For the turbulent, uncertain world of the 1970's, with the role of the presidency in foreign affairs more limited or less visibly centrally involved, revised organizational modalities become imperative. Foreign affairs staffing of the President should be sufficient to ensure that he is immediately informed of all significant events abroad, but should avoid overcumbersome organizational layers or overintense presidential involvement. This will require the State Department to carry out fully the responsibilities envisioned in National Security Affairs Memorandum (NSAM) 341. Given certain apparently immutable characteristics of American bureaucracy, this will necessitate return of the United States Information Agency (USIA) to the Department, which will give the Secretary of State line control over all major agencies dealing primarily with foreign affairs. It will be necessary to relieve the Secretary's enormous burden by converting the Department's second ranking position to one in which the incumbent can act as true alter ego of the Secretary; by creating a new position of Permanent Under Secretary as the third ranking Department position, where lines of policy and management can converge effectively; and by staffing other high-level positions with individuals capable of making the decisions required by the 1970's. The new President can further strengthen the State Department by giving his full support to the ambassador in his role of "the President's man."

Es wird von der These ausgegangen, dass politische Kommunikation in der Demokratie zum wichtigsten Instrument politischer Führung gerät, denn wer Themen bestimmt, "über die politisch gesprochen wird, der ist den politischen Konkurrenten einen Schritt voraus". Der Kampf um Themen, der Kampf um die sprachliche Präsentation der Bewertungen dieser Themen ist die entscheidende Voraussetzung für die politische Meinungsführerschaft. Welchen Themen öffentliche Aufmerksamkeit zuteil wird, darüber entscheidet - zunächst - das Mediensystem. Der wichtigste Aspekt hier ist die Interdependenz zwischen Parteiensystem und Mediensystem. Die Bundesrepublik Deutschland ist durch ein ideologisches Parteiensystem gekennzeichnet, das mit einem meinungsfreudigen Mediensystem korrespondiert. Die Bewertung der Information durch Journalisten prägt das professionelle Selbstverständnis der Journalisten. Voraussetzung für eine aufgeklärte öffentliche Meinung ist die kritische Einstellung der Journalisten gegenüber den Mächtigen. Parteipolitisch gesprochen sympathisiert zwei Drittel der Journalisten in der Bundesrepublik mit einer eher links ausgerichteten Politik. Die Fernsehlandschaft ist heute durch flache Unterhaltung gekennzeichnet, da "wird auch der Politik der letzte Tropfen an Unterhaltung ausgepresst". Die subjektive Überzeugung des regelmäßigen Fernsehzuschauers, von diesem Medium wirklichkeitsgetreu über die laufenden Ereignisse der Politik unterrichtet zu werden, gerät zur objektiven Desinformation, weil die Komplexität des Politischen bis zur Verfälschung verkürzt wird. Politik muss Kommunikation betreiben, die stets kontroverse Themen zum Inhalt hat und darf den Gesprächsfaden mit dem Bürger nicht abreißen lassen. Jeder der für die Regierung sprechen kann, ist politischer Öffentlichkeitsarbeiter, jeder steht unter dem Gebots- und Verbotskatalog politischer Kommunikation" (RG)
