This paper discusses applications of a revolutionary information technology, Geographic Information Systems (GIS), in the field of the history of cartography by examples, including assessing accuracy of early maps, establishing a database of places and historical administrative units in history, integrating early maps in GIS or digital images, and analyzing social, political, and economic information related to production of early maps. GIS provides a new mean to evaluate the accuracy of early maps. Four basic steps using GIS for this type of study are discussed. In addition, several historical geographical information systems are introduced. These include China Historical Geographic Information Systems (CHGIS), the United States National Historical Geographic Information System (NHGIS), and the Great Britain Historical Geographical Information System. GIS also provides digital means to display and analyze the spatial information on the early maps or to layer them with modern spatial data. How GIS relational data structure may be used to analyze social, political, and economic information related to production of early maps is also discussed in this paper. Through discussion on these examples, this paper reveals value of GIS applications in this field.

Today, transparency is a widely heralded value, and the U.S. Freedom of Information Act (FOIA) is often held up as one of the transparency movement's canonical achievements. Yet while many view the law as a powerful tool for journalists, activists, and ordinary citizens to pursue the public good, FOIA is beset by massive backlogs, and corporations and the powerful have become adept at using it for their own interests. Close observers of laws like FOIA have begun to question whether these laws interfere with good governance, display a deleterious anti-public-sector bias, or are otherwise inadequate for the twenty-first century's challenges.Troubling Transparency brings together leading scholars from different disciplines to analyze freedom of information policies in the United States and abroad – how they are working, how they are failing, and how they might be improved. Contributors investigate the creation of FOIA; its day-to-day uses and limitations for the news media and for corporate and citizen requesters; its impact on government agencies; its global influence; recent alternatives to the FOIA model raised by the emergence of "open data" and other approaches to transparency; and the theoretical underpinnings of FOIA and the right to know. In addition to examining the mixed legacy and effectiveness of FOIA, contributors debate how best to move forward to improve access to information and government functioning. The Information Systems discipline is 40 years old, in Australia, as in Scandinavia, the U.S.A., the U.K. and Germany. This paper presents what may be the first formally published attempt at a history of the discipline in this country. It identifies the precursors to the discipline, and its emergence in colleges and universities. It identifies institutions and individuals who were present at the birth, and traces key steps in organisational and political history. More controversially, it provides interpretations of the nature of the discipline and its key intellectual themes, and identifies threats to its survival.

At the beginning of the 13th century Genghis Khan united the nomadic Mongolian tribes and established the largest inland empire, never before seen in history. The borders of the new state reached from China in the East and the Carpathians in the West. Research over the past 200 years based the success of this vast empire on many reasons including the nomadic military organization as well as the favorable political situation of that time. In the following I will demonstrate the fact that the role of information and disinformation in this subject was utmost importance.

Governments have been using computers since the early 1950s and academics have been writing about government's use of computers for almost as long. This paper explores this literature and examines the evolution of research into and thinking about the use of information and communications technology (ICT) in government and public administration over the past 50 years. Questions asked include to what extent the technology of the time influenced this research, how themes and topic of interest have changed over this period and what lessons for future research can be drawn from a better knowledge of the past.

This article concerns rampant falsification of a quote from the hagiographic text ―Life of Alexander Nevsky‖ on Russian popular science and culture websites to promote a specific interpretation of Ruthenian history, along with promoting related current political stances, such as Kremlin authoritarianism and general anti-Western sentiment. Furthermore, it shows how the current historical paradigm in the Russian Federation is centered on appropriating Ukraine's old Ruthenian history, rather than studying the actual regional history of Muscovy's own central historical regions.

Central Asia has played an important role in the political, economic and cultural relations of different nations and countries since ancient times as one of the centers of the world civilization. The Great Silk Road, which passed through this region, brought together the countries on the trade routes, the peoples living in them, and served to spread information about their traditions, lifestyles, location, historical events. These data, in turn, brought different peoples closer and served as the basis for the establishment of mutual economic and cultural relationships between them. One of the important scientific issues here is the study of the spread of information about the Central Asian region, where most of the Great Silk Road passed, to Western Europe through other countries.
