The middle of the road party in the dispute between the Huguenots and the Catholic League were called the "politiques". This pamphlet is a reply by the "Politiques" to the conventions adopted by the Leaguist divines at Chartres, September 1591. Dam Safety : Hazards Created by Human Failings and Actions
Dam Safety and dam incidents are treated here looked at from the "Human Factors" perspective. An attempt is made to explore these factors as an important drive in impairing dams' safety and increases their risks. Distinction is drawn between the "Normal Human Caused Incidents" and the "Extraordinary Human Caused Incidents" together with the description of their root origins and subsequent consequences. The first type includes unintentional mistakes, errors and flaws committed by the operators of dams inadvertently, in addition to negligence, lack of experience or overconfidence. Such failings can happen in manual operation of dams, or through the use of their Supervision, Control and Data Acquisition (SCADA) systems as in industrial control system (ICS). They can occur also due to flaws in software or even in the application of information and communication technology (ICT) in remote control operations. As for the second group; the extraordinary human factors, they are defined here as those committed by man with the full understanding of their possible damage. They are done purposely for destabilizing dams after thoughtful and carefully meditated decision making process and they are manifested in acts of war, sabotage and terrorists actions. In this modern age, these acts are characteristics of hackers' attacks on dam(s) operating systems. This is done through the use of cyberspace by the widespread interconnected digital technology with the accompanying advances in the communication technologies. As such, these technologies have made remote control of such systems possible. Not limited to this, dams remain now, as they were always in the past, the obvious targets in wars and conflicts to inflict losses on the enemy and to use them as weapons, and for terrorism actions for challenging governments. Examples of the aforementioned threats are described with examples given from real cases to elucidate the dangers involved. Dams Safety : Inspections, Safety Reviews, and Legislations
When a dam is built, its safety becomes a constant concern for the owner, the public and for governments. Therefore, continuous observation through routine inspections and safety reviews become necessary. Acting as protectors of public safety, governments and professional organizations save no effort in the promulgation of legislations and laying out guidelines for such inspections and reviews. These issues are discussed here starting with the basic first step of visual inspections by the operators and the follow up of detailed safety reviews by specialists. Careful visual inspections assisted by instrumentation measurements may reveal an early negative issue such as, but not limited to, increased seepage, increased uplift pressure, signs of weakness like cracking in the body of the dam, or dams' slope sloughing, and even damaged hydraulic control equipment. Documenting and reporting these observation helps in taking remedial measures in good time and may lead to more intensive safety reviews. Suggested check lists for the inspection engineers are given here, but these may be tailored for each dam according to its needs. These lists cover issues common to both embankment and concrete dams, and include other specific issues related to each type of them. Metal equipment take their share by listing such areas as corrosion, fatigue and cracking, tear, and wear and so on. Instrumentation measurements are also given their due consideration by giving brief mention of types of measurements needed and points to be observed in instrumentation control work. Integrated analysis of circulating immune cellular and soluble mediators reveals specific COVID19 signatures at hospital admission with utility for prediction of clinical outcomes
6 figures, 6 tables.-- Supplementary material available. ; Coronavirus disease 2019 (COVID19), caused by SARS-CoV-2, is a complex disease, with a variety of clinical manifestations ranging from asymptomatic infection or mild cold-like symptoms to more severe cases requiring hospitalization and critical care. The most severe presentations seem to be related with a delayed, deregulated immune response leading to exacerbated inflammation and organ damage with close similarities to sepsis. ; [Methods]: In order to improve the understanding on the relation between host immune response and disease course, we have studied the differences in the cellular (monocytes, CD8+ T and NK cells) and soluble (cytokines, chemokines and immunoregulatory ligands) immune response in blood between Healthy Donors (HD), COVID19 and a group of patients with non-COVID19 respiratory tract infections (NON-COV-RTI). In addition, the immune response profile has been analyzed in COVID19 patients according to disease severity. ; [Results]: In comparison to HDs and patients with NON-COV-RTI, COVID19 patients show a heterogeneous immune response with the presence of both activated and exhausted CD8+ T and NK cells characterised by the expression of the immune checkpoint LAG3 and the presence of the adaptive NK cell subset. An increased frequency of adaptive NK cells and a reduction of NK cells expressing the activating receptors NKp30 and NKp46 correlated with disease severity. Although both activated and exhausted NK cells expressing LAG3 were increased in moderate/severe cases, unsupervised cell clustering analyses revealed a more complex scenario with single NK cells expressing more than one immune checkpoint (PD1, TIM3 and/or LAG3). A general increased level of inflammatory cytokines and chemokines was found in COVID19 patients, some of which like IL18, IL1RA, IL36B and IL31, IL2, IFNα and TNFα, CXCL10, CCL2 and CCL8 were able to differentiate between COVID19 and NON-COV-RTI and correlated with bad prognosis (IL2, TNFα, IL1RA, CCL2, CXCL10 and CXCL9). Notably, we found that soluble NKG2D ligands from the MIC and ULBPs families were increased in COVID19 compared to NON-COV-RTI and correlated with disease severity. ; [Conclusions:] Our results provide a detailed comprehensive analysis of the presence of activated and exhausted CD8+T, NK and monocyte cell subsets as well as extracellular inflammatory factors beyond cytokines/chemokines, specifically associated to COVID19. Importantly, multivariate analysis including clinical, demographical and immunological experimental variables have allowed us to reveal specific immune signatures to i) differentiate COVID19 from other infections and ii) predict disease severity and the risk of death. ; The authors would like to thank the Biobank of the Aragon Health System integrated in the Spanish National Biobanks Network and the Servicios Científico Técnicos de Citometria de Flujo del CIBA for their collaboration.
