The article is devoted to the analysis of information space Ukrainianization as a factor of ensuring information sovereignty and strengthening of information security of the country. It is noted that Ukraine's information space is monopolized and only Ukrainization can dramatically correct the situation and return information space of Ukraine and strengthen its state sovereignty and national security, only Ukrainization can and should become a factor and guarantor of ensuring information sovereignty of the country. Information space Ukrainianization, and thus the ensuring of information sovereignty and strengthening of information security, are, above all, possible at the expense of the widest possible expansion of the use of the state, Ukrainian language in all spheres of Ukrainian society life. It is emphasized that executive, legislative and judicial power should be formed exclusively at the expense of persons who are fluent in the state language, who are well acquainted with the history of Ukraine, with traditions and customs of Ukrainian people and who truly follow the fate of the country and Ukrainian people. The article also noted that the media can and should return Ukrainian information space to Ukraine, assert information sovereignty and enhance the country's information security. In order to ensure these functions and effective implementation of these tasks, all media without state-owned media should be translated into the state, Ukrainian language. Important factors in defining national information space, protecting information sovereignty and promoting information security are propaganda, counter-propaganda and special propaganda. Thus, the issues of information space, information sovereignty and information security of Ukraine remain open. If the state does not care about these issues, then society should be concerned about this, at least its nationally conscious and civically active part. It is devoted to the problem of analyzing memes as a tool of information warfare. The article analyzes the history and origin of the study of memes as a phenomenon of information interaction and social technology. Memes can be interpreted as: image, idea, symbol, action, any cultural information copied by one person from another; the collective unconscious at the moment of acquiring verbal and visual form; specially created information message, which is distributed in the information space and is intended to form the necessary picture of the human world and make appropriate decisions. The meme influences the perception of reality and drives action. Different types, types of memes and their characteristics are considered. There is a diversity of spread of this phenomenon: global Internet memes, understandable to a wide range of people, and local memes that require specific awareness (gaming, hacking, scientific, professional). Emphasis is placed on the use of memes in contemporary armed conflicts. The information war, combined with the peculiarities of the modern information society, led to the use of new technologies to influence the mass consciousness, in particular, memetic weapons. The article analyzes memetic weapons as a technology of using memes for the distribution of beneficial information in the information space of the object of information confrontation. Particular attention was paid to the analysis of the perceptions of memes by ATO participants and volunteers. The urgency of the problem is determined by the need to analyze the impact of ideas reflected in Internet memes on the mass consciousness during the Russo-Ukrainian war. Within the framework of the Polish-Ukrainian project "Crisis Intervention – Support for NGOs in Ukraine Working with ATO Soldiers and Their Families", 20 flexible interviews were conducted. The focus of the study may be to analyze the perception and functioning of political Internet memes on social media. Empirical studies of the influence of Internet memes on the structural components of the psyche of Internet users are also promising. The war in eastern Ukraine reaffirmed the paradigm shift of modern warfare, demonstrated the thoroughness of a thorough study of the phenomenon and the need to develop entirely new approaches to the realization of political and military goals.
The European vector of domestic socio-cultural development is one of basic objects of information security of Ukraine. Ukraine's security is based on the fact that the development and strengthening of the EU is deepening pan-European security in all its dimensions. The principle of the indivisibility of European security is equally important for Ukraine, the EU and its full and associate members. Stepping up European integration processes also means more active participation in international cooperation to resolve conflicts and counter the latest security threats. The key areas of information security in the field of international cooperation is integration into the international information support system security and cooperation in preventing illegal actions in the information sphere. Ukraine, which has just completed the first, most difficult phase of the political and economic transformations, building the foundations of political democracy, formation of market economy institutions, starting civil society development and comprehensive integration to global systems of international cooperation must, implementing their own potential benefits, balance political, humanitarian, socio-psychological, macro- and microeconomic factors and direction of further development of the state. For this it is necessary not only to choose a more effective model of public policy, but also to put a fundamentally new one, comprehensive approaches to ensuring information security of the individual, society and the state into practice of socio-cultural life, which, as a result, will contribute to the creation of a reliable information base for the implementation of the European vector of Ukraine's development.
А content analysis of the notion "information security" as a form of national security aimed at ensuring human rights and freedoms in relation to free information access, creation and implementation of secure information technologies and protection of the property rights of all participants of information activities, includes consideration of possible diversions in this area, especially at the international level. Today there is a situation of incompleteness of formation and fragmentary filling of the information space content of the country and the legislative base in our society. The efficiency of the information weapon itself has increased too quickly due to the rapid information circulation and the spread of information networks. As a result, mass media forms the "mass" person of our time, in turn this fact displaces traditional direct contacts, by dissociating people and replacing them by computers and television. At the same time it gives rise to apathy, uncritical attitude and indifference, it complicates the adequate orientation, causing the social disorientation. The author pays attention to the term "persuasive communication", it's so-called information manipulation in the media, which impedes the dissemination of truthful information and pollutes the country's information space, which is directly related to business and government. The society should take care of the purity of its information environment to prevent the dissemination of unbiased information. In society development in the modern world the main trend is the diversification of information sources and views, which involves increasing the freedom to choose the received information. Diversification of information sources in the modern Ukrainian world can be considered as a single process, which leads to the complexity and security of the structure of the media and information sphere. The information war that the Russian aggressor has deployed against Ukraine needs an active response. Unfortunately, our society has not been prepared for this before. The purpose of the research is to build an information model of information resources of the institution for the vehicle drivers training, to analyze the effectiveness of the information resources use in the context of information support for driver training. Research methodology. To build an information model of information resources of the institution for the vehicle drivers training the following methods were used: analysis, description, generalization, classification, information modeling. Results. The information resources used in the activities of the institution for the vehicle drivers training were analyzed. The information resources of the institution were divided into traditional and electronic, internal and external. Among the main information resources that form the information flows of the institution are the organizational and administrative documentation of the institution, the information automated system «Driving School» workstation, the institution's website, page and groups on social networks, external electronic information resources of government bodies on legislative and regulatory information, website of the information automated system's developer regarding technical support of the «Driving School» workstation. The construction of a figurative-symbolic information model in the form of a scheme containing a combination of graphic and textual elements was carried out. Novelty. The article is devoted to the analysis of the draft Law of Ukraine "On amendments to certain legislative acts of Ukraine concerning ensuring national information security and the right to access reliable information". The document was published for public discussion on January 20 this year by the Ministry of Culture, Youth and Sports of Ukraine. A careful law analysis by information sphere professionals, not officials, shows that we are dealing with an amazing mix of Soviet approaches to combating dissidents and a modern, innovative approach to making money on penalties from unscrupulous information disseminators. The creation of a state-funded staff of the Media Oversight Commissioner poses a particular threat to freedom of speech in Ukraine. After all, any structure is not physically able to investigate the entire array of disseminated information. Therefore, in practice, there will be a temptation to apply selective control only over some inconvenient for authorities information disseminators. The adoption of this normative legal act will lead to unjustified restrictions on information dissemination and freedom of speech, will force to once again give humiliating explanations in the advisory bodies of the Council of Europe on compliance with European standards and values. As a result, reputational losses for Ukraine, as a country that, although struggling, paves the way to a civilized Europe, in the case of this project adoption will far outweigh the damage from the spread of any fakes, most of which die before they are born.

The article highlights the information component of UN peacekeeping operations, an important tool for achieving its peace and security goals. The information support of UN peacekeeping operations has been analyzed. The article uses the general scientific principles of research. In the study of information mechanisms of the UN system, systematic and analytical methods were used with their inherent analysis and synthesis. The historical approach made it possible to trace the evolution of the UN activities in the field of information support for peacekeeping. The comprehensive use of various methods allowed the creation of a modern picture of the information support for UN peacekeeping operations. The maintenance of peace is part of the much broader efforts that the United Nations is making for peace providing. At all these stages, the effective use of information is vital. It is impossible to achieve the main goals of the UN without information – it is becoming an important aspect of increasing the effectiveness of peacekeeping operations. Preventive steps should be based on timely and accurate facts. A new concept of security is being formed, the basis of which is the protection of the entire population and specific people from the violence generated within the state. These tasks compel the UN to adjust traditional concepts, and one of the most important aspects is the widespread use of information technology. The paper determines the essential nature of apperception, examines the evolution of the concept and its interpretation in economic literature. The study also reveals a connection between the theory of economic behavior within the behavioral theory and a psychological approach to accounting. The essential foundations of behavioral accounting are examined, the key development trends are outlined and the way apperception of information is included intothe concept is identified.A behavioral approach attaches particular importance to the relevance of decisions taken when reporting information and accountants' behavior in response to such information. It is proved that apperception has formed the basis of behavioral theory, which became the determining factor in the Anglo-Saxon concept of accounting in the early 60's of the 20th century. The diversity of accounting principles and their contradiction, according to most American authors, is determined by the diverse and contradictory interests of individuals involved in economic activity. In order to harmonize these interests within the framework of a behaviorist approach, it is necessary to apply such components as communication, motivation and feedback.The behavioral theory is the basis for professional decision-making of accountants in response to uncertainties, events, information. As a rule, uncertainties in accounting arise from the impossibility to foresee in regulations all the unexpected situations that may be encountered in practice. Therefore, in legislation only general principles of problem-solving are specified, and accountants have to form their personal opinions and implement them in reporting.
The article deals with the problematic issues of modern Ukrainian youth rights realization in the information space of Ukraine. It is found that the urgency of the tasks has been increasing since XVII century by an aggressive policy of the neighboring state information interventions. It has been revealed that since 1991 Russia has tried to involve Ukraine in the field of its own integration interests, and Ukrainian information space is being filled with "Ukrainian versions" of popular Russian newspapers and magazines, the pages of which contain pro-Russian materials. The article describes the chronology of Ukrainian information space nuclear destruction during XVII–XX centuries, which prevented Ukrainian youth from obtaining the rights to their own Ukrainian information space from XVII century and for nearly thirty years of independence of ХХІ century. It is determined that in the Ukrainian information space almost all mass media represent either separate financial and political groups or belong to foreign owners, who explicitly or through the third countries act in the propaganda paradigm of the Russian Federation. It has been found that the modern information space of independent Ukraine still remains unprotected and vulnerable to the penetration of Russian ideological rhetoric. The political establishment easily and openly uses this rhetoric for its own non-state purposes. Fundamental principles, constituent elements and stages of Ukrainian information space formation in the context of youth rights realization are investigated in the article. The purpose of the article is to find out the essence of digital diplomacy as a component of public diplomacy. The research methodology is based on the application of an interdisciplinary approach, which made it possible to clarify the specifics of the discourse of digital diplomacy. The scientific novelty of the obtained results lies in the attempt to comprehensively analyze the discourse of digital diplomacy as a component of public diplomacy in the subject area of information affairs. Conclusions. It is noted that due to the development of new methods of analyzing the behaviour of social network users, digital diplomacy has become an effective tool not only in political information campaigns but also in cultural policy. For this purpose, services and special web-applications SocioViz, NVivo, Google Trends, etc. are used. Today, the effectiveness of the message in digital diplomacy is achieved by maximizing the range of readers and viewers. It is concluded that digital diplomacy has the capacity to implement a policy of 'soft power', to develop concerted action to overcome society and political and socio-cultural crises, as well as to develop measures to prevent them. It is emphasized that the processing of big data and the use of artificial intelligence for the purposes of digital diplomacy is a requirement of the time (so-called data diplomacy).
The article is dedicated to the examination of the existing system of legal regulation of information activities of prosecutor's offices in Ukraine, taking into account the changes that these bodies have undergone in the reform process. The study is based on the ideas and achievements of local researchers regarding the information support of the prosecutor's office and the analysis of the relevant provisions of the legislation in force. Supporting the view that the information and legal support of the Ukrainian prosecutor's office is based on both basic and special legislation, the author proposes the following main levels governing, directly or indirectly, the information and legal support of the Ukrainian prosecutor's office: 1) international legal acts that guarantee the person's right to information; 2) the general level of the state; 3) the specialized state level (Ukrainian Law "On Prosecutor's Office" and the regulations underlying the information legislation of Ukraine); 4) regulations aimed at governing legal information relations within the prosecutor's office (orders of the General Prosecutor's Office of Ukraine, etc.). Particular attention is paid to a brief analysis of the regulations, which are assigned to each level of regulatory support for the information activities of the prosecutor's office. It is stated that the most significant changes in recent years are attested at the specialized state level and at the levels of normative acts of subordinate regulation. At the same time, the author concludes on the insufficient level of updating the regulatory, normative and legal support of the information activities of the Ukrainian prosecutor's office, forecasting the increase of the dynamics of this process, taking into account the trends of state reform in the context of total computerization.
The article is devoted to the problems of elaboration, transformation and implementation of Ukraine's information policy in the context of changing the tasks facing the state in view of the aggressive policy of the Russian Federation. The need to formulate and implement Ukraine's consistent information security policy is emphasized. The article considers the issues of formation and implementation of the state information policy. State information policy is an integral part of foreign and domestic policy. It is noted that a new impetus in the development of state information policy has emerged recently in connection with the awareness of the need to build an information society in Ukraine as the main condition for its political and socio-economic movement forward and maintaining world status.The formation of the information society is based on the latest information and communication technologies and information resources, and the development of effective information policy, the use of its new mechanisms and tools significantly expands the possibilities of using information resources in public administration. In the field of public administration, the implementation of state information policy opens up opportunities for the transition to a new quality of management by providing all actors in the management system with timely, complete and reliable information, as well as tools for working with this information.It is determined that information management is a tool for the formation and implementation of state information policy. The state, in formation this policy, has different interests and levers of influence on management decision-making processes. First of all, as the main shaper of the "rules of the game" in the information environment, it establishes a policy of information interaction and exchange of information between public authorities, as well as between them and citizens. Насамперед, як головний формувальник «правил гри» в інформаційному середовищі, вона встановлює політику інформаційної взаємодії та обміну інформацією між органами публічної влади, а також між ними і громадянами. Мета і характер діяльності органів публічної влади визначають шляхи запровадження інформаційного менеджменту в цю діяльність, а також вид інформаційного продукту, на основі якого ухвалюється оптимальне управлінське рішення. У висновку зазначається, що використання інформаційного менеджменту як інструменту при формуванні та реалізації державної інформаційної політики дозволить вирішити багато питань теорії та практики державного управління, інтегруючи організаційний підхід, який розглядає інформаційні технології та їхній вплив на організаційні аспекти, і системний підхід, який розглядає обробку інформації на основі цілісного, системно орієнтованого та всеосяжного процесу.Ключові слова: інформаційне суспільство, державна інформаційна політика, інструменти та механізми державної інформаційної політики, електронне урядування, інформаційний менеджмент.
