The political sphere has remarkably been affected by the massive migration flows of the last decades, especially with regard to the principle dimensions of social life. They left their marks on central features of the modern state, like the traditional notion of national sovereignty, the conception of citizenship or the cultural forms of collective identity and political loyalty. It is impossible to give an appropriate answer to the challenge of immigration without reconsidering the sense of these basic political notions.
In an interval of only six decades 1950-2010, we have witnessed the five centuries old emigration process interruption that has shaped modern European history. At the end of World War II begins an intense opposite migration flow from former European colonies to their historic metropolis, which had also incorporated other areas that never had that relationship of dependency. This phenomenon is undoubtedly the most important contemporary social process that has taken place in Europe. Such a transformation could only occur by the confluence of important complementary factors. In separate sections of this article we present the main causes of recent immigrations in Europe and what flows within Europe and from other continents can be identified. Second, we explore the key aspects of immigration: demographics, gender and labor market. Then, we study the problems of integration in the host societies and immigration policies that facilitate it. We ended our discussion with references to the singular case of Spain. ; En un intervalo de sólo seis décadas 1950-2010, hemos sido testigos de la interrupción del proceso multisecular emigratorio que ha marcado toda la historia moderna europea. Al término de la Segunda Guerra Mundial comienza un intenso reflejo de movilidad opuesta, desde las antiguas colonias europeas hacia su metrópoli histórica, que se ha contagiado también a otras áreas que nunca tuvieron esa relación de dependencia. Este fenómeno constituye, sin duda, el proceso social contemporáneo más importante que ha tenido lugar en Europa. Una transformación así sólo ha podido ocurrir por la confluencia de importantes factores complementarios. We are in the age «of immigration». This article makes an historical and bibliographical detailed review of the political studies that have been produced on immigration. This overview follows two basic lines of the current debate: the institutional and the normative approaches, and two theoretical frameworks: the liberal and the democratic focuses. At the end, the author defends the need for opening a line of research dealing with a theory of justice which includes immigration. In this respect, he proposes to discuss in-depth the two criteria that actually orientate the political treatment of immigration: the nationality and market criteria. ; Estamos en la «época de la inmigración». Este artículo hace un repaso histórico y bibliográfico detallado de los estudios politológicos que se han producido en torno a la inmigración. Este recorrido sigue dos líneas básicas del debate actual: el enfoque institucional y el normativo, y dos marcos teóricos: el liberal y el democrático. Al final, el autor se pronuncia destacando la necesidad de abrir una línea de reflexión en torno a una teoría de la justicia que incluya a la inmigración. Al respecto, propone discutir en profundidad los dos criterios que suelen orientar el tratamiento político de la inmigración: el criterio de la nacionalidad y el del mercado.
This article explores the link between security and migration, as a part of a progressive and democratic society. The needed respect for law enforcement, the compliance with the rules of coexistence, among other contributions, also play favorable roles for democratic legitimacy. Immigrants as a positive contribution to the experience of freedom that Western plural societies represent. ; El presente artículo explora la relación entre seguridad e inmigración, desde la perspectiva de una sociedad democrática avanzada. El respeto debido a las leyes, el cumplimiento de las normas de convivencia, entre otros aportes, también ejerce un papel vertebrador favorable para la legitimidad democrática. Los inmigrantes como aportación positiva a la vivencia de libertad que son las sociedades plurales de Occidente.
Catalonia has received an unprecedented number of unaccompanied foreign children throughout the past decades, most of them from Morocco. This new form of migration has had a significant effect on the way that Children Welfare Services in Catalonia have been rearranged at different levels. Yet, the administrative reforms were not matched by a parallel substantive debate in Parliament. By analyzing a textual corpus of parliamentary texts, the article concludes that the set of parliamentary activities covering the issue of unaccompanied children contains no elements to ground a substantial political debate around it.
In public policies there is growing attention to the problem of migration between nations. The article is based on exposing the relevant questions about immigration and citizenship and their constant, permanent and changing presence over time. It becomes crucial, then, to explain issues such as rights resulting from migration policies and their effects on Western democracies in recent years. In this context, numerous investigations and discoveries of transformations in the numbers of migrants and changes in the migratory policies of the different States arise. ; En políticas públicas existe una creciente atención por la problemática de las migraciones entre las naciones. El artículo se basa en exponer las preguntas relevantes acerca de la inmigración y la ciudadanía y su presencia constante, permanente y cambiante en el tiempo. Se torna crucial, entonces, explicar cuestiones como los derechos resultantes de las políticas migratorias y sus efectos en las democracias occidentales durante los últimos años. The emerging power of the Latino community has become a recurring reflection for most analyses of the United States of America over the last two decades. However, their presence on the media usually focuses on two factors: the increasing immigration of undocumented workers, mostly from Mexico, and their decisive condition as voters due to their presence in the so-called "swing" States, which provides specific power to the Hispanic population to choose the President, especially when they are as disputed as the 2012 general elections. Barack Obama, whose presidential rhetoric has been extensively studied, decided to change his immigration policies during his campaign and to adapt his speech accordingly. It is our aim to study his rhetoric and figurative language as a means of electoral persuasion by analyzing two of his most representative speeches specifically addressed to a Latino audience: "Remarks by the President at the National Association of Latino Elected and Appointed Officials Annual Conference" (2012) and "Remarks by the President on Comprehensive Immigration Reform" (2013) under those theoretical approaches of the Political Discourse Analysis, the Critical Discourse Analysis and the Corpus Approach to Critical Metaphor Analysis, at the same time based on the Conceptual Metaphor Theory, so as to perceive how the presidential speech deals with the Hispanic community. The findings analyze the frequent appeals to movement, justice and personal and local references in the form of acknowledgement together with a predominant use of conceptual metaphors on the American dream. The article questions the usual views on migration, which characterize it merely as the provisional movement of foreign labor and obscure its fundamentally political meaning. The article highlights that it is objectively the permanent movement of citizens or members of a nation, in short, political subjects. This is unmentionable and inadmissible for a social and political world based on organizational principles and categories of thought tied to a nation-state, where the distinction between the national (and therefore, belonging to the political body) and non-national (excluded from the political), are crucial for the legitimacy and perpetuation of the order. Consequently, the goal of the article is to break with that worldview in order to found a new political relation between migration and order. ; El artículo problematiza las concepciones corrientes del fenómeno de la inmigración y emigración que, al caracterizarlo como un mero traslado de mano de obra, ";extranjera"; y de carácter ";provisorio";, ocultan su significación fundamentalmente política, resaltando que se trata objetivamente del traslado definitivo de ciudadanos o de miembros de una nación, en suma de sujetos políticos. El objetivo principal de las siguientes páginas es enseñar la preferencia de la sociedad española, reflejada en decisiones gubernamentales, de la inmigración procedente de Latinoamérica. Esta preferencia es analizada desde fuentes cuantitativas que reflejan en datos la entrada de personas de nacionalidad no española y los dictámenes legislativos que han tenido lugar, principalmente, entre el año 2000 y el 2001. La demanda de mano de obra procedente de Latinoamérica ha determinado la política actual en materia migratoria en el estado español y, al mismo tiempo, ha propiciado un cambio significativo en la composición de la migración a este país, que durante toda la década de los noventa estuvo marcada por la afluencia creciente de ciudadanos procedentes de África del Norte, principalmente de Marruecos. El objetivo principal se configura como la explicación de la reciente «latinoamericanización» de la inmigración en España a la par de un estudio de los procesos legislativos que han propiciado el aumento del flujo de personas procedentes de esta área geográfica junto a la configuración de nuestro país dentro del modelo migratorio de Europa del Sur. ; The overall aim of this paper is showing the preference of Spanish society for Latin American immigration, which is reflected in government decisions. This preference is analysed through statistic data, which shows the influx of people with foreigner citizenship, and through immigration laws between 2000 and 2001. The current state of immigration policy in Spain is determined by the demand of labour from Latin American. Also, this demand of labour has encouraged a significant change in the immigration pattern, since Spanish nineties immigrants came from North Africa, particularly from Morocco. In the last ten years, Spain has turned from being a country of emigration to being a country of immigration. The Socialist Government decided that, in the social and work spheres, it should be one and the same institution —although renewed— which took charge of both aspects, emigration and immigration: the Instituto Español de Emigración was thus converted into the Dirección General de Migraciones. From the approval of the Law which regulates the Rights and Obligations of Foreigners (Ley de Extranjería) to the approval of the Plan for the Social Integration of Immigrants or the constitution of the Forum, a stretch sometimes full of obstacles has been covered, which, nonetheless, shows the evolution suffered by our society. The article is written from the standpoint of one who was responsible for articulating and executing this policy within the administration. In any case it is the memory, still fresh, of the projects, efforts and achievements of a committed team, politically backed and accompanied by trade unions, NGOs and Associations of Immigrants. ; Durante los últimos diez años, España pasó de ser un país de emigración a país receptor de inmigrantes. El Gobierno Socialista decidió que, en el ámbito socio-laboral, fuese la misma institución, aunque renovada, la que se ocupase de ambos temas —emigración e inmigración—: el Instituto Español de Emigración, convertido en Dirección General de Migraciones. Desde la aprobación de la Ley de Extranjería, hasta la aprobación del Plan para la Integración Social de los Inmigrantes, o la constitución del Foro, se ha recorrido un trayecto, a veces tortuoso, pero que muestra la evolución sufrida por nuestra sociedad . El artículo refleja los puntos de vista de uno de los responsables, desde la Administración, del diseño y ejecución de esta política. Naturalmente, se trata de una visión parcial, sesgada, y demasiado cercana en el tiempo como para que se pueda presentar como objetiva. Se trata, en cualquier caso, de la memoria aún fresca de los proyectos, los esfuerzos y los resultados del trabajo de un equipo comprometido, respaldado políticamente y acompañado por sindicatos, ONGs y Asociaciones de Inmigrantes. El artículo pasa revista a proyectos, objetivos y logros establecidos en las diferentes etapas 1986-90, 1990-93 y 1993-96 en que puede dividirse la historia de la actuación administrativa en materia inmigratoria.
One of the great historiographical gaps about Venezuela is the one that corresponds to migrations of Asian origin. Of these, the Chinese one began in the middle of the 19th century and although of marginal presence in comparison with other Latin American experiences such as the Brazilian, Peruvian or Mexican, its importance began to increase with the new century. Not exempt from difficulties, the sons of the Middle Kingdom had to face legislation that prevented them from remaining in the country, persecution by the authorities and the lack of diplomatic representation to defend them. In spite of this, those who managed to stay undertook different economic activities in a territory that welcomed them with distrust. The other related aspect is that such immigration led to the Chinese government's interest in establishing relations with the South American nation, which were formalized in 1943. These are the reasons that encourage us to reflect on Chinese immigration to Venezuela. ; Uno de los grandes vacíos historiográficos sobre Venezuela es el que corresponde a las migraciones de origen asiático. De ellas, la china, inició a mediados del siglo XIX y aunque de presencia marginal en comparación con otras experiencias latinoamericanas como la brasileña, peruana o mexicana, su importancia comenzó a aumentar con la nueva centuria. No exentos de dificultades, los hijos del Imperio del Centro tuvieron que enfrentar la legislación que les impedía permanecer en el país, persecución de las autoridades y orfandad de representación diplomática que los defendiera. Pese a ello, los que lograron quedarse emprendieron distintas actividades económicas en un territorio que los acogió con desconfianza. El otro aspecto conexo, es que tal inmigración propició el interés del gobierno chino por establecer relaciones con la nación sudamericana, formalizadas en 1943. Son estos los motivos que nos animan a reflexionar sobre la inmigración china a Venezuela.
