This article refers to a comprehensive vision of the right to information as the main means of legal protection of the information needs of citizens in general. Based on psychological assumptions, the author justifies the importance of such needs in the life of modern society. The article details the issue of creating and guaranteeing the correct functioning of a special authorized administrative body, to act as an instance of appeal and supervision in the course of the legal regulation of information and the underlying legal relationships. By way of conclusion, the authors especially emphasize the need to overcome the culture of secrecy, a type of undemocratic government, and refer to other requirements and accepted standards in this area to guarantee the enjoyment and enjoyment of this right at all times.

On March 2022, a few days after the first strikes of the Russian army on Ukrainian territory began, Time Magazine published a special issue on the topic with the title "The Return of History", subtitled "How Putin Shattered Europe's Dreams". As a backdrop, the cover featured a full-page, almost black and white photograph of a military tank with six soldiers looking straight into the camera. Although the phrase was most likely meant metaphorically and is obviously hyperbolic, the cover did express what seemed to be a widespread sentiment: something important had changed, and (Western) Europe was confronted with a reality it had deemed long gone, or at least, safely restrained. For those of us attentive to discourses around history, however, this cover – as many comments and declarations by analysts, journalists and politicians which followed a similar pattern – tapped into fundamental questions about how events are framed in specific temporal and spatial narratives.

The discipline Structural Considerations of Information explores the interests underlying communicational dynamics and information strategies, as well as the ways in which they correlate with messages. Considering this knowledge to be key in Communication Education, and having confirmed its close relationship with the dimensions of media competence, its presence is analyzed in the Media and Information Literacy (MIL) curriculum for teachers, whose training is crucial for the success of the process, developed by UNESCO, an organization that is a global referent in the field. A semantic content analysis reveals, from a quantitative perspective, a strong presence of thematic areas covered by the Structural Considerations of Information subject within the competencies and contents of the curriculum. However, at a qualitative level, there are fundamental weaknesses in its relationship with the structural approach to information. This occurs when the critical spirit of the text declines, starting with a definition of the media as sources of reliable information. The ubiquity of disinformation, and the key role played by stakeholders' knowledge, as well as the development of critical thinking to address it requires an update of this curriculum–the present review contributes to this development– highlighting the current necessity to address it from a structural vantage that fosters critical citizenship and a democratic process.

dentro de la sociedad colombiana con propuestas
y criticas constructivas en pro del mejoramiento de la política, la sociología, la antropología, la
economía y las ciencias sociales en general. En
este apartado se presentaran los fines primordiales de la línea de investigación Historia de las Organizaciones Sociales de Base, y de cuyo trabajo
se presentara más adelante un texto producido
dentro de la presente línea y referente al proyecto
de la guerra como constructor de movimientos
sociales. Dicho grupo es liderado por los investigadores José Fernando Valencia Grajales y Mayda Soraya Marín Galeano.

The present article traces an absence of historical sense and its implications in modernity through the diagnosis proposed by Marx, Nietzsche, Heidegger, and other philosophers. I start with Marx's critique on the lack of historical sense of the bourgeois political economy and Nietzsche's concept of "Egypticism" as the idiosyncrasy in philosophy of giving more value to permanence that to change. Then, I use the image of the clock to explore the relation between time and the loss of historical sense in modernity under the light of 20th-century thinkers. Afterwards, I propose a possible origin if the lack of historical sense in modernity through the paradoxical relation between being and time in Aristotle. Finally I offer another interpretation of time, from the perspective of the instant, in Dogen to show how this "history of the instant" can transform the "history of the present" we have traced throughout the paper. In my conclusions, I point out some philosophical and political alternatives of the history of the instant. ; El presente artículo rastrea una falta de sentido histórico y sus implicaciones en la tradición moderna a través de los diagnósticos de Marx, Nietzsche y Heidegger, entre otros. Parto de la crítica de Marx a la falta de sentido histórico en la economía política burguesa y el concepto nietzscheano de "egipticismo" como la idiosincrasia filosófica de valorar lo permanente por encima de lo que deviene. Después, utilizo la imagen del reloj para explorar la relación entre el tiempo y la pérdida de sentido histórico en la modernidad a la luz de pensadores del siglo xx. Posteriormente propongo una posible fuente de dicha falta de sentido histórico en la paradójica relación entre ser y tiempo en Aristóteles. Finalmente, aventuro otra interpretación del tiempo desde la perspectiva del instante en Dogen para mostrar cómo esta "historia del instante" puede transformar la "historia del presente" que hemos rastreado a través del artículo. En mis conclusiones incluyo algunas alternativas filosóficas y políticas de la historia del instante.

Entre los análisis de la transformación de las estructuras temporales de la modernidad la idea de aceleración ocupa un lugar prominente, donde el trabajo de Hartmut Rosa es la refe-rencia principal, pues ha esbozado una teoría sistemática en donde la aceleración se conecta con variables explicativas conformando una tendencia sociológicamente discernible. El ob-jetivo de este artículo es profundizar ese análisis, puntualmente en la conexión que Rosa establece entre aceleración y capitalismo. A fin de anali-zar ese vínculo como un movimiento tendencial de la sociedad moderna, se procede, primero, a precisar las relaciones formales entre la lógica del capital, tal como fue analizada por Marx, y la aceleración de concretos y fundamentales procesos sociales. Después, se trata de mostrar el modo en que esas relaciones lógicas se han desplegado en la historia larga del capitalismo, apelando para ello a conceptos y a material em-pírico proveniente de la escuela francesa de la regulación. Con ello se obtiene un bosquejo de historia estructural de la aceleración que, ade-más de precisar y desarrollar con medios no habituales la teoría de Rosa, tiene valor poten-cial para análisis históricos y conceptuales más específicos.

El siglo XXI es una época de cambio, muy, y donde se hace necesario que la comunicación, para ser efectiva y eficaz, debe ser rápida, con poco mensaje y llegar al mayor número de personas, en el menor tiempo posible. Esto supondría cumplir con las expectativas deseadas, aunque no siempre sucede así. La diversidad de personas, de formas de pensar, ideologías de índole político o religioso, etc. son aspectos individuales que no deben suponer ningún impedimento a la hora de recibir la información de la forma más rápida y segura posible. ; The 21st century is a time of change, very, and where it is necessary that communication, to be effective and effective, must be quick, with little message and reach the largest number of people, in the shortest possible time. This would suppose to fulfill the wished expectations, although not always it happens thus. The diversity of people, of ways of thinking, ideologies of a political or religious nature, etc. they are individual aspects that should not imply any impediment when receiving the information in the fastest and safest way possible.

The purpose of the research was to reveal the process of becoming a person in the information society. The problem of personal formation in the modern conditions of growth of the role of information communication technologies becomes topical problems in the field of social studies. The volume of information, information resources and corresponding technologies significantly influence different sides of social life and processes of humans. The following methods were used in the study: analysis, synthesis, modeling, mathematical statistics and others. The tasks of the study included analyzing the approaches, ideas about the features of personality formation in the information society. It has been shown that the solution of this problem is associated with the formation of human information culture. The paper presents the process of perception of the essence of this category, as well as describes a number of concepts, the essence of which allows to specify the content of the concept of "information culture". These are the following categories: information, culture, information needs. Special attention was paid to the development of information needs in educational institutions.

The purpose of the article was to identify and reveal the main contemporary modern legislative initiatives aimed at ensuring the expression of will by means of information technology. The main methodological tools applied in the study were comparative legal analysis and observational method. The study showed that effective manifestation of will requires further implementation of state-of-the-art systems of electronic petitions, digital resources and electronic voting. Relevant legislative initiatives should serve to increase the capacity for citizen participation and discussion. It is substantiated that the priority directions of changes in legal systems should be: 1) reforms aimed at closing the digital divide in access to information technologies; 2) technical improvement of the electronic voting procedure; 3) increasing the relevant informatization of citizens; 4) ensuring maximum protection of the state digital environment. Special attention should be paid to the legal development of a comprehensive technocratic approach. It is concluded that it is desirable to apply hybrid technology for the people to realize their right to vote and give them more opportunities to participate in the processes of governance and digital governance.

The article analyzes the regulatory and legal framework of Ukraine in the field of information protection, in order to develop proposals on the improvement of organizational and legal measures aimed at the protection of information resources in specialized information systems of the state authorities of Ukraine. It was imposed the necessity to clearly identify at organizational and legal level the problems of safe operation of specialized information systems, to determine the key threats in the field of information protection and to provide in time new modern legal tools to counteract the threats. The need for reorganization and improvement of organizational and legal measures aimed at information protection was considered. Dialectical, hermeneutic, inductive and deductive methods of analysis and synthesis were used in the research. It was concluded that changing the legal framework in the field of information protection is a time challenge, and only the most rapid modernization of organizational and legal measures aimed at protecting information in specialized information systems will ensure the task of sustainable operation of specialized information systems.
