the development of higher education in a situation of crisis, social and economic uncertainty. It is proposed to consider the establishment of trust and the formation of a culture of trust in higher education as a constructive way to implement positive changes in the institution and the country's system of higher education, increasing its social effectiveness. Substantiated is the need for an interdisciplinary methodology for studying trust in higher education, developed at the intersection of sociological, psychological, socio-psychological, economic, moral and professional-ethical, educational, and management approaches. Going beyond the narrow disciplinary route, according to the authors, provides an opportunity to identify the resource potential of trust as an non-material asset. This article shows the main directions for researching trust in higher education in foreign and Russian science. The discourse of trust in higher education is shown as undergoing dynamic changes. On this basis, there are prospects for the further theoretical and empirical study of this problem. Data from the empirical study of trust as a new resource of higher education in the aforementioned Russian macro-region demonstrates the most acute contradictions given its current state and development, which have to do with an ever growing distrust in educational policies and the strategies for their implementation.
The aim of the article is to analyze the system of Higher Education in the USA. It reviews the kinds of educational institutions and types of education which they provide. The system of Higher education in the United States of America is made up of two levels or stages. The first level is undergraduate education and when students complete it they usually become Bachelors of Art or Bachelors of Science. The second level is called postgraduate education which is completed with acquiring Master or Ph.D. degrees. There are several types of higher educational institutions such as colleges, universities, 2-year community colleges, conservatories, art schools, military academies and others. To be admitted in each level of higher education students have to take some certain standardized tests and prove their ability to manage the educational program. The article describes the system of funding of the USA higher education. The educational institutions can be categorized into public, private and for-profit schools. Private and for-profit colleges and universities are the most expensive schools. Students pay for tuition, room and board with their own money. There is a system of educational loans, scholarships and grants which you can take or receive if you do not have enough of your own finance. Americans are willing to pay for the education of their children as well as their own. It has to do with their belief that education will enable them to achieve success and financial stability. Many Americans follow the lifelong learning for professional growth, new knowledge and skills. ; Целью статьи является попытка проанализировать систему высшего образования в США. Рассматриваются типы учебных заведений и виды образования, которое они предлагают. Система высшего образования Соединенных Штатов Америки состоит из двух уровней или ступеней. The authors analyze the current state of local regulation in the field ofhigher education in Russia. Local regulations may more or less fill gaps inlegislation and implement primary legal regulation in the absence of thecorresponding parent regulations.Acts of local regulation allow educational institutions to use their innerpotential: with the increasing autonomy of educational institutions to increaseits responsibility for the quality of educational services, it will contribute tothe implementation of social functions. Here are the basic guarantees offederal state educational standards, licensing and accreditation requirements,developed exemplary educational programs. Local acts provide the financialstability of the structure of the educational institution and its development. Inthis case, the role of managers and the ability of the unit to function as amarketing, planning and economic entity are increased, as it affects thedemand for educational institution at educational market.It is stated that the educational institution adopts local regulations on themajor issues of the institution and implementation of educational activities,including regulating the rules for admission of students, classes studyingmode, form, frequency and procedure for monitoring the progress andinterim evaluation of students, suspension and termination of relationsbetween educational institutions and students and / or parents (legalrepresentatives) of underage students.The article concludes that the development of local regulations in highereducation can and should be conducted on an integrated basis in accordancewith legislation taking into account the organizational and economicproblems solved by the higher education institution. ; Авторами анализируется современное состояние локальногонормативного регулирования в сфере высшего образования в России.Локальные нормативные акты могут в той или иной степени заполнитьпробелы законодательства и осуществить пер-вичное правовоерегулирование при отсутствии соответствующих вышестоящихнормативных правовых актов.Акты локального регулирования позволяют образовательнойорганизации использовать свой внутренний потенциал: в условияхрасширения автономии образовательного учреждения, повышения егоответственности за качество предоставляемых образовательных услугэто будет способствовать реализации социально значимых функций.Основной гарантией здесь выступают федеральные государственныеобразовательные стандарты, лицензионные и аккредитационныетребования, разрабатываемые примерные образовательные программы.Локальные акты организационно обеспечивают финансовуюустойчивость образовательной органи-зации и ее развитие. Abstract: higher education is an essential element in developing a country?s innovative potential, and this has been recognised as such by politicians and those who work in the industry. However, one of the blights of contemporary Russian society, corruption threatens the potential of the next generation. Corruption has permeated all levels of society, including the education sector. It is having a profound effect and is replicating the physical and psychological conditions. This article details the scale and nature of corruption in higher education in Russia, and offers some insight into the various proposals that seek to change the situation for the better.

В основе методологии профессионального роста преподавателя высшей школы лежат системно-деятельностный подход и совокупность принципов, определенных автором с опорой на метапринципы современной когнитивной педагогики. В статье представлены проектно-стратегический, методологический, организационный компоненты структурной модели профессионального развития преподавателя высшей школы, выявлены связи между этими компонентами. Автор акцентирует внимание на организационный компонент модели, выделяя в нем группы условий: организационно-педагогические, организационно-управленческие и дидактические условия. The purpose of the study is to design a structural model of professional development of a higher education teacher, which involves identifying the components of a structural model of professional development of a higher education teacher, connections and relationships between the components of the object under study. The methodology of professional growth of a higher education teacher is based on a system-activity approach and a set of principles defined by the author based on the meta-principles of modern cognitive pedagogy. The article presents the project-strategic, methodological, organizational components of the structural model of higher education teacher's professional development and reveals the links between these components. The author focuses on the organizational component of the structural model of higher education teacher's professional development, distinguishing groups of conditions: organizational-pedagogical, organizational-managerial and didactic conditions. The structural model of higher education teacher's professional development presented by the author can be used in the design and implementation of professional development of university teaching staff, provided that the model is adapted to the resource layer of the educational organization, its regional characteristics and the objectives of teachers' professional development.

The article is devoted to the consideration of strategies for the success of university teachers in the context of the basic principles of modern higher education in Russia — managerialism and academism. Based on an analysis of the socio-cultural and socio-economic aspects of the activities of a higher school teacher, the author of the article comes to the conclusion that the ideology of success imposed by managerialism is incompatible with the high mission of the university. As forms of achieving a goal, success and success are specific results. The university and the teacher, in particular, form the ideology of serving the profession — such is the long-term impact of higher education on the entire subsequent life of a person and on the social space as a whole. And such prolonged exposure has a delayed effect that cannot be assessed in the short term. The article emphasizes that there is an ongoing conflict between managerialism and the professional ethics of university teaching staff, which is based on the principle of academicism. Relations in the university environment between generations are built on mentoring, on the formation and functioning of scientific schools, which fundamentally contradicts the individualism of the ideology of success and success. Rivalry as an integral component of managerialism destroys the educational space of higher education, first of all, due to the implantation of an ideal of success that cannot be realized in this environment. The success of a higher education teacher cannot be assessed in accordance with quantitative criteria. Participation in prestigious international scientific conferences, high-quality scientific publications, effective teaching of academic disciplines, including the use of innovative teaching methods, development of promising scientific topics and involvement of students in research — this is what forms the basis for the success of university teachers. In addition, in the context of the development of modern media, it is necessary to remember the importance of creating a brand of a successful university and an attractive image of science in general, and in this vein, a success strategy can be built as a «populist» one, aimed at achieving fame for a particular teacher or scientific group, department, creative team not only in the student and teaching environment of a particular university, but also in the media, which works to create a positive competitive image of the university in the educational and cultural space at the regional, federal and international levels.

Introduction. Nowadays, scientific and educational community underestimates the importance of fundamental research in the field of internationalisation of higher education. Meanwhile, the definition of the philosophical foundations of this phenomenon can shed light on the nature and rules of its development. In this regard, the research of such a fundamental problem as its genesis may affect further affords in the field of its justification, determination of ultimate goals and mechanisms of implementation, as well as interpretation of its ethical, political and spiritual aspects of international academic mobility.The aim of the research was to reveal the real reasons and conditions of internationalisation as a new level of higher education, public and supranational policy.Methodology and research methods. The present research is based on the methodological framework of critical analysis through the retrospective, reflexive, comparative types of analysis, the methods of synthesis, generalisation and systematisation of various scientific points of view.Results and scientific novelty. At present, the philosophical aspects of higher education internationalisation are developed by a small number of scientists, who view its genesis from the perspective of globalisation. Three options are identified: internationalisation as a part of globalisation; internationalisation as a response to the challenges of its development; internationalisation as a phenomenon, which precedes global transformations. In each of these approaches, internationalisation acts as a space of interaction of national actors opposing the unification processes. Meanwhile, the countries-leaders of internationalisation rather act themselves as unifiers, calling into question all theories of the background of the under-discussed phenomenon. The author takes into account the following premises: the destruction of world colonial system and the end of the Cold war, which have actualised the integration agenda in Europe at the end of the 20th century. New international agenda, based on neighborhood strategy and integration, has required not only the development of accustomed horizontal communication, but also the development of vertical communication. The request for time has led to the rise of higher education internationalisation, which replaced the idea of "soft power" and generated national interests, in particular, through channelling of excessive educational resources abroad. When state subjectivity gained the importance of basic value in Europe and in international communication in general, the process of internationalisation was required. Such process increased pan-European competitiveness by combining the efforts of different countries.Practical significance. A clearer understanding of the genesis and the nature of the internationalisation process of higher education will avoid the use of resources at the level of both specific institutions and national institutions and, more importantly, will help to overcome the obstacles to the development of educational systems. ; Введение. The problems of new media in the mass communication system are becoming more and more urgent today due to the fact that the established discourse about the media and the familiar language of their description no longer cope with their functions. The emergence of new media is a consequence of widespread digitalization. The significance of the research in the raised issues lies in the fact that the characteristics of new media are considered in detail, terms that were not previously correlated with the theory of communication are given. It is emphasized that today the philosophical and cultural foundations of the phenomenon of new media are insufficiently reflected, although they are of great interest from the point of view of the key turning points of modern society. The article presents a literary review, an interpretation of the basic concepts is given, the theoretical and methodological base is clarified, the most striking characteristics of new media are highlighted and analyzed. Seven basic characteristics of new media are considered, which not only give an idea of the specifics of the subject under study, but also represent its significant differences from the general concept of «media» in the culture of mass communications. Taking into account the attempt to deepen the understanding of the subject of the study, it is summarized that new media constantly and daily limit and redefine the identity and common features of digital communities, as well as user relationships within them, which in turn changes social and cultural interactions. The author emphasizes that if researchers use the term new media only as well-established and intuitive, without seeing the need to describe its characteristics, then there is a danger of reducing the research search to a superficial perception of changes in the culture of mass communications, while missing important empirical information. The results obtained contribute to the development of the theory of culture of mass communication and have scientific and practical significance for the ideological, educational and cultural spheres of society.
The article examines national models of higher education organization. The analysis is based on the higher education systems of the USA, Germany, the Netherlands, China and Russia. The authors proposed a number of criteria for differentiating the principles of organizing the higher education system in different countries: classifying higher education as private (satisfied on the basis of private effective consumer demand) or collective (patronized) benefits, organizing financing of the higher education system, barriers (filters) for students «at the entrance» and «at the exit», the degree of commercialization of the activities of universities, the role of the academic community. On the basis of the conducted research, ideal-typical models of the organization of higher education that exist in developed and rapidly developing countries are distinguished: the market for private services, state paternalism, the market for merit goods, the quasi-market and the hybrid model. It is concluded that the low level of funding and the total commercialization of the activities of state universities give rise to many problems of Russian higher education, first of all, such as the decline in the quality of educational services and the prestige of this education itself.
The paper is devoted to introduction and implementation of quality management system in the sphere of Russian higher education. The research demanded the prehistory observation of the above processes, their legal bases analysis, as well as setting the existing practices of the state control and supervision of education in compliance with the principles of TQM (Total Quality Management). Different normative acts and documents have been reviewed concerning accreditation of higher educational establishments, and determining the state policy of quality improvement of the higher school functioning. The author emphasizes that participation of different organizations - including educational ones – in certification procedures and competitions in the quality sphere is considered voluntary according to the Russian legislation. However, for getting the state accreditation educational establishments have no other way apart from setting the internal structures responsible for students training quality. The above structures in educational establishments look rather strange and alien duplicating in their best the state control and supervision system. They appear to be quite expansive for educational establishments and demanding extra time and effort from the staff. In conclusion the author points out that the state policy forcing the quality management issues reflects the interests of certain social groups, namely those who directly participate in external supervision of higher educational institutions. The research findings can be applied while correcting the educational policy of the Russian Federation, and developing the concepts of regulatory legal acts in the higher educational sphere ; Статья посвящена проблемам внедрения и применения систем менеджмента качества в сфере высшего образования России. Исследование потребовало обращения к предыстории этих процессов, анализа их юридических оснований, а также установления соответствия существующей практики государственного контроля и надзора в отечественном образовании принципам TQM («Всеохватывающего менеджмента качества»). Рассмотрены различные нормативные акты и документы, регламентирующие процедуру государственной аккредитации вузов и определяющие политику государства относительно повышения качества деятельности высшей школы. Автор подчеркивает: участие организаций, в том числе учебных заведений, в процедурах сертификации на соответствие стандартам в области качества и в конкурсах в области качества согласно действующему законодательству является добровольным. Однако вузам, чтобы получить аккредитацию, не было оставлено иного выбора, как в обязательном порядке создавать внутренние структуры обеспечения качества подготовки студентов. Данные структуры в учебном заведении выглядят весьма странным, инородным телом, в лучшем случае дублирующим государственную систему контроля и надзора. Они весьма затратны для вузов как в финансовом отношении, так и в смысле дополнительных усилий и времени всех сотрудников учреждения. Вывод автора статьи состоит в констатации чрезмерного форсирования государством вопросов менеджмента качества высшей школы в интересах преимущественно лишь определенного круга лиц – а именно тех, кто непосредственно участвует во внешних проверках деятельности вузов. Результаты работы могут найти применение при корректировке образовательной политики Российской Федерации, в проектировании концепций нормативных правовых актов в области высшего образования
