Guests, Ladies and Gentlemen: It is my privilege to inaugurate the Fifth
Annual General Meeting of the Pakistan Society of Development
Economists. During the past six years of its existence the Society,
which I founded in 1982, has become an institution devoted to the
pursuit of scientific virtuosity and academic rectitude. It has provided
a powerful medium through which a serious discussion of economic and
demographic issues related to Pakistan's economy has become possible. I
am happy to know that by this time over one hundred papers, written by
scholars from all over the world, have been presented in this forum. In
addition, the Inaugural Address, the Presidential Address, the
Quaid-i-Azam Lectures, and the Guest Lectures, presented in this forum
each year, provide a synoptic review of the fields of development
economics and demography, and of issues relating to the economics of
education, health and the role of women in the development process. This
massive intellectual output should strengthen the process of knowledge
creation by matching the theories of economic development with the
'reality' in the developing countries. The resulting literature, with a
focus on Pakistan, also provides rich source material and guidelines for
policy formulation in the field of socio-economic development. I must
add, however, that while due to the contributions of the Society we know
much more about the nature of the development problem, our knowledge of
how to solve it has probably not expanded as much.

AbstractThis inaugural editorial introduces the research topics addressed by the journal Change and Adaptation in Socio-Ecological Systems (CASES). A recent literature analysis revealed that the amount of integrative, interand transdisciplinary research activities on climate and global change, adaptive strategies, actor behaviors and response opportunities has increased significantly in the last few decades. Also, research activities on major drivers for the change and adaptation of socio-ecological systems, namely climate change, socio-economic and political changes and technological development have increased considerably since the 1950s. A publication platform that allows for overarching perspectives, integrative viewpoints, and the exchange of ideas among related disciplines in Socio-Ecological Systems (SES) science is provided by the new journal CASES.

President Pakistan Society of Development Economists (PSDE)
and Vice Chancellor of Pakistan Institute of Development Economics
(PIDE) Dr Asad Zaman, Secretary Planning, Secretary PSDE, distinguished
economists, eminent scholars from overseas, and young economists of
Pakistan. Ladies and gentlemen, it is indeed a great honour and
privilege for me to be the chief guest at the opening ceremony of the
31st Annual General Meeting and Conference of Pakistan Society of
Development Economists. I happen to be a teacher as well as the
politician, so, I promise you to be succinct while inaugurating the
Conference. It is a matter of great pride to acknowledge that the
tradition initiated by the Society in 1982 continues with great
strength. All credit goes to Prof. Nawab Haider Naqvi, one of the
founding fathers of this tradition. It is also a tribute to the
sincerity of those who are keeping this tradition alive. I hope this
tradition of knowledge sharing and intellectual debate will be of
practical benefit to the development journey of Pakistan. I am sure that
it will go on uninterrupted in future as well, and through such
platforms we will be getting new ideas and solutions to our problems.

Dr Asad Zaman, Distinguished Guests, Ladies and Gentlemen, I
am very pleased to return to this landmark event, the Annual Meeting of
Development Economists, after a long interval and that also on the 30th
Anniversary of PIDE. This gathering of intellectuals, economists, worthy
panelists and other participants of the conference is important for the
academic community and policy-makers alike, to debate current
socio-economic challenges and their solutions. The topics for discussion
by many eminent scholars and policy-makers over the next 3 days are both
important and topical. We would look forward to the recommendations
emerging from the Conference, specially on topics like "Inclusive
Growth", "Addressing inequality", and "Alternate Strategies of Poverty
Alleviation".
